THIS AUTOMATICALLY RESULTED IN SERIES OF BRIBERY AMONG D LOCAL GOVT CHAIRMEN JUST TO OBTAIN ONE PER LG WHICH IS STILL NOT POSSIBLE FOR EVERY LG. IN THE VILLAGE SETTING, THEY PAY 100K+ WHILE IN THE TOWN, THEY PAY 80K+. IT IS REASONABLY FAIR COMPARED TO THE SW HERE.
