What was provided was the states the exams were written, how do you know their states of origin?

Stop misconstruing what WAEC said. They archive these data by themselves every 3-4 years. They denied assigning positions to respective states, however, all the stats at least from 2016, 2017 and 2018 are available on government education official website. Are the ministry education lying too?
