ON THIS DAY IN 2009, A 23-YEAR-OLD NIGERIAN SUICIDE BOMBER, UMAR FAROUK ABDUTALLAB ATTEMPTED TO BOMB HIMSELF AND 288 OTHERS ON A UNITED STATES AIRLINES EN-ROUT LAGOS, THROUGH AMSTERDAM TO DETROIT. On this day in 2009, a 23-year-old man from an influential Nigerian family, Umar Farouk Abdulmutallab attempted to detonate a plastic explosives hidden in his underwear while on board Northwest Airlines Flight 253, en route from Nigeria through Amsterdam to Detroit, Michigan. Now referred to as the "Underwear Bomber", or the “Christmas Day Bomber”, he confessed to and was convicted for the crime. Al-Qaeda in the Arabian Peninsula (AQAP) claimed to have organised the attack with Abdulmutallab; they said they supplied him with the bomb and trained him. Connections to al-Qaeda and Anwar al-Awlaki have been found, although the latter denied ordering the man to do the bombing. Abdulmutallab was convicted in a U.S. federal court of eight federal criminal counts, including attempted use of a weapon of mass destruction and attempted murder of 289 people. On February 16, 2012, he was sentenced to 4 life terms plus 50 years without pardon. The Federal Competition and Consumer Protection Commission on Tuesday stopped the additional N50 charge currently imposed on transactions conducted through Point of Sales Terminal. The FCCPC issued the directive in a statement signed by its Chief Executive Officer, Mr Babatunde Irukera, and made available to journalists in Abuja. In recent times, there has been significant contention with respect to merchant imposed N50 stamp duty assessments on consumers for PoS transactions. The fee, which is said to have emanated from the Central Bank of Nigeria, was meant to be for consumers who select PoS option to conclude their purchases or transactions. Supermarkets, eateries, filling stations, and other businesses across the country have had to charge their customers an additional N50 on every PoS transaction. Irukera in the statement described the charge as counterproductive as it negated the effort of the apex bank to promote a cashless economy. He said the merchants’ response of imposing this assessment on consumers was not only inconsistent with the cashless policy, but also counterproductive and burdensome on consumers. He said before the decision was arrived at, the commission had robustly engaged the CBN on the issue, pursuant to S.17 (b), (f), (g), (i) of the FCCPA Act. The FCCPC boss added that meetings of the highest levels of leadership of both the CBN and FCCPC were held on the issue. Irukera said the FCCPC’s strongly held position was that an assessment imposed on merchants necessarily was a component of their costs of doing business. This, according to him, may only be directly passed on to consumer in limited circumstances. The Senate on Wednesday debated the sexual harassment bill which proposes a 14-year jail term for any lecturer who grab, hug, kiss, rub, stroke, touch the breasts, hips, buttocks or any other sensual part of the body of a student. A statement by Ezrel Tabiowo, the Special Assistant (Press) to President of the Senate, said the bill, which scaled second reading on the floor of the Senate, was sponsored by the Deputy Senate President, Ovie Omo-Agege. The proposed legislation, titled: “A Bill for an Act to Prevent, Prohibit and Redress Sexual Harassment of Students in Tertiary Educational Institutions and for other matters connected therewith 2019” has 27 clauses. The bill proposes up to 14 years jail term, with a minimum of 5 years, without an option of fine for any educator who commits sexual offences in tertiary institutions. The bill defines sexual offences as including: sexual intercourse with a student or demands for sex from a student or a prospective student or intimidating or creating a hostile or offensive environment for the student by soliciting for sex or making sexual advances. Other forms of sexual harassment identified in the bill are grabbing, hugging, kissing, rubbing, stroking, touching, pinching the breasts or hair or lips or hips or buttocks or any other sensual part of the body of a student. Other forms include sending by hand or courier or electronic or any other means naked or sexually explicit pictures or videos or sex related objects to a student, and whistling or winking at a student or screaming, exclaiming, joking or making sexually complimentary or uncomplimentary remarks about a student’s physique or stalking a student. Senator Omo-Agege, in his lead debate, said “the most effective way to deal with the offence of sexual harassment in our tertiary institutions is to penalise the very impropriety of the act, with or without consent.” According to him, sexual harassment must be defined in tertiary educational institutions as statutory rape with strict liability for offenders to be prosecuted easily. On the extension of the bill to primary, secondary schools, worship centres and work place, Omo-Agege said doing so will not be necessary because the Criminal and Penal codes already adequately deal with these categories with sufficient clarity. Ohanaeze Ndigbo Youth Council (OYC) on Tuesday claimed that talks between the North and South-West ahead of the 2023 presidency have broken down. Okechukwu Isiguzoro, the President and Okwu Nnabuike, the Secretary-General, in a statement, alleged that the presidential aspiration of All Progressives Congress (APC) national leader, Bola Tinubu, was hanging due to tactic withdrawal of support from Northern power brokers. OYC said it had confirmed that the North was not satisfied with the voting pattern and results during the 2019 presidential election in the South West as President Muhammadu Buhari did not win overwhelmingly. It noted: “The result shows that South West voted for both PDP and APC, with the latter leading with little margin irrespective of desperate efforts that denied Nigerians from South East from voting in most South-West states. “The North feels that the South West betrayed them and there should be a new alliance and the moves are on. “With the recent sack of South West from juicy portfolios and positions, and making Vice President Osinbajo quiet, Tinubu may have seen the handwriting clearly written on the wall; that all may not be well with the alliance between defunct ACN/ANPP/CPC”. Former chairman of the Independent National Electoral Commission (INEC), Prof Attahiru Jega, has said that the prediction of US Central Intelligence Agency (CIA) on the disintegration of Nigeria will come to pass if care is not taken. The former INEC boss stated this on Wednesday while speaking at Tell Magazine’s 20 years of democracy conference in Abuja. Recall that the CIA had predicted that Nigeria would disintegrate in 2015 following the outcome of the presidential election.
