Guy Jesus was explaining what it means to be born again, except a person is born of water which was the first birth and that doesn't need to be repeated and then born of the spirit.

Everyone of us came from the water in the womb, that's our first birth. Water baptism mimicks this as a symbol of repentance but no new birth takes place at water baptism bro.
