I have done that but when I try to reboot it, it comes back to the same window and refuses to go beyond that boot window and into the home screen... Still the same problem all over again

What about power button and volume up? You can also remove the back cover of the phone and remove the battery connector, put back the battery connector and power up the phone. You can check YouTube for that.

Guys, my Redmi Note 4x seems to have degenerated into a worst possible state. Attached is the image of what has been happening since morning after attempting to power it on. It doesn't boot to the home screen and it has refused to turn off. It has been like this for over 6hrs.
What's the solution for this with steps please and is there a way to access my files in the phone to possibly copy them out?

Hold power button for as long as possible to turn it off.

Wow, not sure if it can be fixed. Have you tried holding it against the cut part and powering on?

If I disconnected the power button and battery the phone would work normally?

Removing the back will release any pressure on the buttons if that's the cause, just open it and try as advised.

Likely, battery needs replacement.
If this started after an update, you should either download the rom again and flash manually or do a factory reset to see if there's a fix.
