Why do you think the civil war was fought? Confederation is what Ojukwu took to Ghana and made Gowon sign. But Gowon broke the agreement and introduced unitary rule which forced Ojukwu to declare Biafra. The North will never agree to confederation, they will even fight a war to make sure it never happens
