KADUNA – Kaduna State Governor-elect, Mallam Nasir El Rufai Tuesday said that all stolen money by the current ruling party, the Peoples Democratic Party, PDP, must be refunded as soon as the incoming government of the All Progressive Change, APC, was sworn in on May 29th, 2015. The former Minster of the Federal Capital Territory, FCT, made the statement in a speech yesterday when executive members of the National Union of Textile Garments and Tailoring Workers of Nigeria, NUTGTWN, paid him a courtesy visit in his private residence in Kaduna. El-Rufai said, “we will politely ask those who stole government money to return the funds. “This is because people who are in government now (PDP) are there to work for themselves but the APC government is made up of people who are ready to work for the masses and betterment of the country. “We will work with the textile union to ensure that lives of the average Nigerians get better”, he said. The Civil Society Network Against Corruption has petitioned the Inspector General of Police, demanding the arrest and investigation of the Resident Electoral Commissioner in Rivers State, Gesila Khan, and that of Akwa Ibom State,Austin Okoji.The demand by the civic group follows exposure of irregularities in the April 11 governorship and House of Assembly elections in the two South-South states.Challenging the credibility of elections inthe states, CSNAC stated that there were irregularities in the numbers of total votes cast and votes polled in each of the states by the winners and the numbers of authentic accredited voters generated by INEC central server in Abuja.The group’s petition was titled ‘Demand For Urgent Investigation Of Fraudulent Manipulation Of Election Results In AkwaIbom And Rivers States Governorship Elections Of April 11, 2015 By Two Resident Electoral Commissioners.’“In brazen contravention of several provisions of the Electoral Act, 2010, as amended, the Resident Electoral Commissioner for Akwa Ibom State, Barrister Austin Okojie, falsely declared that 1,158,624 people voted in the Governorship and House of Assembly Elections in Akwa Ibom State, leaving a difference of 721,496 in excess of the actual card readers figures of accredited voters,” the group said in its petition.“In a similar vein, the Rivers State Resident Electoral Commissioner, Dame Gesila Khan, declared 1,228,614 total votes, contrary to the figure of 292,878 accredited voters recorded in the INEC central server in Abuja. This is in excess of 935,736 votes.“Local and international observers who physically observed elections in both States had, immediately after the elections, called for the cancellation of elections in Rivers and Akwa Ibom States. Less than three weeks before he leaves office, President Goodluck Jonathan has said he expects his ministers and aides to be “persecuted” after his tenure.Mr. Jonathan, whose administration witnessed several corruption scandals, stated this on Sunday at a thanksgiving service organized in his honour at the Anglican Church, Life Camp, Abuja.He said he believes he lost some allies as well as the March presidential election because of “certain decisions,” he took.“It (the decisions) might be good for the generality of the people but it might affect some people differently,” the president said. “So for ministers and aides who served with me, I sympathize with them, they will be persecuted. And they must be ready for that persecution.”Mr. Jonathan said he expected that he and his ministers would have a hard timeafter he leaves office.“To my ministers, I wish you what I wish myself,” he said. “They will have hard times, we will all have hard times. Our ways will be rough.”Indications that some officials of the Jonathan administration would be investigated for corrupt activities emerged after the president-elect, Muhammadu Buhari- vowed to probe the‘missing’ $20 billion in the state oil firm, NNPC. The money, which was first made public by the immediate past Central Bank governor, Lamido Sanusi, remainedan albatross on the neck of the Jonathan administration which repeatedly claimedits officials did nothing wrong.However, an audit commissioned by the government and released after much pressure by the pubic and after Mr. Buhari’s statement showed that officials of the highly secretive NNPC and other relevant authorities frustrated the work of the international auditors, PWC. One ofthose expected to face a major probe is the petroleum minister, Diezani Alison-Madueke, whose tenure witnessed several scandals in the oil sector, apart from the $20 billion.Mr. Jonathan, who became the first incumbent to lose an election in Nigeria, also said the “hard decisions” he took probably cost him his re-election.“Some hard decisions have their own cost, no doubt about that,” he said. “That I have ran the government this way that stabilized certain things, the electoral process and other things that brought stability into this country. They were verycostly decisions which I myself must be ready to pay for.”“Some people come to me and say this orthat person, is he not your friend that benefited. Is it not your government that this person benefited from? But this is what the person is saying?“But I used to say worse statements will come. If you take certain decisions, you should know that those close to you will even abandon you at some point. And I tell them that more of my so-called friends will disappear.”The president compared his unpopularity based on his ‘decisions’ to that of the last apartheid ruler of South Africa.“When F.W. De clerk took the decision to abolish minority rule in South Africa, even his wife divorced him. I hope my wife will not divorce me. But that is the only decision that has made South Africato still remain a global player by this time. If we still had that minority rule there, by this time, nobody will be talking about South Africa,” he said.Mr. Jonathan, then said he hoped his wife, Patience Jonathan, would not desert him for accepting defeat in the election, to which she replied “Nooooo” which evoked an applause from worshippers at the church. The event was the first public one for the first lady since her husband lost and accepted defeat in the elections.Despite expecting to lose friends and to be persecuted, Mr. Jonathan, however, said he is leaving office a fulfilled man.He thanked Nigerians and Bayelsa residents for granting him the opportunity to serve in elective positions.“When I look at the whole picture of my life up to when I became the President of this country. And I say that if soldiers and police officers that have not received0. 5 per cent of the benefits that I have received from the state can lay their livesfor this country, I should do anything in the interest of Nigeria including paying the supreme price.“As long as live, I will continue to do my best for the state because the state has helped me as a person.“I have to thank Nigerians especially my state for giving me the opportunity to serve as deputy governor and the whole country gave me the opportunity to serveas Vice President and then President , first was to complete the tenure of the late President and later serve as President from which I am exiting now asa very happy and fulfilled man,” he said.The President thanked Nigerians for theirsupport and urged the church and other religious groups to pray for the success of the incoming administration, stating that what matters is not the person in charge of government, but the dividends of democracy.Mr. Jonathan said he believed majority ofNigerians still support the actions he took while in office.“We are happy the ordinary people appreciate what we did and that is most important,” he said. “It’s not what the elite or the privileged few talk or say about you but what the majority of the Nigerian public think about your actions and inactions that matter. We came to Abuja peacefully and we are returning peacefully.“I thank the church and Nigerians because they stood by us at our most difficult times.“Even for the election, we had people who supported us all over the country but things went the way they did because God wanted it that way for a purpose.”The president called for more prayers forNigeria saying “we will continue to pray for the peace of the country and for the success of the incoming administration. When the country is in good shape, people benefit. When things are going well, people are happy.“You don’t need to know Mr. President orMr. Governor. The issue is not about Jonathan or Buhari or any other person. The issue is how the government functions. Stability, buoyant economy that will enable Nigeria to move forward and live happily is all I am interested in. That is our interest, that is my prayer point. All religious groups should pray for the country.”Speaking earlier, former Minister of Information, Jerry Gana described Mr. Jonathan as man who is “favoured by God” in many ways.“We thank God for what He has done for Nigeria through the man. Despite the big positions he occupied in the country, he has remained humble and he has succeeded in deepening democracy in the country. He revived the rail system of transportation. He brought back hope to Nigeria and to cap it all he conceded defeat to his opponent in a heroic manner,” the former minister said.The Minister of Power, Chinedu Nebo, also praised the president while reeling out some of his achievements in office.“He is humane, gentle and unassuming. He has transformed Nigeria. He is not vindictive. He loved the youth. He empowered, mentored and motivated youth and women. He is a listening leader. He listens to everyone in Council before making judgement. He fixed the electoral process and brought credibility into it. While Hon. Yakubu Dogara from Bauchi State jostles from the north east, the south west through the National leader of the party, Asiwaju Bola Tinubu is insisting on the candidacy of the outgoing minority leader of the House, Hon. Femi Gbajabiamila from Lagos State.It will be recalled that the party had on May 22 at the Party’s leadership meeting in Abuja appointed a two man committee comprising the president-elect, General Mohammadu Buhari and the National Chairman of the Party, Chief John Oyegun to resolve the issue when it became obvious that the two zones were at each other’s throat for the office.But the Buhari/Oyegun committee has not metand if it had, the outcome of the meeting is yet to be made public. But an authentic party source who also shares an affinity with the House of Representatives confided in Saturday Vanguard yesterday that the committee’s willingness to meet for the purpose was poor.According to him, the president-elect may have since taken a position on the matter which is that the incoming members of the National Assembly should be given the liberty to choose who become their leader without external interferences.APC yet to formerly zone the slotThe issue of zoning offices in APC has a faint recognition and may even be jettisoned. This is even why another member of the House, Hon. Abdulmumini Jubril from Kano State recorded first in launching his interest before any other person.But his interest could not fly die to the simple reason that he came from the same zone with the president-elect even though he is subtly pushing.As at yesterday, the party has not officially ceded the slot to any zone and most people believe that is the springboard of the clash of interest currently going on in the party.With this, the race has almost assumed the dimension of “do-or-die” affair between Dogara and Gbajabiamila who have intensifiedlobbying among the APC and the Peoples Democratic Party, PDP’s members in the Green Chamber of the National Assembly.A source also told Saturday Vanguard that Tinubu, Gbajabiamila’s backbone is leaving nostone unturned to ensure that the south west emerges victorious in the contest.APC Governors-elect float a peace committeeMeanwhile, to broker a ruse in the imbroglio surrounding the speakership, the newly-elected governors of APC last week set up a 5-man Committee.Saturday Vanguard gathered that the Committee which was obviously a voluntary one was however parallel to Buhari/Oyegun Committee.The incoming Governor of Kaduna State, Nasir El-rufai is the Head of the committee with the outgoing House of Representatives Speaker and Governor-elect of Sokoto State, Aminu Tambuwal and the Governor-elect of Plateau State, Mr. Simon Lalong as members.Though, the mandate of the committee was not specifically mentioned as to whether it would take sides with either of the candidates,it was learnt that its objective was not however unconnected with finding a middle ground so that the looming crisis in the party would be nibbed in the bud.But unfortunately, the committee’s first outing which took place last week Tuesday, Saturday Vanguard gathered ended in deadlock.It was not ascertained whether they met again this week but expectations are high that the Committee would meet next week.Dogara’s support base gathers momentum with 286 members on the queueMeanwhile, while, the intrigues intensified lastweek, Saturday Vanguard gathered that Dogara’s support base witnessed a rise.At the moment, 143 members from both APC and PDP have pencilled down their names in support of Dogara. Bulk of the members came from the PDP’s 139 figure.It was learnt that irrespective of any apparent future pressure, the people have sworn to swim and sink with him.In addition to this number, Saturday Vanguard source hinted that the camp is also playing a smart game, using the members to bring moreto the camp.To this end, each person among the 143 persons has the mandate of bringing at least one more person.Should this strategy pay off, it means that the Bauchi State born parliamentarian could becoasting home with 286 votes out of 360 votes of the House’s numerical strength. But nobody is sure.“If the permutations work out and members return to camp with at least one more member,it then becomes obvious that Dogara has already won Gbaja”, the source said in confidence.Gbajabiamila seriously networkingEven with Dogara’s game plan, Saturday Vanguard also gathered that his opponent, Gbajabiamila is not relenting.He is seriously reaching out to both camps as well.Sources from the national assembly said he wasn’t doing badly in his strategies but according to them, it would be a fierce battle between them.It was further learnt that no one was had any serious qualms with his candidacy but those behind him.“Gbaja may be a better candidate but the fear that he may be subservient to one person is a very serious factor many people are considering. The decree states that, the objectives of the service corps shall be: • to inculcate discipline in Nigerian youths by instilling in them a tradition of industry at work, and of patriotic and loyal service to Nigeria in any situation they may find themselves • to raise the moral tone of the Nigerian youths by giving them the opportunity to learn about higher ideals of national achievements, social and cultural improvement • to develop in the Nigerian youths the attitudes of mind, acquired through shared experience and suitable training, which will make them more amenable to mobilization in the national interest • to enable Nigerian youths acquire the spirit of self reliance by encouraging them to develop skills for self employment • to contribute to the accelerated growth of the national economy • to develop common ties among the Nigerian youths and promote national unity and integration • to remove prejudices, eliminate ignorance-and confirm at first hand the many similarities among Nigerians of all ethnic groups • to develop a sense of corporate existence and common destiny of the people of Nigeria In order to achieve the objectives in this decree, the service corps shall ensure: o that the Nigerian youths are exposed to the modes of living of the people in different parts of Nigeria o that the Nigerian youths are encouraged to eschew religious intolerance by accommodating religious differences. The above are the reason for the establishment of NYSC. However, it was a surprise that today, the same NYSC which was founded to bridge divide has now resorted to discrimination without basis. This is against the principle of the scheme. Going through the NYSC decree, those qualified to participate in scheme were well spelt out. SECTION 2 of the decree states that: Subject to the provisions of this Decree, every Nigerian shall: • if, at the end of the academic year 1972-73 or, as the case may be, at the end of any subsequent academic year, he shall have graduated at any university in Nigeria ( ANY UNIVERSITY IN NIGERIA) Since this law has not been changed or the decree amended, it is a gross offense and flagrant disobedience of the laws of our land to exclude Open University graduates from the NYSC. Here we can see that, nothing in this decree indicate that students from Open University are not qualified, it only informed us of the purpose of this scheme which is to build capacity of the Nigerian youths and imbibe the culture of national service, tolerance and accommodation in them. However, rather than admit graduates of Open University into the NYSC scheme to serve their fatherland, the National Youth Service Corps governing council without any basis, continue to exclude the first of its kind institution. They designate Open university as excluded, and the graduates are given what they call, exclusion certificate to indicate that they have been officially excluded from serving our nation. This is a grave injustice. Let me note that, this exclusion certificate was alien to the NYSC Act. What the act recognize is exemption certificate, but only some categories of people are qualified for the exemption. Exemption certificate is different from Exclusion certificate. According to amended NYSC act: Notwithstanding the provisions of subsection (1) of this act, with effect from 1st August, 1985, a person shall not be called upon to serve in the service corps if; at the date of his graduation or obtaining his diploma or other professional qualification - • He is over the age of thirty. • He has served in the armed forces of the Federation or the Nigeria Police Force for a period of more than nine months. • He has been conferred with any National Honour. • He is member of staff of any of the following, that is: i. the Nigerian Security Organisation ii. the State Security Service iii. the National Intelligence Agency iv. the Defence Intelligence Service As we can see in the above, these are the only categories of people that are qualified for NYSC exemption certificate, nothing like exclusion certificate was ever mentioned in the NYSC act, but because the governing council of the NYSC are bent on denying our institution equal rights of participation for reasons best known to them, they introduced what they call exclusion, which they dumped on the faces of distinguish NOUN graduates. It is quite disappointing that, after 4 years of academic grinding, plus hard work in an institution with no equal, where you have obtained the best of knowledge under a properly guided system devoid of any form of examination Mal-practices, what you get is discrimination from some government establishments. It is important to note that, Open University is a federal university, accredited by the same National University Commission which accredited other institutions in the country. For no reason should her graduate be sidelined,as this would discourage prospective students from enrolling in the institution,thus defeating the purpose for which it was created.
