PUBLIC SERVICE ANNOUNCEMENT ON EASING OF COVID-19 LOCKDOWN IN ANAMBRA STATE

(1) His Excellency, the Governor of Anambra state, Chief Willie Obiano has directed that civil and public servants in the state, including primary and secondary school teachers resume work on Monday, 4th of May, 2020.

Pupils and students should still remain at home and follow Anambra Teaching On Air through ABS radio, ABS TV and ABS online platforms.

(2) All workers in the state, and indeed all residents should procure protective face masks as this is now compulsory in Anambra State.

Workers and visitors will not be allowed access into the state secretariat and other government offices if they are not wearing face masks.

(3) All should always observe strict personal hygiene protocols such as washing of hands regularly for 20 seconds each time, use of alcohol-based hand sanitizers, maintenance of physical distancing guidelines of 6 feet between people, avoidance of hugs, kisses and hand shakes as stipulated by the World Health Organizations (WHO) and Nigeria Centre for Disease Control (NCDC).

(4) These protocols must be followed at public gatherings which should not exceed 30 persons.

(5) Places of worship should follow these strict personal hygiene protocols before and during worship, including compulsory wearing of face masks.

The places of worship should not sit more than 2 persons in a pier. The pier behind should be left vacant before sitting of congregants in another pier.

Religious services should not last long.

Vigils and other forms of religious night worship are not allowed this time.

Congregants should disperse immediately, and not wait around after religious service.

(6) Market places, restaurants, bars, bus stops and all other such public places must also observe the strict personal hygiene protocols.

(7) Families are encouraged to bury their loved ones as soon as death occurs. The burial should not involve more than 30 persons during which the guidelines on social distancing and wearing of face masks must be strictly observed.

Once again, I am here to give you an update on our fight against Coronavirus (Covid-19) in Anambra State.
When I addressed you on Wednesday this week, I informed you that a second post-treatment test on our Index Case had returned negative and that I had directed the Commissioner of Health to ensure his immediate discharge from our Protective Care Center. Well, I am delighted to inform you that our Index Case has been discharged and has re-united with his family. Ndi Anambra, his speedy recovery further confirms my earlier assurances that we have made the necessary preparation required to fight Covid-19. So, I urge you not to fear but rather exercise your faith in God. Covid-19 is not a death sentence. And if we fight together and do what is expected of us, we shall win!

Update on the Results of Contacts of Index Case:

Ndi Anambra in my last broadcast to you, I informed you that we had submitted the samples of the 36 people that had direct contact with the Index Case for testing. I am happy to announce here today, that the results have all returned negative. All in all, we have sent 68 tests out of which only one returned positive (and that was our Index Case). However, we are awaiting the result of just one sample at the moment. With these results, we are encouraged to do more together to ensure that our beloved state is safe for all of us. We are encouraged to work harder, to fight harder and to sacrifice even more to keep Anambra State free from Coronavirus.

Letting in some fresh air:

Ndi Anambra, following the outcome of all the tests we have conducted so far and the impressive cooperation we have received from our people in these past few weeks, we are encouraged to make a few adjustments to our strategy against the pandemic in the following areas -
 All food markets including restaurants and bars in Anambra State are to reopen for normal business with immediate effect. However they must comply with the principles of social distancing. They are to provide hand-washing points with soap and hand sanitizers at the entry points into the markets.

 Today makes it 28 days since we locked all our markets. As result, I have scheduled a meeting with the leaders of all the markets in Anambra State for Monday, April 27, 2020 to review our position and agree on when to reopen our markets.

 All our boundaries with neighbouring states remain completely closed. Only people on essential services and haulage trucks with essential commodities are allowed passage after a thorough check and confirmation by the security personnel at the boundaries. The illegal motor parks operating at the boundaries shall be quickly dismantled with immediate effect. Crossing the boundaries on foot is not allowed. The law enforcement has been directed to see to that.

 With regards to religious groups, leaders of the church should ensure that worshippers comply with the standards protocols of Covid-19 which includes wearing of face masks to church, use of hand sanitizers, social distancing and regular washing of hands. Church leaders should decide how best to conduct mass and service in strict adherence to the principles of social distancing to ensure that worshippers are not endangered. Please note that there should be no crusades and vigils for the time being.
 Movement within Anambra State has now been reopened.

 The directive on the wearing of face masks remains fully in force. Nobody should step out of their homes without wearing a face mask.

 We shall continue to emphasize strict compliance with the globally accepted Covid-19 protocol of regular hand-washing, regular use of hand-sanitizers and other social-distancing rules.

However, to encourage more commitment from our healthcare workers, I am delighted to announce that the 4 doctors who handled our Index Case, along with the 2 nurses, the pharmacist, the cleaner and the ambulance driver who took him to the Preventive Care Center shall be awarded a Medal of Honour from the Government of Anambra State and a cash award that will be announced subsequently. It is my hope that this gesture will encourage our healthcare workers to do more in the future.
We must also thank the law enforcement agents who are putting in so much work to ensure that our people comply with the observances of Covid-19. On behalf of the good people of Anambra State, I say “thank you” to you all! I’d also like to announce here that members of the Civil Society Organization have been co-opted into the Covid-19 Committee.

Ndi Anambra, no society was ever adequately prepared for Covid-19. Every society has been responding to this pandemic in its own way and within its own ability. In Anambra, we have responded to it as a government, as a people and as individuals. And I am delighted to say that the outcome has been so far, so good!

*A Special Broadcast on Covid-19 by the Governor of Anambra State, His Excellency, Chief Willie Obiano on Wednesday April 22, 2020 to Update Ndi Anambra on the Latest Development.*

Ndi Anambra, I am here to give you an update you on our fight against the Covid-19 pandemic in Anambra State.

In my last address to you on Saturday April 18, 2020, I informed you that the first post treatment test of the Covid-19 Index Case in Anambra State had returned negative. *Today, I am delighted to tell you that the second test on our Index Case has also returned negative.* Following the NCDC protocol on Covid-19, therefore, *I have asked the Commissioner of Health to discharge him from our Protective Care Center.* We have also made some arrangements to decontaminate his home to ensure that there is no further incident.   

*Update on Contact Tracing:*

Following the good news we have received on our Index Case, we have submitted the samples of the 36 remaining people that had direct contact with him for testing. This is to ensure that we do not leave any loopholes in our fight against this pandemic. I will keep you posted on the outcome of the tests once the results are out.

*Re-Strengthening our Strategies against Covid-19:*

Ndi Anambra, I must commend your resilience, your patience and your cooperation so far in this fight against Coronavirus. However, the danger is not over yet. I count on your support and commitment as we race to the finishing line. To ensure that we are firmly on track, here are the things we must pay attention to – 

All our boundaries with neighbouring states remain completely closed. Only people on essential services and haulage trucks with essential commodities are allowed passage after a stringent check and confirmation by the security personnel at the boundaries.

From today onwards, it has become compulsory to wear a face mask in Anambra State. Anyone who is seen outside his home without a face mask shall be guilty of breaking the Anambra State Protocol on Covid-19. This principle shall be enforced by all Traditional rulers, Religious Leaders, the Presidents General, Women Leaders, Market Association Leaders, Youth Association Leaders and every community leader that has influence on our people. We encourage our people to make their own masks to ensure availability of masks. However, polyester and polythene materials must not be used in making masks. 

Food markets in Anambra State are to open only on Tuesdays and Fridays. Traders and customers in these markets must always maintain the principles of Social Distancing during the transaction process.
 
The wholesale medical drug market (Ndi Ogbo Ogwu) in Onitsha is permitted to open only on Tuesdays and Fridays. Please note that any stores/shops located in the markets not dealing on food items or medical drugs remain closed. The security agents have been directed to ensure a rigorous enforcement.

Transport operators, banks and other businesses are expected to assist in the enforcement of Mask Wearing by insisting that their customers wear a mask as a pre-condition for service.

All intercity/intra-community transits remain closed. 

All motor parks in the State remain closed.

We also encourage our people to maintain the globally accepted Covid-19 protocol of regular hand-washing, regular use of hand-sanitizers and other social-distancing rules that I have repeatedly communicated in my previous addresses.

OSODIEME'S WONDERFUL PALLIATIVES TO PERSONS LIVING WITH SICKLE CELL DISORDER

The Association of People Living with Sickle Disorder, APLSCD, wishes to express her profound gratitude to the wife of the executive governor, Osodieme Ebelechukwu Obiano, for making palliatives ready to persons living sickle cell disorder amidst the biting covid-19 lockdown.

This is a testament of Osodieme's kind motherly concerns and understanding of the challenges people are facing, especially the vulnerable and underprivileged. These nutritious food items were received at the right time, which is to boost the blood level of sickle cell patients who are being constrained from receiving blood donations due to lockdown.

Osodieme's type of charity is apolitical, devoid of any ulterior motive, so we should be at peace to enjoy all that she has provided.

The Association regrets any embarrassment its recent outbursts on social media might have caused the First Lady, while praising her for her prompt intervention that saved the day.

It will not be in the best interests of disabled persons living with sickle cell to have them registered with the disability community in their various local government areas, as was advised in some quarters. This would worsen their conditions as most of them are not used to hassling to get their due. It would also entrench further stigmatisation to their person. Any incentives for sickle cell patients should be made through their umbrella association, APLSCD

The eggs being more prominent from the entire stimulus package because of its high value on protein on our diet this trying times. This can only be understood by a woman who knows much about our health challenges. That woman can only be Osodieme!

We wish Osodieme God's fervent blessings and wisdom to continue on this right part.

As part of his contribution towards the fight to stop the spread of COVID 19, and to alleviate the suffering of his people, the SA to the Governor Hon. Amala Anazodo has distributed 100 bags of rice, cartons of soap and a cash gift of One Hundred Thousand Naira to different families in his Community, Nnewi,

Delivering the relief items on Sunday, 19th April 2020, at his Nnewi residence, Hon. Anazodo said that the relief items were part of his efforts to help lessen the effects of the COVID 19 lockdown.

Speaking further, he said, “This is my contribution to my people and community, the poor families who may have not been reached by any palliative measure.

He counseled the community leaders on stay safe practices and to always keep to the social distance directives while distributing the relief items to the residents.

In appreciation, the community woman leader, on behalf of the community thanked Hon. Amala Anazodo, and Prayed God to bless him and his family abundantly and gracefully.

HealthCOVID-19, AIBO Hails Cafe For Supporting Anambra State Govt With #1m by grassrootsig(op):
CAFE Supports Anambra State Covid-19 Fund with N1million.

The Caring Family Enhancement Initiative (CAFE), an NGO of the Wife of Governor of Anambra State, Dr. (Mrs.) Ebelechukwu Obiano (Osodieme) has donated the sum of N1million (One Million Naira) to the Anambra State Covid-19 Appeal Fund.

The cheque donation was made on behalf of Osodieme by a member of CAFE Board, Dr Glory Ogugua, at a brief ceremony held on 20th April 2020 at Government House.

Osodieme said that the donation by CAFE to the State Fund is a demonstration of the compassionate and selfless disposition of the NGO whenever the health and wellbeing of the people are threatened just as they are currently under the threat of the Coronavirus pandemic.
In her words:

"We have noted with great pleasure the selfless commitment of the Anambra State Covid-19 Action Committee headed by our working Governor, His Excellency Chief Willie Obiano; and his clarion call on all to assist in ensuring that the pandemic does not escalate in our state. Although we are not a money making organisation we are compelled to add our widow's might in the hope that it would help in getting the much needed supplies."

Acknowledging the donation on behalf of Anambra Covid-19 Committee, the Secretary to the State Government, Prof. Solo Chukwulobelu, thanked CAFE for answering the State call for support.

In Prof Chukwulobelu's words:

"We warmly welcome and appreciate the very generous donation by CAFE to support the effort in fighting the pandemic as well as the palliative for vulnerable persons. I think it is in keeping with the person of Her Excellency to identify with those in need so we are not surprised at what she has done."

To buttress the charitable actions of CAFE, Prof Chukwulobelu recalled that "sometime last year, Her Excellency came to the rescue of a broken man who had lost all hope having lost his wife and a limb, but I directed him to register in her office and she gave the man new limbs and hope to start afresh. She may not know all these but that is the nature of what she does." Prof Chukwulobelu surmised.

Prof Chukwulobelu, called on other philanthropists to emulate the benevolence of CAFE by supporting the state efforts by donating to the fund to help in the fight against the pandemic.

Also speaking, the Special Adviser to the Governor on Indigenous Medicine and Managing Director, Anambra State Oxygen Production Plant, Dr. Onyeka Ibezim, said
that "Her Excellency, Mrs Obiano, can be likened to the Biblical Dorcas or Tabitha who took it upon herself to be sewing cloth for widows who found succour through her assistance. It also goes to confirm that when you do good work, God will reward you. I have no doubt that she will reap bountifully for the numerous charity work she is doing through CAFE."

Dr Ibezim equally called on those who are yet to identify with the fight against the Coronavirus pandemic to take it serious and join hands with the State to fight the scourge because it requires all hands on deck. According to Ibezim, "if you have a fight of this nature like Covid-19, it requires communal ownership therefore everyone should be involved."

A Special Broadcast on Covid-19 by the Governor of Anambra State, His Excellency, Chief Willie Obiano on Saturday April 18, 2020 to Update Ndi Anambra on Contact Tracing and Progress of the Index Case.

One week ago, I announced to you that our dear state had recorded an Index-Case of the Covid-19 pandemic that has forced the world to a standstill in the past few months.
I assured you that my Team and I had made the necessary arrangements to give Ndi Anambra a fighting chance against the pandemic. Today, I am delighted to announce that the report reaching me from the Protective Care Center indicates that our Index Case is responding very well to treatment. In fact, the first post treatment result from the Nigerian Center for Disease Control (NCDC) returned Negative for SARS-CoV 2. However, following the standards which have been rigorously applied by NCDC since the outbreak of the pandemic in Nigeria, he will go for a second round of test before he can be conclusively declared negative. We shall continue to remember him in our prayers as he fights his way back from this illness.

Update on Contact Tracing:

As I assured in my last broadcast, our medical team has successfully tracked 39 people who had direct contact with the Index Case. Out of this number, 5 are in our Protective Care Center while the rest are quarantined at home. The people in our Protective Care Center are stable and have shown no symptoms of the virus so far. Similarly, the people in Home Quarantine are being closely monitored in strict compliance with the WHO guidelines on Covid-19 containment.

Meanwhile, 6 people out of the 39 contacts have tested negative for Coronavirus. These are people who met directly with the Index Case 14 days ago. Ndi Anambra, this is something to be cheerful about.

Similarly, out of 20 samples tested for the virus from Anambra State so far, only the Index Case returned Positive. The rest are negative. Ndi Anambra, this result gives us enough elbowroom to fight this monster by adhering to the principles of Social Distancing, maintaining a thorough personal hygiene and obeying government directives and policies on the Covid-19 pandemic. I have no doubt that if we keep the rules, we shall be in good position to kick Covid-19 out of our dear state.

Anambra State Covid-19 Law:

I am delighted to announce the Anambra State House of Assembly has successfully passed the Anambra State Covid-19 Law which has been accented to by the Governor.

Flattening the Curve on the Pandemic:

Umu nnem, I want to thank you all for taking the inconvenience created by the Covid-19 pandemic with calm dignity and complying with government directives in the past one week. I wish to assure you that if we raise our level of compliance a little higher for the remaining week of this lock down and ensure that there is no new case of the virus among us, we shall review the continued lock down of our beloved state. So, I urge you to keep your heads up and don’t relax your defence just yet.
Ndi Anambra, experience has shown that the best defence against Covid-19 is eternal vigilance. The virus has a tendency to surprise people who lose concentration; and once it is allowed a room to flourish, it occupies space in full. Ndi Anambra, we cannot afford to lose concentration against Coronavirus. For this reason, we wish to re-strengthen the following measures we have adopted against it -
1. All boundaries with neighbouring states remain closed. Only vehicles conveying essential commodities and supplies are allowed to enter Anambra State after a proper check and confirmation by Security Agents.

2. All inter-city/inter-community movements in the State (e.g Awka-Onitsha, Onitsha-Nnewi, Ozubulu-Ihiala etc) remain suspended. Ndi Anambra are strongly advised to stay where they are until the lock-down is over. For example, those in Awka should remain in Awka, those in Aguleri should remain in Aguleri, people in Nnewi should remain in Nnewi except when the movement is extremely necessary.

3. All motor parks in the State remain closed.

4. Food markets in Anambra State are to open only on Tuesdays and Fridays. Traders and customers in these markets must always maintain the principles of Social Distancing during the transaction process.

7. All farmers in Anambra State are directed to return to their farms with immediate effect. This is to allow them participate fully in the current planting season. I also wish to urge Ndi Anambra to return to the farms because that is the only way we can fend the impending hunger that Covid-19 has created.

8. Ndi Anambra are encouraged to wear face masks whenever they step out of their homes for any reason, wash their hands regularly with soap for at least 20 seconds each time, use alcohol-based hand sanitizers, cough/sneeze into folded elbows and practice Social Distancing at all times.

9. People on essential services e.g. Health workers, journalists, and factory workers producing essential commodities are not affected by this lockdown. Security agents enforcing the lockdown order should take note of this.

Ensuring our Food Supply after Covid-19:

Ndi Anambra, Covid-19 has forced the world to prioritize its needs. In Anambra State, we are seriously looking at the effect of the pandemic on food supply while it lasts and in the near future. Consequently, we have come up with a short term plan that will ensure that food supply is not adversely affected in the state after Covid-19. To achieve this, we have taken the following steps:

1. Secured 3000 hectares of arable land in the agricultural belt of the state for large scale farming during this planting season. This initiative is expected to take over 2000 youths off the labour market.

2. Ordered the purchase of 7 Tractors to be deployed in the cultivation of the land.

3. Empowering women and youths by providing them with cages for poultry and feedstock for birds.

4. Commenced the distribution of agricultural inputs at subsidized rates to farmers.

Umu nnem, I have no doubt that a strict implementation of this initiative shall give us food security during this pandemic and afterwards.

Covid-19 Prerogative of Mercy:

Fellow citizens, the world is going through an extraordinary time. The moment calls for acts that will renew and restore our faith in our humanity. It is as result of this that I have decided to exercise my Prerogative of Mercy and release 54 prisoners from the four correctional facilities in Anambra State. I hope that this decision will not only bring hope and joy to some families but that it will also help to decongest our correctional facilities.

The Nkpor Incident:

Umu nnem, the clash between a group of youths and some security operatives at Nkpor that resulted in the unfortunate death of one person and injuries to other is extremely regrettable. It is one avoidable incident which we must not permit to happen to us again. The Government of Anambra State will foot the medical bills of the injured as well as underwrite the burial costs of the deceased. However, in the interest of peace in our communities, I wish to appeal to Ndi Anambra to refrain from anything that would lead to a head-on collision with the police. I also appeal to the police to adopt best practices in dealing with the challenges that this difficult moment will most certainly provide. May the soul of the departed young man rest in perfect peace! Amen.

Palliatives for the Youths:

Ndi Anambra, this administration has always prioritized the youths in all our activities. It is on account of this that we have decided to extend a similar gesture we gave to senior citizens above 70 years to Anambra youths this time around. In specific terms, we shall soon be handing out 400 bags of rice per community to each of the 181 communities in Anambra State. The bags of rice shall be distributed to the youths of these communities through the same channels that were used in distributing the ones meant for the senior citizens. It is my fervent hope that this gesture will go a long way in alleviating the pains of Covid-19 on our youths.

Appreciation of Donors and Communal Response to Covid-19:

Ndi Anambra, I am delighted to announce that since my last broadcast, the call for support to our efforts to fight against Covid-19 has attracted more favourable reactions from our people. Massive work is still going on at the Nnewi 100ft road gully Erosion control site.
The erosion which started many years ago, became worrisome and devastating in the early 80s. The only meaningful control work done at the site was by Ronasco Inc. a civil engineering firm with core competency in flood & Erosion control, in early 90s during the military regime of General Ibrahim Badamosi Babangida "IBB" Rtd.
Between then and last year, the situation of the site kept going from bad to worse thereby endangering and destroying many family's lives, businesses and properties.
From Ibb's regime till date, we have had many Governors in this state, four of them were democratically elected civilian Governors. Why none of them deemed it to come to the rescue of Nnewi community by fixing the Erosion, is best known to them.

( Remember that Ecological fund office was established as far back as in 1985 under the office of Secretary to the Government of the Federation. It should also be noted that states and Local Govts have been receiving their share of the Ecological fund as part of their monthly allocation from the Federal Account Allocation Committee).

The world Bank had planned to cojoin the 100ft road's project to that of Obiofia nnewichi which they are almost completing.
However, unfortunately few individuals who are always hell-bent to always be a clog in the wheel of progress in any developmental plan in Nnewi, boasted that they had concluded plans for Federal government's intervention at the site, this made the world Bank to pull out, and due to the fact, according to their position, their intervention will amount to wasting of resources, since arrangements has been concluded with the federal government to move in.

After waiting for what seemed like enternity for Federal Govt and those that promised that they will bring them, the Anambra State Govt decided to do some palliative work at the site to forestall further damages.

The devastating effects of the last year's unprecedented heavy rain to the properties around the Erosion site, and the save our soul "SOS" cry made to the Governor by the Nnewi community through Hon Sir Melie Onyejepu, more especially the looming threat being posed to NKWO NNEWI MARKET, the biggest motorcycle spare parts market in Africa, made His Excellency to take a bold step by awarding the contract of what we are witnessing today to a reputable, Erosion Control and Management company like IDC to the tune of three billion naira (#3b)

We must also not forget that within those said period, Nnewi community have had the opportunity of having many of its sons and daughters occupying one political office or the other, either by election or through appointments both at State and National levels, yet the erosion kept expanding.

Kudos must be given to His Excellency, Chief Dr Sir Willie Maduaburochukwu Obiano, Akpokuedike Global, Odogwu omanbala, AKPOO AZA Nnewi, for being a listening Governor, and for bracing all odds and taking the bull by the horn to fund this Erosion control project. No doubt, it shows how much he loves and cares for Nnewi community.

A special mention must also be made of the meaningful, formidable and very important contributions made by some kind hearted individuals from Nnewi community towards the actualization of the project, the most loyal, humble and obedient, but hardworking SA on Budgeting and planning/IGR to the Governor of Anambra State, Hon Sir Melie Onyejepu, Ogbuefi, the Nnewi Monarch, HRH Igwe K O N Orizu 111, MON, JP and others.(Only those close to corridor of Agu Awka will understand their selfless and tireless efforts) "NDI NNEWI WON'T FORGET"

The Public, Media Need to Leave Anambra’s COVID-19 Index Case Alone

1. The Anambra State Government has noted with dismay the sudden appearance of propaganda materials against the person purported to be the state’s coronavirus index case. The materials, including social media broadcasts, began to emerge within 24 hours after the state recorded its index case on Friday, April 10.
2. The materials are slanderous and violate all known medical ethics. They were obviously made by persons who want to raise a false alarm and create panic everywhere. The state government has not revealed the name of the index case, nor have the hospital authorities where he is receiving treatment now or has been treated in recent times. Therefore, the identity revealed on the social media broadcasts is merely speculative.
3. No COVID-19 patient anywhere has received the kind of attention given to Anambra’s index case. Yet, there are about 300 confirmed COVID-19 patients in Nigeria alone. The social media does not publish their identities until when they have been treated successfully and the persons affected decide to speak in public forums about their experience. It is difficult to understand the hoopla over Anambra’s index case.
4. COVID-19 is no death sentence. Its mortality rate is far less than that of, say, Lassa fever, another viral disease which reared its head in the state some two months ago. It was treated with the same clinical efficiency with which the COVID-19 index case is being treated. It is, indeed, reassuring that the index case is in stable condition.
5. The despicable behavior of the people making and promoting the propaganda materials against our index case does not define the character of ndi Anambra. We are known for superabundance of humanism. We are famous for our acute sense of solidarity. We are reputed for tremendous support especially to those in distress, hence the popular aphorism, onye aghana nwanne ya, is at the centre of our world. We have always been our brothers’ and sisters’ keeper.
6. We would also like to caution a section of the media keenly interested in causing a press war between the index case and the government. No controversy is needed. This is no time for any form of sensationalism. It is in no person’s interest. The country, like the rest of the world, is at a critical moment.
7. To repeat the obvious, Anambra’s COVID-19 index case does not deserve the kind of publicity he is receiving, nor is he deserving of the opprobrium which his detractors want him to go through. His privacy must be respected. He is a law-abiding citizen, a philanthropist and a major investor in key sectors of the state. He needs peace, cooperation, emotional stability and prayers from all and sundry, apart from sound medical attention.
8. Of course, he is getting excellent attention in one of the finest protection centres in the state. We are proud we built the first protection centre, otherwise known as isolation centre, which meets World Health Organisation (WHO) standards. We have also trained the personnel, including cleaners, to manage COVID-19 cases professionally.
9. We are in the Easter week like the rest of the world. Peace, unity, reconciliation, solidarity and the wellbeing and future of all our people should our thoughts, utterances and behavior.

The wife of Governor of Anambra State and founder of Caring Family Enhancement Initiative (CAFE), Her Excellency, Dr. (Mrs.) Ebelechukwu Obiano (Osodieme) has called for spiritual reawakening and family bonding as the Christendom celebrates the cruxification and resurrection of Jesus Christ.
 
Mrs. Obiano made the plea in a special message signed by Deputy Chief Press Secretary to Anambra State Governor, Emeka Ozumba and released in Awka over the weekend to mark the Easter celebrations.

In her words, “it may seem that we are feeling overwhelmed by the Coronavirus pandemic wreaking havoc across the globe, instilling fears and suffering among families. But we are reminded that this is perhaps a good time to rekindle our spiritual lives and relationship with God, especially at Easter. Although we are forced by circumstances to lockdown, there is no better time than now to work on our family bonding and relationships.“

According to Mrs. Obiano this time of tribulations calls for reflection about the essence of Easter and essential sacrifices which must be made for both individual and group well-being. "We are therefore called to adhere to strict directives to stay at home and practice basic hygiene while mothers, as the fabric that knits the family unit together, should lead in prayers of supplication to God to be merciful and safeguard the lives of those in the frontline combating this pandemic, including government officials and all medical professionals," she admonished.

Mrs. Obiano further pleaded: “Let us all stay safe with strong faith in God as good Christians in the knowledge that we will come out of this present challenge stronger and prosperous in our families, our state and the nation."

I want to update you on the latest developments in our efforts against Coronavirus in Anambra State.
First, I have to thank you all for complying with the directive on the Covid-19 pandemic in Anambra State. I must thank the traders in all the 63 major markets in Anambra State for heeding the directive on the closure of our markets. I also thank the traditional rulers, leaders of the church, the PGs and other community leaders who have assisted the government in ensuring that people comply with the directives from the state. However, as it has turned out, the fight has just started!

Anambra’s 1st Covid-19 Case:
Ndi Anambra, I regret to announce that despite our proactive measures to insulate our dear state from this pandemic, we recorded the first case of Coronavirus in the state yesterday. The index case came in from Lagos. He has been placed in one of our Protective Care Centers. At the same time, we have commenced aggressive Contact Tracing to ensure that everyone he came in contact with is brought into the net for a professional handling that will save lives.
Ndi Anambra, I urge you not to panic over this. It did not take us by surprise. We are adequately prepared to handle the situation. We have trained enough manpower on how to handle Covid-19 cases and our Protective Care Centers are among the best in the country at the moment. On the strength of this, I urge you to stand strong in prayer and faith. We shall flatten the curve on this case to prevent further spread of the virus.

Measures to Prevent Further Spread:
Ndi Anambra, following the recording of the first case of Coronavirus in Anambra State, it has become extremely necessary to tighten the measures we had taken earlier on the pandemic. To achieve that, we shall take the following steps –
1. The restriction on movement is hereby extended by two weeks. This time, we are placing a comprehensive Lock down on Anambra State. We shall not tolerate any movement across the state by individuals and groups. Only people on essential services are permitted to move around in the delivery of those services to the people. Ndi Anambra are advised to stay indoors to avoid getting contaminated by this virus. The security agencies will enforce the restriction on movement this time and they have my authorization to make arrests where necessary to keep our dear state safe.
2. All boundaries with neighbouring states remain closed. There will be no vehicular or human traffic across all the boundaries of Anambra State. Only vehicles delivering essential services are permitted after a comprehensive check and authorization by security operatives at the boundaries.
4. Frequent washing of hands with soap for at least 20 seconds as well as the regular use of hand sanitizers are strongly recommended. In fact, everyone is expected to carry a hand sanitizer with him or her at any given time.
5. Everyone is expected to stay indoors with their families and loved ones. However, anyone who wishes to step outdoors for any reason at all must wear a face mask. Anyone who violates this directive stands a chance of arrest and prosecution.
6. Handshaking, hugging and all other forms of physical contact are strongly discouraged. Ndi Anambra are also advised to minimize contact with door handles and hand rails and commonly used surfaces in different locations.
7. A distance of 6-feet must be maintained during interaction with people. Everyone is advised to keep a reasonable social distance when holding a conversation with someone else.

Update on Preventive Care Centers:
Our 250-bed Preventive Care Center at the NYSC Orientation Camp in Mbaukwu/Umuawulu and the 16-bed Preventive Care Centre at the General Hospital Onitsha are all up and running at the moment. The two Surge Centers at Ekwulobia General Hospital and Umueri General Hospital that Fidelity Bank and Access Bank offered to equip are almost ready too. So, we are prepared to give ourselves a fighting chance against this pandemic.

According to Chief Nworah, the act was in emulation of the far-reaching relief policies initiated by the Anambra State Governor, Chief Willie Obiano, to keep Coronavirus away from the state, while also helping Ndi Anambra in need to meet their basic requirements.

The Umuakwu people in their separate appreciation, described Chief Nworah as a habitual giver, who takes the needs of his people as a personal burden.

Coronavirus: Anambra Begins Fumigation of the 63 Major Markets in the State.

Men of the Anambra State fire service, led by the state's number one fire fighter, Agility Martin Agbali, today commensed the fumigation of the major markets in the state, as one of the proactive measures being put in place by the Executive Governor of Anambra State, His Excellency, Chief Dr Sir Willie Maduaburochukwu Obiano (Akpokuedike Global) against the COVID-19 Pandemic.
Recall that Gov Obiano promised that, "We shall commence the fumigation of the 63 markets in Anambra State while the traders are at home. This will help to reduce the toxicity of the business environment and minimize the exposure of our people to different kinds of infections".

This was made known to during a brief interview with Dr Olatayo a medical officer working with the state government in the fight against Coronavirus.
She maintained that so far Anambra state government under the eye of Chief Willie Obiano has displayed a high level of commitment and zealousness to champion the course of ensuring that all that is needed to be put in place are carried out against any eventuality in the state.
According to her the state government has equiped three isolation centers working effectively in the state noting that the current station where she is operating has a 300 bed capacity, Surge centre, Patients monitor facilities, Emergency response facilities.
She emphasized that the centre is equippped with air-conditioning facilities as the extent of the any eventaulity cannot be estimated now.
Expressively she made it clear that No case of Coronavirus case has been recorded in Anambra state.
In her words, The state commissioner for health and the Special Advisers to the Governor on health matters deserve maximum thumps up for this display of capacity and pro-activeness.
Thanking the state Governor for his no resilient commitment to ensure that Anambra is safe against the pandemic praying that the virus will not enter the state.

A Special Broadcast On Covid-19 By The Gov. Of Anambra State, His Excellency, Chief Willie Obiano On Thursday April 2, 2020

I am here to update you on the on-going global war against the Novel Coronavirus (Covid-19) and the efforts we have made so far to flatten the curve on this virus and shut it out of Anambra State.
As you may recall, my last broadcast on this pandemic was on March 19, 2020 when we took our first decisive steps against this menace by announcing the suspension of schools, nightclubs and bars, weddings, funerals, ofala ceremonies and other social events that bring people together in one place.

Update on Testing and Results:

Here is an update on what has happened since my last broadcast. In Anambra State, we respect our experts. My Commissioner for Health, Dr Vincent Okpala has reliably informed me that at this moment in time, our dear state does not have a single recorded case of Coronavirus. Six samples have so far been sent for testing and four of the samples were declared negative. The results of the other two have not been released yet. We have sent three new samples today for testing.
Please note that samples are usually taken from what the experts call CASE DESCRIPTION. Case Description is a situation where an individual who has just returned from any of the countries and cities that have serious Covid-19 cases begins to show symptoms of Coronavirus… or a situation where someone who has come in contact with people suffering from Coronavirus begins to show symptoms of the pandemic. These symptoms are usually cough, runny nose, fever and a difficulty in breathing. Samples are usually taken from such people and sent to the testing center. So, far, Anambra is safe. But we shall continue our efforts in testing to ensure that Coronavirus does not take us by surprise.

Update on Isolation Centers:

We have successfully set up a 250-bed Isolation Center at the NYSC Orientation Camp in Mbaukwu/Umuawulu and another 16-bed Isolation Centre at the General Hospital Onitsha. By the Grace of God, I shall commission both centers tomorrow. The Onitsha Isolation Centre has been described as one of the best in the country today. At the same time, the Isolation Center at Chukwuemeka Odumegwu Ojukwu University Teaching Hospital, Amaku-Awka is being fitted out to standard just in case we have an outbreak.
Meanwhile, we have two Surge Centers at Ekwulobia General Hospital and Umueri General Hospital. Ndi Anambra, I am happy to announce the Management of Fidelity Bank and the Management of Access Bank have both volunteered to equip the Surge Centers at Ekwulobia General Hospital and Umueri General Hospital with a 60-bed facility each that meets the World Health Organization standards on Coronavirus. I have been assured that both facilities shall be up and running within one week. On behalf of Ndi Anambra, I express my profound gratitude to Fidelity Bank and Access Bank for their kind gesture.
Economic Stimulus Package:
Ndi Anambra, our response to the threat posed by the Covid-19 pandemic is multi-dimensional. We have mounted a massive awareness campaign on all media platforms to enlighten our people on the threat of Coronavirus. We have closed our boundaries with neighbouring states and shut down our 63 major markets in Anambra State to flatten the curve on this virus. We have set up Isolation Centers and equipped them with facilities that meet WHO standards. And finally, we have also rolled out an Economic Stimulus Package to cushion the effect of steps we have taken against the virus on the most vulnerable members of our communities. We have commenced the distribution of 200 bags of rice to each of the 181 communities in Anambra State to be distributed among our senior citizens from 70 years and above. In communities where we have more than 200 people within the specified age bracket, distribution shall start from the oldest to the youngest in the age bracket.
Beyond that, we have also given a 10% relief on personal income taxes to businesses in Anambra State for the year 2019. This means that if you have been paying your taxes regularly, you will get a 10% refund of the entire sum you paid in 2019. I have no doubt that this will be of great help to businesses in the state.

What we shall do next
Ndi Anambra, we are determined to strengthen our campaign against Coronavirus in our dear state with the following measures –

We shall soon commence the distribution of 3 million masks residents of Anambra State 181 communities in Anambra. The Igwes and the PGs will assist the government in profiling the tailors in the various communities that will help in mass-producing these masks for distribution to the members of the communities. Our intention in handing out 3 million masks is to ensure that after the 14-day shutdown of the state, no one will step out of their home without wearing a facial mask. The Czech Republic is relying largely on a heavy use of facial masks to minimize the incidence of Coronavirus in its territory. These masks shall be made by our own tailors carefully selected from each of the 181 communities of Anambra State. The modalities for the manufacturing and distribution of the masks shall be worked out and announced subsequently.
We shall also commence the fumigation of the 63 markets in Anambra State while the traders are at home. This will help to reduce the toxicity of the business environment and minimize the exposure of our people to different kinds of infections.
We are giving a two-month waiver to Keke and shuttle bus operators in the state on the usual permits they pay. The grace period covers the months of April and May, 2020. The leadership of the Tricycle Union and the Bus and Shuttle Bus Drivers Union have also given a two-month waiver to Keke and Shuttle bus drivers. I hope that this will cushion the sudden fall in their income occasioned by the restricted number of passengers they are expected to carry at a time these days. This is also a part of our Economic Stimulus Package for the vulnerable.
To ensure that our children are not adversely affected by the closure of schools, we have migrated our classrooms to Radio, television and Facebook. A partnership between the Anambra Broadcasting Service (ABS) and the Ministry of Basic Education is meeting the educational needs of our children with a programme title “Anambra Teaching on Air.” Visit the ABS website for further details.

We are Ready:

Finally, Ndi Anambra, learning from the experience of the approaches adopted by France and Lagos in battling this pandemic, we have stockpiled the medicines used in managing outbreaks in both places in case we experience an incident here. I therefore urge you to be calm and ensure adequate compliance with the standard directives on Covid-19 which includes – wash your hands regularly with soap, use hand-sanitizers regularly, cough and sneeze into your elbows, put on a face mask while going out and most importantly; stay home and stay safe!
Before I end this broadcast, I must not fail to thank the entire business community in Anambra State for complying with our directive on Coronavirus. I must also thank the owners of schools, the church, the civil society and traditional rulers who have lent their voices to the enlightenment campaign on coronavirus in their various domains. My gratitude also goes to the members of the Task Force on Covid-19 who have been working day and night to get our dear state ready and of course the Service Commanders of the various security agencies in the state who have been helping us to enforce the standard Covid-19 protocol in the state.
In conclusion, Ndi Anambra, I urge you to see the threat of Coronavirus as the greatest threat to us all as one people under God. I urge you therefore, to come together as one and shut out this pandemic from Anambra State. Ndi Anambra, we can do it if we truly come together. In the words of American auto icon, Henry Ford, “coming together is a beginning, staying together is progress but working together is success.”
I have no doubt that if we all wash your hands regularly with soap, use hand-sanitizers regularly, cough and sneeze into your elbows, put on a facial mask while going out and most importantly; stay home and stay safe, we shall win this battle and eventually win this war!

Ndi Anambra, we thank God that there is no recorded case of Coronavirus yet in the state as at 2nd April, 2020, and we pray and hope that it remains so.

However, we all need to prepare for any eventuality. Ndi Anambra MUST play their own part by obeying WHO, federal and state governments’ coronavirus advisory and directives for example, staying at home, washing our hands regularly with soap for 20 seconds each time, using hand sanitizers, stopping handshakes, hugs and kisses, maintaining social distances with people (6 feet), avoiding public gatherings, obeying boundary closure directive etc.

Anambra state government is doing its bit too. The 240-bed NYSC Camp (Mbaukwu/Umuawulu) Isolation Centre is almost ready, likewise the facilities at Awka, Nnewi and Onitsha. The state government has procured medical equipment and supplies and has launched a COVID-19 support fund among other measures including sharing of relief materials to the elderly (bags of rice etc), the economic stimulus package announced (tax refunds etc) for traders and business owners.

This time also calls for us as Ndi Anambra to be our brothers’ and sisters’ keepers according to the Igbo mantras of ‘Nwanne di n’mba’ and ‘Onye aghana nwanne ya’. Let us share our bread and other materials with our neighbours who may be lacking.

The dark season will not last in the name of Jesus Christ, Amen.

Coronavirus: Obiano Gives Tax Relief To Traders, Business Owners in Anambra


In furtherance of his promise to cushion the effects of the Coronavirus pandemic, Governor of Anambra State, Chief Willie Obiano has approved 10% tax relief as stimulus package for all traders and business owners in Anambra State.

This was confirmed in Awka by the Chairman of Anambra Inland Revenue Service (AIRS), and Head of Anambra Covid-19 Stimulus Package Sub-Committee, Dr David Nzekwu on 1st April, 2020.

Dr. Nzekwu explained that the category of traders and business owners who will enjoy the stimulus package will receive the refund of 10% of what they paid as Personal Income Tax in 2019.

Said Dr. Nzekwu:

" The Governor's directive to the ANSG Covid-19 STIMULUS Package Committee is very clear and we are already working out the modalities for the immediate implementation of the stimulus package to the beneficiaries. This is in addition to other incentives, including the provision of relief materials to the elderly and other vulnerable people."

Dr. Nzekwu equally advised ndi Anambra to take advantage of the AIRS Tax advisory on how they can pay their taxes online or through designated government bank accounts.

"Anybody who goes about harassing Ndi Anambra over taxes on the streets is an illegal tax collector. Call the police and the authorities when you see such persons” Dr. Nzekwu said.

The tax refund is yet another strategic action by the Anambra state government to support the citizens during the period in anticipation of economic downturn that may arise from the Coronavirus pandemic.

Ndi Anambra should recall that Anambra state government was the first in Nigeria
to react to the COVID-19 pandemic by setting up a Special Committee, his Excellency Governor Willie Obiano is leading the fight from the front by going into self-isolation after ordering civil servants to work-from-home.
It would have been irresponsible for the Governor to act in contravention of his very own orders by violating the protocols of social distancing as recommended by the World Health Organization (WHO).
It's important that ndi Anambra should understand that By the nature of his Excellency position as a political leader that he always come in contact with people from different parts of the world on a daily basis.
Threforefore Under the shadow of the COVID-19 pandemic, most responsible leaders have gone into self-isolation to minimize the risk of their exposure to the virus.

...... UBA PLC Donates N28.5m to Anambra State government

Moments ago at the SSG's Conference Hall, Awka, officials of United Bank for Africa(UBA) presented a cheque of twenty-eight million, five hundred thousand Naira only to the Anambra State government to support its effort in fighting the spread of coronavirus in the state.

The cheque was received on behalf of the state by the Secretary of the Anambra State Action Committee on COVID 19 and the SSG of the State, Prof. Solo Chukwulobelu.
