The Federal Government has released the list of the 69 ongoing road and bridge projects in the South-east (please see attached list).

In a statement in Abuja on Monday, the Minister of Information and Culture, Alhaji Lai Mohammed, said though the contracts for many of the roads were awarded before the advent of this Administration, they were either poorly funded or not funded at all, hence work on the roads has lingered.

The Minister said the 69 roads and bridges, which are spread across the five states in the South-east, are now in different stages of completion, thanks to the funding sourced by the present Administration from budgetary allocations, the Sukuk Bond and the Presidential Infrastructure Development Fund.

He said the government is also looking into the possibility of using a part of the recovered looted funds to fund the development of infrastructure across the country.

While announcing the projects, which include the rehabilitation of the existing Niger Bridge as well as the construction of the 2nd Niger Bridge last week, Alhaji Mohammed promised to publish the full list of the roads and bridges, as well as give a state-by-state breakdown of the total figure.

The Federal Government has described the South-East Governors’ allegation of infrastructural neglect of their zone as “incorrect, unfair and flew in the face of available evidence”. Lai Mohammed The Minister of Information and Culture, Alhaji Lai Mohammed, who described the allegation as unfair to the federal government, said there had been even distribution of infrastructural development of all zones within limited resources. Mohammed was speaking on Thursday in Ilorin, at a public lecture and inauguration of Wards and Local Governments canvassers for re-election bid of President Muhammadu Buhari and his Vice, Prof. Yemi Osinbajo. See Also: Propagate our achievements, Lai Mohammed urges Churches While the minister performed the inauguration, Mr Festus Keyamo (SAN), the Director Media, Buhari Campaign Organisation, delivered the lecture at the event. In a keynote address, the minister said that no part of the country, including the South-east, had been left out of the massive infrastructural projects of the Buhari Administration. “While this claim may have made headlines, it is totally untrue; His Excellencies were either misquoted or they were quoted of context. “In fact, a total of 69 federal government projects are currently ongoing in the South-east. “We will soon publish the full list of the projects and the state-by-state breakdown. “Suffice it to say that the South-East, just like other geo-political zones, got N16.6 billion worth of projects from the proceeds of the 100 billion Naira Sukuk Bond, shared equally among the Six zones. “I have taken journalists on a tour of some of these projects in the South-East,” he said. The minister said the four roads being rehabilitated and reconstructed by the proceeds of the Sukuk Bond included the Enugu-Port Harcourt Dual Carriageway Section II (Umuahia Tower-Aba Township Rail/Road Bridge Crossing in Abia State. The Enugu-Port Harcourt Dual Carriageway Section I (Lokpanta – Umahia Tower) in Abia Stat and the outstanding section of the Onitsha-Enugu Expressway (Amansea – Enugu State Border) are on the list. While he listed the fourth as the Enugu-Port Harcourt Expressway Section III (Enugu-Lokpanta) in Enugu State. Mohammed said that in addition to the roads, the federal government was also constructing the N40 billion Aba-Port Harcourt section of the Enugu-Port Harcourt Expressway. He described the project as a strategic road linking Aba and other industrial heartland of the East with Port Harcourt, the nations oil hub. “Let me say that these projects were awarded by the last Administration which, however, failed to provide funding. “As a matter of fact, a section of the Enugu-Port Harcourt road, which cuts across many states, was turned to a refuse dump before this administration came to the rescue.’’ The minister said that the federal government was also embarking on the construction of the second Niger Bridge,. “The ground-breaking of the construction of the 2nd Niger Bridge was performed on 10th March, 2014 but could not take of until 2017. “The bridge, which is 1.59-kilometre in length, forms part of the 11.90-kilometre project. “The contractor, Julius Berger, has completed the first 3 phases of the project, which have to do with the Sub-structures. “They are currently on the 4th phase, which is at 70 per cent completion stage. “Some 310 of the 615 piles designed for the bridge have been sunk while massive sand-filling of the approach road has been carried out to the height of 5 metres. The target height is 7 metres,” he said. Mohammed said that the project was being solely financed by the Federal Government and noted that the South-east had never had it so good in the area of infrastructure. “Had the previous administrations done even half of what we are doing now in that region, no one will be complaining today. “It is alright to ask for more, but it is unfair to say nothing has been done,” he said. The National Agency for Prohibition of Trafficking in Persons (NAPTIP) has rescued 12,939 victims across the country since its establishment in 2003. The Head of Press and Public Relations of NAPTIP, Mrs Stella Nezan said in a statement in Abuja on Thursday, that the figure was released by NAPTIP Director General, Ms Julie Okah-Donli. Okah-Donli who said that the figure was as at June 2018, made the revelation in a paper titled “Mass Exodus of Youths and National Development: A Case of Nigeria – Libya – Europe Migration Trend.” The paper was presented at the 16th Ika Ka Mma Annual Lecture organized by the Onu Ika Socio-Cultural organization, an umbrella organization for the Ika nationalities of Delta. She noted that out of the number, 822 were from Delta, with many from Ika community. “This figure comprises of 84 from Ika South and 48 from Ika North East. From NAPTIP’s record, Ika South has the highest number of rescued victims in Delta state, followed by Ugheli North. “The third in the list is Ethiope East and Ika North East is in the fourth position and the most affected communities include; Agbor, Umunede, Abavo, Ozanogogo, Owa-Oyibu, among others. “At the end of July 2018, the number of victims rescued from Delta state alone rose to 831 from 822, with the addition of nine more victims recorded as at June 2018,” she disclosed. The NAPTIP DG described human trafficking as a component of terrorism, and a major threat to good governance and rapid economic recovery of any nation. According to her, human traffickers should be treated as enemies of the state, while the phenomenon should be tackled same way as the current fight against terrorism in Nigeria. Okah-Donli stated that the event was parts of the agency’s strategic partnership with stakeholders to enlighten people across the six political zones on dangers of human trafficking, child labour and irregular migration among others. According to her, the step is also to reduce the human casualties that have characterized the ugly development. Okah–Donli disclosed that victims of human trafficking are being used for nefarious purposes including activities that pose threat to national security. “Nigerian government over the years and particularly, under the current administration holds a unique philosophy for National Security which is to establish a safe and secure environment. “Gaps in National Security portend a great threat to social and economic goals. “Research has proven a strong link between weak migration system and insecurity, as migrants sometimes become objects of criminal exploitation,” she said. The D-G identified illegal border crossing, document forgery, abuse of human right, kidnapping, money laundering, drugs and weapons trafficking and violence against persons, as offshoots of human trafficking. No fewer than 5,853 second batch beneficiaries of the Federal Government’s N-power programme have been posted to places of their primary assignments in Gombe State.

Hajiya Maryam Mele, the Focal Person officer of the Vice- President and the Special Adviser to the Gombe State Governor on Social Investment, disclosed this to the News Agency of Nigeria (NAN) in Gombe on Friday.

She said that 5,853 were successful out of the 21, 000 applicants who applied for the programme in the state.

“After free selections at the national office, 8,000 were selected for verification and about 7,000 were verified as some did not show up.

“Eighty per cent of those who applied had fake certificates, some were over aged while 5,853 were successful,” she said.

Mele said that the beneficiaries were from the 11 local government areas of the state and were posted to work under N-agro, N-teach and N-health.

“We have a total of 2,792 beneficiaries from Gombe North senatorial district out of which N-health has 291, N-teach has 1,517 and N-agro has 995.

“A total of 1,963 beneficiaries were from Gombe South senatorial district out of which 225 were allocated to N-health, N-teach has 1,288, and N-agro has 450.

“And 1,097 beneficiaries were from Gombe Central senatorial district out of which N-health had 123; N-teach had 639 and N-agro had 335,” she said.

She added that 203 non-graduates from Gombe, Funakaye, Biliri, Yamaltu/Deba and Kaltungo Local Government Areas (LGAs), who applied in 2016, benefited under the N-build programme.

She added that 29 beneficiaries from Gombe Local Governmwent, being the first batch for the programme in the state, and trained on automobile, were recently posted to four LGAs.

She advised the beneficiaries to dedicate themselves to duty and exhibit good character traits in service delivery.

Mele commended President Muhammad Buhari for the initiative and Gov. Ibrahim Dankwambo for his support and the successful implementation of the programme in the state.

She also commended the efforts of Maryam Uwais, the Special Assistant to President Buhari on Social Investment Support, for the successful implementation of four intervention programmes in the state under her office.

The trade volume between India and Nigeria hit 12 billion dollars between April 2017 to March 2018, Indian High Commissioner to Nigeria, Nagabhushana Reddy, has said.

Reddy said this while speaking with newsmen at a flag hoisting ceremony to mark the 72nd Independence of India in Abuja on Wednesday. File: Vice President of Nigeria Prof. Yemi Osinbajo and his counterpart from India Newsmen recall that the trade figures between both countries as at January 2018 was 10 billion dollars. In 2015, the volume of trade between both countries was $17 billion and fell to $12 in 2016. The high commissioner, however, said that the current figures represented a 26 per cent increase from the previous financial year. “Looking at the bilateral relations, our financial year is from April last year to March this year. We have been able to register 12 billion dollars of bilateral trade which marks an increase of 26 per cent from the previous year.” He reiterated that Nigeria remained one of India’s major exporter of crude oil, adding that both countries were exploring other areas of bilateral relations. “We are looking at bringing more Indian companies here and looking at not just a buyer-seller arrangement but to do more investments. “As of today, Indian companies have invested about 10 billion dollars and I think there are about 135 Indian companies in Nigeria. “I can mention that Indian investments are in the field of pharmaceuticals, electrical manufacturing, assembly lines for automobiles particularly agricultural related.” The envoy said that 2018 also marked 60 years of diplomatic relations between both countries adding that several programmes were being organised to harness various areas of cooperation. Reddy said that the upcoming India-West Africa conclave was one of such programmes being organised to bring together chambers of commerce business people and policy makers. “We will be inviting all the 15 West African countries at the trade ministers’ level to review existing arrangements and to see how we can harness the complementarities that exist between our two regions. “With a number of planned events we are looking at within the year, I am very confident that we will be able to take the already existing strategic partnership that India has with Nigeria to the next high level.” He added that the recently announced 10 guiding principles for deepening India’s engagement with Africa would foster future relations with Nigeria in line with the Federal Government’s economic growth plan.

“In November 1958, India established the diplomatic house in Lagos; that was the beginning of our journey. “Our prime minister has initiated the 10 guiding principles of India and our prime minister’s drive is to see that we can support your national efforts, to merge with your economic growth plan and national priorities. “We would like to bring about a transformation in our engagement which is mutually beneficial.” Furthermore, the envoy said that India had trained about 8000 African nationals since 2015, in various capacity building programmes with more than 500 Nigerian officials benefiting from the training opportunities. He further reiterated the Indian Government’s commitment to stronger relations with Nigeria and Africa as a whole.

The National Bureau of Statistics (NBS) says the Consumer Price Index (CPI), which measured inflation for July dropped to 11.14 per cent (year-on-year) from 11. 23 per cent recorded in June.
The NBS disclosed this in its “CPI and Inflation Report’’ for July released on Wednesday in Abuja. According to the bureau, the figure is 0.09 per cent points less than the rate recorded in June. The bureau said the figure showed 18 consecutive reductions in inflation rate since January 2017. The report showed that increases were recorded in all the Classification of Individual Consumption by Purpose (COICOP) divisions that yielded the headline index. On a month-on-month basis, NBS said the Headline Index increased by 1.13 per cent in July, down by 0.11per cent points from the rate recorded in June. According to the bureau, the drop was the first month-on-month headline inflation decline since Feb. 2018. It said the percentage changed in the average composite CPI for 12 months period ended July over the average of CPI for the previous 12 months period. It, however, measured the CPI at 13.95 per cent in the period under review, showing 0.42 per cent point lower from 14.37 per cent recorded in June. (NAN)

In a bid to reduce unemployment level in the country, President Muhammadu Buhari on Tuesday promised two million (2m) Nigerians collateral free loans to start up a business. File: President Muhammadu Buhari Recall that one of the campaign promises of Buhari in 2015 was to reduce unemployment and increase employment opportunities among the teeming youths. In order to fulfill his promise and reduce the security challenges the country is facing, Mr. President through a statement disclosed by Laolu Akande, Senior Special Assistant to the acting on Media and Publicity, promised free loans to two million Nigerians. Read the full statement below: “In a determined and significant bid to further enlarge its financial inclusion agenda for all Nigerians regardless of social class and economic status, the Buhari administration has launched a new initiative under the Government Enterprise and Empowerment Programme (GEEP), called the Trader Moni, which will empower two million petty traders between now and the end of the year. The scheme which was launched last week in Lagos would grant a minimum of 30,000 loans in each State of the federation and the Federal Capital Territory. All together the 2 million mark is expected to be attained on or before the end of this year, with petty traders in Lagos, Kano and Abia States set to be the first round of beneficiaries to draw the collateral free loans. In addition to the 30,000 loans per State, States with larger populations like Lagos and Kano are expected to get more than 30,000 loans. Across the country, especially in the pilot states about 500,000 potential beneficiaries have so far been enumerated. In order to identify the beneficiaries, no less than 4000 enumeration agents have been engaged by the Bank of Industry which is deploying the new scheme. Trader Moni is designed to help petty traders expand their trade through the provision of collateral free loans of N10,000. The loans are repayable within a period of six months. Under the scheme, beneficiaries can get access to a higher facility ranging from N15,000 to N50,000 when they repay N10,000 within the stipulated time period. The goal of the Buhari Administration is to use the Trader Moni to take financial inclusion down to the grassroots, the bottom of the ladder, considering the contribution of petty traders to economic development. The Federal Government is also aware of the fact that many of the petty traders don’t have what the commercial banks require to grant loans. This administration is keen to ensure that such traders at that level are able to build their businesses and grow. Trader Moni was launched last Tuesday in five markets in Lagos State with tens of thousands beneficiaries already. The Lagos markets already reached are Mushin, Ikotun, Agege, Ketu, and Abule Egba markets. The scheme will soon be taken to other states in the country, with Abia and Kano states next in line. Beneficiaries are already heaping praise on the Buhari administration for this initiative that will improve their businesses. A trader in one of the Lagos markets, Anna Enwerem thanked President Buhari for the initiatives. “I sell clothes. This N10,000 would do a lot for me and my children. I like this programme so much. I will pay the loan before six months’ time. Before I didn’t believe it, but now that I have received my money I believe.” Similarly, Chief Mrs Mufiat Adewumi, a market women leader in Lagos said it will help ordinary Nigerians who cannot have access to commercial banks’ credit facilities because they don’t have collateral, “We are happy about the Trader Moni because this is what we have been expecting for long, that the Government should assist the masses, especially the traders. We thank the Federal Government so much.”

WORRIED by the plethora of complaints over human rights abuses by the Special Anti-Robbery Squad of the Nigeria police, otherwise known as SARS, the Acting President, Yemi Osinbajo has directed the Inspector-General of Police, IGP Ibrahim Idris to commence investigations on the allegations. The Acting President has also ordered the Police boss to overhaul the squad with immediate effect to make it strictly intelligence-driven and restricted to the prevention and detection of armed robbery and kidnapping, and apprehension of offenders linked to the stated offences, and nothing more. Osinbajo in a statement on Tuesday in Abuja signed by his spokesman, Laolu Akande further directed that the operatives should henceforth bear proper identification anytime they are on duty. The statement read, “Following persistent complaints and reports on the activities of the Special Anti-Robbery Squad (SARS) that border on allegations of human rights violations, Acting President Yemi Osinbajo, SAN, has directed the Inspector General of Police (IGP) to, with immediate effect, overhaul the management and activities of SARS and ensure that any Unit that will emerge from the process, will be intelligence-driven and restricted to the prevention and detection of armed robbery and kidnapping, and apprehension of offenders linked to the stated offences, and nothing more. “The Acting President has also directed the IGP to ensure that all operatives in the emerging Unit conduct their operations in strict adherence to the rule of law and with due regard to International Human Rights Law and the constitutionally guaranteed rights of suspects. “The operatives should also bear proper identification anytime they are on duty.” He also directed the National Human Rights Commission to set up a Special Panel that will conduct an investigation of the alleged unlawful activities of SARS in order to afford members of the general public the opportunity to present their grievances with a view to ensuring redress.

The Nigeria Sovereign Investment Authority (NSIA) on Thursday said it paid about $417.46 million to the country’s electricity bulk trader, the Nigeria Bulk Energy Trading Company Plc (NBET).

This, it said, is contrary to allegations by the Association of Electricity Distributors Investors (AEDI) and the Association of Nigerian Electricity Distributors (ANED) that the Ministry of Power had diverted the funds into the award of “frivolous, over-priced and senseless contracts.”

The allegation followed the accusation by the Minister of Power, Works and Housing, Babatunde Fashola, that the electricity distribution companies failed to deliver on their mandate to the industry.

NBET, a ’special purpose electricity trader’ was incorporated in 2010 by the federal government through the Nigerian Electricity Regulatory Commission (NERC) under the provisions of the Electric Power Sector reform Act (EPSRA) of 2005.

The agency is mandated to buy electricity and ancillary services from independent power producers in the country, including the successor, Power Holding Company of Nigeria (PHCN) and electricity generating companies (DISCOs).

The purchased electricity is with the objective of reselling to electricity distribution companies (GENCOs) and other large general service (LGS) customers, who take electric energy from locations across the integrated transportation network.

To enable it fulfill its mandate and drive investment into the country’s electricity sector, NBET was provided $350 million fund as capitalisation to enable it cushion the impact of sovereign risks as well as prompt payment for power supplied by the GENCOs and independent power producers to the national grid.

Following the privatisation of the power sector in 2013, the fund had been in the custody of the NSIA since 2014 under a fund management agreement.

The funds allocated to NSIA was part of the proceeds from the S$1 billion Eurobond issued by the federal government in July 2013 under a fund management agreement

At the expiration of the four years investment term, the authority said it transferred the funds to NBET in three tranches: $8 million in May 2016, $5.5 million in August 2016 and $403.96 million in July 2018.



The Managing Director/Chief Executive Officer of NSIA, Uche Orji, said in in a statement sent to PREMIUM TIMES by his spokesperson, Titilope Olubiyi, the returned fund consists of the redemption of the principal sum ($350 million) and additional $67.46 million as interest and earnings over the investment period.

Mr Orji said NSIA return of over $67 million in addition to the original capital over the four years agreement period achieved the liquidity objective of the investment.

“The Authority accomplished its goals of enhancing NBET’s liquidity position, whilst enabling the company to focus on its principal function of developing the electricity market,” Mr Orji noted.

He said NSIA’s role as fund manager helped to safeguard NBET’s capital against market volatility and also conferred the agreed financial benefits on the company.

Managing Director / Chief Executive Officer of NBET, Marilyn Amobi, commended NSIA for the profitable management of the funds over the four years period.

“NSIA as a competent fund manager preserved the capital; thus, helping to promote NBET’s credit worthiness as an off-taker for grid injected electric energy in the Nigerian Electricity Supply Industry (NESI),” Mrs Amobi said.

DISCOs Allegation

Executive Director, Research and Advocacy of ANED, Sunday Oduntan, told a media briefing last week that the Federal Ministry of Power had diverted the fund to the Rural Electricity Agency (REA) to utilise in implementing projects that are not only “exorbitant and over-priced, but also “do not make sense.”

“Instead of utilising the $350 million to fund the over N1.3 trillion tariff gap in the electricity industry, the Ministry (of Power) is using it to implement projects that are not only “exorbitant and over-priced, but also do not make sense”.

“It is clear some people are more interested in awarding contracts than putting the nation first and doing what is best to bring electricity to Nigerian homes,” Mr Oduntan said then.



He cited the example of such projects to include the solar-powered project in Effurun, Warri, in Delta state and a gas-powered electricity project in Ile Ife, in an area, he said, was without access to gas, but replete with lots of solar energy.

The recent release of the funds now shows the alleged diversion to be false.

Mr Oduntan also alleged that about N78 billion was included in the budget for “distribution” projects to be executed by the Transmission Company of Nigeria (TCN) for the DISCOs.

This people thinks that Nigeria is a playground where any politician can always come to test their faith, the PDP cannot rule Nigeria come 2019, they ruled Nigeria for 16 years with a little achievement to show for it. them endorsing him has no effect on the APC, if he so much has the interest of Nigerians at heart, he should work with this present administration who is already doing a perfect job in changing Nigeria positively.
