THE Federal Government plans to inject N300 billion into the nation’s vehicle assembly plants as part of measures to accelerate the development of the automotive industry. Already, contributions into a support fund initiated to facilitate the vehicle production finance scheme has risen to N11bn. Director-General, National Automotive Design and Development Council, Jelani Aliyu, who made the disclosure at a forum in Lagos, said the funds would “support assembly operations at the Completely Knocked Down level and encourage local content development.” He said presently, the auto industry activities were largely characterised by the Semi-Knocked Down operations with limited employment generated. He said the Federal Government was worried at the slow pace of development in the auto industry sub-sector of the economy even though government had given 35 automobile firms “bona-fide manufacturing status and many of them have started assembly operation.” This is coming about five years after the Federal Government commenced the implementation of the Nigerian Automotive Industry Development Plan, meant to encourage local production and purchase of new vehicles. Aliyu, further said the auto support fund was an indication of the government’s resolve to provide the necessary encouragement for the development of the auto sector. He said, “The automotive industry is the cornerstone for establishing a self-sustaining economy and upgrading the standard of living both in the developing and developed economy.” According to him, the NAIDP provides for a credit purchase scheme to provide loans for civil servants, haulage and passenger commercial companies and other members of public to patronise made-in-Nigeria vehicles. “The council has accordingly applied to the Central Bank of Nigeria, CBN, for the proposed entity operating licensee and concessions to attract additional funding from the Development Finance Institutions. On complaints over the high costs of vehicles assembled locally, Aliyu said “All assemblers have been directed to include a low-cost vehicle in the models they roll out. This is for ease of ownership by Nigerians. So far, Hyundai, Kia, Nissan and others have all assembled brand new low-cost vehicles.” According to him, the auto industry was a major instrument for economic growth and development, which “serves as an important stimulus for other types of manufacturing activities such as iron and steel, rubber, plastics, electrical equipment, road construction, transportation, urban and rural development.”

An update received from the office of the Vice President of Nigeria on the state of foreign investment inflow into the economy has indicated that about $83.9 billion worth of investments were announced between January 2017 and the end of the first quarter of 2018, Q1’18.

The report titled, “2018 Making Business Work”, evaluated government’s efforts in improving the business environment in Nigeria and was presented to the Vice President Yemi Osinbajo, by the Enabling Business Environment Secretariat in the Vice President’s office during the monthly meeting of the Presidential Enabling Business Environment Council (PEBEC). A breakdown of capital investments as contained in the report showed that in 2017, over $66 billion worth of investments were announced, comprising 112 projects across 27 states and the FCT Abuja, while an additional $17.9 billion worth of investments were announced in quarter 1 of 2018, as actual capital importation stood at $6.3 billion, representing over six times the value in the first quarter of 2017, Q1’17. The Senior Special Assistant to the President on Media & Publicity Office of the Vice President, Laolu Akande, who unfolded the report yesterday, stated that measurable progress has been recorded on multiple fronts as the economy responds to key government interventions particularly in the areas of economic growth, inflation, foreign exchange & external reserves, capital market, investment, infrastructure and social investment programmes. Looking at the journey so far, according to him, the report indicated that under economic growth, the rigorous implementation of the Economic Recovery and Growth Plan, ERGP, led the economy out of a recession in 2017; it grew to 0.83 percent, up from -1.58 percent recorded in 2016, on the back of improvements in agriculture, industry and trade. It further stated that the economy has registered four consecutive quarters of steady growth. In the first quarter of 2018, the economy grew 1.95 percent and is projected to grow by up to 3.0 percent over the year, driven by stronger oil prices, stable production, increased non-oil output and improved foreign exchange availability. The report also indicated that for the first time in Nigeria, under the competitiveness section of the ERGP, soft infrastructure is expressly recognized as a deliberate strategy to attain economic development through the facilitation of an enabling business environment for businesses to thrive. The report specifically recognized government’s efforts in improving the effectiveness of soft infrastructure such as the financial system; the education system; health care system; the system of government; law enforcement; and emergency service. According to the report, “Nigeria’s reforms have so far seen it successfully move 24 places up the World Bank Ease of Doing Business rankings. Overall, in the current reform cycle, the PEBEC focused on three pillars to accelerate and expand the impact of completed reforms. The focus will be on deepening existing reforms. Complete pending initiatives and ensure implementation of completed reforms launched in 2017, including communication and consequence management, as well as making the reforms sustainable.” On inflation, the report indicated that the pressure on prices is easing and inflation fell 16 consecutive months from 18.72 percent in January 2017 to 11.60 percent in May 2018.

The Presidency has condemned attempts in some quarters to drag the name of President Muhammadu Buhari into the on-going political saga in Benue State House of Assembly.

Mr Femi Adesina, the Special Adviser to the President on Media and Publicity, in a statement in Abuja on Tuesday, dissociated the president from the developments.

Adesina described as paranoia the statements issued by different interest groups, insinuating that the president might have a hand in the developments.

“This is paranoia at its worst, coming from people who have wittingly positioned themselves against the clean-up of the country and the way we do things,’’ he said.

The presidential aide noted that the allegation was being made against Buhari when he was attending the ECOWAS/ECCAS Summit in Togo.
He added that strident attempts were being made to drag Buhari into the unfolding drama between the executive and the legislature in Benue.

Adesina said Buhari would never be part of any unconstitutional act and any attempt to link him with the inglorious past when minority number of lawmakers impeached governors would not stick.
He said “It will simply be like water off the duck’s back. Those with open minds know this, but those who cavil would rather source everything untoward to the president.

“It is murky ground in which they are now marooned as fallout of their resistance to change in the country.

“When it suits them, they preach separation of powers and true federalism, and in another breath, they call on the president to interfere brazenly in affairs at state level.

“President Buhari will always stand by all that is noble and fair and will reject attempts to drag him into infamy.

“People who stoke fires by deliberate acts of omission or commission, and then summon the president to come and put it out will find that this president will be guided by the Constitution at all times, no matter the attempt to entangle him in unwarranted controversies.’’

The federal government has said it will soon commence the implementation of the basic healthcare provision fund.
Vice President, Prof Yemi Osinbajo who made this known at the third health policy dialogue organised by Thisday described the scheduled implementation as part of numerous health initiatives at the federal level.

Prof Osinbajo said the program is a primary healthcare initiative that ensures that Nigerians would receive quality healthcare from the various centres, where the staff would be adequately trained to be more competent and more effective.
He said that children would no longer die from vaccine preventable diseases and would be better treated.
The dialogue themed, “Improving Nigeria’s Health Outcomes,” was held in Abuja.
One of the speakers and Founder of Flying Doctors Nigeria, Dr Ola Brown, said there was need for the country to have air ambulances which she said would enable people readily have access to proper and adequate healthcare.
She said that health systems in Nigeria should focus on optimizing resource allocation to focus on reducing the disparity in healthcare-access and quality of health within the majority, rather than extending life for the minority.
The Practice Manager, World Bank Group, Trina Hague, said the World Bank has promised to support the Basic Healthcare Provisions Funds with $20 million.
“We will approve the financing of $20m that will be used to the Basic Healthcare. It is the first initial phase where there would be a lot of things we would learn in order for the initiative to be effective”, she said.

President Muhammadu Buhari has, Monday, reiterated his government’s speedy response to the crises rocking many parts of the country, saying security of lives and property is his government’s paramount goal.
President Buhari, while replying critics, said he has authorized the deployment of a team of 1000 “strong military force” to Zamfara to quell the insecurity challenge rocking the state. President Buhari also said that same sizes of special military forces have also been deployed to other flashpoint states like Benue, Nasarawa, Taraba and Plateau states. Some Nigerians had taken to the micro-blogging site, Twitter, to critique the Buhari-led government’s response to the various security crises rocking some parts of the country. While some gave him a thumbs up, many others gave it a knock, saying the president has not done enough to solve the security issues. However, In a series of tweets by the official handle of Mr. President, @MBuhari, the president said, “I have authorized the deployment of a 1,000-strong Military Force to tackle the troubling security challenges in Zamfara. We have another Special Military Force, of about the same size, in Benue, covering Nasarawa and Taraba as well. In Plateau we have Operation Safe Haven.”

The Department of Petroleum Resources (DPR) said the Federal Government earned N748 billion from taxes and royalties paid by oil and gas companies operating in Nigeria in 2017. Oil Newsmen report that this was contained in DPR’s report made available at a workshop organised for energy reporters in Lagos on Friday. The report said the revenue represented about 83 per cent of the agency’s target.

The report also stated that the agency renewed close to 25 oil blocks, which had combined revenue of about 1billion dollars. According to the report, the agency granted approval for 16 new field development plans in 2017, which would increase the nation’s oil and gas production by 560,463 when completed. “We renewed 19 expired leases in 2017 to enhance upstream investment influx and accelerate oil and gas reserves and production growth. “We actively supported the implementation of a major gas commercialisation programme, which seeks to create a regulatory framework to facilitate gas flare monetisation to end gas flaring by 2020,” the report said. The agency said it issued ten licences and approval for development of gas production and processing facilities that culminated in the commencement of the operation of the plant. The agency said it revised and issued new DPR procedure guide for the determination of quantity and quality of petroleum products in Nigeria. The DPR said it initiated early lease renewal programme to accelerate revenue generation for government. It added that this was meant to fund national budget and incentivice upstream investment by ensuring security of tenure, long gestation and payback period for oil and gas investments.

The agency further said it facilitated improved cooking gas penetration with local consumption growing from 390,000 metric tons to 470,000/metric tons with a potential to hit 500,000 metric tons milestone. “We increased national gas reserve base from 192.07trillion cubic feet to 197.74 trillion cubic feet representing 3.5 per cent increase over the preceding year. “We increased operator compliance on National Production Monitoring System (NPMS) by commencing the upgrade of the NPMS to real time data captured in 26 crude oil terminal locations. “This improved the efficiency in the administration of crude oil export and production accounting,” the report added. The Minister of State for Petroleum Resources, Ibe Kachikwu says the approved private sector driven Refinery in Mashi, Katsina State will be completed in 2021.

Mr Kachikwu, who made this known to State House correspondents in Abuja on Tuesday, said the refinery would have the capacity to produce 150, 000 barrels per day when completed.

Mr Kachikwu and the Nigerien Minister of Energy, Foumakaye Gado had on Tuesday signed a Memorandum of Understanding (MoU) between Nigeria and Niger Republic on the construction of the refinery at the Presidential Villa, Abuja.

“However, presently, we have mentally structured our minds for a three-year period to finish the work on the refinery but that depends on what we find during the technical studies.’’

According to the minister, there is potential to also establish another extension of the refinery in Kaduna State.

“It’s going to be in Katsina but there is a potential for an extension to Kaduna but bear in mind, this started first from a perspective of they (Niger) wanting to build a pipeline from Niger to Kaduna refinery.

“But at the Board of NNPC, we shut that down because the asset quality of the crude from Niger was not the same with our own and we would have had to take almost 90 per cent of our own crude to match their own 10 per cent of crude so it just didn’t make any sense.

“So at that point, we decided to do a refinery that is targeted at their crude,’’ he further explained.

Also speaking on the proposed refinery, a Nigerian investor, Ibrahim Zakari, said about two billion dollars was needed for the construction of the Mashi Refinery in Katsina.

He pledged to spearhead the take-off of the first 100 per cent private driven refinery.

The Federal Road Maintenance Agency (FERMA) on Thursday said over 88 capital road projects captured in the 2017 budget nationwide had been completed.

Maryam Sanusi, spokesperson of FERMA, made this known in an interview with the News Agency of Nigeria (NAN) in Abuja.

Mrs Sanusi said another 66 road projects that were also captured in 2017 budget were currently at 50 per cent completion.

She listed some of the completed road projects to include rehabilitation of Biu-WanDali road, in Borno, Garkida-Gombi highway, Adamawa and general maintenance and repairs of Bauchi- Ningi, in Bauchi State.

The rehabilitation of Awe-Iwo federal road in Oyo State, Benin-Abraka road in Edo; construction of feeder road from Iyah-Obelle in Kogi, rehabilitation of Ribah-Diri-Rijau road in Kebbi State, among others.

Mrs Sanusi, however, said that the agency was making efforts to ensure that all the roads mapped out for maintenance were completed as and when due.

“The assurance is that as long as adequate funds are available, the agency will ensure that all roads mapped out for maintenance are completed.’’

She said that all Federal Trunk `A’ roads, were the agency’s main focus, adding that it carried about 90 per cent of total volume of transportation of goods and services.

According to her, these roads are major contributors to the socio-economic and political development of our country.

“Aside budgetary allocation, the additional sources of funding as captured in the agency’s Act are yet to be explored. The agency rely on budgetary allocation for its roads maintenance activities.’’

Mrs Sanusi called on Nigerians to use the roads responsibly and patiently with consideration to other road users, adding that if there where damage along the roads everyone suffers.

“I will want Nigerians to know that the road is an asset. We use to access our communities and work places. I want Nigerians to know that using the roads responsibly allows free movement of traffic.

“Nigerians should be patient with FERMA because we know the importance of roads. We are on a tremendous transformation drive as far as road maintenance is concern,’’ she added.

The Minister of Industry, Trade and Investment, Okechukwu Enelamah, on Wednesday said the Economic Growth and Recovery Plan (EGRP) is targeted towards creating an average of 3.7 million jobs yearly.

The minister said the focus of the job creation efforts will be youth employment and ensuring that youth are the priority beneficiaries.

We have committed to reduce unemployment from 13.9 per cent as of Q3 2016 to 11.23 per cent by 2020. This translates to the creation of over 15 million jobs during the Plan horizon or an average of 3.7 million jobs per annum,” Mr Enelamah said at a youth entrepreneurship summit.

The summit held in Abuja was organised by Technoserve, a United States-based non-governmental organisation in partnership with Citi Foundation.

While declaring the summit themed “Youth Entrepreneurs as Drivers for Economic Growth” open, Mr Enelamah said the ERGP represents the first blueprint by “this administration to not only deal with the present economic meltdown, but also to ensure growth in the medium term.

“The EGRP envisages average GDP growth rate of 4.62 per cent per annum over the plan period. GDP is expected to gradually turn positive in 2018 and peak at 7 per cent per annum by 2020.”

According to the minister, ease of doing business is another area that received the plan’s attention.

“My ministry has been in the forefront of the efforts to make it easier for everyone (local and international investors) to do business in Nigeria. When we came into government, Nigeria was ranked No. 169 out of 190 countries. Nigeria is now ranked 145th position out of 190 countries in the Ease of Doing Business index for 2018.

The plan envisages improved ranking to around No 100 within the plan period.”

President Muhammadu Buhari in April 2017 unveiled a four-year ERGP (2017-2020) to help propel the country towards the path of development and growth.

ERGP is an economic plan that builds on the 2016 Strategic Implementation Plan (SIP) by restoring growth, investing in people and build a global competitive economy.

While some Nigerians remained optimistic that the plan will succeed, others said it is not comprehensive enough.

The present economic templates being used do not have the ability to address the unique needs of Nigerians at present, American business magnate, Bill Gates said of the ERGP few months ago when he visited the country.

He said the ERGP identifies “investing in our people” as one of three “strategic objectives” but the “execution priorities” do not fully reflect people’s needs, “prioritising physical capital over human capital”.

“What Bill Gates was talking about was the budgetary allocation to create more money that will go into things like healthcare and education of which we agreed but we need to create the revenue first before we can send them back to the social sector,” the minister said while taking questions from journalists.

“ERGP envisages that if you invest in infrastructure, it will help create jobs and revenue for you to be able to invest in health and education. I don’t think our views and that of Gates is in conflict, it’s a matter of sequencing, they go hand in hand. We hold a stronger view of investing heavily on infrastructure so that we create opportunity for people while also working in the social sectors, healthcare and education in partnership with the likes of Technoserve, Gates foundation and others.”

He said the government is partnering with Technoserve by providing the enabling environment for the youthto thrive.

“Technoserve is doing a very good work in improving livelihood of youtharound Nigeria and Africa. The partnership is to leverage technology and ‘know how’ to help our people be empowered. We have to create the enabling environment and policies to make these things work. That is where we come in.”

Larry Umunna, Technoserve country director, in his remark said the event marks the end of the two-and-half year project funded by Citi foundation which saw to the training and empowerment of about 500 youthin Abuja and Enugu.

This summit also provides us the opportunity to discuss issues that affect youth entrepreneurship in Nigeria, the idea is to discuss issues affecting youthand how we can help to reduce the scourge of youth employment.”

He listed various empowerment projects carried out by the organisation.

Beneficiaries also shared experiences on how they were trained on best business practices, record keeping skills and financial management skills required to successfully run a business
