That statement, however, of waiting till the "rot left by the previous administration is cleared up" could very well end up as a trap for Buhari. It implies that when the ministers are appointed, late August or early September if this report is to be believed, that all would have been set right by Buhari. That means that from that time going forward he and his team will be wholly responsible for any failings or shortcomings Nigeria may experience and that they cannot use GEJ or any other previous administration as an excuse. I also don't subcribe to it. They could just have given the reason to be the proposed merging/scrappings of some ministries, departments and agencies. All these statements about cleaning the rot just heightens expectations |

The Presidency, through the National Salaries, Incomes and Wages Commission, has directed the Vice-Chancellor of the Federal University, Otuoke, Bayelsa State, Prof. Mobolaji Aluko, to refund over payment of salaries running into millions of naira. The Registrar of the university, David Suowari, was also directed to refund cumulatively the sum of N130, 692.71 per month in excess of his due salary. The over payments were said to have been discovered during the commission’s visit to the institution on May 12, 2015 to carry out an inspection of FUO’s remuneration practices vis- a-vis the extant government’s pay policy. The VC and the registrar were accused of appropriating certain allowances to themselves which were not approved by the government. These concerns were raised in a letter from the NSIWC to Aluko, signed for the Chairman of the Commission by the Director of Compensation, Chike Ogbechie. The commission said, “The findings of the inspection in respect of your institution (Federal University, Otuoke) were as follow: “The Vice-Chancellor was being paid total emoluments of N1,970,476.76 monthly, whereas he should not earn more than N922,810.23 if he were paid furniture allowance en bloc earlier, or N1,043,176.79 if he were being paid furniture allowance. “Much of the difference was attributed to certain allowances which were not approved by the government.” In the case of the registrar, the commission said he was being paid N130,692.71 in excess of his due salary of N502,580.25. The commission also said the university disaggregated its staff salaries against the government’s policy of pay consolidation. The NSIWC, therefore, directed the university to stop “the wrongful practices” and comply with relevant rules and rates. The commission added, “We hereby direct the vice-chancellor and the registrar to refund the cumulative overpayments made to them. “You are to report to the commission in writing, your compliance with this directive within four weeks of this letter.” It will be recalled that Prof. Mobolaji Aluko became the Vice-Chancellor of the university in February 2011. But reacting to the commission’s position, Aluko said in a text message to our correspondent that there was neither disaggregation of salaries nor overpayment of salaries. The vice-chancellor said, “Rather, pension and health insurance allowances were due to three of us, Diaspora Vice-Chancellors who are on Sabbatical from our foreign universities, and co-paid monthly in naira to us for payment to those foreign universities. “Without that concession occurring, our own local salaries would have been wiped out completely, and we could not have accepted the job.” Aluko wondered why the issue was coming up in the fifth and final year of their tenure. “However, the need for accountability is welcome, and Salaries and Wages Commission will be fully reconciled to the full facts,” the VC stated. Honestly, I don't see any reason for the agitation in the appointment of Ministers. Just appoint a secretary to the government of the federation, a chief of staff an NSA and other needed special advicers/assistants. What really is the job of a minister if not just to ensure the different ministries work in tandem with the aims of a government in power. If such aims can be met, I see no reason for a rush in ministerial appointments. Right now, those ministries are headed by permanent secretaries who are technocrats grounded in d running of these various ministries and would do much better in d saddle(They've spent most of their career in these ministries). Moreover, no ministers till September will help cut costs in a way(Salaries and other entitlements for these two months can be used for something better). To me, Ministerial appointments are just done to reward loyal party men and give every state a feeling of being involved in the Nation's governance. Baba, as far as those permanent secretaries are doing d job well, abeg wait till December or even next year. NO NEED TO RUSH |

Last Thursday’s free-for-all fight by members of the All Progressives Congress (APC) caucus in the House of Representatives was a script well planned and executed. Saturday Sun gathered that the groundwork that culminated in the show of shame on the floor of the Green Chambers started some days before, soon after the emergence of the Speaker of the House of Representatives, Hon. Yakubu Dogara. Recall that Dogara had emerged against the decision and popular will of his party leaders, who had insisted that Femi Gbajabiamila was the anointed choice of the party to occupy the number one seat. Members of the House who were actively involved in the underground work told Saturday Sun that series of meetings had been held, both at the APC secretariat and at Transcorp Hilton Hotel in Abuja in a bid to compel the leadership of the House to accept the official position of the party in the selection of principal officers of the House. Saturday Sun further gathered from lawmakers privy to details of the meetings that the party had insisted that Gbajabiamila be made the majority leader of the House. But Dogara who is bent on checkmating the growing influence of Gbajabiamila is opposed to his emergence as leader. His fears are borne out of claims that Gbajabiamila might use his position to undermine his office and eventually stage his eventual removal from office. “Since the election of the Speaker and his deputy some weeks back, there have been series of meetings and consultations between party leaders and APC members of the House,” a lawmaker from North-west familiar with the details of the meetings told Saturday Sun. Speaking further, he said: “The party had insisted that certain persons should emerge as principal officers of the House. But some of the names the party insisted on did not go down well with the Speaker, Dogara who insisted that the offices should go round the geopolitical zones. “APC wanted Gbajabiamila as majority leader, but that decision did not go down well. In the opinion of the Speaker, Dogara, the South-west had already produced the deputy speaker and it was only fair that other regions should be carried along. “I have attended all the meetings of APC lawmakers loyal to Gbajabiamila at the Transcorp Hotel. They were scared that Dogara was going to disregard the letter from APC leaders on who to emerge as leader of the House. So, they agreed among themselves that proceedings at Thursday’s sitting will be disrupted. “So, it was well-planned, but the Speaker was in the know all along. He knew they were going to disrupt the proceedings. That is part of what happened.” Meanwhile, members of the Peoples Democratic Party (PDP) appear to be the main beneficiaries of the chaos in the House. The PDP lawmakers who have fully thrown their weight behind Dogara are bent on maintaining the status quo. A PDP lawmaker from the South-south equally explained to Saturday Sun that with the current crisis rocking the APC caucus in the House, PDP stands to gain more. Only a few undiscerning Nigerians and foreigners would have been surprised by the dissolution,yesterday,of the board of the Nigerian National Petroleum Corporation (NNPC) by President Muhammadu Buhari.
For as long as anyone can remember,the organization has been stumbling from one corruption scandal to the other,the latest being the 2013 allegation by the immediate past Governor of the Central bank of Nigeria (CBN) and now the Emir of Kano,Alhaji Muhammadu Lamido Sasusi ,that the NNPC failed to remit up to $20 billion to the federation account.
The allegation was to cost him his job at the apex bank even after forensic auditors appointed by the immediate past administration said only $1.4billion should be remitted by the firm.
The NNPC was established on April 1, 1977 following the merger of the then Nigerian National Oil Corporation and the Federal Ministry of Mines and Steel with sole responsibility for upstream and downstream developments.
It is also charged with regulating and supervising the oil industry on behalf of the Federal Government.
Eleven years after the birth of the NNPC it was commercialised into 11 strategic business units, covering the entire spectrum of oil industry operations: exploration and production, gas development, refining, distribution, petrochemicals, engineering, and commercial investments.
It manages the joint ventures between the federal government and such foreign multinational corporations like Royal Dutch Shell, Agip, ExxonMobil, Chevron, and Texaco (now merged with Chevron).
Through collaboration with these companies, the Nigerian government conducts petroleum exploration and production.
The oil companies appropriate portions of their revenue which is nearly 60% of the revenue generated by the oil industry in this manner,to the government.
With oil as Nigeria’s largest revenue earner,cash flow from the NNPC accounts for 76% of federal government revenue and 40% of the entire country’s GDP.
But in reality,the corporation and many of its subsidiaries have failed in living up to their responsibilities.
Its refineries hardly work with the result that Nigeria relies more on imported fuel .
Thus, scarce foreign exchange is wasted on importing fuel while billions of naira is also paid as ‘subsidy’ to importers.
This mode of business has since been found to be a huge racket on the nation.
Several of such fuel importers are currently standing trial for defrauding the country and Nigerians are not likely to forget in a hurry their recent harrowing experience when the importers refused to do business.
The ‘missing’ $20billion was a major dent on the reputation of the last government even if its key actors refuse to admit it.
Nigerians are angry with the NNPC on account of its operations and alleged corruption.
Most of the misgivings concern the ‘missing’ $20billion and perveived mismanagement and abuse of the Petroleum Support Fund otherwise known as oil subsidy and lack of transparency .
They are clamouring for its removal and probe of those that managed the fund.
With the then President-elect Muhammadu Buhari vowing in April to revisit the ‘missing’ money issue,his anti-corruption reputation,and his vast knowledge of the oil and gas industry,it was to be expected that he would have more than a passing interest in the sector on his assumption of office.
Observers believe that the NNPC dissolution is just a prelude to what is to come from Buhari in the industry.
It should not be a surprise if he orders an inquisition into what is generally perceived as the financial indiscretion of successive administrations in the organization.
He may not even limit the looming probe to the ‘missing’ $20billion.
Nigerians and foreigners are asking questions on other corruption related allegations against NNPC like the over $1million bribes which ABB Vetco Gray, a US company, and its UK subsidiary ABB Vetco Gray UK Ltd, claimed to have paid to officials at NNPC subsidiary NAPIMS in exchange for obtaining confidential bid information and favourable recommendations from Nigerian government agencies; the over $6.3million allegedly paid by another US company Willbros Group Inc, to officials at the NNPC and its subsidiary NAPIMS, in return for assistance in obtaining and retaining contracts for work on the Eastern Gas Gathering System (EGGS);and the allegation by the Swiss Non-governmental advocacy organization – Erklärung von Bern - of heavy fraud surfaced, placing the NNPC under suspicion of siphoning off $6.8 billion in crude oil revenues.
The sacked board headed by the immediate Petroleum Minister Diezani Alison-Madueke had as members the Group Managing Director of the corporation, Dr. Joseph Dawha, Group Executive Director, Finance & Accounts, Mr. Bernard O.N. Otti – Group Executive Director, Corporate Services, Dr. Dan Efebo , Coordinator, Legal Services/ Secretary to the Corporation, Ikechukwu Oguine and other five members : Alhaji Abdullahi Bukar , Mr. Danladi Wadzani, Prof. Olusegun Okunnu , Mr. Danladi Kifasi and Mr. Steven Oronsaye.
The NNPC was scheduled to hold its Group Executive Council meeting on Wednesday but shifted it to the following day.It never happened still.

Justice Adeniyi Ademola of the Federal High Court, Abuja yesterday ordered the sack of Emeka Godwin Idu, a Peoples Democratic Party (PDP) member of House of Representatives representing Onitsha North/South Federal Constituency of Anambra State. The judge also ordered the cancellation of the Certificate of Return issued him (Idu) by the Independent National Electoral Commission (INEC). Justice Ademola was ruling in a suit by Lynda Chuba-Okadigbo, who challenged the decision of the party to substitute her name after being accepted by the party’s National Working Committee (NWC), with that of Idu. Chuba-Ikpeazu had filed the suit on March 18, 2015, seeking among others to set aside the party’s decision. The PDP, INEC, the National Working Committee of the PDP and Idu were defendants in the suit. But INEC did not file any defence. Justice Ademola held that the substitution of Chuba-Ikpeazu was wrong because it did not confirm with the requirement under the law. He held that legitimate substitution could only occur where the original candidate voluntarily withdraw or where he/she dies. Justice Ademola ordered the Speaker and the Clerk of the National Assembly to swear in Chuba-Ikpeazu as replacement for Idu immediately. The judge, who held that the plaintiff’s suit succeeds, granted all the prayers sought by the plaintiff. He held that the substitution of her name with that of Idu violated sections 31(2)(j) and 50 of the PDP constitution; sections 31(1)(2) and 33 of the Electoral Act, 2010 (as amended); section 222(c)of the Constitution of the Federal Republic of Nigeria and Article 25 (xii) of the Electoral Guidelines for Primary Elections, 2014 of the PDP. He dismissed the contention of Idu’s lawyer Alex Izinyon (SAN) that the court had no jurisdiction over the case since it was a pre- election matter that could only be entertained by a state High Court. Justice Ademola granted four ancillary orders “to meet the justice of the case and give effect to the court’s judgment. “The plaintiff, Honourable Lynda Chuba- Ikpeazu, is hereby declared as the 1st defendant’s (PDP’s) candidate for the House of Representatives with regard to the Onitsha North/South Federal Constituency. “It is also declared that the plaintiff, Honourable Lynda Chuba-Ikpeazu, is the honourable member representing Onitsha North/South Federal Constituency in the Federal House of Representatives for this session. “The 4th defendant, Godwin Emeka Idu, is ordered to vacate that seat in the Federal House of Representatives whilst the certificate of return issued to him is hereby cancelled. “The 2nd defendant, INEC, is hereby ordered to issue certificate of return to Honourable the rightful member representing Onitsha North/ South in the House of Representatives. “Finally, the Honourable Speaker of the House of Representatives and the Clerk of the National Assembly are ordered to swear in Honourable Lynda Chuba Ikpeazu as member representing Onitsha North/South Federal Constituency in the Federal House of Representatives forthwith,” the judge said. BARRING unforeseen circumstances, drastic and sweeping changes are imminent in the Nigerian National Petroleum Corporation (NNPC), Nigerian Tribune has learnt. Sources in the NNPC revealed that some powerful forces close to the corridors of power had submitted a proposal for the restructuring of the corporation to President Muhammadu Buhari for immediate implementation. In the proposed arrangement, eight key northerners, mainly from the North-West and North-East geo-political zones, had been penciled in for the proposed new structure, leaving out the four other zones in the country, Nigerian Tribune learnt.
The development is already creating ripples within and outside the NNPC, just as sources said some top members of the corporation, as well as stakeholders, were unhappy with the proposal.
Findings by the Nigerian Tribune indicated that in the proposed new structure, key positions such as Group Executive Directors (GED) and other strategic ones, which include that of the Group Managing Director (GMD) of the Pipelines and Products Marketing Company (PPMC), as well as the position of the Managing Director and Group General Manager for the Crude Oil Marketers Division (COMD), have been zoned to the North, leaving out the oil producing zones.
Nigerian Tribune also gathered that some powerful forces that included a new governor in one of the core states in the North were believed to be leading in lobbying President Buhari to approve the new structure. In the proposed structure, Dr. M.K. Baru from Bauchi, a former Group General Manager of NAPIMS, one of the subsidiaries of the NNPC, is believed to have been penciled in for the position of Group Managing Director of the corporation, while Alhaji Sa’adi Farouk, who hails from Sokoto State in another proposed structure, is to be made the GMD, same as Isa Mohammed Inuwa, whose background is in Accounting and currently the Deputy Managing Director/Chief Executive Office of Nigeria LNG Limited.
Inuwa, who is from Kano, had worked at the NNPC for over eight years and held various posts that included Group General Manager, Corporate Audit, General Manager, Budget and Projects, General Manager Finance, NAPIMS. With the proposed structure, qualified contenders from other zones of the country for the GMD position had been shut out, sources said.
An oil expert from the South-South zone, Oscar Oti Abuam, told the Nigerian Tribune that the proposal did not take into cognisance the complex nature of the Nigerian state, particularly when considered against the backdrop that oil is mainly from the South- South.
“Nigerians voted for change, irrespective of religion and or ethnic background. NNPC remains the cash cow for sustaining the economy and any attempt to implement such will affect the economy terribly,” he said. Meanwhile, the Association of Crude Workers of Nigeria, has alleged that the new proposal was nothing short of marginalisation.

Abuja — Contrary to denial by the Presidency that operatives of the Department of State Services were not ordered out of the villa, Vanguard can authoritatively reveal that the Aide-de-Camp, ADC, to the President has formally informed the DSS that its personnel would no longer provide close body protection for the President as they are being replaced with men of the Nigerian Army and Police personnel “who were trained as Presidential Bodyguards.”
It will be recalled that Vanguard reported, yesterday, that ADC to the President, Lt. Col Abubakar Lawal, ordered personnel of the DSS out of the villa and replaced them with men of the Nigerian Army.
However, Special Adviser to the President on Media and Publicity, Mr Femi Adesina said: “President Muhammadu Buhari has given no such order. While it is true that a reorganization of security at the Presidential Villa which involves the realignment of personnel from various services is underway, the exercise does not translate to the expulsion of DSS personnel from the premises in any way. The changes being made are routine adjustments which are not unexpected in any dynamic environment from time to time.” But in a memo sighted by Vanguard, written by the President’s ADC, he stated that DSS personnel have been withdrawn from close body protection of the President and are being replaced by members of the Nigerian Army and the Police, adding that he was acting “sequel to directives.”
7 areas to be taken over
The memo listed about seven areas which the military and the police are to take over from the DSS operatives “with immediate effect.” Some of the areas listed in the memo which are no-go area for men of the DSS were Admin reception/passage; Service Chiefs gate; residence reception, office reception among others.
It, however, noted that “personnel of the DSS in conjunction with other security forces are to man other duty beats/locations within the immediate outer perimeter of the Presidential Villa.”
From 1999 till the recent incidenct where DSS operatives were ordered out of the villa, it was the service that provided close body protection and manned sensitive positions within the villa while soldiers and the police manned the outer perimeter of the State House.
Already, the memo appears to have come into effect as only a handful of DSS operatives were seen at the outer perimeter of the Presidential Villa as military men in mufti,yesterday, took over all the other positions inside the Presidential Villa.
From the Administration reception gate, where visitors are first screened before they get into the main villa building to the council chambers gate, there were no officers of the Department of State Services as only soldiers in mufti were seen in those places.
Also, within the residence and the office of the President, the DSS body guards who were usually at the gate and the entrance were absent as they were replaced by men of the Nigerian Army who were, however, in mufti. Some few officers of the DSS were, however, seen under trees discussing in hushed tones as they awaited further directives from their superior officers.

Come on, Medicine students in d 1st year do same courses with other science students. 2nd year, they don't do exams till their MB exams in the third year. Same way they don't do exams in their 4th and 5th year. U saying tough courses without Economics.....
