The Federal Government has proposed the sum of N815.4m in this year’s budget for the purchase of fuel and lubricants for cars and generators for the Presidency, Office of the Secretary to the Government of the Federation and their parastatals.

The amount was contained in the 2015 budget breakdown which was obtained by our correspondent on Friday, in Abuja.

The 2015 proposal of N815.4m, for fuel and lubricants is seven per cent or N61,984,177 lower than the N877,472,369 approved in 2014.

Out of the N815.4m, the fiscal document shows that a provision of N131, 911,315 was made for fuel and lubricants for the State House in 2015.

The breakdown of the figure for state house shows that plant/generator fuel will consume N35, 344,855; motor vehicle fuel, N85, 843,802; and cooking gas/fuel, N10, 102,858; this year.

The State House received lesser provision of N122, 855,267 for fuel and lubricants in the 2014 fiscal year.

This was broken down into motor vehicle fuel, N79, 950,407; plants and generators, N33, 476,963, and cooking gas/fuel cost, N9, 427,898.

For the vice-president, the 2015 budget proposal shows a provision of a total sum of N38,203,617 for the purchase of fuel and lubricants.

This is 7.14 per cent or N2,548,624 lower than the 2014 provision of N35,654,993.

A breakdown of the 2015 budget proposal of the vice-president shows that fueling of motor vehicle will consume the sum of N21,734,332, fueling of plant and generator has a provision of N12,734,332, while cooking gas/fuel is expected to consume the sum of N3,820,453.

Other agencies under the presidency were also not left out of the provision for fuel and lubricants.

They are the Office of the Senior Special Assistant to the President-Millennium Development Goals with N2,794,080; Nigeria Institute of Policy and Strategic Studies,N13,000,000; Bureau for Public Enterprises, N12,518,641; and the National Emergency Management Agency with N13,964,000.

Others are the Economic and Financial Crimes Commission with a provision of N200,000,000; Bureau of Public Procurement, N17,179,301;Nigeria Extractive Industries Transparency Initiative, N3,469,326; Nigeria Atomic Energy Commission, N3,000,000; and the Office of the Chief Economic Adviser to the President, N2,919,062.

For the Office of the Secretary of the Government of the Federation, the budget breakdown shows that a provision of N48,181,702 was made for 2015.

Just like the presidency, the agencies under the office of the SGF also had similar provisions for fuel and lubricants. They are National commission for Refugees, N300,000; National Identity Management Commission, N46,063,109;National Merit Award, N7,504,843; Federal Road Safety Commission, N190,630,492 and New partnership for AfricanDevelopment, N10,773,600.

Others are National Action Committee on Aids, N3,000,000; National Hajj Commission, N11,131,012; Nigeria Christian Pilgrim Commission, N21,190,650; National Lottery Trust Fund, N2,400,000; National Lottery Regulatory Commission, N10,000,000; and Servicom N2,786,316.

The rest are Presidential Technical Committee on Land Reforms, N11,560,000; National Boundary Commission, N2,256,765; and Border Communities Development Agencies N6,350,361

The 2015 budget has a N4.358trn expenditure figure made up of N412bn for Statutory Transfers, N943bn for Debt Service, N2.61trn for Recurrent (Non-Debt) and N634bn for Capital Expenditure (inclusive of SURE-P).

While the recurrent vote is 85.8 per cent of aggregate budget, the capital expenditure is just 14.2 per cent of the aggregate spending (inclusive of SURE-P).

PoliticsGov Godswill Akpabio Pardons 8 Prisoners, Gives N10m To Inmates by Harbdulrasaq(op): 8:40am On Jan 04, 2015
Godswill Akpabio of Akwa Ibom has granted amnesty to eight prisoners serving various sentences in Uyo, Calabar, Ikot-Ekpene and Port Harcourt in the spirit of the New Year celebration.


Akpabio made the announcement when he visited Uyo Prisons on Friday.

He converted the death sentence of six other inmates to life imprisonment and also donated N10 million to other inmates for medical attention.

Those pardoned from Uyo, Calabar and Ikot-Ekpene Prisons were; Ofonime Udoh, Mbong Udobong, Akpan Akpan, Uweh Okon, Emmanuel Inyang, Udo Isonguyo, Bassey George and Edem Etim.

The six converted from death to life imprisonment were Ndifreke Ekanem, Samuel Ekanem, Patrick Ekene, Oduok Jimmy, Charles Isong and Eyakeno Imoh serving in Port Harcourt Prisons.

He noted that the Nigerian Constitution empowered him to grant pardon to any prisoner in the country.

“I advise those pardoned to be of good behaviour so that they will be fully integrated into the society”, he said.

Akpabio, who decried the living conditions of the prisoners, directed the Controller of the Nigerian Prisons Service, Dr Regina Akpan, to liaise with the state Commissioner for Special Duties, Mr Emmanuel Enoidem for assistance.

Responding, Akpan thanked the governor for the various donations he had made to the prison.

Akpan also commended the state government for reforming the prisons service in the state.

“The Uyo prison is made up of 52 females, four babies and two expectant mothers in addition to 834 inmates awaiting trial.

“We plead that the state government intervenes in the provision of facilities and renovation of the Uyo Prison”, Akpan said.

Follow your heart

Remembering that you are going to die is the best way I know to avoid the trap of thinking you have something to lose. You are already Na.ked. There is no reason not to follow your heart.

Trust yourself
If you believe you can quit your day job and make a living writing, give it a shot. Risk will sometimes result in failure but it is vital to trust yourself and go for it.

You can’t connect the dots looking forward; you can only connect them looking backwards. So you have to trust that the dots will somehow connect in your future. You have to trust in something — your gut, destiny, life, karma, whatever. This approach has never let me down, and it has made all the difference in my life.

Love what you do
You must be committed to your blogging, your passion is the key to your success. Pour your heart and soul into everything you do around your site.

Your work is going to fill a large part of your life, and the only way to be truly satisfied is to do what you believe is great work. And the only way to do great work is to love what you do.

Go for a home run
Never sacrifice quality. Quality is much more important than quantity. Put time into researching and producing content. One epic post will result in much more than several average posts.

Be a yardstick of quality. Some people aren’t used to an environment where excellence is expected. One home run is much better than two doubles.

Pick carefully
You are busy, time is short. Make sure to spend your time on things that will get you to reach your blogging goals. Ignore the rest.

People think focus means saying yes to the thing you’ve got to focus on. It means saying no to the hundred other good ideas that there are. You have to pick carefully.

Work hard to make it simple
There is power in a good design. It makes your site stand out from the crowd and delivers better conversions.

Design is not just what it looks like and feels like. Design is how it works. Simple can be harder than complex. You have to work hard to get your thinking clean to make it simple.

Steal great ideas
Read a lot, open your mind to ideas and look at the world with the “I’ve got to write about this” mindset. You will find ideas in everything, ideas that you can steal and convert to your blogging field.

We have always been shameless about stealing great ideas.

Your goal isn’t to make money
Don’t focus on money. Build your brand and your audience first. Money will come as a consequence of the blogging work you do.

Apple’s goal isn’t to make money. Our goal is to design and develop and bring to market good products. We trust as a consequence of that, people will like them, and as another consequence, we’ll make some money.

Don’t lose faith
Blogging is hard, many bloggers fail and most blogs die. It is important never to give up and just continue going for your dreams.

Sometimes life hits you in the head with a brick. Don’t lose faith.

Ahead of the 2015 general elections, Vice President Mohammed Namadi Sambo has told the Independent National Electoral Commission that his Bachelors and Masters degrees certificates in Architecture obtained from the Ahmadu Bello University, Zaria, have been consumed by fire.


Sambo, who is the running mate to President Goodluck Jonathan of the Peoples Democratic Party, made the declaration in the documents he filed with INEC and displayed at the commission’s office in Abuja, although the details of the fire disaster that consumed the documents were not stated.



Sambo’s papers were received and stamped in INEC headquarters between December 10 and 18, 2014.

The VP’s declaration was validated by two letters from the authorities at the A.B.U Zaria.

The first letter, signed by one Alhassan Garba for the institution’s registrar under the title, “To Whom it may Concern: Mohammed Namani Sambo”, read, “I certify that the above-named person having completed an approved course of study and passed the prescribed examinations was awarded the Bachelor of Science (Architecture) with Second Class Honours (Lower Division) in 1976 by the Senate of this University. His original certificate got burnt. Please treat his case in view of this certification. Thank you”.

The second letter, also signed by Garba for the registrar of the institution read, “I certify that the above-named person having completed an approved course of study and passed the prescribed examinations was awarded the Master of Science (Architecture) on May 25, 1978 by the Senate of this University. His original certificate got burnt. Please treat his case in view of this certification. Thank you”.

Last week, editors of the science journal, Science came up with a list of what they considered the ten most important scientific breakthroughs of the year, 2014.
In this article, we reproduce their choices, which include groundbreaking advances in medicine, robotics, synthetic biology, and paleontology, among others.

Rosina
Top on the list is Rosetta and its lander module, known as Philae, made major headlines in November when Philae touched down on the surface of the speeding comet. Even though the landing was rougher than expected-Philae bounced off the surface of 67P and came to rest on its side, quite a distance from its target. Nonetheless, it was, however, the first-ever soft landing on a comet. And the data from these two space probes are already shedding new light on the formation and evolution of such comets.

Launched in March, 2004, by the European Space Agency (ESA), the Rosetta spacecraft is now orbiting 67P, sometimes getting as close as 6.2 miles (10 kilometers) to the comet’s surface. Its on-board camera can discriminate between objects on the comet that are just centimeters apart while an array of spectrometers, known as the Rosetta Orbiter Sensor for Ion and Neutral Analysis (ROSINA), can sample gases from 67P’s coma, or the thin halo of an atmosphere that surrounds the comet.

ROSINA has already detected water, methane, and hydrogen as well as some rarer species, including formaldehyde and hydrogen cyanide, in 67P’s coma. Such findings might help researchers figure out whether certain comets could have have helped to jump-start life on the early Earth by delivering water and organic molecules.


The Dinosaur-Bird Transition: This year, a series of papers that compared the fossils of early birds and dinosaurs to modern birds revealed how certain dinosaur lineages developed small, lightweight body plans, allowing them to evolve into many types of birds and survive the Cretaceous-Paleogene Extinction about 66 million years ago.
Young Blood Fixes Old:Researchers demonstrated that blood from a young mouse–or even just a factor known as GDF11 from young mouse blood–can rejuvenate the muscles and brains of older mice. The findings have led to a clinical trial in which Alzheimer’s patients are receiving plasma from young donors.


Getting Robots to Cooperate: New software and interactive robots that, for example, instruct swarms of termite-inspired bots to build a simple structure or prompt a thousand quarter-sized machines to form squares, letters, and other two-dimensional shapes are proving that robots can work together without any human supervision after all.


Neuromorphic Chips: Mimicking the architecture of a human brain, computer engineers at IBM and elsewhere rolled out the first large-scale “neuromorphic” chips this year, which are designed to process information in ways that are more akin to living brains.


Beta Cells: Two groups pioneered two different methods for growing cells that closely resemble beta cells–the insulin-producing cells of the pancreas–in the laboratory this year, giving researchers an unprecedented opportunity to study diabetes.


Indonesian Cave Art: Researchers realized that hand stencils and animal paintings in a cave in Indonesia, once thought to be 10,000 years old, were actually between 35,000 and 40,000 years old. The discoveries suggest that humans in Asia were producing symbolic art as early as the first European cave painters.


Manipulating Memory: Using optogenetics–a technique that manipulates neuronal activity with beams of light–researchers showed that they could manipulate specific memories in mice. Deleting existing memories and implanting false ones, they went so far as to switch the emotional content of a mouse memory from good to bad, and vice versa.


CubeSats: Although they’ve been blasted into space for more than a decade now, cheap satellites with sides that are just 10 centimeters squared, called CubeSats, really took off in 2014. Once considered educational tools for college students, these miniature satellites have started to do some real science, according to researchers.


Expanding the Genetic Alphabet: Researchers have engineered E. coli that harbors two additional nucleic acids–X and Y–in addition to the normal G, T, C, and A that make up the standard building blocks of DNA. Such synthetic bacteria can’t reproduce outside the laboratory, but they may be used to create designer proteins with “unnatural” amino acids.

He was admitted to practice before the Supreme Court of Nigeria in 1979. He has authored several books on civil procedure in Nigerian superior courts, rules of evidence and justice reform.
Yemi has 31 years of litigation experience including significant trial and appellate work. Yemi supervises the commercial litigation group at SimmonsCooper Partners (SCP), a leading commercial litigation and corporate commercial firm in Nigeria. With a multi-jurisdictional competence spanning Nigeria, the United States and the United Kingdom, SCP fuses sound legal counsel with superior advocacy, and personal and responsive service.
Yemi has conducted very important constitutional and precedential cases before the Nigerian Supreme Court. Some of these include fiscal disputes between the federating units and the federal government; disputes regarding the ownership and control of oil and gas resources; town and physical planning disputes between the federating units and the federal government; an international territorial jurisdictional dispute in the West African sub-regional court; shareholder disputes involving a multinational, private investors and state-owned investment corporations and energy disputes arising from multinational participation in power projects in Nigeria.

This story a pathetic and dishearten..

Fear was sent down the spine of everyone today in Adeke in Osun state today when a dead body was found in an uncompleted building.

Someone from Bowen University, Iwo Town in Osun state sent these pictures to me.
The corpse of a girl was found beheaded in an uncompleted building.

The Old man who found this body told the press today that he works in the building, so on his way to work that morning, he discovered the corpse and raised an alarm immediately.

The body was taken to Adeke Police station.
This should be a warning to all those girls who follow guys to uncompleted buildings..

This is december and a lot of ritualists are in search of heads.

There was confusion on Bankole Street, Isheri-Oke, Lagos on Friday morning when residents woke up to the sight of a woman hanging on a tree.

The woman, popularly called Kate in the area, was found dead in a black sweater and orange skirt under a pear tree.

Our correspondent, who also visited the scene, gathered from the residents that the woman did not live on the street.
Residents who spoke to our correspondent also said that the woman was a Liberian who worked in a sachet water factory before she died.

While they said that the woman had been sickly for some time, the residents said she did not appear to have any problem with anyone in the community.
But after the outbreak of the Ebola disease that was brought to Nigeria by a Liberian diplomat, Patrick Sawyer, some of the people in the area opted not to have anything to do with her.

One of the residents who pleaded anonymity said, “We see her in this neighbourhood every day. She always looked sick but people stopped selling to her after the Ebola outbreak. It could be because she was Liberian and looked sickly. This might have frustrated her.”

Another resident who spoke to our correspondent after his request for anonymity was granted said, “She attended a church in the area and her church members still saw her yesterday. I used to see her every day in the dress she died in. She was sick and people in this area had avoided her, especially after the Ebola outbreak.”

Report has it that Dr Ikechukwu Sam Enemuo was rushed to Good Heart Hospital in Ph after he took ill with symptoms of Ebola. He was said to have operated on a Liberian diplomat who presumably had contact with Mr Sawyer.
He Fell ill and died last Friday. He was ill for 3 days, then started vomiting blood with bloody diarrhoea. He was initially rushed to Prime Hospital Ph…where he was rejected and then taken to Good heart whose MD is a Cardiologist. a consultant physician with UPTH. He died there.

Striking medical practitioners in the country under the aegis of the Nigerian Medical Association, on Sunday suspended their 55 day-old industrial action with immediate effect.
President of the association, Dr. Kayode Obembe, who addressed journalists in Abuja, subsequently, directed members to resume at their various duty posts on Monday.
The doctors began their industrial action on July 1, 2014 over a 24-point demands bothering on welfare, condition of service and poor facilities in government hospitals.
But obembe said the decision to suspend the industrial action was taken after the Emergency Delegate Meeting of the association, held in Abuja on Saturday.
He explained that the strike was suspended in the interest of urgent national emergencies while negotiations with the Federal Government continues.
The delegates at the meeting according to the NMA boss, however demanded the immediate reversal of the suspension of Residency Training Programme by the federal government.
The 10-point communique read by the president, states in part:
“Delegates demand immediate withdrawal of the government circular (Ref No C3132/V/46 of 13th August, 2014) suspending the RTP and sacking of over 16,000 resident doctors who constitute about 70 percent of doctors’ workfoce in Nigeria.
“The NMA urge government , on its part, to reciprocate its goodwill in ensuring that resident doctors whose appointments were so terminated are reinstated immediately without any punitive measures.”
Obembe added that the NMA remained committed towards the health of Nigerians, and reiterate that it will not renege in her resolve and total support for government efforts to provide quality, affordable, and accessible health services for all citizens.
He said the group equally directed its members in the State Ebola Monitoring Committees to continue to liaise with their state governments to immediately set up emergency response teams for the prevention, and treatment of any outbreak of EVD in their various states.
The NMA, according to the president, commended the efforts of the federal and Lagos state governments in containing the spread of EVD and the establishment of isolation centres in all the 36 states and the Federal Capital Territory.

Indication has emerged that Governor Olusegun Mimiko of Ondo State is set to defect to the Peoples Democratic Party (PDP).
According to competent sources, Mimiko, who is the National leader of the Labour Party (LP) was said to have met five leaders of LP, each from the 18 local government areas of the state on the need to join the PDP.
The sources added that Mimiko is currently holding meeting with his political aides, today Friday, particularly with his commissioners.
Mimiko was appointed as the State Secretary to the Government (SSG) by the late Governor Olusegun Agagu and he was later appointed as Minister.
He dumped the party for the LP in 2006 to contest the governorship seat against Agagu, who was PDP candidate in 2007 general elections.
The Independent National Electoral Commission (INEC) under the leadership of Prof. Maurice Iwu declared late Agagu as the winner of the poll but Mimiko, who was not satisfied with the result approached the tribunal, where he was declared the winner of the election.
It will be recalled that DailyPost, few months ago, reported that the Presidency has directed Mimiko to declare for PDPbefore Jonathan declares his interest to contest the presidential election.

According to CNN Two American missionary workers infected with the deadly Ebola virus were given an experimental drug that seems to have saved their lives.

Dr. Kent Brantly was given the medication, ZMapp, shortly after telling his doctors he thought he would die, according to a source familiar with his case. Within an hour, doctors say his symptoms — labored breathing and a widespread rash — dramatically improved. Nancy Writebol, another missionary working with Samaritan’s Purse, received two doses of the medication and has also shown significant improvement, sources say.
As there is no proven treatment and no vaccine for Ebola, this experimental drug is raising lots of questions.

What is ZMapp and How does it work?
Rats (Mice) where Exposed to Ebola to Generate ”Antibodies” These are proteins Generally used by our immune system to mark and destroy foreign, or harmful, cells. A monoclonal antibody is similar, except it’s engineered in a lab so it will attach to specific parts of a dangerous cell, according to the Mayo Clinic, mimicking your immune system’s natural response. Monoclonal antibodies are used to treat many different types of conditions.

This medicine is a three-mouse monoclonal antibody, meaning that mice were exposed to fragments of the Ebola virus and then the antibodies generated within the mice’s blood were harvested to create the medicine. The Drug Literally Prevents Virus from Making New Cells.

Did doctors know it would work?
No. The drug had shown promise in primates, but even in those experiments, just eight monkeys received the treatment. In any case, the human immune system can react differently than primates’, which is why drugs are required to undergo human clinical trials before being approved by government agencies for widespread use.
The two Americans’ cases will be studied further to determine how the drug worked with their immune systems.


Will the drug be made available to other Ebola patients?
It’s unclear. Doctors “cannot start using untested drugs in the middle of an outbreak, for various reasons,” World Health Organization spokesman Gregory Hartl said.
Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, says scientists have to be careful about assuming this drug will work in other patients as it appears to have worked in Brantly.
“Having worked with administering antibodies for people for a really long time, that would be distinctly unusual,” he told CNN. “As we all know in medicine … you have to withhold judgment.”

Does the company have more vials of the drug?
The company has very few doses ready for patient use, Fauci told CNN. “Apparently the company is trying to scale up, (but) it’s not easy to scale up to very large number of doses.”

Would this drug stop the Ebola epidemic?
If it were widely available, it certainly couldn’t hurt. An effective Ebola drug could help doctors treat the deadly virus, which is killing about 60% of the people infected in West Africa. But a vaccine would be a much more effective tool in stopping this, and future, epidemics.

Vaccines are given to healthy people to prevent them from ever becoming infected. One challenge with Ebola, experts say, is that companies don’t believe they could make much money from developing a vaccine, so few companies show interest.

A man named Rasaki Adedayo was apprehended today for allegedly trying to set up some explosives in one of the hostels (Awo Hall) of Obafemi Awolowo University.
Just a week ago, some parts of the school hostel was set agog with the cause of the fire outbreak still unknown. Today again, there is yet another attempt to plant an explosive in the hall of the school.
The man was caught and questioned!

On the 1st of July 2009, the Federal Government and ASUU reached an agreement after series of meeting and strike actions. The FG/ASUU agreement had four components namely, conditions of service, funding, university autonomy and academic freedom.

All aimed at providing a benchmark for the improvement of the standard of teaching and learning among Universities in the Country. The 2009 agreement was intended to help the universities in Nigeria to completely exist among the committe of universities in the world. The association also called on the FG to look into the welfare of Nigerian students, which, according to them, had deteriorated.

The FG has only implemented the Salary aspect of the agreement while neglecting other parts of the agreement. With the excuse that, there are still some grey areas in agreement that needs to be trashed out.
Though the agreement has soon unrealistic demands like the 70-year retirement age for university professors.

The demands are as follows:

i. Funding requirements for Revitalization of the Nigerian Universities

ii. FGN Assistance to State Universities

iii. Establishment of NUPEMCO-
Nigerian University Pension Management Committee (NUPEMCO)

iv. Progressive increase in Budgetary Allocatn 2Education to 26% btw 2009 & 2020

v. Earned Allowances

vi. Amendment of d Pension/Retirement Age ofProfessors from 65 to 70 years

vii. Reinstatement of prematurely dissolved Governing Councils

viii. Transfer of FG Landed Property to Universities

ix. Setting up of Research Development Council& Provision of Research Equipment to labs & classrooms in our universities

Yet, the Government has continued to dilly-dally on the implementation!

From all indications, it appears the FG is yet unprepared to address the challenges facing the Nigeria University System with the urgency that is required.

The time has come to rise in defence of the trueliberation of our country. We believe this liberation must begin with education!
