The INEC Staff in a centre, Township School, Tafawa Balewa Road in Jos supposedly made a "mistake". After over 600 people had casted their votes and gone, we who are still trying to vote then noticed that the staff was not capturing but simply giving out ballot papers. Since the previous voters were not captured, it nullifies their votes.

Now, they are saying if we know anybody who had voted and gone we should call them back for capturing. This is outrageous! How are we supposed to start tracing over 600 people

This centre is a LP stronghold (Presidential-wise). Please if you know anyone whose centre is Township school Jos, tell them to come back and vote.

Many poor children enrol in Koranic schools in northern Nigeria

Tens of thousands of Koranic school children were recently crammed into open vans and sent back home from cities and towns across northern Nigeria in a controversial move by state governments to prevent the spread of coronavirus within their territories.

here was a ban on travel, but the vans, with children sitting shoulder-to-shoulder, were allowed to criss-cross the country's highways to get the boys to their homes in villages, often thousands of miles away.

All of Nigeria's 19 northern states had two-way movement - some children were leaving for home while others were returning home.

It was probably one of the biggest ever state organised mass movements of minors in Africa's most-populous state, whose population of around 200 million is divided roughly equally between Muslims and Christians.


Large numbers of child beggars used to roam the streets of Kano

No-one knows how many of the children - known in the local Hausa language as almajirai (singular almajiri), which is derived from the Arabic word al-Muhajirun, or emigrant - were sent home but Kaduna state alone said it had repatriated 30,000.

What no-one knew was that hundreds of the children already had coronavirus, so officials had inadvertently contributed to spreading the virus rather than containing it.

''Time bomb warning ignored'
As the children arrived in their home states, some of them were quarantined and tested.

The results caused widespread consternation - of the 169 tested in Kaduna, 65 were positive, as were 91 of the 168 tested in Jigawa.


It is unclear how the children got infected

In Gombe, eight of the 48 children tested had Covid-19. In Bauchi, the number was seven out of 38.

Hundreds of test results are still being awaited, while many thousands more have not been tested - Nigeria has faced criticism for its low testing rate.

The head of Nigeria's presidential task force on Covid-19, Boss Mustapha, had warned that the repatriations could cause a "time bomb", but northern state governors ignored him.

They saw the pandemic as an opportunity to scrap the almajirai-based Koranic schools that have long been part of the Islamic education system in the mainly Muslim north.

"We've been looking for ways and means to end this system because it has not worked for the children. It has not worked for northern Nigeria and it has not worked for Nigeria. So, it has to end and this is the time," said Kaduna state governor Nasir el-Rufai.

He added it was better to give the almajirai "some kind of modern education than to allow them to waste their lives away, roaming about the streets begging for what to eat".

"In Kaduna state, the almajiri system is dead," Mr el-Rufai said.

The almajirai are mostly children from poor homes who go to live for five to 10 years in a boarding-house style setting to memorise the Koran under a teacher, known as a mallam.


Muslims believe those who memorise the Koran will go to heaven

About 10.5 million Nigerian children aged between five and 14 years are not in school, according to the UN children's agency, Unicef.

Unicef does not consider the almajirai as being in school so they make up a large part - if not the majority - of this number.

Children sent to beg on streets
The almajirai-based schools admit children as young as five, and they are expected to give their teachers the token sum of 100 naira ($0.30; £0.25) every Wednesday, which is the end of the week for the pupils with Thursday and Friday - a religious day for Muslims - being their weekend.

The mallams say the money is for the maintenance of the schools, and they do not pocket it.

Most almajirai have no means of paying and resort to begging on the streets to get the money. Sometimes they carry out menial jobs for families, in exchange for food or clothes.

They often live in squalid conditions with poor hygiene, and can go without a bath for weeks, despite the fact that Islam puts huge emphasis on cleanliness.

The mallams themselves are mostly poor, untrained, and unregulated. They tend to teach, and do subsistence farming. Some children help out on the farms, without getting anything in return.

Islamic teachings on hygiene:
* Cleanliness is half of faith
* Wash hands before and after eating
* Wash hands after going to the toilet
* Wash hands, face and feet before each of the five daily prayers
* Bathe before main weekly prayer on Fridays
* Wash a person after death; some clerics say it is fine if this cannot be done in current circumstances

The schools were shut when state governments announced the closure of places of learning in late March, but with nowhere to go, thousands of almajirai continued begging on the streets.

It was at this point that state governors - fearing that the children could be infected, and could spread it to the hundreds of people they come in contact with daily - decided to send them home.


Former almajiri Imrana Mohammed chose to become a businessman

But it was too late.

No-one knows how the children became infected with the virus but Imrana Mohammed, a former almajiri, said they most likely "got it through meeting strangers while begging for alms".

Mr Mohammed, who now runs a small business selling petroleum products, said that as an almajiri 14 years ago, he did domestic work for about $6 a month, and also got food to eat.

There have been discussions in the past about ending the system but in a region where religion is an extremely sensitive issue, defenders of the schools accused those who wanted them reformed of attempting to stop Islamic education.

Hopes of a Father

Former President Goodluck Jonathan, a Christian from Nigeria's south, invested billions of naira in building almajiri schools in the north that incorporated Islamic and secular education.

But his successor, Muhammadu Buhari, a northern Muslim who is popular in the region and has called for a ban of the almajiri system, handed over the schools to state governments and Islamic scholars for management. Most of the schools are now abandoned and the pupils back on the streets.


Most children use plastic bowls to beg for food

Some parents, like Shafiu Yau, do not want the system scrapped "because it is the way to heaven".

He told the BBC that his 15-year-old son is currently an almajiri in Kano state, seen as Nigeria's Islamic heartland. Not all the students have been sent home, especially in Kano.

"This is his second year as an amajiri and hopefully after five years he will come back with vast knowledge of the Koran and his religion," Mr Yau said.

But that view is not shared by all.

Sheikh Abdullahi Garangamawa, the chief imam of the Jafar Adam Mosque in northern Nigeria's main city Kano, told the BBC that the almajiri system was being abused.

"The almajiri system, as it is today, is nothing but slavery and governments should stop their dragging feet and act fast on it.

"These boys sent from the villages no longer seek Islamic knowledge - many of them become criminals and thugs for politicians," he said.

This is a harsh view of an ancient system of Islamic education in northern Nigeria, and it is unlikely to end until the government tackles poverty and offers the children - and their parents - a better alternative.

Coronavirus pandemic will cause global famines of 'biblical proportions,' UN warns

London (CNN) -- The world is facing multiple famines of "biblical proportions" in just a matter of months, the UN has said, warning that the coronavirus pandemic will push an additional 130 million people to the brink of starvation.

Famines could take hold in "about three dozen countries" in a worst-case scenario, the executive director of the World Food Programme (WFP) said in a stark address on Tuesday. Ten of those countries already have more than 1 million people on the verge of starvation, he said.

He cited conflict, an economic recession, a decline in aid and a collapse in oil prices as factors likely to lead to vast food shortages, and urged swift action to avert disaster.

"While dealing with a Covid-19 pandemic, we are also on the brink of a hunger pandemic," David Beasley told the UN's security council. "There is also a real danger that more people could potentially die from the economic impact of Covid-19 than from the virus itself."

The WFP had already warned that 2020 would be a devastating year for numerous countries ravaged by poverty or war, with 135 million people facing crisis levels of hunger or worse. Their updated projections nearly double that number.

When added to the 821 million people already chronically hungry, that scenario would push more than 1 billion people into dire situations.
The agency identified 55 countries most at risk of being plunged into famine in its annual report on food crises, released this week, warning that their fragile healthcare systems will be unable to cope with the impact of the virus. " These countries may face an excruciating trade-off between saving lives or livelihoods or, in a worst-case scenario, saving people from the coronavirus to have them die from hunger ", the report said.

Ten countries were singled out as particularly at-risk, after housing the worst food crises last year; Yemen, the Democratic Republic of the Congo, Afghanistan, Venezuela, Ethiopia, South Sudan, Sudan, Syria, Nigeria and Haiti.

Most of those countries have so far been spared the worst of the coronavirus pandemic, with the epicenter moving from China to Europe to North America, but the state of their healthcare institutions means even relatively small outbreaks could be devastating. To date, more than 2.5 million cases of the coronavirus have been confirmed globally.

'We do not have time on our side'
Even before the outbreak of the coronavirus, food supplies in some of the most vulnerable regions in the world were being directly affected by impacts such as crop failures and locust swarms.

Exceptional drought followed by extremely heavy rainfall markedly decreased the seasonal crop yield in the Horn of Africa during 2019. These irregular weather and climate patterns also contributed to the worst desert locust invasion in 25 years, which further threatened the crop supply in the region.

Meanwhile, the combination of conflict, climate-related shocks and crop pests had resulted in the world's worst food crisis in Yemen, according to the agency.


The new, coronavirus-related factors affecting each region were myriad. "Lockdowns and economic recession are expected to lead to a major loss of income among the working poor," Beasley said. Overseas remittances will also drop sharply, affecting countries such as Haiti, Nepal, and Somalia, for example.

"The loss of tourism receipts will damage countries such as Ethiopia (and) the collapsing oil prices in lower-income countries like South Sudan will have an impact significantly," he added.

He appealed to UN member states to act now, telling them: "There are no famines yet. But I must warn you that if we don't prepare and act now -- to secure access, avoid funding shortfalls and disruptions to trade -- we could be facing multiple famines of biblical proportions within a short few months.

"The truth is, we do not have time on our side, so let's act wisely -- and let's act fast," he added. "I do believe that with our expertise and partnerships, we can bring together the teams and the programs necessary to make certain the Covid-19 pandemic does not become a humanitarian and food crisis catastrophe.

New Research Shows That Coronavirus Can Spread Through Talking Or Breathing

A prestigious scientific panel told the White House Wednesday night that research shows coronavirus can be spread not just by sneezes or coughs, but also just by talking, or possibly even just breathing.

"While the current [coronavirus] specific research is limited, the results of available studies are consistent with aerosolization of virus from normal breathing," according to the letter, written by Dr. Harvey Fineberg, chairman of a committee with the National Academy of Sciences.
Fineberg told CNN that he will start wearing a mask when he goes to the grocery store.

"I'm not going to wear a surgical mask, because clinicians need those," said Fineberg, former dean of the Harvard School of Public Health. "But I have a nice western-style bandana I might wear. Or I have a balaclava. I have some pretty nice options."
Dr. Anthony Fauci, a key member of the White House's coronavirus task force, told CNN Tuesday that the idea of recommending broad use of masks in the US to prevent the spread of coronavirus is under "very active discussion" by the group.

Fineberg, chair of the NAS' Standing Committee on Emerging Infectious Diseases and 21st Century Health Threats, said his letter was sent Wednesday evening in response to a query from Kelvin Droegemeier with the Office of Science and Technology Policy at the White House.
"This letter responds to your question concerning the possibility that [coronavirus] could be spread by conversation, in addition to sneeze/cough-induced droplets," the letter states. "Currently available research supports the possibility that [coronavirus] could be spread via bioaerosols generated directly by patients' exhalation," it continues.

According to the US Centers for Disease Control and Prevention, the virus spreads from person to person when people are within about 6 feet of each other "through respiratory droplets produced when an infected person coughs or sneezes."
Fineberg told CNN this is true, but that research shows that aerosolized droplets produced by talking or possibly even by just breathing can also spread the virus.
His letter explains that research at a hospital in China shows the virus can be suspended in the air when doctors and nurses remove protective gear, or when floors are cleaned, or when staff move around.
Research by the University of Nebraska shows that genetic material from the virus was found in patients' rooms more than 6 feet away from the patients, according to the letter.

Fineberg said it's possible that aerosolized coronavirus droplets can hang in the air and potentially infect someone who walks by later.

He added, however, that coronavirus is not as infectious as measles or tuberculosis.
How long coronavirus lingers in the air depends on several factors, including how much virus an infected individual puts out when breathing or talking, and also on the amount of circulation in the air, he said.
"If you generate an aerosol of the virus with no circulation in a room, it's conceivable that if you walk through later, you could inhale the virus," Fineberg said. "But if you're outside, the breeze will likely disperse it."

New York City issues new guidance for people to wear a face covering when outside in public
New Yorkers are now advised to wear a face covering when outside and near other people, New York City Mayor Bill de Blasio said in a press conference today.

De Blasio stressed that it does not mean that New Yorkers should wear a mask when outside and that they should be left for healthcare workers.
It could be a scarf. It could be something you create at home like a bandana," de Blasio said.

The guidance come after a study was released yesterday about asymptomatic spread of coronavirus.

“When you wear the face covering you are protecting everyone else,” de Blasio added.

The order to wear a face covering does not replace social distancing orders, de Blasio said.

Countries step up efforts to bring nationals back from Wuhan as coronavirus cases top 7,000

What we're covering here
The latest numbers: At least 170 people are dead and more than 7,700 cases have been confirmed in mainland China, as the Wuhan coronavirus spreads across Asia and the rest of the world.
China on lockdown: Nearly 60 million people have been under partial or full lockdowns in Chinese cities for a week.
Global spread: There are more than 100 confirmed cases in 20 places outside of China, with India, the UAE and Finland reporting their first cases.
Evacuations: The US, Japan, and several other countries are now flying their citizens out of Wuhan.

The Philippines confirms its first case of coronavirus
The Philippines has confirmed its first case of the Wuhan coronavirus, the country's Health Secretary Francisco Duque said in a statement Thursday.

The patient is a 38-year-old woman from China who arrived in the Philippines from Wuhan on January 21 via transit in Hong Kong, according to Duque.

The patient began experiencing coughing symptoms on January 25 and consulted doctors at a government hospital.

Officials at the Department of Health sent her samples to the Victoria Infectious Disease Reference Laboratory in Melbourne, Australia to be tested and it was confirmed on Thursday that the patient’s samples tested positive for the Wuhan coronavirus.

The Health Secretary said the patient is currently asymptomatic, showing no signs of fever or any other symptoms.

The Department of Health stressed it is “on top of the evolving situation” but urged the public to wear surgical masks and avoid crowded places if they are experiencing symptoms, such as coughing and a fever.

Here's where the coronavirus has spread:

1. Mainland China - As of Thursday, there were 7,711 confirmed cases of the virus in mainland China, including 170 deaths, according to Chinese officials.

2. Australia - There are at least seven cases of the disease confirmed in Australia. On Wednesday, the Prime Minister Scott Morrison announced the government is working to evacuate Australian citizens from Huebi province.

3. Cambodia - One case of the virus was confirmed in Cambodia on Monday.

4. Finland - Finland confirmed its first case on Wednesday, a 32-year-old woman who flew from Wuhan to Finland on Thursday.

5. France - The first European country to have confirmed cases of the virus, they now have five cases of the disease, one including a Chinese tourist.

6. Germany - The Bavarian state has reported four cases of the disease, all originating from the same workplace.

7. Hong Kong - The semi-autonomous city, boarding mainland China, has reported 10 cases of the virus and has temporarily closed some of its borders.

8. Japan - There are 11 cases of the disease in Japan, including three people who were evacuated from Wuhan on Wednesday.

9. Macao - A semi-autonomous city in southern China, Macao confirmed at least seven cases of the Wuhan coronavirus.

10. Malaysia - They have reported seven cases of the illness, all of the patients are Chinese-nationals.

11. Nepal - There has been one confirmed case in Nepal, a PhD student who lives in Wuhan but flew to Nepal earlier this month.

12. Singapore - The country has confirmed 10 cases of the virus and is advising its citizens to avoid all non-essential travel to mainland China.

13. South Korea - Four cases of the disease have been confirmed in South Korea.

14. Sri Lanka - There's one case of the Wuhan coronavirus in Sri Lanka.

15. Taiwan - All residents of Hubei province are banned from entering the self-governing island, after eight cases of the coronavirus have been confirmed in Taiwan.

16. Thailand - The highest amount of confirmed cases outside of China, Thailand has reported 14 cases of the disease.

17. United Arab Emirates - The UAE confirmed four cases of the coronavirus, all from a single family.

The Kaduna State chapter of the All Progressives Congress (APC) has threatened to expel Senator Shehu Sani if he does not stop criticising President Buhari in December 2015 allegedly for anti-party activities.

Sani described as illogical and irrational, » the decision of the Buhari led administration to increase the pump price of petrol at this time, adding that those in support of the recent fuel price hike are in chains.
The acting Publicity Secretary of the APC Kaduna state chapter, Salisu Tanko Wusono, in a press conference told newsmen that “The APC Kaduna decided to teach Shehu Sani a lesson in party discipline in the hope that he will be reformed. He was placed on suspension, but rather than learn lessons, show remorse and work towards becoming a responsible senator, he has chosen to continue to show disloyalty to the APC and President Buhari.
“Given his disregard for the party, the APC Kaduna State has no option but to take further disciplinary measures that may lead to his expulsion”
Adding that “In speech and conduct, he has shown himself incapable of loyalty to our party, the APC and our great leader, President Muhammadu Buhari.
“Having ridden on the back of our party and the popularity of Buhari to get to the senate, Shehu Sani has since abandoned any pretension to discipline or loyalty to any principle.”

Sanu has been at loggerheads with Governor El-Rufai, over what the Senator calls his anti-people policies.

Nigerian economist and MIT alumna will be the guest speaker at the June 2 ceremony.

Chancellor Cynthia Barnhart has announced that alumna Ngozi Okonjo-Iweala MCP ’78, PhD ’81, former Nigerian finance minister, will be the guest speaker at MIT’s 2016 Investiture of Doctoral Hoods.
“Dr. Okonjo-Iweala’s leadership on the complex global stage of economics and politics demonstrates the real-world impact of an informed and compassionate scholar. We are honored that she will return to MIT to share that vision of service with our doctoral candidates,” says Barnhart.
The Investiture of Doctoral Hoods ceremony, held the day before Commencement, featured a guest speaker for the first time last year. This new tradition solicits input from MIT faculty and doctoral students, with the aim to invite as guest speaker an MIT alum who can encourage and inspire students as they begin their new careers. “I’m thankful to the faculty and the student committee for their thoughtful recommendations,” says Eric Grimson, chancellor for academic advancement and chair of the Commencement Committee. “This is truly a collaborative effort and I’m delighted that we will all have the privilege of hearing Dr. Okonjo-Iweala speak at such an important moment in the lives of our doctoral candidates.”
Okonjo-Iweala was born in Nigeria and came of age in the late 1960s, enduring the fragmentation of her nation and the horror of civil war. Undeterred in her commitment to continuing her education, Okonjo-Iweala made her way to the United States, where she received her undergraduate degree at Harvard University. She did her graduate work at the Department of Urban Studies and Planning at MIT, receiving an MCP in 1978 and a PhD in regional economics and development in 1981.
After serving 21 years at the World Bank, first as a development economist and later as vice president and corporate secretary, Okonjo-Iweala became Nigeria’s minister of finance in 2003. During her three-year tenure, her influence was key to repositioning Nigeria as a nation in recovery, including initiating negotiations that ended in Western creditor nations acquiescing to cancel $30 billion of Nigerian debt. In December 2007, Okonjo-Iweala returned to the World Bank as managing director, the second-highest position in the organization. In that time, she oversaw the World Bank’s $81 billion operational portfolio in Africa, South Asia, Europe, and Central Asia, and led several World Bank initiatives to assist low-income countries during the 2008-2009 food crisis. In 2010 she successfully chaired the World Bank’s drive to raise $49.3 billion in grants and low-interest credit for the world’s poorest countries. In 2011, love and loyalty for her country called Okonjo-Iweala back to Nigeria, where she served as minister of finance and coordinating minister for the economy, wherein she was responsible for managing the finances of Africa’s largest economy. She left the position in 2015 and is currently a senior advisor at Lazard, a global financial advisory and asset management firm. She is also the chair of the Global Alliance for Vaccines and Immunization.
Okonjo-Iweala has been ranked among the 50 greatest world leaders (Fortune, 2015) and the top 100 most influential people in the world (TIME, 2014). She was awarded the David Rockefeller Bridging Leadership Award in 2014 and the John T. Walker Distinguished Humanitarian Services Award in 2010. “Ngozi is a profound example of the way a leader can transform academic theory into tangible practical results, using knowledge to truly change nations,” says Professor Eran Ben-Joseph, head of the Department of Urban Studies and Planning. “We couldn’t ask for a better example of ‘mind and hand’ at work to inspire our students.”
The 2016 Investiture of Doctoral Hoods will take place on June 2 at 11 a.m. in the Johnson Athletics Center Ice Rink. The ceremony is open to family and friends of doctoral candidates; no tickets are required.

Please someone without the knowledge of backup and recovery technology had virus in his Nokia x3 phone and took it to be flashed-- he was told that was the only way out. In the process of flashing, the unqualified 'phone engineer' failed to back up the data of the phone and as result all was lost. He is very sad because there are MANY valuable contacts in his phone. Please programmers, gurus, Phone engineers, peeps; imagine you lost all your contacts-- it's very devastating. Is there any way to recover the lost data? I will appreciate your help.

The Senior Staff Association of the Nigerian Universities has called for an indefinite strike on December 24, 2015 to protest a recent decision of the Federal Government to sack 2,000 university workers across the country by January, 2016.

The National President of SSANU, Mr. Samson Ugwoke, said during a press briefing in Abuja on Friday that the National Salaries, Income and Wages Commission, and the National Universities Commission had written letters of termination to 2,000 members of staff of the universities.

Ugwoke said that the senior staff union of the universities had already dispatched letters to the Ministry of Education, the NUC and the National Salaries, Incomes and Wages Commission to withdraw the letters of termination issued to varsity workers of the University of Ilorin, Federal University of Technology, Akure, Usman Dan Fodio University, Sokoto and others.

He said that SSANU also urged the Education Ministry and the other agencies to ensure immediate withdrawal of similar letters to vice chancellors to terminate the appointment of personnel of university staff primary schools.

He said the letter dated December 17, 2015 also copied President Muhammadu Buhari, the President of Senate, Bukola Saraki, the Speaker of the House of Representatives, Mr. Yakubu Dogara, the Minister of Labour and Employment, Dr. Chris Ngige and others.

Ugwoke added that the 2,000 workers affected in the planned retrenchment exercise were drawn from 31 universities and were employed by the councils of the various institutions to make the requisite contribution to educational development in the institutions and the society over the years.

The SSANU leader noted that the directive to sack the workers who are expected to leave service in January 2016 was contained in a circular said to have been written and signed by a Deputy Director in the Ministry of Education, Mr. E.O Fayemi, on behalf of the minister.

He stated further that the circular dated April 21, 2015, was attached with a memorandum and report from the National Salaries, Income and Wages Commission dated March 2014 and February 2014 respectively.

According to him, the commission responded to the circular by directing the removal of personnel of staff schools and other institutions affiliated to the universities from the payroll.

He said, “The implementation of this directive would be a gross violation and breach of the SSANU/FGN 2009 Agreement, which explicitly stated that the University shall bear full capital and recurrent cost of University Staff primary schools.

“It is further shocking to note that till date, the Federal Ministry of Defence still funds the capital and recurrent costs of over 100 Army Children Schools, Command Children Schools, Navy Primary Schools and Air Force Schools; while the Ministry of Police Affairs still funds its Police Children Schools, all from the Federal Treasury.

“We are surprised that an agency of government, the National Salaries, Incomes and Wages Commission, could continue with this callous, wicked, insensitive and ill-intentioned agenda, despite our calls, letters, press releases and publications on the issue.

“With the advent of the administration of President Muhammadu Buhari, we had written series of public and confidential letters on same with no positive response.”

He said that 90 per cent of the pupils of the university staff schools were children of the staff of the institutions stressing that the schools were established alongside other academic components of the universities in some cases.

The unionist said SSANU had to give the December 24, 2015 deadline to the Federal Government as part of the efforts to prevent the over 2000 workers of the universities from being sacked.

Several efforts by Saturday PUNCH to get the response of ASUU National President, Dr. Nasir Fagge, was resisted because he said, “I am out of the country and you don’t expect me to answer you from abroad.

Also when contacted, the Special Assistant (Media) to the Minister of State for Education, Anthony Akuneme, directed our correspondent to the office of the Education Minister, Adamu Adamu.

But several calls and SMS to the Assistant Director of Press in the Education Ministry, Abdul Onu, were not replied.
