Soludo's Poverty Statistics On Anambra - A Critical Look It is no longer news that the former governor of the Central Bank Of Nigeria (CBN) and Professor of Economics, Charles Chukwuma Soludo is in a war of words with the Finance Minister, Ngozi Okonjo-Iweala over the state of Nigeria's economy where Soludo earlier scored the Jonathan administration F9. Within that same article, Soludo hinted that his state Anambra had been impoverished by the immediate past Governor Peter Obi. To back up his statement he quoted the National Bureau of Statistics 2010 report on poverty index per state where he stated that "...poverty rose under his (Obi's) watch in Anambra from 20% in 2004 (lowest in Nigeria then) to 68% in 2010 (a 238% deterioration!)". In the subsequent paragraphs we shall look at the merits and demerits of this statement vis a vis the state in question, Anambra. I was able to lay my hands on the Nigeria Poverty Profile Report 2010 compiled by the National Bureau of Statistics, with support from the world bank, DFID (UK) and UNICEF, and some other statistical data which we will discuss subsequently. In computing poverty indicators worldwide, 4 major approaches are used or adopted. They are: 1. Relative Poverty Measurement Approach - In a layman's word, this basically refers to the standard of living of the majority in a given society and separates the poor from the non-poor. Households with greater than two-thirds of the total household per capita are classified as non-poor. Those with less than one third are classified as core-poor while those greater than one third but less than two thirds are classified as moderate poor. The moderate poor and core poor in relative poverty measurement are usually grouped together as poor. Income or Expenditure of households are usually employed in indicating relative poverty, and is adopted by most European countries to measure poverty index. 2. Absolute Poverty Measurement Approach - Absolute poverty simply means a situation in which the individual's basic needs are not covered. It is also known as food energy intake measure of poverty. The United States adopts this approach in measuring its poverty index. 3. Dollar per day measurement Approach - Refers to the Purchasing Power Parity (PPP) index, which defines poverty as the proportion of those living on less than US$1 per day. 4. Subjective Poverty Measurement Approach - This is usually based on self-assessment and sentiments from respondents interviewed. The National Bureau of statistics (NBS) also includes another indicator called the Gini Coefficeient which is simply a measure of inequality and income distribution in a country. The Gini coefficient ranges between 0 and 1, where 0 corresponds to perfect equality (i.e everyone earns the same income) and 1 which corresponds to perfect inequality (where only 1 person earns all the income and others nothing). The NBS however usually adopts the Relative poverty measurement for monitoring poverty trends in the country and the 68% quoted by Soludo above for Anambra is actually the Relative Poverty Rate for the state in 2010. For the purpose of this discussion I will stick only to Relative Poverty. I have already explained above that relative poverty has to do with standard of living of a people in a particular place at a particular time. It is usually socially defined i.e has to do with societal demands. To arrive at the figure, statisticians asked the respondents to state their expenses over a given period of time. The Relative Poverty line is N66,802.20. This line separates the poor from the non-poor. All persons whose per capita expenditure is less than the above are considered to be poor while those above the stated amount are considered to be non-poor. My first problem with this method of approach is that it cuts off the middle class. Let us look at the 2010 stats table again for Anambra. 32% was classified as non-poor while 68% was classified poor, which includes the moderate poor (i wish to call them middle class). What this means is that only 32% of Anambrarians are rich! Unbelievable. Secondly, the relative poverty method... Soludo is Haunted By His Own Failure - Peter Obi's Media Aide The Media Assistant to the former Governor of Anambra State, Mr. Peter Obi has described the article by Professor Charles Soludo entitled "Federal Government's Economic Team Weak, Selfish which appeared in some newspapers today as incisive, but regretted it was full of evidence of one who is still nursing deep hatred against those he wrongly assumed were responsible for not renewing his appointment as the Governor of the Central Bank and those that thwarted his move towards becoming the Governor of Anambra State last year. In a release made available to the press including ndibe.org, Mr. Valentine Obienyem who said he agreed on some vital points raised by Soludo, regretted, however, that the aim of the write-up was not to instruct or contribute to positive national discourse, but to hit back at those, from his write-up, he is nursing secret grudges against. Obienyem recalled how, according to him, Prof. Soludo just in 2013, in front of the Blessed Sacrament said that one existential truth was that Obi was the foundation upon which the new Anambra State was built, and went on to commend him about how he changed the fortunes of the State . He wondered why he would just turn around so soon to declare through the mouth of a character he created that the tragedy of Obi's tenure was that he built no signature project by which his regime would be remembered, that he saved money in the midst of hunger and that he impoverished the people of the State. Obienyem said it was surprising that a renowned economist as Soludo, who in the same write up, attributed saving of 45billion Dollars in the nations' external reserves when he was the Central Bank Governor in the same article gloriously to... The Buhari-Idiagbon Retroactive Decree 20 Executions - Written By Yakubu Mohammed The debate is by no means over. Not with six persons on the death row and the recent discovery of a cocaine shop somewhere in Surulere. But as it for the benefit of those who think that the kind of emotive debate that greeted the execution of Barthlomew Owoh, Lawal Ojulope and Bernard Ogedegbe can sway the goverment, Major General Tunde Idiagbon last week, with a tone of finality, let it be known that as far as death to cocaine traffickers is concerned, there is no going back. That seems to be it. It does not make any sense to plead posthumously. Otherwise, the only persons that should have been shown some clemency were the unfortunate trio. There was no death penalty for the offences they committed at the time of the commission. The decree took retroactive effect and, therefore what was not a crime punishable by death when they were caught became an offence for which they had to die. It made their death pathetic. By bringing their execution through the television to the homes of Nigerians who would normally want to be spared such horrible spectacle, their sense of pity and outrage was aroused. This helped to sharpen the debate of death penalty. But it must be clear by now to all those who have even a nodding acquaintance with the psychology of a military regime that wants to present a no-nonsense public image, that public debate, the type that gained currency following the execution of April 10, cannot change the mind of the government. Education and National Development: The Jonathan Example - Peter Obi Many years ago, the Philosopher, Aristotle observed that the difference between the educated and the uneducated is like that between the living and the dead. To Aristophanes, it is the dissimilarity between broken and unbroken horses. As President of the US, Lyndon Johnson had declared: "At the desk where I sit, I have learned one great truth. The answer for all our national problems; the answer for all the problems of the world -- come to a single word. That word is education." All these notions about education have been with man as far back as we can trace its history. Efforts have always been on-going to improve on education among nations and their peoples. It is universally acknowledged that the distinction between success and failure lies in education; in the same way that educational attainments explain the disparities in the growth and development of nations. The great countries of Europe, the Americas and Asia are what they are today due largely to consistent investments in education. Great inventions and innovations that have propelled the world to greater heights, including going to the moon, are products of education. The Asian power houses -- China and India – have become the dominant growth areas of the world; and this rooted in education. Among the legion of examples are: India’s ascendancy in ICT; Singapore’s elevation from the 3rd to the 1st World; China’s current economic ranking. Coming home to Africa, the Mandelas, Ziks, Awolowos, Nkrumahs, Nyereres, Balewas and others who fought for the freedom of their peoples had the benefit of early exposure to education. The achievements and development of Nigeria to date in the polity, economy and society have come mostly from educated minds. One can hardly imagine what would have happened if we did not have lawyers, doctors, bankers, academics and the like. At the recent launch of UNESCO Education for All, the organization’s Director in Nigeria, Professor Hassana Alidou revealed that said that Nigeria shared some of the worst education indicators in the world. The country has about 10 million out-of school children -- the highest in the world – the majority of who are in the North. Experts contend that this deplorable state of education in Nigeria is traceable to the long governance of the country by persons with limited educational attainments and the concomitant little appreciation of its benefits. The statistics show that the levels of development of the Zones in Nigeria and their embrace of civilization are directly proportional to their educational exposure.
