Bottom line, the people in the SE don't care if their own terrorists destroy, kill, burn and turn the whole region into a black hole and I honestly think the FG should just leave them alone, let them handle their business, unfortunately, it is still the FG's responsibility to serve and protect Nigerians in every corner of Nigeria so it's not even a matter of them accepting the state of emergency order, the FG by law and constitutionally has a responsibility and obligation to act in the interest of innocent and vulnerable Nigerians including every man, woman and child in the SE.
