It's possible that those expansion efforts have led to cash flow problems. It happens, however it is incumbent on the company to collect a loan to satisfy it's working capital requirements, of which salary payments should have the utmost priority. In Nigeria, it seems wages are the first to go when any company or entity is having cash flow problems, which speaks to weak employment choice, poor labour laws and impunity.

Mata didn't body nothing. I always hated Mata, he was a tactical liability that had Chelsea midfield overrun in any mid to big game. I advocated vociferously for his selling, while Chelsea fans thought we were giving Manure a steal, I argued he would weaken them massively, and I was right as fúck. Two players whose stats will never impress me are Mata and Ozil, their stats come at great expense that render their teams completely uncompetitive in midfield. That's why Mata was hauled off for Kalou often in our UCL run.
