That's not necessarily incorrect. The bandits have no political ideology, they are pure profiteers. The nature of the insecurity in North East is different from North West. North West banditry is more disorganised and blended in to society, which is an even worse enemy to fight than a known enemy with known encampments who take territories you can fight over.
