Every zone should have the same # of states. Even better, the zones should be the federating units, not states (imo). If a zone wants 100 states for itself. . . no problem, that is their own business. Obviously though, the amount of money said zone gets from the FG, senators, etc should remain the same.

Texas, California, New York, as big and populated they are are only 1 state each.
