Does the Law says "and" fct or "including" fct.

Some people say its "and" some say its "including"

If its 25% of 2/3 of all states and fct, then Tinubu cannot be president without getting 25% of fct.

But if its 25% of 2/3 of all states including fct, then fct is not compulsory.
