Europe generally doesn't have any stomach for war - after fighting two brutal world wars and nations were carved out to maintain territorial integrity and for prosperity. The elephant in the room is the US which is hellbent on world domination. And for the US to achieve total domination - Russia has to fall under its sphere of influence - especially Siberia, hence the US always label Siberia as the second biggest prize in the world. Also, the road to Asia, goes through Russia and the whole of Euroasia is very strategic to the US. Another reason why the US wants a weak and fragmented Russia.

Let to Europe - most Europeans want a unified Europe, with Russia as part of it. But the US won't let that happen. Europe is a very small continent and adding Russia to it, would increase its size and reach - and open a lot of doors to Asia. That's what Europe wants.

Militarily, at the moment, European countries aren't that strong (compared to other world powers). France is France - the country will always cower under intense pressure militarily. With the UK - the empire died time ago and the country cares more about the money coming through London than war...and apart from creating an effective and small military, the UK has no stomach for war. Germany hasn't recovered from World War 2 and its military is in a very bad shape due to the never ending occupation by the yanks. Ditto Italy and its 3rd rate military.

The UK is ranked fifth in military strength. France is ranked sixth. Germany is ranked eighth (it has recovered well). Moreover, Germany is one of the biggest weapon manufacturers and exporters along with France and the UK.
