DISCOs are too lazy to cut these issues from the root. Estimated billing is an easy way out for them rather than invest massively in securing electricity leakages. If we had planned our cities & villages well, nobody would have be hanging wires to steal electricity. Even in my own street, massive electricity theft do take place including my father's tenants stealing electricity and passing it to the single meter because it is a passage house.
A tenants pays a total of #5,500 and uses iron and co and the end, landlord pays 25k energy bill a month. Nigerians are using energy they can't afford paying.

Let's meter Nigeria well and see country men refusing to even charge phone of less than 15 watts for their neighbours.
