LMinistry of petroleum has no functional website so I wonder. NNPC has been hosting the 2008 version that was turned into 6 versions. A version in the lower house, another in the senate, another with NEITI/NNPC/DPR/FIRS, another with ASO rock, another with the journalists. It was chaotic.

I believe this will not suffer same fate. We shall it before we make comments

This is not the correct one. This is the one that has been circulating for the past 2 weeks even on Proshareng.com.
This is 207 page-document circulating.

Hear the Minister, the correct one has "coat of arm" and "signature" on each page with water mark.
Ok. My bad then. Where can one get the correct one? Can't find the links to Min of Pet website and the NNPC has the very old one.

Downsides of the PIB

Members of staFf including the minister are legally allowed to receive gifts in official capacity (not for personal use).

Doesn't spell out how the host communities fund should be administered.

Doesn't suggest a particular level of divestment the FG should make from the NOC. My opinion is that it would have said 60% so the FG retains 40% or less once taken public.

The National Petroleum Directorate is the new Ministry of Petroleum. It would be the Ministers secretariat and shed be the chairman. There's going to be a director general chosen by the presido, as well as other board members. Takes over job of minister/ministry but reports to minister as the chairman of the board.

National Petroleum Inspectorate - I fink this is the body to handle licenses and leases for the upstream and downstream sectors. Minister isn't on the board. Presido is to choose its director general and other members of the board.

Both NPD and NPI are to create a report of projected annual income for the next fiscal year (startin Jan) and send to NASS on or before the 30th of sept.

All these agencies/funds are to be created within 3 months of the bills passage. Here's a little info on each agency and fund to be created.

1. National Oil Company:

Is to assume assets and liablities of the NNPC to an extent (not wholly). It is to be registered as an ltd but wholly owned by the Ministry of Finance (MOF) and Bureau of Public Enterprises (BPE) on behalf of the FG. The FG is to make the company listed (or available to the public) thereby divesting parts of its shares within a 3 year period.

Dowside - bill doesn't say how much divestment the FG should make.

Asset Management Company: to retain assets and liabilites of the NNPC, JVs etc. (Existing NNPC staff are shared between it and the NOC)

Host Communities Fund: Each company involved in drilling oil must pay 10% of their NET PROFIT tothe fund each year.

Petroleum Technology Developement Fund - didn't read about this

For those who won't be able to go through, here's my own summary...I only flipped thru myself and may not be 100% accurate.

The 2012 PIB looks to create the following agencies, some from scratch, while others to become the new Ministry of Petroleum Resources and parts of the unbundled NNPC:

National Oil Company
National Petroleum Directorate
Nigerian Petroleum Inspectorate
Nigerian Petroleum Assets Management Company
National Frontier Exploration Service

Petroleum Technology Developement Fund
Petroleum Host Communities Fund

The pib also talks on the Nigerian Hydrocarbon Tax, Gas flaring punishment, and spells out the specific functions of the minister of petroleum.

For those bothered about implementation, from what I read, the PIB makes it mandatory for the relevant chapters to be executed by the president or minister of finance within 3 months of passage and also ensuring the created agencies go public within a 3 year period.

You're right. Bur i also fink your reasoning on a small scale. Dnt forget the gala guy cud be a freelancer in d day and gala guy @ nyt wen the hold ups re more rampart.

I sould also let you knw that freelancers dnt rili make 50 or 100 naira per deal unless de re into d kobokobo bizness.

Let's take d guys @ berger. De form demselves into groups. Wen u go sell a car dere, its usually thru one of dis groups. De usually add deir own 150k-200k ontop d price of any car model you bring to dem, maybe more. The fin is, in a month each person can make 30k worst case frm diz deals.

Now compare dis to a secretary earning 15k bur who where's a suit and blouse to work. Comparatively, the hustling guy, okada man, keke napep and danfo guy earn more bur the problem is d culture dat surrounds d existence of this types (spending earnings on women etc etc) makes dem look shabby and poor except maybe @ parties and church.

My point is that for the whites, they have white abd blue collar jobs. Here we have both and anoda category of hustler clsas jobs left to the hustlers - gala guy, recharge card seller etc.


I should also point out that underemployment is a different thing from unemployment. I would agree that the hustler class are all underemployed in some cases and not unemployed.

What is employment?
If the gala hawker is able to make ends meet frm his hustle, then he is gainfully employed.

These so called freelancers make tens of thousands in a month from referrals. Dnt forget that they add deir own commission frm the merchant too, not necessarily frm the buyr alone.

Friends in spare parts markets would tell you of how they raised cash for capital frm freelancing before they were able to move up the ladder to getting their own shops

I think the oyinbo definition of employment generally doesn't apply to Nigeria as a whole. Atleast we don't sit on our asses waiting for social security checks like they do.

Well, frankly. Assuming GEJ wasn't a candidate and those who voted him decided to opt out by not voting @ all, then Buhari would still not have won the elections.

Besides having majority votes, you require atleast 25% of the votes in 2/3 of the total 37 states in the country plus the fct. This is to avoid anyone particular region frm fielding a presidential nominee without atleast some approval from the other zones.

Buhari may get 90% of the votes up north, but in the SW, SE and SS can he come up 25% of the total votes cast in two thirds? I seriously doubt so.

Let's leave sentiments aside. Buhari can only win if he's on PDP's ticket coz that's the only national party we have.

4.5m is more than enough to get you a 30 tonne truck, give it its first servicing and change any worn out tires.

Haulage bizness in Nigeria is highly lucrative but frankly, anyone that promises monthly return rates above N350k - N400k is being either economical with the truth or is only willing to throw around figures to attract ppl like you.

In the real sense, haulage is a high income, high risk, high expenses biz. You can't go into the bizness witout a trustworthy person to show you the way.

It all depends on what you want to do. Go into the biz yourself, or lease it out on a monthly basis. You can also do hire purchase.

Christianity as lived by Christ is a religion of peace and humility.

Jesus's first Commandment was LOVE UR NEIGHBOUR AS THY SELF. Can you indeed slap someone you love? Can you deploy a violent action (slap) on a neighbor and call dat LOVE? The Bible didn't mention love ur fellow christian. It said neighbor, which includes unbelievers.


The slap was a moment of weakness exhibited by Bishop Oyedepo. He sud neva have done that. I'm sure there's atleast one place in the bible that advocates obeying the laws of man and nature sud de not go against the laws of God. Bishop Oyedapo commited sin against mankind by disobeying the moral laws of the land. You do not dehumanise and assault anybody, no mata under what disguise. Religious or Not.

As humans we sud learn to see from all angles and not follow the bandwagon. The fact that he's a sound man of God doesn't mean he can't make mistakes or exhibit some temperament.

What should have happened should have been a private apology and then counseling to ensure she converts and is indeed saved. That would have been the honorable path to take.

Valid point. I'm not a psychiatrist so can't say which is which but we are both on the same side.

What I find interesting is that Nigerians seem to be more affected by Upward Social Comparison and then we are still one of the happiest people in the world. Ironic isn't it?

The problem with Nigerians and Africans I believe isn't the ability or inability to reason critically or make use of logic but that we are to EGOTISTIC to allow for such.

You go into many arguments here on Nairaland knowing you have a strong point from the logical point of view but the average Nigerian would never admit wrong doing in his line of reasoning.

Dis is our major problem - EGO, Emotions. Take away the "I am Right and You are Wrong attitutde" from us and we'd have a better country.

Case study, how many times do you see Nigerians apologizing for wrongdopng. We hardly say "sorry" except when we are under threat. People drive recklessly and abuse u for correcting them, they make mistakes @ work and hate you for highlighting their mistakes.

Nigerians just NEVER admit wrong doing. It's not a tribal thing.

Briefing newsmen during the inspection of the road, the
Minister of State for Works, Engr. Chris Ogiemwonyi said
RCC should emulate Kopec who claimed that it has done
80 percent of its job on the same road.

According to the Minister, “We have seen what KOPEK  
has done from km109 to the end; at least they claimed
they have done 80 percent, whereas RCC has done 28
percent, so we see that disparity, RCC need to expedite
action on the site. We are not happy because these three
jobs were given the same time to RCC, KOPEK and Enaco
in March this year to be completed within 3months, if they
had all moved to site at the same time, much would have
been done by all the contractors.”
