It works fine, but consumes around 15litres/100km(combined drives). Is it normal for the car? If yes, why? If no, what are the possible problems and solution. Respect sir!

I bought 1st grade toks audi 80 with the following features last two month.
1. Engine; 1.8 vw
2. Transmission; manual 5 gear
3. Electric caburator
4. 1994 model i.e tiger face

My problem is the car consumes about 17 liter/100 km(combined urban and exra urban drve). Pls, is it normal of audi 80?. Secondly, it starts back firing i.e engine runs for about 5 seconds after ignition is off. This very one started after minor electrical work.
