Nigeria Scraps Award of HND Certificates by Polytechnics – The Federal Executive Council (FEC) yesterday approved a comprehensive reform of Nigeria’s tertiary education system, scrapping the award of the Higher National Diploma (HND) by the nation’s polytechnics.
In effect, the award of the HND will be limited to only the students currently admitted for the programmes.
Also, all the programmes currently being run by the polytechnics, which are not technology-based, and which are about 70 per cent, will be scrapped.
Under the new rule, the polytechnics will now become campuses of the proximate universities with the Vice Chancellors of those universities appointing provosts for the polytechnics, subject to the ratification of the Universities Councils.
The polytechnics will now be limited to award of the National Diploma (ND) while those desirous of further education will be awarded the Bachelor of Technology (B. Tech) by the proximate university.
To kick-start the new policy, the nation’s two most prominent polytechnics – Yaba College of Technology and Kaduna Polytechnic – will henceforth be known as City University of Technology, Yaba and City University of Technology, Kaduna.
And to give legal teeth to these approvals, the FEC approved the submission of two Executive bills to the National Assembly for enactment into law.
With education being on the concurrent list, the states may wish to consolidate their tertiary institutions. But if they do not wish to follow the federal example, their programmes will continue to be regulated by the relevant agencies of the Federal Ministry of Education.
The first bill will concretise the setting up of the two city universities while the second will approve the preparation and consolidation of all federal polytechnics and colleges of education as campuses of proximate universities.
The Ministry of Justice will do the preparation and submission of the two bills to the National Assembly.
Minister of Education, Mall. Adamu, told journalists after the weekly meeting of the council that under the reform measures, her ministry would, however, continue to licence private polytechnics and colleges of education for the award of qualification at ND and National Certificate in Education (NCE) levels.
She said: “There will be no more award of HND.
After we have exhausted the current students under the programme, there will be no more award of HND. This means that there will be no fresh admission for HND programmes. And in addition, any programme that is not technical will be out of the polytechnics. About 70 per cent of polytechnic graduates are in the non-technical courses. It is going to be a rigorous implementation programme.”
A ministerial committee to ensure the smooth implementation of all that is required for the take-off of the reform initiatives is to begin work immediately.
Mall. Adamu said: “The HND certificate will remain a legal tender in Nigeria and holders of such certificate will continue to be recognised as the equivalent of first degree holders without discriminatory remunerations and limit to progression in the work place.
The NCE certificate will be retained as the minimum teaching qualification at the basic level of education. Any higher qualifications by these private or state-owned polytechnics will be only affiliation with a university. So, HND is no longer in existence, but existing HND will be respected and considered legal tender.”
The council also approved the Federal Government’s formal take-over of the Waziri Umaru Polytechnic, Birnin Kebbi, which will be the College of Technology campus of the Othman Dan Fodio University, Sokoto, as well as the Hussein Adamu Polytechnic, Kazaure, Bauchi, which will be a College of Technology of the proximate university in the state.
Also, the Alvan Ikoku College of Education, Owerri, Imo State, has been taken over as a campus of the Federal University of Technology, Owerri.
A state that had never had any federal institution, like Bayelsa, is to have a College of Technology as a campus of the College of Technology of the University of Port Harcourt.

Alas, one of the most cheering news from this Government.
At least allowing this to see the light of the day starting almost 8 years ago.

Now, the second part is mandating the NUC to standardize our universities curriculum and course content/programme to be at par with the Sydney Accord, Washington Accord and any of the acceptable accords.

The Education Minister should be given the following milestone to achieve.

1. Get all our university programs certified and ractify by any1 of these accords.

2. Show beyond reasonable doubt, via comprehensive English Language Course structure using the internationally recognized method of measure of proficiency in Reading/Writing/Speaking and Listening for English Language.

Get Nigerian spoken English variously documented, and measured with other English Speaking Nations to achieving an acceptance worldwide for its standard based on the measures listed above.

This will serve dual purpose of legalizing what is known all over the world already and also stop the current waste of funds used for IELTS/TOEFL Exams that serves no useful purpose for us.

If I lie, ask the late Chuka Okadigbo, Eziefe, Wole Soyinka, Chimamanda and numerous others too many mention.

To make us take these belittling exams is an affront given our contribution to the robustness of English Language itself.

3. Make our universities programmes relevant to national development.
How?
Make sure Technology/Engineering Theories are taught in the first 2 years of university.
Mandate all multinationals and local manufacturing/production Companies as part of National Service under a declared Emergency on Education to undertake CAMS study for the next 2 years with corresponding CAMS agent in all these companies making reports to the school about their students.

And in exchange grant 1 to 5 percent tax reliefs for their help with regards to this national assignment.

Secondly, all Professor/Doctors will be only allowed to retain their degree/certification if they contribute to the world body of Knowledge in their respective fields at least once every 2 years via R&grin.

If no meaning advancement of the body of knowledge in their respective fields is forthcoming after 2 years, such certification be suspended until such a time, he can meaningfully add/contributes to the advancement of knowledge or invent/innovates something that solves a national problem or world’s problem and if after 5 years he still is not inspired, demote him or kick him out of the academia.

Thirdly, for other courses a similar 1 year understudy after the third year of school should be initiated with non-engineering/technology based companies catering for these sectors.

Doctors and medical education are doing okay in this segment but more importantly the performance based or innovation based retainership of their certificates should be stringent more than before as much they require brilliant minds in this field.

This way we will set ourselves up for educational greatness, Intellectual vibrancy and development.

For those who have been to the Muritala Mohammed International lately in Lagos, you must have noticed a massive construction site which is being managed and handled by the Chinese giant, CCeCC, well we can reveal to you that the construction site is the new terminal of Murtala Mohammed International Airport, Lagos. What this means is that all activities at the old terminal will be moved to this new site. These are some of the pictures from the new terminal in Ikeja, Lagos from the starting to the finishing though it is yet to be commissioned.

Admirable as this may seem, but this is a disgrace to our country as we are yet to get a single befitting airport that is of international standard, not all this mushroom airstrips.

I hope you realise that the bi-lateral agreements with Britain are operated by BA/Virgin Atlantic (which are private airlines and NOT National Carriers).
It still does not exclude the fact that BA is UK National Airline.

A good model where it is privately driven like BA is what we seek.

You mean, a privately owned home grown airline to be used for Bilateral Agreements? This is okay but will put the fate of over 200 million and those in diaspora to constant chest beating and profiteering intent of the owner.

British Airways is a private Airline, Qatar and Emirates are run by peeps with way more money than Nigeria. The remaining 3 have been in existence since way back, we had our opportunity and we ruined it.

We have more pressing need than a national airline. If the private companies cannot survive in this clime, what hope does a government run business have?
The question is not whether a national air carrier is required, it how to evolve a management solution and busness model such that continuity and profitability are sustained.

To not have National Air carrier is hurting our economy and the major reason most airlines charge way too much on return flight from Nigeria instead of the other way around.

The presence of no competition means some Air Bilateral Agreement signed with most countries national airlines are one sided and profit other countries only.

Lastly, it is a thing of pride to see your national airline outside our country.

So as long as the business model, continuity/profitability is perfected, then I do no see why not.


It is an open sky, let the competition begin, so market demand and supply will solely determine flight prices and not the current situation where flight prices are fixed unilaterally due to lack of competition.
