Google on Thursday said it is pumping $6.5 million into fact-checkers and nonprofits as it ramps up its battle against coronavirus misinformation. Fact-checking organizations, which often operate on relatively small budgets, are seeing a surge in demand for their work as mistaken or maliciously false information about the pandemic spreads, according to Alexios Mantzarlis of the Google News Lab. “Uncertainty and fear make us all more susceptible to inaccurate information, so we’re supporting fact-checkers as they address heightened demand for their work,” Mantzarlis said. A Poynter Institute report last year on the state of fact-checking indicated that more than a fifth of fact-checking organizations operated with annual budgets of less than $20,000. “We are supporting fact checking projects around the world with a concentration on parts hardest hit by the pandemic,” Mantzarlis told AFP. “This can be a noticeable infusion of additional support at a time of stress.” Google is also looking to use its products and “ecosystem” to bolster the battle against COVID-19 misinformation. The Google News Initiative is increasing its support for nonprofit First Draft, which provides a resource hub, training and crisis simulations for journalists covering news during times of crisis, according to Mantzarlis. Google is also supporting the creation of a public health resource database for reporters. “We also want to do more to surface fact-checks that address potentially harmful health misinformation more prominently to our users,” Mantzarlis said. “We’re experimenting with how to best include a dedicated fact-check section in the COVID-19 Google News experience.” Google is conducting a test in India and Africa to explore how to use trends in what people are asking or searching for online to let fact-checkers know where a lack of reliable answers may invite misinformation. “Unanswered user questions — such as ‘what temperature kills coronavirus?’ — can provide useful insights to fact-checkers and health authorities about content they may want to produce,” Mantzarlis said. That test compliments an effort to train 1,000 journalists across India and Nigeria to spot health misinformation, according to the California-based internet titan. “There is definitely an appetite for this stuff,” Mantzarlis said. “We grasp for certainty, a glimmer of something we can do to protect ourselves and those we care about. It makes us more vulnerable to this kind of misinformation.” Facebook has also supported fact-checking operations with AFP and other media companies, including Reuters and the Associated Press, under which content rated false is downgraded in news feeds so that fewer people see it. The Private Sector Coalition Against COVID19, a special purposes vehicle created by the Central Bank of Nigeria to galvanize private sector funds to support the fight against the Covid-19 pandemic has raised N15,325,000,000. The update of the contributors as of yesterday released by the CBN Director, Corporate Communications, Mr. Isaac Okorafor, indicated that the donations came from 37 corporate donations. CBN Governor, Mr. Godwin Emefiele, had on March 26 announced the constitution of the committee. A breakdown of the donations show that the CBN contributed N2bn, Dangote Industries LTD, N2bn; BUA Sugar Rifinery N1bn, GTBank N1bn, UBA Plc, N1bn, First Bank N1bn, Zeninth Bank N1bn, Access Bank, N1bn; and Amperion Power Distribution LTD, N1bn. Others include Pacific Holding, N500m; Union Bank, Sterlin Bank, Standard Charted Bank, Stannic IBTC, Citibank Nigeria LTD, FCMB, Fidelity Bank, Ecobank, and Africa Steel Mills Nigeria LTD which all contributed N250m each. Multichoice Nigeria donated N200m. The remaining companies donated various sums ranging from N5m to N100m. Members of the National Assembly have come under pressure to donate their one month salary for the fight against the novel coronavirus spreading across the country. The federal lawmakers have been criticised for their silence on making personal donations after ministers donated 50 per cent of their March 2020 salaries to support government’s efforts in combating the deadly virus. Information and Culture Minister, Lai Mohammed, who announced the ministers’ donations, said it was a gesture of solidarity and support for the federal government’s efforts at tackling the disease. Before Mohammed’s announcement, many wealthy Nigerians had donated billions of Naira to strengthen the fight against the spread of the COVID-19 pandemic in the country. Recall that Rep. Mansur Manu Soro, Ganjuwa/Darazo federal constituency (Bauchi State), had asked his colleagues to sacrifice their March salaries and raise N360 million for the cause. The lawmaker, in a telephone interview with our correspondent, urged his colleagues to contribute N1m each to buy ventilators and other medical consumables needed to fight the coronavirus and treat victims. The convener, Good Governance Team (GGT), Mr Tunde Salman, said the COVID-19 pandemic requires all efforts to stem its spread and eventually get a solution. “Measures like the lawmakers being asked to donate their March salaries are not out of place,” Salman added. Also, the Executive Director, Resource Centre for Human Rights and Civic Education (CHRICED), Dr Ibrahim M. Zikirullahi, said the lawmakers do not seem to have impressed Nigerians and that donating their March salaries and allowances to fight the COVID-19 virus is not out of place. Lawmakers disagree on personal donations Some lawmakers who spoke to our correspondents expressed diverse views on making personal financial commitments to the fight against COVID-19. While some support the call, others said donating half or whole of their March salaries would make no difference as members were already spending much on their constituents. Senator Betty Apiafi (Rivers West) said taking 100% of their salary would amount to nothing as the country was dealing with a pandemic, stressing that the federal government needed to make funds available. Senator Apiafi, who is also the deputy chair, Senate Committee on Health, told our correspondent that “donating 50 per cent of our salary is not a problem, but we are already spending much more because of the level of hunger in our various constituencies.” She, however, expressed worry over lack of adequate testing facilities and isolation centres to contain even an expected number of patients. The senator said both the federal and state governments needed to, as a matter of urgency, start importing hospital consumables and necessary equipment, and start massive emergency response. Without consumables, she said health workers would run away and leave patients to their fate. Similarly, House spokesman, Benjamin Kalu (APC, Abia), said asking for members’ half salaries is “shortchanging our constituents from the magnanimity members want to show and are already showing.” Kalu, in a WhatsApp message to our reporter, said, “If Nigerians knew our salaries, they will not be asking for half of it. Granting of a three-month repayment moratorium for all TraderMoni, MarketMoni and FarmerMoni loans with immediate effect. Granting of a three-month repayment moratorium to all Federal Government funded loans issued by the Bank of Industry, Bank of Agriculture and the Nigeria Export Import Bank. Payment of Conditional Cash Transfers for the next two months to the less privileged in the society. Issuance of food rations for two months to all Internally Displaced Persons in the country. Governor of Kaduna State, Malam Nasir El-Rufai has tested positive for COVID-19. The Governor wrote on his Twitter handle on Saturday at 8:16PM that he is in self isolation as required by the case management guidelines of the Nigeria Centre for Disease Control (NCDC) for someone that is not showing symptoms. El-Rufai is the second governor to test positive for the disease after Governor Bala Mohammed of Bauchi also tested positive. Gear Shortage Raises Concern Among Health Workers The Federal Government’s planned testing centres for coronavirus in Kano, Maiduguri and Abakaliki are yet to take off, even as more cases of the disease continue to spread across the country. Yesterday, eight persons tested positive to the virus, according to the Nigeria Centre for Disease Control (NCDC), raising the cases in the country to 89. This shows that the number of infected persons doubled within four days. Most of the cases are in Lagos, which recorded 52, while the Federal Capital Territory, the second highest, has 14 cases. Already, the virus has spread into five out of the six geo-political zones of the country, with only the North-West not registering any case. Findings by Daily Trust on Sunday yesterday revealed that there were still no facilities to conduct test for the virus in the entire South-East, North-West and the North-East geo-political regions. On Thursday, the Federal Government disclosed that it was searching for 4,370 contacts across the country, a development experts said required effective and timely testing capabilities so as to quickly isolate new cases and curtail spread. The Minister of Health Dr Osagie Ehanire had announced last week that government was working towards establishing COVID-19 testing centres in Abakaliki, Kano and Maiduguri to augment the already five, which are inadequate for the country. As a child, my family lived at the Iponri Jakande Estate in Surulere, Lagos, Nigeria. It was a collection of closely built blocks of flats. The Jakande estates, 18 of their types around the state, were initiatives of a former governor of the state, Lateef Jakande. They are blocks of six two and three-bedroom flats with a bathroom and a toilet in each apartment. Ours was a two-bedroom flat. Easily, my family of seven was a crowd when we all sat together in the compact sitting room. My four siblings and I shared a bedroom that had one bunk and one queen-sized bed and my parents had the other. Guests often joined us in the children’s room and the living room became a bedroom at night if we had many guests at a time or my parents were uncomfortable with having a guest in our room. At different points while growing up, three to nine people occupied the house. Our block had a stairway that took residents to the four apartments on the first and second floors. All the occupants of our block and the one facing us shared clothe lines, water taps, parking and play area in common. All these flash through my mind as I think of the self-isolation and social distancing that have been presented as key elements to solving the coronavirus pandemic. From the point of view of the background of my living condition as a child, I find the interventions defective and in fact impossible in so many ways. How would self-isolation have been achieved for a member of my family if coronavirus had happened when I was growing up? The fact is that the seemingly grim reality of co-living and sharing in limited spaces I grew up with was privileged compared to some of our neighbours. For emphasis, one of our neighbours had 14 permanent persons in their cramped space. Another had two families living in the same space and later rented some of the space to additional occupants. Across the road from my estate, there was an Iponri settlement where up to 15 persons lived in single rooms and about ten families shared the conveniences in tenement houses popularly known as face-me-I-face-you in Nigeria. This was and still is the case in Lagos, Africa’s most populous city. According to the United Nations Department of Economic and Social Affairs, Population dynamics data (quoted in Wikipedia), Lagos’ 1,171.28 square kilometres (452.23 square miles) was home to 4.7million plus people in 1990. Today, it is home to over 20miillion people. Despite the skyrocketing population, no other government, after the people-focused governor at the time of my childhood, Lateef Jakande has added to this infrastructure for the middle and low income class as significantly as he did. The fact is that even some of my neighbours whose houses were more crowded than ours hardly represent the most vulnerable people anywhere in the world, including in the United States of America and many European countries. The current world population is estimated to be 7.7billion by the United Nations (UN) 2019 figures, one out of seven of these lack what the UN calls adequate housing. Many of those who are considered to have adequate housing live in places similar to where I lived as a child or worse. Most urban countries and cities where coronavirus is thriving – Wuhan, New York City, California, Italy, Tehran, Paris and others – are densely populated and affordable housing is consistently a problem. Most people live in apartments and blocks of flats where tenants share many facilities. Think of most neighbourhoods – even some relatively rich ones – in these places, and you can readily picture multiple instances where self-isolation and social distancing will be a luxury. Add the fact that facilities for private transportation means, supermarkets, water, sanitation, hygiene and food storage are also luxuries to many and you know this is more complicated than the statements and directives by politicians, who are urging people to self-isolate and maintain social distancing while living stupendously more expensive lives than those they lead. Self-isolation and social distancing continue to be very helpful interventions as we enter possible peaks of weeks of the coronavirus ravage globally. Unfortunately, they are mostly doable for the privileged. There is an urgent need to find more practical ways to solve the problem and save lives. Broader testing, especially is congested areas will be useful since news reports confirm that many cases of the pandemic are asymptomatic but potent. A treatment that increases the chances of survival for those who contract the disease is also needed quickly. As I write from my temporary place of abode in a four-bedroom house with two sitting rooms, three toilets and baths, its own courtyard, garden, garage and other amenities in one of the richest places in the world – Palo Alto, California, US – I am keenly aware of the luxury I am enjoying to isolate my family and practice social distancing. I know that most of the rest of the world has it worse than I did in my childhood and will continue to contract the coronavirus disease except we do something very fast or God comes to our rescue! The minister of Information and Culture, Lai Mohammed, has said that Nigeria might be facing an explosion of the conronavirus, COVID -19. Lai, stated this on Thursday while updating the press on the measures taken by the Federal Government to tackle the Coronavirus pandemic. He said “We have taken very bold measures in stopping international flights into the country, and we hail the state governments that have taken equally bold measures in their states, which include the closure of markets and the prohibition of large congregations.” Measures on ground He added that social distancing, contact tracing, testing, isolation of suspected cases and ensuring that messages get down to the grassroots are the aggressive measures aimed at containing the spread of the virus. Lai said “I don’t intend to sound apocalyptic. But the truth is that time is running out. If we don’t urgently and more aggressively enforce the measures I have just listed, we have a short window within which to stop this pandemic or face an explosion in terms of the cases. He said the face masks and the PPE will be distributed to the front-line health workers while the test kits will be shared among the five test laboratories. …lauds CBN on interventions The Board of Trustees of the National Association of Microfinance Banks (NAMB) has called on the monetary authorities to extend the time for Microfinance Banks (MFBs) in the country to meet the revised minimum capital requirements for MFBs in the country. The Board hinged its appeal on sundry micro and macroeconomic factors, particularly the disruptions caused by the ravaging COVID-19 pandemic globally, noting that it is obvious that the near total lock down of various economies and its impact on several fund-raising activities of the MFBs has negatively affected the ability of Microfinance Banks in the country to meet the new minimum capital requirements. This is even as it appealed to the monetary authorities for a N50 billion intervention fund for MFBs which will be disbursed to small businesses and tailored specifically as working capital loans for three years tenure at affordable interest rates. In a statement jointly signed by the Chairman of the Board of Trustees, Mallam Ibrahim Bamalli and Secretary, Dr. Dan Ogun, at the end of the Board’s meeting last weekend, indicated that the pandemic had caused so many programmes and activities in the global economic space to be shifted or cancelled and thereby disorganizing business plans and growth projections. For example, it cited the postponement of the African Financial Services Investment Conference (AFSIC) 2020, a very popular meet of investors for African Financial Services providers till 2021 as one of such programmes, adding that several other scheduled meetings and events that support capital raising for the microfinance subsector have been rescheduled. The Board stated: “It is on this ground that NAMB appeals to the CBN to grant an extension of time till the year 2023 for Microfinance Banks in Nigeria to meet the new capital requirements. This indeed will be a strong palliative measure towards the survival and sustainability of the microfinance subsector. We believe that this will be a more sustainable operational and risk management business model.” Even then, NAMB’s Board described as a desirable development the recent interventions of the Central Bank of Nigeria and the palliative measures announced by it to reflate the economy. It noted that the palliative measures were intended to address the negative and adverse consequences of the COVID-19 pandemic and the situation it creates to key sectors of the economy, including the impact on the Micro Small and Medium Enterprises (MSMEs), the key drivers of the nation’s microeconomic development. The Board drew the attention of the CBN to the fact that microentrepreneurs and small businesses would be most affected in the possible economic lockdown that the raging COVID-19 pandemic may create given that the active poor and most vulnerable persons in our economy are found in the MSMEs subsector. It therefore solicited a special intervention for MSMEs through some palliative actions to support the microfinance banks with a view to enabling them discharge their financial intermediation roles in the sub sector and by implication, improving the MFBs contributions to the nation’s GDP growth. While noting the impact of past recession on the nation’s economy and steps taken to mitigate the impact generally, the NAMB Board pointed out that in order to ensure financial and economic stability, an intervention in form of working capital loans/funding should be provided to small businesses to prevent them eroding their equity capital and insulate them from the negative impact of the COVID-19 on the economy. The Board stated: “We believe that the perfect conduit to channel such intervention funds would be the MFBs currently servicing this sector. We therefore ask that a N50 Billion Intervention fund be provided to MFBs to be disbursed to small businesses, tailored specifically as working capital loans. The tenure would be for 3 years at affordable interest rates. “To ensure adequate outreach across the country, we propose a breakdown of allocation as follows: Tier-2 Unit MFBs – N50 million each; Tier-1 Unit MFBs – N250 million each; State MFBs – N500 million each; and National MFBs – N1 billion each”, the Board advocated. On the issue of forbearance in terms of Asset Classification for PAR, the association also charged the apex bank to consider an amendment in the provisions for classified risk assets and possibly align it with the commercial banks provision requirements for SME short- and long-term loans. The Presidential Task Force on COVID-19 led by the Secretary to the Government of the Federation (SGF), Boss Mustapha, yesterday went round the Presidential Villa. They checked the office of Kyari among others before leaving; and when asked to explain their mission, the SGF said “You will be briefed later.” Other members of the committee during the visit were the National Coordinator for the fight against COVID-19, Dr. Sani Aliyu, ministers of health, interior, aviation, humanitarian affairs, education, information and environment. Also, on the visit were the DG DSS, DG Nigeria Centre for Disease Control and World Health Organization Country Representative.
