Science/TechnologyA Rare, 'cryptic' Rainbow Snake Was Spotted In A Florida Forest For The First... by jarawa(op): 10:19am On Feb 26, 2020
A Florida hiker discovered a rainbow snake (Farancia erytrogramma) last week in Ocala National Forest, according to the Florida Fish and Wildlife Conservation Commission's Wildlife Research Institute.

It's the first time a rainbow snake has been spotted in Florida's Marion County since 1969, according to the Florida Museum of Natural History.

The snake, also known as an "eel moccasin," specializes in eating eels. According to FWC, it is rarely seen, even by those who study reptiles and amphibians "due to their cryptic habits."

'This is not the wild west': Florida officials clarify stance on green iguanas, urging safety over hunting

The rainbow snake can be found, "throughout the panhandle and northern peninsula, south along the St. John's River to northern central Florida," according to the Florida Museum of Natural History.

Rainbow snakes are harmless (nonvenomous), according to the museum. The snake can press a pointed tail tip into a person's hand if it is captured, but "the tail is totally harmless and cannot sting or even break the skin," the museum wrote in a post about the snake.

Animal troubles: Herpes-carrying monkeys brought to Florida for tourism may multiply out of control

The snake has occasionally been seen crossing the road at night during or after heavy rains, according to the museum.

"It is aquatic and a good burrower," according to the Florida Museum of Natural History. "It spends much of its life under floating vegetation and within banks on water's edges. It has been found under shoreline debris including Spanish moss and logs."

PoliticsFIRS Sets April 12 Deadline For Taxpayers To Get TIN by jarawa(op): 6:48am On Feb 26, 2020
The Federal Inland Revenue Service (FIRS) has again said it is mandatory for all taxpayers and companies to register and obtain the Tax Identification Number (TIN) and display it on all documents supporting business transactions before April 12, 2020. FIRS made this known in a public notice published on Monday which was signed by its Chairman, Muhammed Nami.

It stated that every company or business “shall provide their TIN to relevant providers of financial services not later 12th April, 2020, in order to update their existing records for accounts opened prior to the coming into effect of the Finance Act, 2019.” It also said banks and other financial institutions are required to request for TIN as a precondition for opening new accounts for companies and any other business.

It further explained that Section 3 of the Finance Act, 2019, substituted the provision of Section 10 of the Companies Income Tax Act (CITA) which explains that “every company shall have a Tax Identification Number (TIN) which shall be displayed by the company on all business transactions with other companies and individuals and on every document, statement, returns, audited accounts and correspondence with revenue authorities, including the Federal Inland Revenue Service, ministries and all government agencies.”

The notice also read, “Every person engaged in banking and other financial services in Nigeria shall require all companies to provide their TIN as precondition for opening an account or in case of an account already opened within three months of the passage of this act, the bank requires such TIN to be provided by all companies as precondition for continued operation of their bank accounts.”

In a separate notice, FIRS notified taxpayers that payment of tax is to be made on or before the due date of filing in one lump sum or installment. This according to the service, is pursuant to the amendments to Section 77 of the Companies Income Tax Act, (CITA) by Section 18 of the Finance Act.

The service further noted that it would grant approval to any taxpayer that wishes to pay in installments prior to the due date of filing and final installment must be paid on or before the due date of filing. FIRS added that any tax due and unpaid by the due date of filing shall attract interest and penalties as provided in the extant tax laws.

PoliticsLawyers React To Metuh’s Conviction, Charge FG To Prosecute Corrupt Govt Officia by jarawa(op): 5:07pm On Feb 25, 2020
A group of lawyers has charged the federal government to deploy the same energy used in the investigation and prosecution of a former Peoples Democratic Party (PDP) National Publicity Secretary, Olisa Metuh, to those in the present administration that have allegations of corruption and fraud on their heads.

Metuh was sentenced to seven years imprisonment on Tuesday by a Federal High Court in Abuja presided over by Justice Okon Abang after he was found guilty of money laundering charge brought against him by the Economic and Financial Crimes Commission (EFCC). Reacting to the judgment of the court, lawyers under the aegis of Coalition of Public Interests Lawyers and Advocates (COPA) said the President Muhammadu Buhari-led administration could prove its doubters wrong if and when individuals in the administration that have cases hanging over their heads were given a similar treatment like Metuh’s.

Speaking on behalf of the coalition, Barrister Pelumi Olajengbesi, said: “There is a kind of blood flow that moves in the federal government whenever an opposition is being prosecuted. “What we are saying is that this same energy should be transferred to people who are within the government. “

We are saying that the energy used in prosecuting Olisa Metuh, that energy should be used to investigate all of these (alleged) corrupt elements in the government.” He stressed that: “We have (Godswill) Akpabio there, who has a lot of questions to answer with the EFCC. Federal government has not done anything about it.” The EFCC, in 2018, said the case of alleged fraud involving Akpabio was not over after he (Akpabio) reportedly said that he was a man of peace that had no case to answer with the EFCC.

Olajengbesi also mentioned Mr. Uchechukwu Sampson Ogah, the current Minister of State for Mines and Steel, who he alleged was arrested outside the court premises in 2016 by the EFCC after the police withdrew a case of forgery against him. Ogah had however faulted the reported arrest, saying he was never arrested and the report of his so-called arrest was “false, wicked and fabricated”.

PoliticsAkeredolu: Amotekun Not For Ethnic Persecution by jarawa(op): 11:37pm On Feb 24, 2020
* As Falae insists Yoruba will not secede

Ondo state governor, Oluwarotimi Akeredolu, has reiterated that the formation of the Ondo State Security Network Agency also known as ‘Amotekun’ will not be used for ethnic persecution. The governor stated this on Monday while declaring open the public hearing on the bill for the formation of Amotekun, held at the Babafunke Ajasin Auditorium, Igbatoro road in Akure. According to the governor, the security of residents of the state is paramount to him, hence the involvement of the locals in the setting up of the Ondo State Security Network who will serve as the Amotekun Corps.

“Amotekun is just only to assist the police and civil defence in the battle against insecurity in order to share intelligence particularly in terrains the conventional security agencies are not familiar with.

“Either we like it or not, there is no going back on Amotekun. All we are here for is just to have your input as regards the security outfit,” he said. While emphasizing that all necessary factors as regards the outfit had been taken into consideration, the governor said that irrespective of the obstacles, Amotekun will be fully achieved. “We have scrutinized it at the State Executive Council and it was forwarded to the state House of Assembly which has scaled through the first and second reading. The next stage is the public hearing in order to have everyone’s input so as to have an efficient Ondo State Security Network Agency. “There are those that are in support of Amotekun and some are not in support. But those in support will triumph.

The Amotekun issue is not the initiative of just one state but it involved all the six states of the South West which included collaborations of the Attorneys General and Speakers. “It was the DAWN commission that actually worked on Amotekun before we the governors decided to execute it,” he added. In his remark, the Speaker of the Ondo State House of Assembly, Bamidele Oleyelogun, assured that all inputs made at the public hearing will be taken into consideration when harmonizing the state’s position with the other five South-Western states.

Meanwhile, Chief Olu Falae who represented Afenifere at the public hearing said those skeptical about Amotekun should bury such thought as the move was not a plan by the Yorubas to secede from Nigeria. “Yorubas cannot secede from Nigeria. We have sowed a lot to contemplate secession. What we are emphasizing is the insecurity issue in the country. “Amotekun’s arrival represents the freedom of Yorubas from oppression within the Nigerian nation. Section 5 of the bill should include that Amotekun Corps should have the power to prosecute,” he said.

PoliticsEFCC Arrests Ex-kogi Governor, Abubakar Audu’s Son, Muhammed by jarawa(op): 8:37pm On Feb 20, 2020
The Economic and Financial Crimes Commission (EFCC) says it has arrested Muhammed Audu, the son of the late Prince Abubakar Audu, a former governor of Kogi state, for his alleged involvement in financial malfeasance. EFCC acting spokesman, Tony Orilade, in a statement on Thursday, said the suspect was arrested on Tuesday, February 18, 2020, for allegedly diverting funds to the tune of several millions of US Dollars and billions of Naira, which were donated to the Nigerian Football Federation (NFF), to his personal use.

He alleged that investigations revealed that the suspect used two of his companies, Mediterranean Hotels Limited and Mediterranean Sports, to divert the funds, which he could not account for.

“He was arrested by operatives in Lagos, following investigations into a petition against him and his companies’ dealings with the NFF funds,” the statement said. It added that the suspect will soon be charged to court as soon as investigations are concluded. However, Daily Trust has not been able to get the reaction of Mr. Audu as he is still in the custody of the anti-graft agency.

PoliticsResps Say Immigration Fails To Remit ₦11.2 Billion To FG by jarawa(op): 11:47pm On Feb 18, 2020
The House of Representatives Committee on Finance has demanded explanation from the Nigerian Immigration Service (NIS) over its alleged failure to remit N11.2 billion to the Consolidated Revenue Fund from 2018 to 2019. Discrepancies in the remittance were discovered when the Comptroller General of the service, Muhammad Babandede, appeared before the House Committee on Tuesday.

According to the Chairman of the Committee, James Abiodun Faleke, based on the available records before the committee, the Service is owing the federal government N11.2 billion which it failed to remit. In his submissions, however, the Immigration boss claimed that the service had been remitting funds as at when due.

The Committee Chairman therefore directed that the NIS should reconcile their accounts with the office of the Accountant General of the Federation before coming back to face the committee at a later date.

“We want you to go and reconcile your records with the Accountant General’s office. This figure is just for 2018 and 2019 only,” Faleke said. The service was told to appear before the committee with all available records on March 3rd, 2020.

PoliticsNigeria’s Population To Reach 543 Million In 2050 — Osinbajo by jarawa(op): 8:15am On Feb 18, 2020
Vice President, Yemi Osinbajo, yesterday disclosed that Nigeria’s population will reach about 543 million in 2050, and noted that the explosion would be more of a burden than an asset unless there is commensurate economic growth to take care of the population. The Vice President made the disclosure at the inauguration of the Senior Executive Course (SEC) 42 of the National Institute of Policy and Strategic Studies (NIPSS) Kuru near Jos Plateau State. He said the current administration is determined to bring appropriate policies to tackle the challenge that comes along with rapid population growth and ensure appropriate equilibrium.

Represented by the acting Head of Service, Folashade Yomi Esan, Osinbajo said human capital development involves creating the necessary environment for Nigerians to acquire relevant knowledge, skills and competences that can help grow a healthy society. He said the present administration is strongly committed to ensuring that the exponential population growth rate of Nigeria does not have a negative impact on the Nigerian society.

He charged the graduands to work in meeting up the population challenge, saying “The Federal Government has high expectations of the nominees of Senior Executive Course 42, given the critical role of human capital development as a response mechanism to rapid population growth in our national economy. “You should research carefully into this theme in order to proffer policy options that will enable Government fashion out appropriate responses to the challenge of rapid population growth and slow pace of human capital development,” he charged.

PoliticsBuhari Not Traveling To UK, Saudi, Austria — Presidency by jarawa(op): 5:41pm On Feb 17, 2020
The Presidency on Monday dismissed as “fake” the reports that President Muhammadu Buhari was planning to travel to the United Kingdom, Saudi Arabia, and Austria. Presidential spokesperson, Femi Adesina, in a statement urged Nigerians to be discriminatory about what they accepted as credible information.

Adesina, who advised Nigerians to restrain themselves from sharing what they had not authenticated as genuine, said that was how “the malevolent minds” could be beaten at their “pernicious games”.

He said members of the First Family, ministers, top government officials, the military, and other key institutions, were also objects of what he called “orchestrated falsehood” coming from “enemies

“Purveyors of fake and concocted information are currently on overdrive, and Nigerians are urged to be careful what they consume as news, and also share with others, particularly from the social media.

“An unfounded information has been making the rounds that President Buhari is billed to travel to the United Kingdom for 20 days, and from there proceed to Saudi Arabia, and then Austria. Fake. It is nothing but falsehood from mischievous minds,” the statement read.

Even though there’s no evidence to confirm that President Buhari is travelling this time around, his frequent trips abroad have always been a subject of discussion by critics.

The President has travelled to the UK, where he receives medical attention and spends his holiday, more than any other country in the world. Analysts believe that the President should spend more time at home to tackle internal challenges instead of embarking on frequent foreign trips.

PoliticsWe Must Find Solution To Insecurity — Lawan by jarawa(op): 7:32am On Feb 17, 2020
Senate President Ahmad Lawan says the National Assembly will continue to work with President Muhammadu Buhari till lasting solutions are found to the insecurity in the country.

Lawan, according to a statement yesterday by his media assistant, Ezrel Tabiowo, said this in Malumfashi, Katsina State at the constituency empowerment programme of Senator Bello Mandiya representing Funtua Senatorial District.

He said the legislature would also ensure that government provides infrastructure across the country to make life meaningful for Nigerians. Lawan also said constituency projects are badly misconstrued by many Nigerians.

He said: “This (constituency project) is what we call the empowerment of the most ordinary Nigerians that otherwise wouldn’t have been remembered when you’re talking about the national budget.

“But because members of the National Assembly are so close to the ordinary man, we try to look for those issues that make a difference in their individual and collective lives,” he said.

Lawan said the National Assembly would continue to work with executive to find lasting solutions to the current insecurity in the country. The Senate president commiserated with the people of Katsina over the recent deadly attacks in the state by the bandits.

Lawmakers in the House of Representatives will be going on a 15-minute break every day of sitting so they “stretch their legs”, Daily Trust has learnt. They say they need to stretch their legs after sitting for a long time at plenary. House spokesperson Benjamin Kali (APC, Abia), said that, the 15-minutes break will also allow Muslim members to observe their prayers while others have a tea break. “Medically speaking, you are advised not to sit for too long in one place. If you sit for too long, it is medically unhealthy for you. It affects blood circulation.

The world over now, it is being advised not to sit for too long in one place,” he said. ” You know people here (The House of Representatives) are not young people. Only few are young. And even at that, you are advised to take a walk after a while. And in the wisdom of the House, it decided that members should be given 15 minutes to stretch their legs.”

Crime3 Killed, 50 Injured As Bandits Attack Niger by jarawa(op): 6:21am On Feb 09, 2020
Three people were killed while over 50 were injured when bandits attacked Grumana Community in Shiroro Local Government Area of Niger State yesterday. The Chairman of Shiroro Local government Area, Alhaji Suleiman Chukuba, told our correspondent at about 4:30pm that the latest attack brought to five, the number of such attacks in the area since January this year.

He added that over 300 cows were rustled from a Fulani man by the bandits who invaded the community in about 100 motorcycles and shot sporadically into the air to announce their arrival. “I can’t ascertain the actual number of the bandits but my people said they came in about 100 motorcycles and they were three on each motorcycle.

“As I speak to you, about 15 people have been taken to hospital in Minna for treatment. The people injured are so many but these were the ones that we were able retrieve so far,” he said. Among the injured, he said, were five vigilante members. “I have equally notified the security agents on this latest attack, what we saw today is like a war, the situation is horrible,” he added.

The Management of the General Hospital in Minna led by Chief Medical Director, Dr.Ma’ali Ishak, are on ground to attend to those who sustained injuries on bandits attack. It would be recalled that President Mohammedu Buhari last week ordered air strikes on bandits’ locations in the state. Meanwhile, the Senator Representing Niger East Senatorial District, Senator Mohammed Sani Musa, has condemned the fresh attack, describing it as barbaric. Senator Musa said he received the news of the attack from members of the community who escaped by the whiskers.

“My heart is heavy, and I find it really unbelievable that people could just be so ungodly to the point that the sanctity of human life no longer means anything to them. According to the information I got, armed men dressed in black clothes shouting “Allahu Akhbar” stormed Gurmana and other adjoining communities and started shooting sporadically,” he said.

PoliticsZulum Laments High Population Of Out-of-school Children by jarawa(op): 8:57am On Feb 07, 2020
Governor Babagana Umara Zulum said the growing number of out-of-school children in the state was becoming worrisome to the government.Speaking at the foundation-laying ceremony of a Higher Islamic Education School at Monguno the governor said that there were more than 100,000 out-of-school children spread across the IDP camps in the town aloneHe said that most of the children were above the age of 10.Prof. Zulum said the higher Islamic schooling would operate a curriculum combining Islamic and Western education for a total character reform and development. He said the Monguno school, which is in the Northern Borno Senatorial District, was one of the three such schools to be built, in each of the state’s three senatorial districts.

The Monguno Higher Islamic Education School, to be constructed at N521 million, with N75 million already approved for takeoff, is a two-storey building, comprising 60 classrooms, an administrative block and a multipurpose hall. Handled by the State Ministry of Reconstruction, Rehabilitation and Resettlement, the project is to be completed before June, 2020.

Kanem Trust reports the increasing population of out-of-school children in Boko Haram-troubled Borno State has continued to arouse grave concern among stakeholders in the humanitarian crisis management caused by the insurgency group. Already, over the years since the peak of the Boko Haram insurgency in the Northeast in 2014, Borno State has persistently lamented of having about 55,000 children orphaned by the insurgency.

This situation necessitated the state government to embark on the establishment of mega schools and mega classrooms across the state for the dual purposes of absorbing back these orphans to schools for more qualitative education as well as providing ample access to qualitative education for all school-age children.

There are now about 50 of such schools and classrooms, most of them located in Maiduguri metropolis, comprising Maiduguri Metropolitan Council and Jere Local Government Area. Such schools and classrooms have continued to flower across the state. The mega-school concept is built on the postulation of Nobel Laureate, Malala Yousafzai: ‘With gun, you can kill a terrorist; with education, you can kill terrorism’, which serves as the foundation for the state government upholding education as the most potent weapon against the insurgency.

With the rescue of more captives from Boko Haram and the displacement of more communities by the insurgents in the recent sporadic attacks across the region, the population of such out-of-school children has continued to rise in IDP camps and host communities across the state.

A married woman, Aisha Sani, has been arrested in Bauchi by a vigilante group, Garu Security Personnel, for alleged theft of an eight-year-old boy from Giade Local Government Area of Bauchi State.

The suspect told reporters yesterday in Bauchi that she sneaked into their neighborhood and stole the boy but ran out of luck when the boy raised alarm that she was not his mother which attracted security personnel and she was arrested.
