Politics › 6-Year Single Term: Atiku Said Lawmakers Threw Away Baby With Bath Water by jarawa(op): 10:18pm On Dec 17, 2019
A former Vice President, Atiku Abubakar, has said members of the House of Representatives have thrown away a baby together with the bath water. Atiku, a former presidential candidate of the Peoples Democratic Party (PDP) said in a statement by his Special Advise on Media, Paul Ibe, that he was displeased with the speed with which the six-year single term proposal for president and governors was rejected by the House of Representatives.

“I am disappointed by the fact that the lawmakers have thrown away the baby with the bath water at the expense of the larger interest of the country,” he said. “In view of the challenges facing our current democratic order, especially the culture of rigging that subverts the will of the people, six-year single term would have ended such untoward practices in our electoral process ” Atiku added.

The former vice president said “the desperation for second term by the incumbents is the main reason why they go for broke and set the rule book on fire, thereby making free and fair elections impossible by legitimizing rigging at the expense of their challengers that have no access to public funds. “A situation where the incumbents deploy more public resources to their second term projects than using the funds for people’s welfare encourages massive rigging that undermines electoral integrity. “Six-year single term would remove such desperation and enable the incumbents concentrate on the job for which they were elected in the first place.

“Eight-year term of office rewards incompetence because even incumbents that have failed would use their access to public funds to return to power by fair or foul means. “I don’t agree with the logic that eight years would give elected leaders better opportunity to fulfill their campaign promises. An inherently incompetent incumbent will perform below average even if you give him/her 20 years in office or give him or her $20 billion dollars.”

Politics › Senate Rejects Buhari’s Visa-on-arrival Policy, Summons Interior Minister by jarawa(op): 4:45pm On Dec 17, 2019
The Senate has rejected the visa-on-arrival policy of President Muhammadu Buhari, saying it is premature, considering the spate of insecurity in the country. The senate also summoned the Minister of Interior, Rauf Aregbesola along with Comptroller General of Nigeria Immigration to appear before its committee on Interior, Judiciary and legal matters.

The invitation was to explain to the senate the legality, logistics and constitutional issues available and required for compliance, before the implementation of the visa-on-arrival policy. President Buhari had recently announced the commencement of visas-on-arrival policy for all African travellers by January. This was a resolution adopted sequel to a motion sponsored by Sen. Adewunmi Adetunbi (APC, Ekiti North) at plenary on Tuesday. Leading his debate, Senator Adetunbi said that Daily Trust newspaper of December 12, 2019 had reported that the Federal Government had approved that all Africans could come into Nigeria without visa from January 2020. He said that neither the Federal Executive Council (FEC) nor member of the National Assembly had yet submitted a bill for domestication of the said African Continental Free Trade Agreement which is necessary prerequisite before its implementation.

“Therefore, it is premature constitutionally and legally impossible for the provisions of the said agreement to have any effect within the territory of Nigeria,” he argued. Supporting the motion, Senate Minority Leader Eyinnaya Abaribe said that a lot of Nigerians were worried about the policy because of the spate of insecurity in the country. “And for us, haven known that part of the insecurity came from elements coming outside and into Nigeria to now have a visa policy that doesn’t seem to be properly regulated was giving a lot of people a lot jitters because, what it meant was that anybody could just come in and actually cause mayhem in Nigeria not knowing the result,” he observed.

Abba Moro (PDP, Benue South) said that when international agreements were entered into by Nigeria, they should be properly domesticated to give it legality and legitimacy. “The visa aspect of this agreement needs to be looked into very closely and critically. I support the need for domestication.

“There are two clear things; there is Visa-on-Arrival and there is free visa. What Mr President said recently that I know is free visa for Africans to enter Nigeria,” he argued. Senators Gabriel Suswam (PDP, Benue North East) and Ibikunle Amosun all agreed that the policy will enhance economic growth, but insisted that before the treaty would be perfected, the President should contact the National Assembly for proper legislation by way of sending to the Senators the Immigration Act for amendment and domestication. However, Senator Barau Jibrin opposed the view to the submissions of the Senators who rejected the policy. He said the policy announced by Buhari is a global trend, and should not in anyway be faulted.

The Senate President, Ahmed Lawan, said that the Attorney General of the federation should be able to forward it to the National Assembly to file them appropriately and give them the legal backing that they required. Ahmad Lawan thereafter, threw the matter to vote and majority of Senators voted against the policy.

Politics › Subsidy On Petrol Costs NNPC N1.2bn Daily — PPPRA by jarawa(op): 8:34am On Dec 17, 2019
Latest data from the Petroleum Products Pricing Regulatory Agency (PPPRA) indicates that petrol under recovery (commonly called subsidy) is now N21.22Kobo per litre. Data from the agency also shows that the average daily truck-out volume of PMS (petrol) for the week from various depots for supply to retail outlets was 58.46 million litres.

When the subsidy amount of N21.22Kobo per litre is multiplied by the 58.46 million litres average daily truck-out volume of PMS, the amount comes to about N1.2billion.

According to the Executive Secretary of the agency, Abdulkadir Saidu, gasoline (petrol) price at the International market averaged $582.80 per metric tonne. Landing Cost and Expected Open Market Price (EOMP) averaged ₦146.85/litre and ₦166.22/litre respectively for NNPC imports only. However, he was quick to explain that due to the cost of financing component built into Other Marketers’ imports Landing Cost and EOMP PMS price averaged ₦149.86/litre and ₦169.23/litre respectively.

The weekly data covering 28th November 2019 to 4th December 2019, stressed that the Central Bank of Nigeria (CBN) official Exchange Rate averaged N306.97/$ and the parallel market rate was stable and averaged N360.00/$ during the period. It also noted that the reference Freight Rate from North West Europe (UK-Coast – UKC) to West African Frontier (WAF) averaged $30.87 per metric tonne, the rate decreased when compared to previous week’s average of $35.45 per metric tonne. The agency maintained that the total Petrol receipt for the period (28th Non – 4th Dec 2019) was 473,602 million litres, diesel 68,366 million and aviation fuel 20,327 million litres. The average daily discharges of PMS for the week stood at 67.66 million litres.

Politics › APC, PDP Trade Words Over 2019 Campaign Funds by jarawa(op): 6:00am On Dec 17, 2019
The Peoples Democratic Party (PDP) has asked the APC to come clean on allegations in the public space that it siphoned N40 billion taxpayers’ money from the Federal Inland Revenue Service (FIRS) to finance its 2019 campaigns. The party, in a statement yesterday by its National Publicity Secretary, Kola Ologbondiyan, said the allegation had reportedly unsettled certain persons in the Buhari Presidency.

The PDP said the development had further vindicated its position that the APC was an “extremely callous and hypocritical party, which has no iota of conscience but takes delight in depriving our citizens and pillaging resources meant for the wellbeing of our people.”

The opposition party said it was shameful that instead of being remorseful, the agents of the APC were reportedly engaging in dirty infighting over how the money was allegedly shared. But the APC National Publicity Secretary, Malam Lanre Issa-Onilu, in a swift reaction, described the alleged N90bn or N40bn FIRS 2019 election vote as “hogwash”.

“Regarding some media reports and a statement from the Peoples Democratic Party (PDP) alleging that a phantom N90 billion or N40 billion was released to the All Progressives Congress (APC) by the Federal Inland Revenue Service (FIRS) for the Party’s 2019 election political campaigns, the allegation is hogwash.

“The baseless allegations contained in the media reports and the subsequent statement by the PDP is an unintelligent and crude attempt at a smear campaign. Only the sponsors of the report believe their tales. “We call on the sponsors of the baseless allegation to resolve their confusion.

Last time it was N90 billion, now it is N40billion. We also challenge them to provide evidence from not only FIRS but any other government agency where the APC took one kobo for campaign. “The matter of dipping hands into public coffers as a matter of official policy ended with PDP. We recall that leaders of the PDP had contemplated changing the name of their party at a time because they were ashamed of their own record of sleaze.

“We however refer the PDP and co-peddlers of falsehood to the records of the Federation Accounts Allocation Committee (FAAC) in terms of Cost of Collection accruing to FIRS and indeed the FIRS statement on the subject matter,” Issa-Onilu said in a statement issued yesterday in Abuja

Agriculture › Nigeria Releases First Transgenic Crop – Cowpea Resistant To Pod Borers by jarawa(op): 11:10am On Dec 16, 2019
The Federal Government has approved registration and commercial release of a new cowpea variety resistant to pod borers. In a statement by the Cowpea Manager of the African Agricultural Technology Foundation (AATF), Issoufou Kollo Abdourhamane, the approval was granted by the National Committee on Naming, Registration and Release of Crop Varieties, chaired by Oladosu Awoyemi, at its 28th meeting which was held in Ibadan.

The new cowpea variety, SAMPEA 20-T, was developed by scientists at the Institute for Agricultural Research (IAR), Ahmadu Bello University, Zaria in collaboration with various partners under coordination of the African Agricultural Technology Foundation (AATF).

PBR Cowpea was earlier in the year granted environmental release approval by the National Biosafety Management Agency (NBMA), which confirmed the product was safe for human, livestock and the environment and paved the way for submission to the National Variety Release Committee for consideration and registration as a commercial crop in Nigeria. The newly approved SAMPEA 20-T has been bred for resistance to Maruca vitrata, a lepidoptreran insect pest that causes up to 90 percent yield loss in severe infestation cases.

This new variety is early maturing (70 – 75 days) with semi erect growth habit and photoperiod insensitive and has medium large white seeds. It is also resistant to Striga and Alectra, two notorious parasitic weeds. The decision to release the variety means that farmers will have access to the seed that will help them significantly reduce the number of sprays they currently apply to their crop from 6 to 7 times to only 2 per cropping season and as a result realise better yield in quantity and quality.

It will also contribute to addressing the national cowpea demand deficit of about 500,000 tonnes and also improve the national productivity average of 350kg/hectare. During the Multilocational Advanced Yield Trials conducted across Nigeria’s agro-ecologies, researchers found SAMPEA 20-T to have high stable grain yield across the test locations. The minimum observed grain yield increase over the conventional cowpea varieties was 20 percent and the maximum was over 200 percent. The variety can yield up to 2.9 tons of beans per hectare, and over 3.0 tons of fodder per hectare.

Prof. Mohammed Ishiyaku, the Principal Investigator for the project and Executive Director, Institute for Agricultural Research, Zaria said both the on-station and on-farm trials demonstrated the superiority of SAMPEA 20-T relative to local, recently released cowpea varieties and improved breeding lines tested. ‘SAMPEA 20-T is high yielding, early maturing and resistant to Striga and Alectra, which are major constraint to cowpea production in most producing areas in Nigeria and other dry savanna regions,’ said Prof Ishiyaku.

‘The protein and nutrients content of variety ‘SAMPEA 20-T is the same as that of other conventional varieties meaning that the Bt gene that was introduced into the variety has no negative influence on the nutritional composition of both grain and folder,’ added Prof. Ishiyaku, saying that the newly released variety does not differ in any way from already existing cowpeas (beans) other than the improvements made. Dr Denis Kyetere, Executive Director AATF, thanked the Federal Government of Nigeria for releasing the new cowpea variety saying it showed its commitment towards improving the livelihoods of smallholder farmer. ‘Cowpea farmers have had to endure difficult farming conditions that required spraying dangerous chemicals on their crop to make a profit which is risking their lives,” Said Dr Kyetere.

“We at AATF express our joy with Nigeria as it takes the lead in the deployment of necessary technologies that show promise of solving the challenges which farmers encounter on a daily basis,’ added Dr. Kyetere Dr Issoufou Kollo Abdourhamane, the AATF PBR Cowpea Manager attributed the successful registration and naming of SAMPEA 20-T to the hard work and synergy between the various project partners including researchers at the IAR “Our joint effort of over 10 years addressing one of the vital challenges faced by cowpea farmers in Africa has paid off. Cowpea farming will now become attractive even to the younger generation as it has become less cumbersome with the effective management of Maruca,’ he said.

Prof. Garba Sharubuta, the Executive Secretary, Agricultural Research Council of Nigeria (ARCN), the apex organization supervising all agriculture research in the country welcomed the release of the new variety saying that cowpea is a major staple and vegetarian source of dietary protein in Africa.

“Its production has been stalled by severe attack of lepidopteran insect pests in both the field and storage. One of such notorious pests is the legume pod-borer, (Maruca vitrata). This pest has singularly contributed to significant cowpea yield reductions on our farmers’ farms.’ Prof. Sharubuta said that ARCN’s resolve is to make improved technologies available and accessible to farmers to enhance their yields and income and result in improved livelihoods.

‘One such economically viable, and environmentally sound solution to the problem of the legume pod borer is development of cowpea varieties that have inherent resistance to the lepidopteran pod borers,” Prof. Sharubuta added. The Acting Director General and Chief Executive Officer of the National Biotechnology Development Agency (NABDA), said the release marked a great and memorable day for Nigeria, Africa and the World at large.

‘We all are marching towards food sufficiency and food security for Nigeria and all of mankind. Bt Cowpea is certainly a major and strategic addition.” SAMPEA 20-T is a product of over a decade of research efforts by a partnership that brought together Commonwealth Scientific Industrial Research Organization (CSIRO) of Australia for genetic transformation, IAR, NABDA, ARCN, Danforth Center and Bayer that provided the Cry1Ab gene to the partnership on humanitarian basis, royalty free, so that small scale farmers can access it affordably.

The project partnership was coordinated by AATF with sustained funding by USAID. The Project also received support from other stakeholders in Nigeria including the National Association of Cowpea Growers, the National Association of Nigerian Farmers and local seed companies.

Politics › I’m Alive, Bubbling — IBB by jarawa(op): 10:05am On Dec 16, 2019
Former Military President Ibrahim Badamosi Babangida says he is alive and bubbling, his spokesman, Prince Kassim Afegbua, has said. Babangida, in a statement yesterday by his spokesman, Kassim Afegbua, debunked as fake news reports that the former military ruler was dead, saying “It has become consistent fake news for quite some time now wishing our own IBB, the one we easily refer to as “the last don” of Nigeria politics, dead.”

He said: “The “fake news bill” would be a suitable response to this category of fake news carrier. IBB is very much alive and bubbling. He just started attending to friends and associates who came to see him today, Sunday, 15th December, 2019 right here at his Minna Hilltop mansion. He is full of life and in his characteristic bubbling mood.

“May Allah forgive those who wish IBB dead. God is the giver and taker of life, not humans. Death, as the irrevocable end of all creation, will surely come to everyone some day and at the appointed time and hour, but to deliberately spread fake news and wish someone dead, is to take humanity to another bizarre level. May Allah forgive them. IBB, by the special grace of Allah, the omniscient and omnipotent One, shall live to fulfil his journey and destiny in life, to the consternation of those who are always wishing him dead. This is about the third time this year.”

Politics › 10 Unforgettable Things About Senator Dino Melaye by jarawa(op): 4:59am On Dec 07, 2019
Senator Dino Melaye would ever be remembered by Nigerians because of his series of controversies he has been involved in, not just as a Senator but from his days as an activist and when he was elected as a member of the House of Representatives. However, Melaye, who was defeated in the supplementary election for Kogi West by Smart Adeyemi courted more controversies after his election into the Senate. The following are the things that the controversial senator will be remembered for:

Unflinching Support for Saraki

Dino will be remembered for his unflinching support for Senator Bukola Saraki since 2015. His diehard support for Saraki pitched him against the APC, Presidency and other powerful individuals in the country.

Spat with Senator Remi Tinubu

His spat with the wife of APC National Leader, Bola Ahmed Tinubu, Mrs. Oluremi Tinubu, would hardly be forgotten. His uncomplimentary remarks to the woman surprised many including his supporters as it was regarded as uncouth and uncivilized to throw such darts to a married woman. During an executive session in the Senate, Melaye threatened to beat her up and “impregnate” Mrs. Tinubu right on the floor of the Senate. Melaye who claimed that she called him “Dog” said he felt no regret for his action.

Drama with DSS

After he was forcefully moved from the Police Hospital in Abuja to the Department of State Security Services (DSS) medical facility still within Abuja, Melaye, had created a scene as he refused to enter the main building of the DSS centre.

Instead, he took position on the floor within the premises and demanded from the security operatives the reason for bringing him to the DSS medical facility. Melaye refused to enter the hospital and decided to stay put on the bare floor in the compound of the hospital.

Dino as a ‘Nollywood’ figure

The embattled Senator Melaye had penchant for the comedy. In one of his dramatic video clips which are uploaded on YouTube, Melaye is seen saying: “You speak the truth, you die, and you refuse to speak the truth you die; I have chosen to speak the truth and die. In another clip, he led a group of PDP protesting chieftain to INEC headquarters where he invoked “Holy Ghost Fire” on the commission if they fail to conduct free and fair election. A film he featured in is said to be on the way.

Penchant for exotic cars

Perhaps the one thing that Melaye would be remembered for most is his collection of exotic cars as is taste for vintage cars is unmatchable. A member House of Representatives, Gudaji Kazaure was seen aghast in a viral video when he saw Melaye’s exotic cars.

Dino’s jumps out of Police vehicle

Dino’s arrest and jumping out of police vehicle to avoid being taken to Lokoja for interrogation on alleged murder charges and other offences is another thing that he will be remembered for. Dino had escaped being taken for interrogation but ended off in hospital with injuries.

Dino’s stylish royal regalia

His unique sartorial taste, usually in blue Aso-Oke, with an orange cap knitted with beads to the upper chamber is one unusual thing about Melaye that the red chamber will live to remember. Senators, including his rivals used to shout: “Babalawo”, “Kabiyesi” and “masquerade,” from all corners, whenever the singing Senator walked into the Upper Chamber. Senator Peter Nwaboshi (PDP, Delta North) once raised a point of order, saying Melaye was not properly dressed, “he dresses like Babalawo”.

Dino the ‘groundnut hawker’

Melaye’s picture hawking groundnut was once on the internet which generated a lot of interest depicting him as a personality that likes drawing attention. In the picture which also appeared on YouTube Dino was seen hawking groundnuts on the streets, a scene that attracted public attention.

The singing Senator

Senator Melaye has posted videos on social media of himself singing songs, some taunting the Kogi governor. This has earned him the nickname of the “singing senator”.

Dino’s Academic turmoil

In March 2017, Melaye was caught in another controversy of not graduating from Ahmadu University Zaria and Harvard University. The ABU graduation claim was later cleared by the Vice Chancellor and for the Harvard University; Dino defended himself that anyone who had attended an institution and received a certificate is a graduate.

Dino’s storm in Politics

Senator Melaye survived lots of political turmoil before he was recently defeated in the of Kogi West supplementary polls. Melaye narrowly escaped being recalled from his senatorial seat after a petition that almost 200,000 voters signed and submitted in July 2017. But, Melaye argued that the signatures were not from voters in his constituency and later, INEC confirmed that only 5.34% of the signatures were of registered voters in Kogi West, where he represented. Dino’s suspension from House of Reps first came to the public attention in 2010 when he was a House of Representative member. He was suspended for taking part in a fistfight in the chamber during a move to impeach the then speaker. Indeed, every senator in the upper legislative chamber, except for newcomers, have one or several experiences to share about the controversial Dino, including; the good, the bad, ugly and hilarious. But, long before Dino’s final exit from the Red Chamber, Mrs. Tinubu said she has forgiven him.
