It is sad that they were detained, but looking at it from another angle; As a foreigner, your visit into a country and even across that visiting country is backed by the rules of the country you are visiting. Diplomats in any country are aware that once they step outside their embassy, they are bound by the rules of that host country.

Some countries for example, permit foreigners to move freely within the Nation's capital (for instance, Abuja) but they must take permission or probably, they must be authorized before they embark on trips outside the Capital (lets say to other states).

These Israelites failed to follow due process, otherwise, the Israeli Government would have been on the Neck of our Governemnet to release their citizens immediately. There is no way Nigeria will detain Foreign Citizens without informing their Embassy.
