The fraud was perpetrated against Nigerian government and offcourse indirectly against Nigerians so I'm guessing for a judge to throw down a similar sentence of the 419ers, the charges must be brought by Nigerians and most definitely proven beyond reasonable doubt how it has affected their daily lives.
