Electricity distribution companies in the country are enriching themselves corruptly through the issuance of estimated bills to consumers, according to the Nigerian Electricity Regulatory Commission. This is following complaints by consumers who decried the over 100 per cent rise in their bills for the month of October, a development which was not commensurate with the actual supply of electricity. Reacting to consumers’ concerns during a radio call-in programme monitored by our correspondent in Abuja on Wednesday morning, the Chairman/Chief Executive Officer, NERC, Dr. Sam Amadi, said the distribution companies were being mischievous by not metering customers but extorting them. Asked to explain why the October bill increased by over 100 per cent, Amadi said, “We talk about estimated billing, which has now become a synonym for corruption among the Discos, the truth of the matter is that some distribution companies are still indiscriminately inflating the bills of consumers and that is part of what we are tackling. “Because they’ve not metered these consumers, they use the opportunity to extort their customers. The bill for last month increased and there has not been significant improvement between the power supply of last month and that of this month. Also, NERC has not increased tariffs; so, clearly, something is happening. “What is happening is that the Discos are now moving higher to make more revenue by overcharging unmetered consumers and that is one area we are going to be tackling them. It is not going to be easy because we don’t have an empirical formula of knowing who has been exploited, but we will find a way. That is why we say consumers should complain to us through our forum offices for we are ready to get to the heart ofthis.” Reacting to the claims that there were enough meters in the country and that the Discos had refused to buy them because of their desire to extort consumers through estimated billing, Amadi said it was not NERC’s responsibility to prescribe meters to operators. He said, “NERC is supposed to provide certification to importers, manufacturers and installers of meters across the country. We’ve put out a very transparent process by asking those who have meters to get them certified. So, there’s a procedure for certification and we have Nigerian companies that have also been certified as well as those who are importers. “And we’ve published in the newspapers a full list of all the companies, including those that manufacture, import and install. And we also gave to every Disco the full list ofcompanies that have been certified. “It is right to say that there are meters in Nigeria and it is the responsibility of the Discos to ensure that the meters are certified by NERC; and if they are functional, the Discos should use them and meter customers. We are the regulator, we don’t prescribe to the operators.” On whether there were reasons why a distribution company would choose not to use meters produced in the country, Amadi said there were complaints that they were easily being bypassed by consumers. He said, “There are about three or four meter manufacturers in Nigeria. But let me say that under our local content regulation that is about to start, we indicated that we should use Nigerian meters as long as they are compliant with the rules. “Now, see what is happening! Some companies like Eko Disco have come to us to say that consumers are bypassing some of the meters because of their degree of smartness. This is because meters have differentlevels of smartness and truly, some consumers bypass meters and disrupt their functionality. Gej oath to know better Gej took the right step in the wrong direction, firstly there shld be public enlightenment, , let the masses knw the lng tym gain and the immediate effect the removal will av on them, again you dnt jst remove all at once, you do it step by step, it might take the Gov two to three yrs to remove the subsidy, and during those period gov will strive hard to put tinz in place to reduce or caution the effect of the subsidy removal on the masses. during the enlightenment, you will let the masses knw how much will be ok, that is your final target like then which is 140. then tell them the process of removing it, that on dis date, such amount will be remove, again after 6-9mnth again such amount will be remove again, till u get to your final destination, the masses are already aware of it. they will be the one anxiously waiting for the date to come, not for we to wake up on a new yr day that everybody is celebrating and you jst dis out the bad news, and you wnt the masses to clap for you that you have done well. it is absurd. |
let me start by saying, I support nobody here either GEJ, PDP or APC. the truth jst have to be told, first is corruption, inconsistent policy at different angle of gov parastatals, agency. secondly, gov has no business wit the industry, either FG or STATE. it shld be run independently, and oil companies remit taxes to giv pocket, gov shld only be concerned abt their tax, dat all. bt bcause of corruption, FG can allow d industry to be. thirdly is total deregulation of the oli section, bth downstream and upstream.. jst like the telecom sectir. no gov interference at any level, gov agency jst need to make them abide by rules and regulation. that all. let tyem ff thise three tin, and you will see that the oil giant in the world will scramble ontop each other to have a refinery here in our country, the like of BP, total, shell, CNPC, and a whole lot of oil magnate will fall in. we all knw hw much a min call was bak in year 2000, bt now with 10, even less, we can mak a minute call. NOTE. wen I mean total deregulation., I mean gov shld remive his hand completely, and let investors take charge, they shld go wit their useless subsidy, thit we will feel it for like two yr or more, but on the lng run, blive me, prices of PMS AGO and the likes, will comes down very well, we might even be buying it at less than #50. |

I live in one of the satellite town in FCT, few hours ago, I receive Phcn bill for last month Oct, to my surprise, there was increment of over 50%. started wondering what wrong, maybe the bill is not for my building, but it carry the name of my landlord, the house number and the street. Somebody wisper to me from a distance, which happen to be a neighbour, and to my surprise, that was the same thing he ask me, together with him to check from another building, we discover that all the bills carry the same 50% increments. few months back their have been report that their will be increase in phcn bill, but they came out and debunk the claim, that nothing of such is going to happen until we have stable power , which almost everybody is happy about. now we are paying for light that we dont enjoy at all, before my share of the bill is arond 1800 but now with the new tariff, my share will be around 3000, which is damn too much. GEJ, This is not the fresh air we both agree about, anyway is part of transformation. decrease in cement price, we all commend you for that, but this one is a bad ideal, not too good at all. |
this is surely the way to go, and not only on education, they also need to patronize our health service here in nigeria either good or bad, stop them going to uk, germany, usa and india for medical treatment. with this our health and education sector will pick up |
