This your theory doesn't make any sense, Pious will never do something stupid like this because it will drag attention to himself which is the last thing he wants, Kess and Philip can never reunite, they hate each other, moreover Pious is the reason Philip was thrown in jail in the first place, Philip will never agree to work for him, neither will Jacob.
Let's think about this, why will Pious want a fugitive to protect him when he have thugs who are more than capable of doing that, this isn't Pious doing, Pious might have temper problems, but he isn't stupid.
