Busquet is not a roamer, Pirlo isn't, most DLP aren't but De Jong is a roamer that likes doing B2B, it'll be difficult for him to play that DLP except he has a static DM to partner him. Agreed, Barca haven't really assigned him to a particular for a specific time, which might be the reason to his inconsistency.

Even the few Matches that I've watched from him, he hasn't shown that he can even play a DM in a double pivot how much more a lone DM. I don't know about being assigned to a particular role sha but if you play a player in a position that will very much limit his strength, he'll always suffer. Edu and Arteta started dragging leg on Tielemans deal after Lo kk Inga shined in that no 8 role during preseason. They now consider Xhaka as the main guy and him as backup, at least for now.

Also, Elneny's performance last season surprised many and Arteta became more willing to fortify other areas like LB and RW.

I think the priority now is a RW. Pepe has not impressed the coach and time is running out.
