The agency‘s Director-General, Chief Lanre Ipinmisho, disclosed this while presenting the report of the awareness campaign for the prevention of illicit drug cultivation, abuse and trafficking, to the Chairman, Alhaji Ahmadu Giade, in Lagos.
Ipinmisho said that while the South East remained a recruitment ground for traffickers, the North West, North East and North Central zones were predominantly known for the abuse of drugs such as Indian hemp, psychotropic substances and solvents.[/b]He added that many traditional rulers in the South West and South South were aware of the thriving Indian hemp cultivation in their domains and were willing to collaborate with the agency to curb the menace.
He said that an intensive awareness campaign was the solution to the menace.
Ipinmisho said that the campaign was necessary because drug control efforts revealed that despite the quantum of seizures of illicit drugs and the number of offenders sent to prison, the number of drug victims was on the increase.
Giade, while receiving the report, promised that the agency would continue to involve all stakeholders in the fight against illicit drugs.

[b]Abia State Command of the Nigeria Security and Civil Defence Corps (NSCDC) has apprehended a maternity home operator for allegedly keeping young girls, who give birth to children, which she eventually sells to the public.
The woman, who gave her name as Felicia Ebe Habour, claims to be a trainee nurse.
Speaking to Saturday Independent at the Corps' Command on Azikiwe Road, Umuahia, the NSCDC's Public Relations Officer, Soji Alabi, also said that last year alone the NSCDC in Abia apprehended about five operators of such homes and secured the release of more than 50 young girls.
According to him, Abia State, especially the Aba area, is notorious for the illegal activity and that efforts are still on to discover such homes and prosecute the operators.
He said the command had observed that majority of those engaged in the business see nothing wrong in their unlawful acts, adding that this is why most of them engage in it without remorse.
Alabi said the last arrest, which occurred at Divine Mercy Maternity and Childcare Home at Nwankpa Street, Off Faulks Road, Aba saw the arrest of Fidelia and her two sons, who allegedly impregnate the girls.
Continuing he said that about 14 of the young girls, whose age range from 15 to 19, were found to be so heavy, one of them had to deliver at a hospital in Umuahia.
According to him, "what we have discovered is that this illegal act means nothing to those engaged in the business. One of them even confessed to me that they were doing the society and the mothers a favour by taking the babies and still offering them some money.
"We also discovered that this business is carried out in almost every community in Abia State because many of these communities have one kind of childcare maternity or the other and it is flourishing daily."
He said that enquiries show that babies taken off these young girls are usually sold to the public, especially those looking for children to adopt, while others are used for ritual purposes.
"A male child is more expensive than a female one. A male child is oftentimes sold for between N30,000 to N50,000. Again, the young girls who gave birth to these babies are not properly catered for after the business is concluded," he said.
The NSCDC spokesman stated further that last year the command apprehended another woman with about 20 young girls. Another incident involving a woman and a set of 10 young girls was recorded last year.
Alabi said investigations showed that after the arrival of the babies, the girls are paid and given sometime after which they are impregnated again, as there are men in the waiting to carryout the job, adding that it has not been easy apprehending the men who impregnate the young girls.
"You see the men are always there. They are hired and harboured by the operators of these homes to impregnate the girls, after which the babies are sold to the public. It is a flourishing business because members of the public, who are aware of the illegal business are always afraid to come forward and give information as to what is happening in their community.
"We are able to detect and arrest the operators because our men are always in the field and they also live in these communities. You may not be able to identify them so they are able to uncover what is happening and report, which enables us to fish the people out."
He stated further that most of the time these homes are shut permanently and some of
them have never been reopened. He lamented that the NSCDC Act did not empower them to prosecute such offenders, adding that the power to prosecute is vested in the National Programme against Trafficking in Persons (NAPTIP).
Alabi said he was not aware if those apprehended and handed over to the agency mandated to look into their matters had been prosecuted "but what I can tell you is that going by the Act establishing the NSCDC, if it is a case of murder we hand it over to the police after investigation, but if it is other acts like the man who raped a young girl, we can prosecute."
He urged members of the public to give information to the command on the operations of those running maternity and childcare homes in their communities so that such illegal acts can be stopped, adding that the command was ready to protect the identities of those offering information to them.
Chief Press Secretary to the Abia State Governor, Sam Hart, stated that government was more interested in ensuring that all Abia people have the best of life, adding that this is why the government is upgrading and procuring instruments for all the hospitals and health centres across the 17 local government areas.
He said that on several occasions government had spoken out against those operating homes that are not registered with the State Ministry of Women Affairs and Social Development. Measures, he said, have been put in place to ensure that they are fished out and shut and those operating them brought before the law.
Hart warned that those who were yet to heed the call will eventually be caught by the long arm of the law and made to suffer for their sins. He enjoined the people in Abia to eschew all acts that are not in tandem with the provisions of the law.
"We want to assure the people of Abia that the government is out to make things better for everyone. This can be seen by the people oriented programmes we have put in place. The people should reciprocate government's action with obedience to the law and not breaking it."[/b]

National Drug Law Enforcement Agency (NDLEA) said on Monday that statistics in the last one year have shown that in every 10 drug traffickers arrested, eight were likely to be from the South East of the country.
"ThIgbo ethnic extraction in Nigeria is therefore put the a willing tools in the hands of the drug barons, the Northerners are consumers of the substances, while South West provide storage and platform for trafficking in drugs."
Chairman of NDLEA, Ahmadu Giade, disclosed this to newsmen in Lagos on Monday.
He stated that the development is a worrisome one and then called for concerted effort to be able to stem the tide "at least for the future of the youth of this country".
[b]The NDLEA boss also on the occasion received the report of the committee on awareness campaign on the prevention of illicit drug crop cultivation, trafficking and abuse in Nigeria from its Director General, Lanre Ipinmisho, at the NDLEA headquarters in Lagos.
He noted that the statistic were alarming and predicative.
He added that out of the 18 Nigerians in prison at far away Indonesia, 17 of them are Igbo.
"Even one that answered Olaniyi which was believed to be a Yoruba man later turned out to be Nwachukwu.
"So in a situation of that nature what do you do; you have to cry out, perhaps help would come from somewhere for these promising young men."
Earlier, Ipinmisho, in his address had stated that the Minister of External Affairs, Ojo Maduekwe, who was also at the Indonesian prison with some of the NDLEA chiefs, could no longer contain the situation.
"He has to cry out; why is it that all are Igbo men. At least it should have been WAZOBIA, why? But that was the dilemma of the Minister," Ipinmisho stated.[/b]

How cocaine ruined Taiwo’s hajj dreams: The arrest last week of popular Yoruba movie actress, Hassanat Taiwo Akinwande (popularly known as Yetunde Wunmi), for drug trafficking at the Murtala Muhammed International Airport, Lagos may have put paid to her ambition of going to Mecca for pilgrimage. A source close to the actress disclosed to Sunday Sun midweek that she was planning to embark on holy pilgrimage to Mecca later in the year. “I am sure that this lady was pushed into this by the devil. She is not the kind of person that would do a thing like this. She was planning to go to Mecca this year. The plan was that after her return, she would go to perform the pilgrimage.” Wunmi’s planned trip to the holy city may have to wait a little longer as she is still finding it hard to explain to the National Drug Law Enforcement Agency (NDLEA) how she came about close to 100 wraps of cocaine inside her bowel. Sources disclosed that eagle-eyed NDLEA officials arrested Wunmi, as she was about to board a Virgin flight enroute London. She was said to have excreted 92 wraps of the drug few hours after her arrest. Confirming her arrest, the Public Relations Officer of NDLEA, Jonah Achema, described Wunmi’s action as shameful. Achema said she was arrested at the airport with wraps of ingested drugs. He revealed that the NDLEA is working on her to confess who her baron is. “It is shameful indeed. We are still working to find out who her baron is, or if she is the boss herself.” He would, however, refuse to comment on the total numbers of wraps that she has excreted. He disclosed that investigations into the matter are continuing and that she would be charged to court as soon as investigations are completed. Like a bad orphan, Wunmi’s colleagues in the Association of Theater Practitioners Association of Nigeria (ANTP) are still finding it hard to come to terms with the shameful act. They have however, washed their hands off her case. A source at the Lagos secretariat of the association told Sunday Sun that she was suspended from the association few hours after the story of her arrest hit town. “You know we won’t condone such a thing. She has been placed on indefinite suspension.” Among her colleagues, mum is the word. None was willing to speak on the matter. A top actor, who pleaded anonymity lamented Wunmi’s fate. He said she was regarded as one of the few responsible women in the industry. This is a serious matter. Look at this woman who all of us regard as one of the most responsible. This is highly regrettable.” Wunmi’s arrest may not come to some as a surprise. For long, rumours about the arrest of artistes for drug offences have been rife. Though on each occasion such artistes have come out to deny such allegations. However, one question that is bothering the minds of stakeholders of the industry is how Wunmi got involved. In the industry where you assume star status if dare to get involved in a scandal, Wunmi remained one of the very few whose record and character could hardly be faulted. The suspects were detected with the assistance of scanning machines donated by the United States. Impressed with the arrest and seizures, the Chairman of the NDLEA, Ahmadu Giade, called for more public support for the agency.
While reaffirming the commitment of the government to the anti-narcotic crusade, he vowed that all drug trafficking syndicates would be brought to book.

Besides, suspected armed robbers killed a mobile policeman attached to a second generation bank in Lagos.
In the Ado-Ekiti incident, the hoodlums, who were armed with generators and other equipment to ease their operation, injured 10 of their victims. They are being treated in various hospitals across the capital city.
They invaded the estate on Friday night and reportedly carried out their operation unhindered for over three hours, making away with money, laptops, mobile telephones and jewellery. The hoodlums reportedly wore police uniforms. They arrived at about midnight and shot sporadically into the air to announce their arrival to the panic-stricken residents.
The attack, which was the second in two months, saw the robbers ransacking all the flats located within the estate.
They broke into people’s homes with machines which they used to break the burglary-proofs.
A resident, who simply identified herself as Mrs. Akinbo, told reporters that the robbers snatched her navy blue Audi A4 car to convey their loot.
Her words: "They banged the metal door and asked us to open. Initially, we didn’t want to open but when we discovered that they would enter with force, we came and opened the door but before that they had brought down a part of the wall.
"Four of them came into our flat. The others were busy with other flats. They asked for money but I told them that I didn’t have any money. But one of my in-laws brought out some money when they threatened to shoot one of my kids.
"After their operation, they came back and asked me to give them my car key since I did not give them any money."
Another resident, Mrs. Omotola Dada, said she was robbed of about N55, 000 at gunpoint.
The residents alleged that policemen only arrived in the estate at about 4:00 a.m. - long after the hoodlums had left the scene.
Police spokesman Mohammed Jimoh confirmed the incident.
He said the state command would do everything possible to arrest the robbers and bring them to justice.
Jimoh said suspect had been arrested in connection with the incident.
The Lagos incident occurred at a popular soft drink company on the Lagos/Ibadan expressway, near the old Lagos toll gate.

learnt that the robbers were already operating in the area when the bullion van came to move cash from the company to the bank’s head office.
The driver of the bullion van was shot in the head.
He is being treated at an undisclosed hospital. The teller with them escaped unhurt.
Sources said the policeman and his colleagues had gone earlier in the day to move cash but they were told that the cash was not ready.
When they returned in the afternoon to pick the cash, an uncommon silence pervaded the area. Everywhere looked deserted.
The mobile policeman, it was learnt, alighted from the bullion van and moved straight to the gate.
On opening the gate, one of the robbers, who were within the company’s premises, opened fire on him.
When he saw that the policeman was not dead, he moved closer, snatched his rifle and fired another shot.
Deputy police spokesman Onyeisi Nwaolai said he was not aware of the incident.

*jona: Irate youths yesterday, set ablaze the palace of the Odio-Ologbo of Oleh, Anthony Ovrawah Omogha I, after a youth leader, Mr. Isaac Oboma alias Ibori, was allegedly shot to death by unknown gunmen.
The death of Oboma, it was gathered, sparked off the attack on the palace.
The Delta State Government yesterday imposed a dusk–to–dawn curfew on Oleh Community, Isoko South Local Government Area.
The community, The Nation gathered, haS been cordoned off by a detachment of the Joint Military Task Force (JTF) codenamed Operation Restore Hope.
The private building of the monarch was also torched. Three vehicles were burnt, it was said.
The trouble began after a youth faction accosted another group led by the crown prince of the community over an alleged attempt to steal a transformer at the defunct Rural Electricity Board (REB) yard.
The transformer was removed in order to retrieve mercury from it.
Mercury, also known as quicksilver, is a liquid metal used for electrical and electronic applications.
It is supposedly used for minting purposes. It was learnt that the alleged theft took place at about 4.00am on Saturday, but was aborted when youths led by the deceased intervened to stop it.
Two people were arrested over the alleged theft.
Oboma was allegedly killed by unknown persons ostensibly for reporting the alleged theft that led to the arrest of the two suspects.
Police spokesperson Charles Muka however said four persons had been arrested

Some thugs were seen loaded in two buses and other two cars and started unleashing violence on perceived opponents of their sponsors in the LGA.[/b]The elections were particularly violent in Gbagi, Ogunpa and Agbokojo areas of Ibadan. The thugs openly smoked Indian hemp and carried dangerous weapons. Their presence caused a stir at the popular Agbeni market where some people said they disrupted[b] activities.
It was gathered that the thugs who invaded the market, loaded in five buses and 20 motorcycles, stole ballot boxes.
At Akinyele, Oyo State secretary of the Action Congress, AC, Mr Dele Akinleye, said he was almost abducted after being beaten by the thugs allegedly working for the rival Peoples Democratic Party, PDP.
The[/b] AC candidate in the House of Representatives election, Dr. Idayat Adebusuyi, lamented that the election was characterised by violence, shootings, intimidation and outright stealing of ballot boxes.
But Prince Dotun Oyelade, the state governor’s spokesman, dismissed the allegation as something that has become part of the AC especially when they are losing an election.
