National News Nov 16, 2009 By Jimitota Onoyume [b]PORT HARCOURT— THE Federal Government has been urged to relocate the headquarters of the Nigerian National Petroleum Corporation (NNPC) to any state in the Niger Delta region where the nation’s oil economy is based. Governor Amaechi made the call when the Group Managing Director of NNPC, Dr. Mohammad Barkindo, led a delegation of the management of the corporation on a courtesy call to Government House, Port Harcourt. The governor, who lauded the steps taken by the Presidency to address the Niger Delta problems, also called on NNPC to get all oil companies to relocate their headquarters to Port Harcourt or any other state in the Niger Delta. According to him, relocation of the headquarters of NNPC and other oil companies to the Niger Delta would help to generate activities that would boost the economy of the region, and provide succour for the next phase of the amnesty programme, as repentant militants would have access to employment opportunities.[/b]He explained that the idea of locating zonal headquarters of oil companies in the Niger Delta while moving the base of the oil economy out of the region, was an unhealthy development that needed to be corrected to assuage the years of neglect of the Niger Delta region. The governor promised to partner with the NNPC in its gas development plans, assuring that Port Harcourt has the capacity and the facilities to host the world, especially now that peaceful co-existence has been restored. The governor, who emphasized the need for all Nigerians to be given equal opportunity to move forward, said no section or region of the country should be cheated as injustice breeds criminality. Earlier, the Group Managing Director of NNPC, Dr Mohammad Barkindo, had commended Governor Amaechi for the role he played during the period of militancy in the Niger Delta that culminated in a comprehensive amnesty programme which has brought peace and normalcy to the region. Imo identifies 460 erosion sites National News Nov 16, 2009 By Chidi Nkwopara [b]OWERRI—No fewer than 460 life-threatening erosion sites requiring immediate Federal Government’s attention have been identified by Imo State Government. Governor Ikedi Ohakim, who raised the alarm in a chat with Vanguard, lamented that the disastrous situation has continued to sack families from their ancestral homes, as well as deprive them of their arable lands for farming. He recalled that his administration had in its early days, ordered a detailed study of the situation, stressing that about 31 sites would cost about N12.8 billion. [b]Meanwhile a high powered delegation of Senators led by the Senate President, David Mark, has visited Imo State to ascertain first hand, the degree of damage caused by the ravaging erosion in many communities of the state. Vanguard gathered that the visit was part of the activities lined up for the Senators during their one week retreat, organised at Nike Lake Resort, Enugu State.[/b]Ohakim was of the view that “if the ugly erosion menace was not tackled methodically and immediately, it may result to relocating the people of the entire state”, adding that other states in the South East were not better in this regard. He was particularly worried by what he termed “the phantom of non-performing erosion contracts, which worsen the situation rather than ameliorate it”. On what should be done to check the ravaging erosion, Ohakim pleaded that the entire South East geo-political zone should be declared a disaster zone. “The Federal Government should declare the South East a disaster zone, which requires emergency intervention. There should also be massive forestation and comprehensive channelization of flood water, massive infrastructural development and adequate budgetary provision for the affected states to tackle any future environmental degradation”, he added. The high powered delegation of Senators led by the Senate President, David Mark inspected Nekede erosion site, the Njaba gully erosion site along the busy Owerri-Orlu highway and Umuonyeali erosion site in Mbaitoli Local Government Area of the state. Speaking to newsmen at the end of the tour, the Senate President described the erosion menace in Imo State as “a disaster”, lamenting the damage this natural phenomenon had caused the people of the state. Assuring the government and people of the state of the preparedness of the Senate to contribute to finding a lasting solution to the problem, Senator Mark promised that erosion control would receive greater priority in the 2010 budget, soon to be deliberated by the Senate. “Erosion menace in the South East is truly serious. The current ecological fund in the federation account would be strengthened to contain erosion control”, Mark promised. Fielding questions, the member representing Imo West senatorial zone, Chief Osita Izunaso, described the erosion sites they visited as horrible, stressing that those who have not visited the sites may not fully appreciate the magnitude of the problem facing the communities in Imo State.[/b]“All the erosion sites we visited are horrifying. Families have been sacked from their ancestral homes. People’s farmlands and means of livelihood have been destroyed and more would be destroyed except immediate measure are taken to stem the ugly tide”, Izunaso said. Editors reject propsed journalism bill By Our ReporterPublished TodayNewsRating: Unrated The Nigerian Guild of Editors has described as "poisonous" a bill before the National Assembly which seeks to enhance the practice of journalism. The guild said the bill, entitled: "An Act to provide for the repeal of the Nigerian Press Council Act 1992 and establish the Nigerian Press and Practice of Journalism Council," is a predatory legislation which neither the profession nor the public needs. It added that there is hardly any redeeming value in the 12 parts and 79 sections of the bill. The guild said it was shocked that "this travesty carries the name of a distinguished journalist, Mrs. Abike Dabiri-Erewa, as sponsor." The editors said the bill intends to create a council whose chairman would be appointed or dismissed at the pleasure of the President on the recommendation of the Minister of Information and Communications. How can the independence of such an appointee be guaranteed? The guild asked. The guild noted that Section 10 of the bill requires members of the council to swear to an oath of secrecy. Irate youths yesterday, set ablaze the palace of the Odio-Ologbo of Oleh, Anthony Ovrawah Omogha I, after a youth leader, Mr. Isaac Oboma alias Ibori, was allegedly shot to death by unknown gunmen. The death of Oboma, it was gathered, sparked off the attack on the palace. The Delta State Government yesterday imposed a dusk–to–dawn curfew on Oleh Community, Isoko South Local Government Area. The community, The Nation gathered, haS been cordoned off by a detachment of the Joint Military Task Force (JTF) codenamed Operation Restore Hope. The private building of the monarch was also torched. Three vehicles were burnt, it was said. The trouble began after a youth faction accosted another group led by the crown prince of the community over an alleged attempt to steal a transformer at the defunct Rural Electricity Board (REB) yard. The transformer was removed in order to retrieve mercury from it. Mercury, also known as quicksilver, is a liquid metal used for electrical and electronic applications. It is supposedly used for minting purposes. It was learnt that the alleged theft took place at about 4.00am on Saturday, but was aborted when youths led by the deceased intervened to stop it. Two people were arrested over the alleged theft. Oboma was allegedly killed by unknown persons ostensibly for reporting the alleged theft that led to the arrest of the two suspects. Robbers raid Ado-Ekiti estate By Odunayo OgunmolaPublished TodayNewsRating: Unrated It was a black weekend for the residents of Shelter View Estate on Afao Road in Ado-Ekiti when a two-man robbery gang held them hostage for several hours, stealing cash and properties worth millions of naira. Besides, suspected armed robbers killed a mobile policeman attached to a second generation bank in Lagos. In the Ado-Ekiti incident, the hoodlums, who were armed with generators and other equipment to ease their operation, injured 10 of their victims. They are being treated in various hospitals across the capital city. They invaded the estate on Friday night and reportedly carried out their operation unhindered for over three hours, making away with money, laptops, mobile telephones and jewellery. The hoodlums reportedly wore police uniforms. They arrived at about midnight and shot sporadically into the air to announce their arrival to the panic-stricken residents. The attack, which was the second in two months, saw the robbers ransacking all the flats located within the estate. They broke into people’s homes with machines which they used to break the burglary-proofs. A resident, who simply identified herself as Mrs. Akinbo, told reporters that the robbers snatched her navy blue Audi A4 car to convey their loot. Her words: "They banged the metal door and asked us to open. Initially, we didn’t want to open but when we discovered that they would enter with force, we came and opened the door but before that they had brought down a part of the wall. "Four of them came into our flat. The others were busy with other flats. They asked for money but I told them that I didn’t have any money. But one of my in-laws brought out some money when they threatened to shoot one of my kids. "After their operation, they came back and asked me to give them my car key since I did not give them any money." Another resident, Mrs. Omotola Dada, said she was robbed of about N55, 000 at gunpoint. The residents alleged that policemen only arrived in the estate at about 4:00 a.m. - long after the hoodlums had left the scene. Police spokesman Mohammed Jimoh confirmed the incident. He said the state command would do everything possible to arrest the robbers and bring them to justice. Jimoh said suspect had been arrested in connection with the incident. The Lagos incident occurred at a popular soft drink company on the Lagos/Ibadan expressway, near the old Lagos toll gate. The Nation learnt that the robbers were already operating in the area when the bullion van came to move cash from the company to the bank’s head office. The driver of the bullion van was shot in the head. He is being treated at an undisclosed hospital. The teller with them escaped unhurt. Sources said the policeman and his colleagues had gone earlier in the day to move cash but they were told that the cash was not ready. When they returned in the afternoon to pick the cash, an uncommon silence pervaded the area. Everywhere looked deserted. The mobile policeman, it was learnt, alighted from the bullion van and moved straight to the gate. On opening the gate, one of the robbers, who were within the company’s premises, opened fire on him. When he saw that the policeman was not dead, he moved closer, snatched his rifle and fired another shot. Women protest ritual killings in Imo National News Nov 12, 2009 By Chidi Nkwopara OWERRI—Scores of women from Ndiakunwata, Arondizuogu, Ideato North Local Government Area of Imo State, stormed Owerri to stage a peaceful protest over recent ritual killings in their area. Vanguard gathered that unidentified ritualists killed an octogenarian, Mrs. Beatrice Asoanya, and her granddaughter, Miss Chinaza Okereke, while they were sleeping in their home. The women displayed placards with varying inscriptions, which included “our lives are in serious danger,” “we are no longer safe in our community” “we need government’s intervention” and “Ohakim save us”. Speaking to newsmen amidst sobs, Lady Patricia Okereke, the mother of the slain Chinaza, said the suspected ritualists cut off the breast of her mother, Mrs. Asoanya, and drained her blood. Lady Okereke said the women were angered that the suspected killer of the two citizens have been released, adding that the released suspects had since been moved to Abuja by his masters. Erosion is killing us, say South-East governors By Emmanuel Ogala November 12, 2009 01:34AMT The South-East governors have raised an alert over the contracts awarded by the Federal Government for the management of erosion sites in the region. The governors collectively told the Senate on Wednesday in Enugu that they are yet to see real work on the nine critical erosion sites in the region after the contracts have been awarded by the Federal Government. [b]They said that the last time they checked the Federal Government records, the contracts had been marked as fully paid for and completed by the contractors. Grace Bent (PDP Adamawa State), the chairman of the Senate committee on environment, told NEXT in an interview that the situation is really grave and that there is a need for the restructuring of the ecological fund which is supposed to pool money that will be utilised for the reclamation of such sites. Mrs. Bent [b]blamed the current structure of the ecological fund and Federal Government's lackadaisical attitude on environmental issues for the inability of the government to tackle the disasters adequately. She said the projects which the governors are complaining about might be those awarded with the ecological fund which is managed by the Secretary to the Government of the Federation and the finance minister. "We know of a few which we are already inv[/b]estigating, now the new revelation by the South-East governors is another addition to it," she added. Do we relocate South-East? According to statistics, close to 76 per cent and 31 per cent, on the average, of land mass of the five south-eastern states are affected by erosion mildly or critically. The governors, on Wednesday, took turns, using power point footages, to narrate the gravity of erosion hazard in their states which they said is far beyond their funding capacity. The Imo State Governor, Ikhedi Ohakim, argued that erosion is totally caused by human activity and attributed the severity of attrition in his region to the half-hearted approach of the Federal Government towards curbing the disaster. Although, Mr. Ohakim said politicians are "not corrupt", he argued that the greatest erosion in Nigeria is the erosion of value which leads to only "talk-talk and not act-act." He said, "If everything fails, we should reconsider relocating the South East." According to the Enugu State Governor, Sullivan Chime, the erosion scourge is threatening the existence of Enugu, the capital city, because the community that supplies the metropolis with water is under great danger of gullies and the base of the water project as well as the water pipeline are under threats of being washed away by erosion. Governor of Anambra State, Peter Obi, also narrated how over 1000 communities in his state is under serious threat of being washed away by erosion. They, therefore, pleaded with the Senate to come to help them by way of legislation and oversight function and make sure the Federal Government declares the region an erosion disaster zone again.[/b]They also asked that special funds be used to plant a lot of trees in the region and properly channel all the streams in the region, and develop the already affected areas with infrastructure like roads and drainage.
