Thugs Unleash Terror In Ekiti, As AC Leaders Arrive For Big Rally
April 22, 2009 15:13, 659 views

Three days to the re-run governorship election in Ekiti state, armed thugs, this morning, unleashed terror on members of the Action Congress (AC) going for a rally at Oye Ekiti.

Reports reaching P.M.NEWS this morning revealed that there were shootings by armed thugs suspected to be members of the Peoples Democratic Party (PDP), as AC members moved enmasse for a rally at Oye Ekiti, the local government of its governorship candidate in the re-run election, Dr. Kayode Fayemi.

P.M.NEWS gathered that the thugs blocked the road and prevented AC supporters from moving to the rally ground. Some AC members were assaulted while their vehicles were damaged. Some of the band boys of a popular fuji musician, King Wasiu Ayinde Marshal (KWAM1), who was scheduled to play at the rally today, were allegedly arrested by the police as they tried to set up their musical instruments for the rally.

Incidentally, KWAM1’s mother hails from Ilupeju Ekiti in Oye Local Government Area of the state. Attempts by AC members to report the arrest to the state commissioner of police proved abortive, as his aides said he was out of town. AC leaders, including Asiwaju Bola Tinubu, governor Babatunde Raji Fashola of Lagos state and his Edo state counterpart, Comrade Adams Oshiomhole; Chief Bisi Akande, AC National Chairman and other chieftains of the party are expected at the rally.

The PDP has also scheduled tomorrow for its final rally to mobilise support for its candidate, Engineer Segun Oni. Expected to attend the rally in the state are president Umaru Yar’Adua, Vice President Jonathan Goodluck and other chieftains of the party. President Yar’Adua and other party leaders had visited the state on 3 April, to campaign for Oni.

Meanwhile, the Action Congress governorship candidate in Ekiti state, Dr. Kayode Fayemi, has assured the Peoples Democratic Party (PDP) members who defected to AC on Tuesday, in Ikole-Ekiti, that they would be treated fairly in their new party. Mr. John Filani led at least 65 of the PDP members who defected to the AC. He spoke at a rally in the town, which marked the last leg of his campaign for this weekend’s election in 63 wards of the state.

He urged voters not to entertain fear to cast their votes, saying adequate security would be provided for a hitch-free exercise. Fayemi said voter’s card holders would be allowed to vote irrespective of the anomalies that might have been observed on the voter’s list displayed by INEC ahead of the re-run. At Ijesa-Isu-Ekiti, Fayemi assured on his commitment to the provision of sound healthcare delivery system if voted into power, saying he would ensure that Ekiti residents are in good health at all times. He spoke as residents were waiting to be attended to by his medical crew in his free health project for the people. At a rally attended by thousands of party supporters, Fayemi assured the people that he would lead a government that is determined to raise their standards of living if voted into power. As at the time of filing in this report, P.M.NEWS gathered that four women and nine men have been macheted at Ifaki.

Trade Swells Due To Hard Times
Jude Ossai and Lawrence Amaku

Transformed by wigs and skimpy dresses,
it is time for the ladies to go for businessIT was 10.30pm around Ojuelegba in Lagos. Young ladies, of all sizes and shapes, began to line up the streets; some in groups and some doing solo soliciting. Soon after, a woman, obviously, older and a little bit plumpier than most of the girls, also came and took her position on the street. She had squeezed herself into a pair of jeans trousers and a top that showed all the folds of her upper region.

Some of the girls began to hiss, complaining of some old school prostitutes who have refused to leave the oldest trade so that the younger generation could thrive; or better still, some old housewives who have left their husbands and children at home to hustle with them thereby saturating the lucrative market.

The hissing and grumbling refused to move the woman. She pretended not to hear them until a customer came and picked her thereby eliciting some jeers from the other girls. It is the sign of the times!

Somewhere around Ring Road in Ibadan sometimes ago, a woman stood at the roadside late in the night. She was, recently, divorced from her husband in Ondo and had fought to keep her children. To make ends meet, she decided to do some 'runs' in the night to augment her income as an orange seller.

An Indian picked her up and, after some haggling, took her home. At home, the Indian's eyes began to 'open'. What he could see was quite different from the sweet sixteen figure he thought he initially saw. But right there before him was a woman in her early fifties with flabby arms and fat stomach squeezed in some tight-fitting skirt and blouse. He was no longer interested and asked the woman to leave. Where would she go at this time of the night? How about the expectant children she left behind at home? The woman must have thought within herself. She refused to budge but, rather, demanded full payment for her services which she was yet to render. The disappointed Indian was furious and decided to beat her up. She ended up in a hospital. Another sign of the time traceable to global meltdown?

Few months back, a national daily carried the news that Lagos state has 2,576 registered prostitutes. This information, then, raised a lot of reactions among residents but nothing has come of the issue since.

The Executive Secretary of the National Agency for the Prohibition of Traffic in Persons and Other Related Matters (NAPTIP), Barrister Carol Ndaguba, recently, stated that Akwa Ibom State has the highest number of prostitutes, and these prostitutes all operate within Lagos state. She said statistics from Uyo zonal office of NAPTIP alone showed that, out of 104 victims rescued in the last quarter of the year, 53 were from Akwa Ibom state. “It is sad that most of the Akwa Ibom girls rescued were used for prostitution in Lagos , and that most of the brothels in Lagos are inhabited by young girls from Akwa Ibom State ,” Ndaguba said. The unwritten legality of prostitution, as a profession in Lagos, has given rise to an increase in the number of areas where sex hawkers can be found. These areas, popularly called hot spots or red zones, increase in number daily and the efforts of police officers in picking them off the roads, at regular intervals, have not had any impact.

The fact of the matter is that the biting economic situation has continued to make survival a top issue and those from the hinterland see a city like Lagos as the El dorado.

Recently, residents of Obalende raised alarm on how landlords, in the area, are encouraging prostitution by leasing their buildings to prostitutes who flocked into the area after being displaced from Kuramo beach and other areas within Lagos.

Saturday Tribune learnt that most landlords have capitalized on the influx of sex traders into the area to turn their houses into brothels. They are also said to charge between N500 and N1, 000 for short services by the prostitutes. There are many buildings in Obalende which have been turned into emergency brothels.

Red spots in the area include: Allen Road , Opebi, which is described as the most expensive, Egbeda-Idimu Road Car wash, Ikeja along, Isaac John Street in Ikeja GRA, the various beaches and many others.

Move away from these areas, campuses of various tertiary institutions, across the state, have turned to super red zones. In these campuses, prostitution wears a garb of dignity and is called so many names like ‘runs’, ‘hustling’, ‘parole’ and other such nomenclatures. People who have the urge for refined sex hawkers merely need to visit any of the campuses in Lagos, and the deed is done.

The services of these student sex hawkers do not differ from that of their counterparts outside except for the calibre of people they attend to. Most of these students only cater for the rich and old men; not young blood like themselves except the affluent ones.

Also, the manner of ‘advertisement’ in tertiary institutions is also different from that of those outside. They use middlemen and pimps who liaise with the clients and take a cut of the fee but outside, sex hawkers relate to their clients one-on-one without any go-between.

Prostitution, which has been described as the world’s oldest profession, has continued to thrive in Lagos state in spite of the various steps taken by government and its various agencies to stem the trend.Residents have also attributed to the increase in crime rates in the state to the unabated menace of prostitution. Young girls in neighbourhoods where these red spots are located get introduced to sex and are, continuously, defiled by neighbours who lure them with stipends.

Many factors have been attributed to the increase in prostitution in the state. Reasons adduced range from, mostly, the poor economic situation of the country. Benjamin Oruh, a lawyer said the major issue has to do with poverty. “What you see is a result of the failure of the state. When a young girl has to feed her parents and siblings without having a tangible job or when a family of ten sleeps in a room and a young girl watches her parents having sex, what exactly should one expect?

I am not ruling out the greed and laziness factor but the truth is that the poverty level in this country is so high and that of Lagos is even higher with the density of the population and the terrible living conditions of many. Emeka Onyewu, a trader has a different opinion. He told Saturday Tribune that, “If government continues to break our shops and render us jobless, what do they expect us to do? It’s only prostitution and armed robbery that many would turn to. In fact, I am sure many homes will soon become brothels.”

In Abuja, there had been an influx of people from within and outside the country, in recent times, and among these migrant ladies are those who have come to ‘hustle’.

Some of these ladies, whose ages range from 16-35 years, operate from highbrow hotels in the city. Those are the high class prostitutes. Others in the middle range operate in brothels and street-waiting girls. Some of them, in this category, move from the satellite towns in Abuja into the city at nights to hang around major streets waiting for their patrons. A bevy of these ladies are found mostly in Wuse Zone 4, NICON Junction, Rita Rolly, in Area 11, Garki and a host of others.

These ladies, who are skimpily dressed, displaying their nudity to attract their clients, are no less nocturnal animals; they come out as from 10.pm and lay siege on the streets waiting for their gullible would-be clients: the night crawlers.

Only last week, a court in Abuja sentenced 20 of these women of easy virtues to 2-weeks imprisonment for indecency and public assault. They were arrested by the Police in the streets of Abuja at night as it is their custom to appear half-naked in order to attract their clients.

Some of the other category that operates on the highbrow hotels, Saturday Tribune investigations learnt, are from South Africa. These ladies pose as staffers of Multinational Corporations who are in Abuja on official business. One of the ladies, who simply gave her name as Rita told ST when prodded, “We have rooms in Transcorp Hilton, Rockview and other hotels. I am from South Africa and I work for MTN.”

When the reporter asked if she had any Identity Card to back up her claims, she showed her ID card bearing her insignia as an MTN Staff and disclosed that she was in Nigeria for a three-week course.

However, unconfirmed sources told ST that there is a cartel, with some diplomats at the Nigerian High Commission in South Africa, that send these ladies to Nigeria . According to these sources, the cartel and their partners, at the High Commission, procure visas and other travel documents for these ladies. They also provide contacts for them in Nigeria .

A prominent Nigerian who spoke to Saturday Tribune at the lobby of Transcorp Hilton said, “I can confirm to you that there are many South African prostitutes operating in Abuja . They prey on politicians and high profile individuals. I have encountered them.

Also opposite Sheraton Hotel, ST spoke with a lady in her teens; she wore a low cut, black top and a tight denim standing as though, she was waiting for an available taxi. Of course, as a new timer in town, you would be marveled at what such teen of God would be doing at such late night hour,

But an 18-year-old lady who hails from Anambra and a student of University of Abuja, revealed that she had been in the business for good two years since she gained admission into the school. While narrating her ordeal, she told the reporter that she lost her father to a fatal motor accident shortly after she got the admission to the school and has been the one fending for herself at school.

ST investigation revealed that there are about 17, 000 of these prostitutes in Abuja . Though no concrete statistics was obtained but a highly placed source told ST that the number may even be higher. He said the problem is that there was a serious problem of unemployment in the country. “Life in the rural areas is unbearable and what happens, these women come to the city to look for how they can take care of themselves and that of their families”.

The source added, “It is estimated that about two per cent of Nigeria 's female population is poverty-stricken. Women are attracted to the money in the cities, but have to have sex to earn it -- this is probably a large reason why the HIV infection rate is so high in the country today”.

Oyo Police rescue 3-yr-old boy from kidnappers
Written by Ola Ajayi
Thursday, 23 April 2009

IBADAN — THE Oyo State Police Command has rescued a three-year old boy, Moses Bassir, from the hands of a three-man gang of kidnappers who demanded a ransom of N20 million from his mother.
After kidnapping the boy who was fast asleep in his bed, the suspects took him to Lokoja in Kogi State where they called his mother on phone and demanded the ransom.

While parading the suspects at the headquarters of the Command yesterday, the state’s new Commissioner of Police, Mr. Baba Bolanta, said the hoodlums stormed the residence of their victim at 10pm on March 29, robbed her of $138 and her Mercedes Benz 230.
He explained that after many fruitless efforts at trapping down the suspects, the efforts of the police paid off when the policemen collaborated with the State Security Services (SSS) and other security experts.

According to him, one of the suspects, Funsho Otuyale, procured an identity card as Abu Martins and a cement dealer in Obajana. Sequel to the part payment of the ransom, the Oyo command contacted the Kogi State Police Command to flood all the branches of the bank the money was paid into with policemen, with a view to arresting whoever may come to withdraw money from the account.

Convinced that his shady deal had paid off and the ransom paid through his Western Union Transfer, on April 16, the suspects went to a commercial bank in Lokoja for the withdrawal of the ransom.

Having got the hint of the arrest of his accomplice, one Chidi who was in the custody of the kidnapped boy abandoned him on a street at Ajaokuta.
Paraded with the suspects were vigilante men and daredevil robbers who had been terrorising the residents of the city. Items recovered from the suspects include locally made rifles, live cartridges and other dangerous weapons.

It is good to know that the actions of those named individuals pained you a lot but I want you to know that you actually do not know how the world is run. Those peddlers are nothing but people trying to make ends meet.
If you are into the kind of job I am into, you will know that the CIA you are quoting does more than those they are hunting. Do not get me wrong, I hate drugs and their pushers but those you are naming are just resellers. What about those that haul drugs in their private jet within God's own country.
Almost 70% of American dollars have traces of cocaine but we are here about to shoot eighteen brothers.
It is we Nigerians that bring out the worst in us. Since after Katrina, how many times have you seen CNN do an indepth on what those people are suffering now, that is America keeping their own dirt inside house.
They hunting 18 Nigerians' whereas they have all the Italian Mob, Irish, spanish cartels doing their things without fear or rethink. How many times have you seen Italian government come out to accept the fact that they are ruining the world with organized crime and drugs?
Do not crucify me yet but I do really think that television and low self esteem have made our newest generations to accept that Nigerians are a bunch disgraceful individuals. It ain't so. How many times have you turned on the news and heard about the good things Nigerian professionals are doing all over the world?
Brother the British have done this to us before by planting seed of discord in Nigeria, let us not do it to ourselves in this generation.
As much as i would like to condemn the activities of those you named, I will wait till they are convicted in a competent court before I will call out death to the smoochies.

Police rescue abducted monarch, two others in Abia 22/4/2009

From Ugochukwu Eke, Umuahia

The police in Abia State have rescued three people from their abductors.

They are: a traditional ruler, Eze Apollos Ahamefule, 70; Chief Ike Emelogu, 80 and Godson Ejike, 36.

Ahamefule, a retired Deputy Commissioner of Police (DCP), is the traditional ruler of Itungwa Ituahiafor Autonomus Community in Obingwa Local Government Area of the state.

Addressing reporters yesterday in Umuahia, the Commissioner of Police, Mr. Edgar Tam Nanakumo, said he deployed his men in the area when he got information that the victims were kept at Umuoha Akpa Amairi, a border town between Obingwa and Osisioma local government areas.

Nanakumo urged Abians not to relent in volunteering information to the police.

His words: "It is interesting to note that the kidnapped victims were rescued by the police at the forest. I want to use this opportunity to appeal to Abians to always volunteer information whenever the issue of kidnapping occurs. We are ever ready to ensure that the victims are rescued.

"From what we have done in the past and what we are doing now, you can be sure that we will always rescue any victim we are aware of so long as his people report to the police as soon as the incident happens."

Ahamafule said one of the members of the six-man gang, who abducted him, invited him from the Church last Saturday on the claim that he is an Inspector.

"Immediately I came out, they took me away, tied my hands and blindfolded me before whisking me to a bush where they demanded N30 million ransom which they later reduced to N6 million before the arrival of the police," he said.

Emelogu said he was kidnapped by a 10-man gang at his Itungwa country home on Easter Monday at about 10:33p.m. They injured him in the head with machete.

He said a N6 million was demanded from his relations as ransom before the police rescued him.

Ejike, who works with the Nigeria Breweries, said he was abducted on April 17 at Okpulu Umuobo in Obingwa Local Government Area while he was cleaning the front of his house.

NDLEA Arrests Post-Graduate Student, Trader With Cocaine

By Simon Ateba

Officials of the National Drug Law Enforcement Agency (NDLEA) have arrested a masters degree student of Business Management at the University of Wales, United Kingdom and a tyre merchant for testing positive for drug ingestion, at the Murtala Muhammed International Airport (MMIA), Ikeja, Lagos.

The student, Emeka Udensi Uche, 43 and the tyre merchant, Ogbuchi Uduma Okoro, 39, confessed to have ingested 70 wraps each of substances that tested positive to cocaine. The suspects, who were caught during the screening of KLM passengers on 17 and 18 April, 2009, are still excreting the wraps of drugs they swallowed. The NDLEA chairman, Ahmadu Giade, has described the arrest of the student as a “manifestation of character deficiency.”

Emeka Udensi claimed to have studied Philosophy in his first degree at the University of Calabar, where he graduated in 2004. “It is a matter of looking here and there and no help is forthcoming. I ran out of money to finance my education and I find it difficult to rob or kill, that was how I got involved in drug trafficking. Believe me, this is my first time. I lost my mother six years ago and my aunt who has been assisting me died in January.” Emeka told NDLEA operatives.

He hails from Bende Local Government Area of Abia state. He is married and has two children and was to be paid the sum of 3,000 pounds. Ogbuchi Uduma Okoro was arrested at about 2059 hours on 18 April, 2009. The tyre merchant, residing in Lome, Togo, with his wife and two children, blamed his involvement on indebtedness due to poor business. According to him; “if I had succeeded, I would have bought tyres with the 3,000 Euros they promised to pay me. I am indebted to the tune of 4 million CFA. But in an attempt to reduce my burden, I have doubled it,” Ogbuchi lamented.

He hails from Arochukwu Local Government Area of Abia state. According to the agency, the suspects will be charged to court soon. They might spend 15 years or be given light sentences as it is common with Nigerian courts. At least 197 convicted drug traffickers were illegally released between 2005 and 2006. Some were missing while some were simply aided by lawyers or prison wardens to evade justice

Woman, Sons Arrested Over Baby Factory In Aba
By Ben Duru Correspondent, Umuahia

Abia State Command of the Nigeria Security and Civil Defence Corps (NSCDC) has apprehended a maternity home operator for allegedly keeping young girls, who give birth to children, which she eventually sells to the public.

The woman, who gave her name as Felicia Ebe Habour, claims to be a trainee nurse.

Speaking to Saturday Independent at the Corps' Command on Azikiwe Road, Umuahia, the NSCDC's Public Relations Officer, Soji Alabi, also said that last year alone the NSCDC in Abia apprehended about five operators of such homes and secured the release of more than 50 young girls.

sad

According to him, Abia State, especially the Aba area, is notorious for the illegal activity and that efforts are still on to discover such homes and prosecute the operators.

He said the command had observed that majority of those engaged in the business see nothing wrong in their unlawful acts, adding that this is why most of them engage in it without remorse.Alabi said the last arrest, which occurred at Divine Mercy Maternity and Childcare Home at Nwankpa Street, Off Faulks Road, Aba saw the arrest of Fidelia and her two sons, who allegedly impregnate the girls.

Continuing he said that about 14 of the young girls, whose age range from 15 to 19, were found to be so heavy, one of them had to deliver at a hospital in Umuahia.

According to him, "what we have discovered is that this illegal act means nothing to those engaged in the business. One of them even confessed to me that they were doing the society and the mothers a favour by taking the babies and still offering them some money.

"We also discovered that this business is carried out in almost every community in Abia State because many of these communities have one kind of childcare maternity or the other and it is flourishing daily."

He said that enquiries show that babies taken off these young girls are usually sold to the public, especially those looking for children to adopt, while others are used for ritual purposes.

"A male child is more expensive than a female one. A male child is oftentimes sold for between N30,000 to N50,000. Again, the young girls who gave birth to these babies are not properly catered for after the business is concluded," he said.

The NSCDC spokesman stated further that last year the command apprehended another woman with about 20 young girls. Another incident involving a woman and a set of 10 young girls was recorded last year.

Alabi said investigations showed that after the arrival of the babies, the girls are paid and given sometime after which they are impregnated again, as there are men in the waiting to carryout the job, adding that it has not been easy apprehending the men who impregnate the young girls.

"You see the men are always there. They are hired and harboured by the operators of these homes to impregnate the girls, after which the babies are sold to the public. It is a flourishing business because members of the public, who are aware of the illegal business are always afraid to come forward and give information as to what is happening in their community.

"We are able to detect and arrest the operators because our men are always in the field and they also live in these communities. You may not be able to identify them so they are able to uncover what is happening and report, which enables us to fish the people out."

He stated further that most of the time these homes are shut permanently and some of

them have never been reopened. He lamented that the NSCDC Act did not empower them to prosecute such offenders, adding that the power to prosecute is vested in the National Programme against Trafficking in Persons (NAPTIP).

Alabi said he was not aware if those apprehended and handed over to the agency mandated to look into their matters had been prosecuted "but what I can tell you is that going by the Act establishing the NSCDC, if it is a case of murder we hand it over to the police after investigation, but if it is other acts like the man who raped a young girl, we can prosecute."

He urged members of the public to give information to the command on the operations of those running maternity and childcare homes in their communities so that such illegal acts can be stopped, adding that the command was ready to protect the identities of those offering information to them.

Chief Press Secretary to the Abia State Governor, Sam Hart, stated that government was more interested in ensuring that all Abia people have the best of life, adding that this is why the government is upgrading and procuring instruments for all the hospitals and health centres across the 17 local government areas.

He said that on several occasions government had spoken out against those operating homes that are not registered with the State Ministry of Women Affairs and Social Development. Measures, he said, have been put in place to ensure that they are fished out and shut and those operating them brought before the law.

Hart warned that those who were yet to heed the call will eventually be caught by the long arm of the law and made to suffer for their sins. He enjoined the people in Abia to eschew all acts that are not in tandem with the provisions of the law.

"We want to assure the people of Abia that the government is out to make things better for everyone. This can be seen by the people oriented programmes we have put in place. The people should reciprocate government's action with obedience to the law and not breaking it."

War over witches
•As pastors fight over demons
From JOE EFFIOING, Uyo
Tuesday, April 21, 2009

Helen Ukpabio, tele-evangelist, church founder, film actor and movie producer, is one clergywoman who can smoke out one witch in a crowd of millions of saints. Or so it seems.

Nearly all her films, which however are anchored on morality, has some elements of futile display of witchcraft powers which eventually get subdued by the power of the Holy Spirit.
Thus, when she literally came to paint Uyo red (her members actually marched in the streets wearing reddish T-Shirts) about three weeks ago, on a campaign which theme was “Coven on Naked Wire”, then it was obvious that something witching was in the air.

And those who expected a bountiful harvest of witches advised in the crusade posters to come out for free deliverance, were not disappointed as it was reported that more than 500 people, mostly children voluntary went out to label themselves witches or wizard in order to get the awoof deliverance.
But that is where the story began to get K-leg according to Apostle John Okoriko, the founder and president of Solid Rock Kingdom Church, whose church along Ikot Ekpene Road Uyo is only about 300 metres from Helen Ukpabio’s Liberty Gospel Church situated in the same axis.

Okoriko told The Sun a few days after the “Coven on Naked Wire” crusade that the claim of delivering 500 witches and wizards was nothing but a charade since there were no such number of witches in Uyo, as such the claim was fraudulent and ungodly especially when Ukpabio was reported to have instructed those delivered to be attending the various branches of her church for eight months for them to be monitored.

“It is embarrassing in 21st century where every nation is going scientific and to the space that we are still talking about witchcraft. It is time we faced reality and not absurdity. I strongly disagree with the notion that Akwa Ibom state has been taken over by witches.”

He said if at all there were witches and wizards in Uyo, they were not up to 10, not to talk of 500 who purportedly did the confession in a single church programme.
“I challenge all prophets and apostles to open contest to prove if there is more than one witch in Akwa Ibom. In the Bible we hear of the Witch of Endor; which means there is always one witch at a time in a town; not 500.

“And how can you tell 500 people who voluntarily confessed witchcraft to be attending your church for good or bad eight months for them to be completely delivered. Witchcraft is no spirit; it is a think of the flesh like drunkenness, fornication or stealing so it doesn’t call for spiritual deliverance,” he reasoned.
Okoriko stressed that church leaders who are benefiting from the alleged witches were manipulating people to conference, adding that such assumed witches are always the poor.

This thing is dragging our state backward; people have been brainwashed to think negatively. If the suffer a slight misfortune in their businesses instead of looking for practical solution, the pastors will tell them that they are attacked by witches and the person will become a slave to the pastors. It is sad.
“If this state has been taken over by witchcraft, why can’t we use witchcraft to achieve good things; at least win international football matches? All we need to do is put eleven bewitched boys on the pitch and win the world cup.

These so-called men of God are hireling or spiritual mercenaries,” he declared.
If Akwa Iboºm has only one witch or wizard, so who is the witch of Uyo? And the 500 that paraded themselves as witches? Okoriko says: “They are fake witches.”

Black Monday: Robbers kill over 30 in Anambra
•2 robbery suspects killed
From GODDY OSUJI, Abakaliki and DAVID ONWUCHEKWA, Nnewi
Tuesday, April.

Hell was literally let loose in Anambra State on Monday as armed robbers shot and killed over 30 people. The victims who included policemen, commuters and a soldier were felled during a shoot out that lasted for about two hours.

According to eyewitnesses, the armed robbers who operated with one Toyota Hilux, Hiace Commuter and one jeep were on the trail of a bullion van that took off from Onitsha to Nnewi through Oba old road. They were said to have launched an attack on the van within Oba area in Idemili South Local Government Area, Anambra State.

During the shoot out with the police joint patrol team, Daily Sun gathered, passengers in buses and other vehicles that were trapped in the scene fell victim as some of them including three pregnant women were shot dead while others were seriously wounded. Our source said that the hoodlums blocked the expressway by Oba junction new and old roads to avoid disruption before they began the operation.
The bandits were said to have set the bullion van ablaze along with two other vehicles but as at the time of filing this report it was not certain whether they succeeded in breaking the bullion van or not before burning it.

Like demons from hell, Daily Sun was told that the armed robbers ran amock ran wild as stormed Nnobi road towards Oraukwu and Adani shooting indiscriminately at commuters as they made for escape. Our source said that a tipper lorry driver was shot dead in the rampage.
Some of the corpses were deposited at Nnamdi Azikiwe University Teaching Hospital (NAUTH) while others were taken to nearby hospitals as (NAUTH) mortuary was already congested, according to an official of the hospital.

A doctor at NAUTH casualty ward who pleaded anonymity said there were over 15 victims with serious bullet wounds receiving medical attention at the ward.
One commercial bus driver, Mr Ifeanyi whose bus was also attacked near Oraukwu junction said two men and a woman were shot dead in his bus by the armed robbers.

When contacted, the Police Public Relations Officer, Mr Fidelis Agbo (CSP) confirmed the incident. According to Mr Agbo three police officers, one soldier and four commuters were feared dead.
He said that the police have spread their dragnet to apprehend the dare-devils as none of the armed robbers was killed during the gun battle.

Meanwhile, two suspected armed robbers were killed and two others seriously wounded in a shoot out with the police along Ogoja Road Abakaliki, the Ebonyi State capital on Monday bringing to 11 killed in two separate attacks within one week in the state.

The Police Public Relations Officer (PPRO), ASP Chris Anyanwu said the hoodlums operating with two motorcycles marked QB 780 ZLL and WF 189 ENU had trailed their victim, one Mr. Simon Iseh from a bank to his petrol station and robbed him of the sum of over N1.2 million at gun point.
He said that the hoodlums, after snatching the money were intercepted at Nwokpo junction along Ogoja road while trying to escape with their loot.

He stated that items recovered from the bandits include two locally made pistols, four GSM handset, and some objects suspected to be charms.
Anyanwu gave the names of the suspected armed gang as Ogbonna Sunday from Agbaja Umuhu in Izzi local government area of Ebonyi State and Orji Calistus from Amaorji Nenwe in Agwu local government area of Enugu State while the two that died at the spot were identified as Jude and Ernest.
The robbery victim, Hon Simon Iseh, pioneer Minority Leader of the Ebonyi State House of Assembly, said that he left his house early in the morning to the bank to make some withdrawals but was delayed for some time at the bank.

“I came out of the bank and never suspected anything. I entered my car and drove off not knowing I was being followed.”
“On getting down at the petrol station four boys jumped down from two motorcycles,’ at gun point they asked me to hand over my car keys which I immediately did. Having collected my car keys, they also commanded me to hand over the money I withdrew from the bank. I realized that if I had refused to hand over the money they would possibly shoot me, so I handed over the money to them and immediately, they drove away in the opposite direction heading towards rice mill.”

He said that it was his salesgirls who, perhaps, observed what happened that raised alarm. “Fortunately for me, the Scorpion team of the Ebonyi State police command were driving towards the direction the hoodlum went and we had to alert them of the robbery attack. On sighting the police patrol van they opened fire and the police retaliated leading to the killing of two of the robbers while two others received gun shot wounds.”

The former House of Assembly member said that of the over N1.2 million snatched from him only N795,000 was recovered while the balanced could not be traced as at press time
ASP Anyanwu attributed the recent successes of the state police command to the determination of the force to curb crime in the state, adding that the command would continue to ensure that the state is safe for habitation.

Cross River Loses Status as Oil State
…Sues RMAFC, Boundary Commission
By Davidson Iriekpen, 04.21.2009

The Cross River State government has dragged the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC) before a Federal High Court in Abuja for ceding 76 of its oil wells to Akwa Ibom State and thereby depriving it of 13 per cent derivation from the Federation Account.
In the suit which has the National Boundary Commi-ssion (NBC), Accountant-General of the Federation, Attorney-General of the Federation and Attorney-General of Akwa Ibom State as other defendants, the plaintiff is saying that unless the defendants were restrained by the court, the defendants would continue to deprive it of federal allocations to its prejudice.
It stated that by a letter dated March 22, 2009, the RMAFC had directed the 3rd defendant (Accountant-General of the Federation), not to include the state in the disbursement of the $1.5 billion 13 per cent derivation fund accruing to the oil-producing states, of which the state belongs.
In the suit, which THISDAY got wind of last night, the plaintiff argued that its 2009 budget was based partly on expected revenue from the 76 oil wells, adding that Federal Government's decision to hand over Bakassi Peninsula to Cameroon had resulted in refugees flooding into the state which it  has to provide for at a huge cost.
It also stated that apart from the fact that if the RMAFC’s directives are implemented, the damages accruing to it could not be compensated, it also stated that the loss of revenue from Derivation Fund will mean that the state would find it hard to pay salaries to its workers and virtually stop all developmental programmes.
It disclosed that the balance of convenience was in its favour to warrant the granting of the application.
Part of the suit filed by Paul Erokoro (SAN), read: “By the said letter, the 76 oil wells lying within the 200 metre water depth Isobath contiguous to Cross River State were arbitrarily allotted to Akwa State, without recourse to due process. The 3rd Defendant is about to implement the directive of the 1st Defendant as contained in the letter of 12th March, 2008, which will deprive the Plaintiff of its entitlement.
“If this Honourable Court does not stop the implementation of the directives of the 1st Defendant, it would bring untold and irreparable hardship on the Plaintiff.  If the Defendants are not immediately prevented by an order of this Honourable Court from disbursing the $1.5 billion, the disbursed money cannot be recovered as it would have been dissipated by Akwa Ibom State to whom it would have been disbursed.”
The plaintiff revealed that to its knowledge, there was no boundary dispute between it and Akwa Ibom State other than the one that had been settled to the satisfaction of both states, since October 2006.
It further buttressed its argument with a Certified True Copy of a letter marked Exhibit "A" written by the Akwa Ibom State Governor to the President and dated January 31, 2005, stating that the boundary between the two states had been satisfactorily settled by the 2nd Defendant (NBC).
It stated that the NBC, by a letter dated 4th January 4, 2005, with reference No. NBC/SEC.32/1/485, had delineated the Cross River/Akwa Ibom maritime boundary in paragraph 4 thereof thus: "(a) The terminal point of Akwa Ibom State/Cross River interstate boundary in Cross River estuary has co-ordinates 43733N and 82439E. (b) The maritime boundary between Akwa Ibom and Cross River should be a line drawn trunk point referred to in (i) above southwards until it intersects with Nigeria-Equatorial Guinea international maritime boundary. (c)Items 4(a) and 4(b) have further implications as follows: (i) Cross River has 3509N and 81253E as co-ordinates of the terminal point on the Nigerian-Equatorial Guinea maritime boundary. (ii) Cross River state will gain 76 number oil wells. This implies Akwa Ibom will lose the same number of oil wells."
The plaintiff disclosed that on October 27, 2006, at a meeting presided over by the President of Nigeria, the two states accepted the above determination and agreed that it defined their estuarine and maritime boundary. It supported its argument with a letter which it marked as Exhibit "B", written by the President affirming the position.
It further averred that in spite of all these, the RMAFC “strangely” wrote to the President suggesting that the 76 oil wells attributed to it be given to Akwa Ibom State as it had ceased to be a littoral state since the country had ceded the Bakassi Peninsula to the Republic of Cameroon.
"Cross River State was neither represented at the retreat nor given the opportunity to defend its right to be paid 13% derivation based on the said 76 oil wells under the prevailing boundary delineation with Akwa Ibom state and the 1st Defendant raised the issue of a boundary dispute between Cross River and Akwa Ibom states suo motu and purported to resolve same against Cross River state without hearing the Plaintiff,” it said.
Supporting its argument with a letter by the NBC to the President dated January 4, 2005 as Exhibit "C", the state further argued that contrary to the assertions in the Report of the Retreat, as at 2005, when it (NBC) settled the boundary between Akwa Ibom and Cross  River states, Bakassi had already been deemed a part of the Republic of Cameroon, the judgment of the International Court of Justice (ICJ) ceding the territory to Cameroon had  been delivered in 2002, adding that all that was outstanding was merely the handover of the territory, which did not change the indices of boundary delineation.
"(i) Upon becoming aware of the Report of the Kano retreat, the Governor of Cross River state protested to the President of Nigeria to ensure that the established maritime boundary between Cross River and Akwa Ibom states, which gives Cross River state the 76 oil wells in her 200 metre water depth Isobath be maintained.  A Certified True Copy of the Cross River state Government's letter dated 6th October 2008 is hereto attached as Exhibit ‘D’.
“(j) The President, in a letter dated 20th November 2008, with reference No. SH/PSP/25/9/A/14, forwarded to the 2nd Defendant the complaint from Cross River state protesting the 1st Defendant's attempt to reopen the boundary issue through the adoption of the strict technical option. (k) Pursuant to the President's letter, the 1st Defendant set up a special technical committee comprising representatives of the 2nd Defendant, the Department of Petroleum Resources (DPR), Nigerian Navy, Nigerian Police and the Office of the President to review the findings and conclusions of the Kano Retreat.
"(l) After due deliberations and wide consultations, the committee recommended as follows: (i) The Historical Option in determining revenue allocation to the states of Cross River and Akwa Ibom states was adopted by the Federal Government in 2005. This option has continued to apply to the satisfaction and agreement of the two states and therefore should continue.
"(ii) The standard practice of using equidistance line as a starting point and then consider any special or relevant circumstances and adjust the line if necessary", should be applied in the case of Cross River and Akwa Ibom states if there is need for a new boundary adjustment. The Akwa Ibom state's prayer was the same "historic title", option adopted in the settlement of her boundary with Cross River state should be used in the settlement of her boundary with Rivers state rather than the political solution. This clearly indicates that Akwa Ibom state is not objecting to the use of historical title option in the settlement of her border with Cross River state, therefore the status quo should be maintained. Reference to the Akwa Ibom state position paper which is annexure 2F.
"The committee is of the considered opinion that since there is a breach of the process of boundary adjustment between Akwa Ibom and Cross River states and moreover, no dispute has arisen officially between them since 2005 exercise and the President has not reversed the status quo, that the status quo ante between them should be allowed to prevail. Therefore, the case of Cross River state and Akwa Ibom state boundary should be treated in isolation from others now pending. (v) That because of the security implication and the volatility of the area, vis-a-vis the ceding of Bakassi Peninsula, the present 13% derivation allocation to Cross River State be sustained as they are an oil-producing state. (vi) The Federal Government should have the political will of forcing the oil companies to end gas flaring due to its devastating effect on the environment and loss or revenue,” it stated.
It is seeking an order restraining the defendants from enforcing or acting upon any other maritime or estuarine boundary alleged to exist between the two states, except that determined by the NBC in 2005 and accepted by the parties, and which had been in use for revenue sharing purposes for several years, pending the determination of the substantive suit.
