I already know of it,but your friend who kept gloating about Lagos's state IGR seems clueless! Our taxation is different from Nigeria's one thus you can't really compare revenues at the state or county level!

Nairobi County

Nairobi County raised total revenue of Kshs. 2,240.5 million from various sources against a target of Kshs. 2,743 million in the period March to June 2013. This amount excludes Local Authority Transfer Fund (LATF) of Ksh156.8 million received in the month of April 2013.

The Single business permit and parking fees remain highest revenue sources for the county. The money collected from local sources was spent at source which contravenes Article 207 of the Constitution. The county government received a total of Kshs. 489.5 million from National government as a grant of its share of revenue allocation for the period March to June 2013 for recurrent expenditure. The county also received Kshs. 61.6 million from the Transition Authority for development expenditure. The Nairobi County Assembly was allocated of the total amount of Kshs. 323.2 million and spent a total of Kshs.162.1 million while County Executive was allocated Kshs. 87.8 million and spent Kshs. 35 million. Financial Management services was allocated Kshs. 78.5 and spent Kshs. 73.6 million.

The County Budget Coordinator noted the following key factors that affected budgeted implementation for the period March to June 2013. These include shortfalls in revenue collections; Considerable amount of revenue expenditure was executed through imprest. This is a great concern due to the risk of cash handling and possibility of misuse. County treasury should exercise strict control on issuance and surrender of imprest.

The current requirement that imprest be surrendered within 48 hours must be strictly be implemented. Staff unrest caused by delays in salary payment has also affected budget implementation. The county is not sweeping the local revenue collection to the County Revenue fund which is in the Central Bank and staff salary arrears that have caused staff unrest.

To improve budget execution for the county government the county budget coordinator recommends that there is need for strict adherence to the Constitution and the PFM regulations to ensure prudent use of public resources and serve the public effectively

During Governor Evans Kidero’s regime in 2016-17, parking fees were at Sh1.98 billion, rates Sh2.26 billion, SBP at Sh1.7 billion, billboards and adverts at Sh720 million, and building permits at Sh1.28 billion.

City Hall is set to lower the daily downtown parking fees from Sh300 to Sh200 in attempt to increase revenue collection.

In 2013, Kidero increased parking fees from Sh140 to Sh300 but during election campaigns last year, Sonko pledged to reinstate it to Sh140, which has not happened.

According to the 2018-19 County Fiscal Strategy Paper (CFSP) released early this year, Nairobi has not hit its revenue target since 2013 by between 20 and 25 per cent.

For the last four financial years, billboards and advertising has been the best performing revenue stream as per set targets, while building permits have been relatively poor.

Land rates have been persistently the largest revenue stream, generating Sh10.27 billion over the last four financial years.

Poor collection mechanisms, poor rates records and inadequate enforcement are some of the challenges the land rates sector faces.

High default rate on payments, weak enforcement mechanisms and slow pace of devolution of the SBP have been blamed for its poor performance.

The SBPs are issued for enterprises under The City of Nairobi (Licensing of Premise and Traders By-Laws 2007 ) that wish to operate within the limits of Nairobi city.

During pronouncement of the county budget in June, former acting Finance Executive Charles Kerich and Budget Committee chairman Robert Mbatia said the prolonged electioneering period and post-election protests in the capital affected the county’s revenue collection for 2017-18.

“We had like a whole seven months of campaigns and protests last year. During this time, people were not paying and there was no enforcement at all,” Kerich said.

In the just-ended financial year when Sonko came to office, the revenue collection rose from Sh200 million to Sh458.12 million in the first two weeks of September 2017.

He attributed the increase to automation of 134 billing services and sealing of corruption loopholes.“We have sealed all corruption loopholes. All unscrupulous traders and rogue county staff who think they will survive on corruption have been put on notice,” said Sonk

Lagos IGR is 98% generated from taxes

Lagos State officially notes that there are 12 taxesandleviescollectablebythe government, namely:
Personal Income Tax, Withholding Tax (from individuals only), Capital Gains Tax (individuals only) and Stamp Duties on instruments executed by individuals. The State also collects tax on Pools Betting and Lotteries; Gaming and casino taxes; Road Taxes; Business premises registration fee; Development Levy (individuals only), Naming of Streets registration in the State capital and Right of Occupancy fees on lands owned by the State Government in urban areas of the State. Other revenue sources include Market taxes and levies where the State Finance is involved in the construction of the market, as well as HotelOccupancyandRestaurant Consumption Tax.

Projections=897b Naira-2.4 billion dollars

Real collected IGR= 680b Naira-1.5 billion dollars

What a big shame ! grin

This numbers are so low for a City with so many people as Lagos! With petty taxes,Nairobi county collects a cool one billion US dollars!

So Lagos STATE IGR projections for 2018 were 2.4 billion US dollars and Nairobi managed to collect a real and not a projected 1 billion US dollars?

Remember our counties don't collect all the taxes,they only collect small service taxes like parking fees and small business registration fees.With all that Lagos population,you should be ashamed!

I don't think they get as high as 3B dollars. Nairobi if it was allowed to collect taxes - would easily rake half of 15-16B dollars of all taxes KRA collects.

The Kenya Revenue Authority is the only body mandated to collect taxes in Kenya.Don't compare Narobi's building registration and parking fees to Lagos's state IGR WHICH IS JUST A MERE 2.5 BILLION US dollars!

Nairobi with just about 3.5-4 million people collects a billion dollars in petty taxes!

The last statement reminds me of how the Asians invested much in Africa's apparel sector just to gain the US market duty free through the AGOA!

There will be institutions to make sure trade works and is fair for everyone. That would include some forms of courts to deal with contracts, insurances and etc. Ultimately every country would be allowed to do joint verification if they think some was re-packagign and re-badging Chinese goods - and gaining duty free access.

Ultimately NO SERIOUS MANUFACTURING will happen if a manufacturer is targeting a small country. But if a manufacturer knew he could manufacture his stuff in Nairobi - and sell to 50 countries in Africa - they will come.

Smaller countries will benefit the most - because they really don't have good enough market for local production - but with free trade - a big chinese manufacturer can set up a factory in Kigali and sell it to DRC Congo duty free.

Nonsense.The % of local content can be agreed upon after verification.Each country can ask to inspect factories abd if there is goodwill like in kenya and uganda..such isues .There is huge scope that intra Africa trade can fill.Kenya is an example doing nearly half it's trade within Africa.Imagine if other countries tried as much.The same with tourism.Look at Rwanda...when it allowed free trade and travel for all Africa..it's trade and tourism jumped by nearly 40%.
