Because she wasn't listed as one of the President's delegates to the convention, and the fact that there's corruption allegation hanging on her should automatically disqualify her from representing the country in any capacity. Bear in mind, if it were to be a sane country, Bukola Saraki by now would have resigned.

Buhari and the presidency cannot absolve themselves entirely from the blame. How well do they work with the foreign office and UN ambassador. It takes a lot of people and proper organisation to arrange a president protocol, ideally, the minister of foreign affairs would be the one to coordinate with the UN ambassador and the High Commsion(ner) to arrange an itch free schedule. Buhari needs to recognise the importance of ministers rather than call them noisemakers.
