Nigerian Navy wants $1.3 billion acquisition programme

The Nigerian Navy needs $1.3 billion to acquire new hardware to secure its territorial waters, according to Navy Chief of Naval Staff (CNS) Vice-Admiral Ibok-Ete Ekwe Ibas, who is seeking the acquisition of at least five new ships.

Addressing a public hearing organised by the House of Representatives Committee on Maritime Safety and Administration, Ibas said the required long term acquisitions include a general-purpose frigate valued at $350 million, a long-endurance Offshore Patrol Vessel (OPV) valued at $120 million, a medium-endurance OPV estimated at $60 million, a landing platform dock ship worth $350 million and a landing ship-tank valued $90 million.

Other required assets include a submarine worth $300 million, a Seaward Defence Boat (SDB) worth $10 million and a specialised naval security helicopter at an estimated cost of $25 million.

Some big, big news for the Nigerian Navy.

House Okays Establishment of Nigerian Maritime Trust Fund


The House of Representatives at the plenary Thursday gave approval for the establishment of Nigerian Maritime Trust Fund for the purpose of training, provision of security equipment and related facilities and enhance the skills of the personnel of the Nigerian Navy.

Presenting the report, Gagdi said the Bill would provide for the establishment of a special fund for training and retraining of naval personnel for optimum productivity

He also said that it would provide funding for equipment and machinery that would aid the seamless protection of waterways by the Nigerian Navy.

On sources of the trust fund, he explained that it shall consist of an amount constituting 1 per cent of the total revenue accruing to the Federation Account.

He added that it will also consist of an amount constituting 1 per cent of the total revenue accruing to revenue generating federal government agencies operating in the Nigerian Maritime Environment, which include: Nigeria Maritime Administration and Safety Agency (NIMASA), Nigeria Ports Authority (NPA), Nigeria National Petroleum Corporation (NNPC), Nigeria Inland Waterways Agency (NIWA) and Nigeria Liquefied Natural Gas (NLNG).

That's not correct. Egyptian military is heavily dependent on western systems.

Look at Mali for example, they can't receive the C-295 they bought from Airbus because America won't approve the delivery.

Egypt have the best army in Africa. Egyptian Army is the most Battle tested in North Africa. They are the most experienced.
Algeria has an Army anyone will wish for. They have a very good defense force overall, but it is untested. We can't vouch for something untested. Egypt over Algeria.

The bulk of Egypt Frigate fleet is American, French & Italian.

The bulk of Egypt's tank fleet is American.

Should Egypt go to war with Israel, hypothetically speaking those, Israel will get so much military and political support from America, that the Egyptian military would nearly ground to a halt.

It's not the same with Algeria. Algeria military buys primarily from Russia, in a sustained war with Morocco for example Algeria would continue to receive military support from Russia irrespective of political pressure.

So in my opinion Algeria has the best military in Africa giving that they have manpower & political support to conduct and sustain any war.

Bro, this isn't even up for an argument. Algeria has the best military in Africa, especially when all indices are taken into account.

Egypt might have a bigger military, however a large number of their equipment are prone to sanctions.

Military budget is Around 10 billions/ per year this last years .

For 2021 the operating budget of the ministries of algeria is around 39 billions $ , only operating budget ( there is another budget for imports )

From this budget , 2021 defense ministry is around 9 billions $ (9.4 billions in many source) around 6.5 % of the GDP , and according to my calculations on the 2021 state budget (on the pic) thats 26.72 % of the budget and its only for the minstry of defense (the army)

The minstry of Interior, local communities and land use planning which includes police services have their own budget . Thats 4.23 billions $

To give you an idea, The first non security ministry in the budget is the Ministry of National Education with only 5,63 billions $ , followed by health ministry with 3 billions $
This gives good clarity.

If I may ask, does the above budget include infrastructure spending?

Of the 39 billion dollars, if 9 billion goes to the military, Education 5 billion and health 3 billion, what percentage is spent on Infrastructure and Social investment programmes?

Super Tucano, the Nigerian Air Force & Counter Insurgency.

Many commentors in Nigeria's public space have branded the Super Tucano as the game changing aircraft. The aircraft to end all wars.

While the Super Tucano brings new capabilities to the Nigerian Air Force, most of the commentary we've seen fly around in Nigeria have been over exaggerated.

A brief history on the A-29 Super Tucano. EMB-314 Super Tucano is an enhanced version of the EMB-312 Tucano trainer aircraft that features faster speed and higher altitude capabilities. The prototype of the Super Tucano first flew in 1992. Both Tucano and Super Tucano have been developed and built by Embraer of Brazil.

The A-29 Super Tucano relies heavily on US produced and Canadian parts, so it makes sense that Embraer signed an agreement with SNC for the aircrafts to be built in America.

The main missions of the aircraft are border patrol and counter-insurgency operations. In addition to flight training.

There are five hardpoints for carrying weapons, and the aircraft is capable of holding a maximum external load of 1,500kg. The aircraft is armed with two wing-mounted 12.7mm machine guns with a rate of fire of 1,100 rounds a minute and is capable of carrying general-purpose bombs and guided air-to-air and air-to-ground missiles.


The A-29 is credited for ending the insurgency in Colombia by many analyst, but this isn't entirely true since there still an Insurgency, Drug production problem in Colombia.


So while the A-29 Super Tucano is an important tool in fighting an Insurgency, it is not a game changer like pseudo Twitter analyst in Nigeria's twitter space would have some people believe.

It enhances the capability already present in the Nigerian Air Force, and multiplies them.

The A-29 ensures that the Nigerian Air Force has additional platforms that can fight at night, loiter and conduct ISR, and launch precision guided munitions, reducing collateral damages and ensuring a higher target elimination.

It is an important asset to have, but it is NO Game Changer!!

Nigerian army buys 15% stake in Proforce Nigeria.

This is the biggest story from this week, an important story for security in Nigeria and growth of Nigeria's defence industry.

With this stake, the Nigerian army has demonstrated it is committed to the growth of Proforce Defence, and the larger defence industry.

This buy in also ensures that the Nigerian army would patronize Proforce, not just for new vehicles, but the MRO of old vehicles and the training of personnel.

The Nigerian army also placed orders for additional MRAPs from Proforce Defence.

I hope they aim for a 60m+ vessel, after this.
Hopefully Seaward Defence Boat 4 would be bigger. We'll have to wait and see what happens in November.

NDL is always busy, currently they are building SDB 3 in one dock, a House Boat in a second dock, while the larger 190 meters dock is almost permanently used for large ship maintenance and refit.

It brings up the question where would a larger, say 60 meters vessel be built.

The visit of Nigeria’s Chief of Army Staff to Proforce’s Facility on 22nd September 2021 is an endorsement of the Proforce Brand especially for the use of the Nigerian Armed Forces in the ongoing onslaught on criminals and criminal elements in the country. The Proforce’s Armoured vehicles are tailored-made for clients and are battle tested both in Nigeria, Chad and other parts of Africa.

During the visit, the COAS visited Proforce’s Showroom where he inspected some corporate armouring for organisations and individuals. He also visited the Maintenance, Repairs and Overhaul (MRO) where repairs of vehicles like Cobra 1 APC, Steyr APC, Navistar and Caiman MRAPs etc. The COAS was shown round the production floor and the elated COAS said the only way to go about Military hardware is indigenous. He also took a tour of the Helmets and Vests section of the company and Staff Quarters.

Parts of the presentation showcased to the Chief were the capabilities of Proforce in the Area of Drone and Trainer jets manufacturing, Military Communication Systems, Signal Intelligence, Open Source and Web Intelligence and other Naval Capabilities

SDB 3 has now had her gun installed. A 30mm RWCS main gun, the vessels main weapon system is perfect for suppression, taking out hardened structures and boats used by pirates.

Launch date has now been pushed to ending of October or early November.

I got high hopes and expectations for this visit. I do remember that the last COAS, made contact with the proforce CEO,but it was very obvious then that Buratai wasn't serious with making a deal with proforce.
I like this present COAS and the present crop of high ranking officers leading our military. Gen. Faruk approach, looks much more determined to bring the needed positive impact on our Army.
Year, i'm optimistic that we would see additional orders after this visit.
