Dangote refinery to employ 8,000 engineers, create jobs for 85,000 Nigerians on September 05, 2013 at 10:45 am in News Abuja - The President of the Dangote Group, Aliko Dangote, said about 8,000 engineers would be needed for the smooth take off of the nine- billion- dollar Dangote Refinery/Fertiliser plant in Ondo. Dangote told State House correspondents on Wednesday in Abuja that the project, when completed, would provide direct and indirect jobs for 85,000 Nigerians. He said the group had secured a 3.3 billion-dollar credit facility from a consortium of banks for the project. According to him, importation of petroleum products will end by 2016 as the plant will commence production in the next three years. He said his plan was to make the country self-reliant in petrochemical and petroleum products, as well as make it an industrial giant. “Now, Nigeria is going to be taken out of the list of countries that import petroleum products. We will produce 20 million metric tonnes which is equivalent to what Nigeria consumes currently. “Today, we did the signing ceremony, the vice-president came to witness the signing but we insisted on coming to thank Mr president for his policies . “Without good government policies, there is no way the private sector can invest in Nigeria, because we are not Father Christmas at all. The policies have to be right,’’ he said. According to Dangote, Nigeria currently spends about 30 billion dollars annually on importation of petroleum products. He said the complex planned by his group would make Nigeria a net exporter of petroleum products, including diesel and aviation fuel, as well as poly-propylene and fertiliser. ALL is now set for the handover of the successor companies of the Power Holding Company of Nigeria (PHCN) to new owners. This is coming after the success of the privatisation in which most of the preferred bidders paid 100 per cent of the amount required for the utilities. But the fate of the Enugu Electricity Distribution Company is still hanging in the balance, as the Presidency and the Bureau for Public Enterprises (BPE) seem bent on bending the rules for the preferred bidder who failed to meet the payment deadline of August 21. The reserve bidder for the utility has also been kept guessing, though it had indicated readiness to step in following the preferred bidder’s default as government seems bent on waiting for Interstate Electric, the defaulting firm to raise the money and pay. Celebrating the success of the process so far, the Minister of Power, Prof. Chinedu Nebo, Wednesday stressed that though the international community did not have considerable faith in the process, government’s privatisation of the electricity sector was on course. Nebo also spoke of how government had so far paid 70 per cent of the severance benefits to electricity workers. Also Wednesday, the Market Operator (MO) commenced the official registration of all licensed participants in Nigeria’s Electricity Supply Industry (NESI). Nebo said at a forum organised by the Operator of the Nigerian Electricity Market (ONEM) to register the new participants: “We congratulate our brothers and sisters who have invested in the power assets; this is an example of the Nigerian resilience. We hope to sign off protocols to hand over the assets to the new owners next week. This shows that the NESI is going in for a big explosion.” He said that the payment of 75 per cent balance of bid prices for successor generation and distribution companies created from the unbundling of the PHCN had shamed what he described as pessimistic criticisms from western countries and institutions. He said many western countries and institutions had expressed doubts about the ability of preferred bidders to pay up for the assets, noting that such critics had now been proved wrong with unfolding events in the country’s electricity sector. The minister who was represented by the Permanent Secretary in the Power Ministry, Godknows Igali, at a forum organised by the Operator of the Nigerian Electricity Market (ONEM), otherwise called the Market Operator (MO) to officially commence the registration of all licensed participants in NESI, said: “Recent events in the power sector have shown that Nigeria has the resilience to do the right things. Let me tell you that we have been meeting with western countries and they have continually expressed fears that the preferred bidders will not meet up with the payment for their acquired assets. “They said none out of the preferred bidders would be able to pay for the power assets, but now they have been proved wrong because the bidders have paid and it has been successful all the way.” He stressed how such critics had pointed to the PHCN labour issues as some of the likely obstacles that might derail the privatisation. “The big issue of labour also threatened the privatisation and they pointed at it but as at today, we have paid off at least 70 per cent of the workers of PHCN. We have paid off the severance components and will within next week start paying for the Retirement Savings Account (RSA) components,” he said. The Executive Director in charge of Market Operations at the Transmission Company of Nigeria (TCN), Evarestus Mogbo, said that the formal registration of market participants in NESI was part of the extant market rules, which the MO administers. “This is a formal registration of the market participants, it is a crucial stage in the sector and this registration process commences from this time. All licensed market participants can now commence the registration. There are a number of conditions precedent required of the MO before the declaration of the transitional stage of the market,” he noted. According to him: “These include adequate metering of the trading points, provision of meter information register, development of market settlement software, preparation of market procedures and preparation of market registration/agreement formats as well as registration of all NERC-licensed market participants.” Mogbo disclosed that there were a number of Condition Precedents (CPs) required of the MO before declaring the transitional stage. “To complete the CPs, you have been invited today to this seminar as a platform to declare open the formal registration of the NERC- licensed Market participants with the MO,” he said. The Chief Executive Officer of the TCN, Mr. Don Priestman, noted that the firm was working on a long-term national power transmission document, which would be ready in 2014 to take stock of electricity transmission, generation, distribution and market prospects and other data to enhance the reform’s success. The suspect identified as Lawal Olaniyi Babafemi, aka “Abdullah” or “Ayatollah Mustapha”, is alleged to be a member of Al-Qaeda in the Arabian Peninsula (AQAP) and has been indicted on four charges in the United States, including supporting a foreign terrorist group. “An order is hereby made that the respondent in this case, Lawal Olaniyi Babafemi … be extradited to the United States of America to face the indictment against him,” said Justice Ahmed Mohammed of the federal high court in Abuja ruled. “It is also ordered that the respondent … shall be surrendered to the officials of the United States of America not later than 15 days from the order of this court.” The 33-year-old Babafemi did not contest the extradition. His lawyer said he had been in the custody of Nigeria’s intelligence agency for some two years. Babafemi did not speak in court other than to confirm to the judge that he did not oppose the extradition. According to court documents, Babafemi travelled to Yemen between January 2010 and August 2011 to train with the Al-Qaeda group as well as to seek out senior members Anwar al-Awlaqi and Samir Khan. Yemeni-born American radical cleric al-Awlaqi as well as Khan have since been killed in a drone strike. In interviews with FBI agents, “Babafemi admitted travelling to Yemen,” the court documents say. They add that he said “AQAP members gave him … approximately $8,600 in order to return to Nigeria and recruit English-speaking individuals to work in AQAP’s English-language media operation”. The charges against him in the United States include conspiracy to provide material support to a foreign terrorist organisation and unlawful use of firearms. The documents say he received firearms training. The indictment was filed on February 21 in a US district court in the eastern district of New York. It is not be the first time a Nigerian has been accused of acting on behalf of AQAP. “Underwear bomber” Umar Farouk Abdulmutallab has been sentenced to life in prison in the United States over his failed attempt to blow up an airliner on Christmas Day 2009. Abdulmutallab travelled to Yemen in 2009 and met with al-Awlaqi. There was no indication in the documents made public that Babafemi was linked to Nigerian Islamist extremist group Boko Haram, which has been waging a deadly insurgency mainly in the country’s north. Western nations have closely monitored links between Boko Haram and outside extremist groups. Court Grants Order To Extradite Al-Qeada Suspect Posted by: Channels Television Posted date: August 28, 2013 A federal high court in Abuja, has granted the request of the federal government seeking to extradite one Lawal Babafemi also known as Abdullahi Ayatollah Mustapha. Mr Lawal was indicted of conspiracy to provide support to a foreign terrorist organization in violation of title 18 of the United States code and the United States has requested that he be extradited out of Nigeria to answer charges of terrorism proffered against him. Justice Ahmed Mohammed gave the order after he confirmed from the suspect that he was not going to contest his extradition to the United States of America. In his ruling, Justice Ahmed Mohammed said since the application was not contested by the suspect, the court is satisfied with the request and application of the attorney general of the federation as such, it orders that he be extradited to the United States of America to face the indictment against him by the U.S.. He also ordered that Mr Babafemi be surrendered to officials of the United States of America not later than fifteen days from when the order was made in line with the extradition act 2004. Justice Ahmed also ruled that Mr Babafemi should remain in the custody of the department of state services until his extradition. The politician said the rise of new parties spells doom for politics as it is known in Nigeria adding that “I think we are seeing the end of politics in Nigeria.” The aftermath of the successful registration of the All Progressive’s Congress (APC) by the Independent National Electoral Commission (INEC) has caused an upsurge of many other groups who have signed up for registration by the electoral body. This is happening because “the day the elephant dies, you see all manner of knives.” Mr Odumakin said “everybody wants to grab this thing” because there is distrust amongst politicians, which has resulted in “all manner of parties”. However, this new era has resulted in fewer choices for the masses because all the parties look and speak the same way. “I have learned to watch what men are doing rather than what they are saying” Although there are new parties, there is a dearth of fresh blood as members of the new parties are the “same set of people dividing themselves into new formations”. He described “most of the so called new parties” as “old wine in new bottles,” adding that in Nigeria “the more things change, the more they remain the same” Although the APC has been touted as the party to unseat the ruling PDP, Mr Odumakin regards the party’s promises as ‘empty platitudes’ with “no ideology defining all these things”.
