Nigeria Economic Update: World Bank Forecasts Rising Growth, Less Inflation, Urges Closer Federal and State Government Cooperation
May 13, 2013
Abuja, May 13, 2013 – Nigeria’s short term macroeconomic outlook looks generally strong, with the likelihood of higher growth, lower inflation, and reserve accumulation. This will present the Government with an opportunity to make progress in key reforms and public investments associated with the Transformation Agenda for job creation, diversification, and more effective governance, says the World Bank in its new Nigeria Economic Report (NER) launched today in Abuja.

Sounding a cautionary note, however, the NER says that Nigeria’s economic growth has not automatically translated into better economic and social welfare for Nigerians. As the NER notes, “poverty reduction and job creation have not kept pace with population growth, implying social distress for an increasing number of Nigerians.

As part of its forecast for Nigeria, the NER also suggests that Nigeria will need to build up its fiscal reserve to protect the country from oil price volatility. It will also need to increase internally generated revenue to compensate for what will likely be declining oil revenues relative to the size of the economy.

Given that Nigerian GDP is growing much faster than oil output, and is experiencing significant inflation at a stable exchange rate, the size of Government oil revenues relative to GDP should decline even in the event that oil prices increase. This was already the case in 2012, as Government oil revenues fell from an estimated 23.6% to 19.7% of GDP. This decline may increase budgetary pressures and justifies a prudent fiscal stance.

Better coordination is needed in Federal and State policies

The Nigeria Economic Report argues that the Nigerian Federalist System has the potential to support Nigeria’s takeoff into rapid diversified growth and job creation, but the Federal and State Governments need to improve cooperation and policy coordination in a few key areas. These key areas are (a) macroeconomic management (countercyclical fiscal policy), (b) coordinated policies to enhance market connectivity and improve public services, and (c) the realization of national standards in public financial management and disclosure.

The NER suggests that the significant degree of autonomy and financial independence of Nigerian States can be potentially advantageous for rapid development in the country. But this process is now hindered by too little market connectivity, weak coordination in fiscal policy, and problems in governance. For example, the NER notes that because of problems in infrastructure, particularly transportation, as well as institutional barriers, Nigeria’s markets are quite fragmented.

Investors with the potential to set up large scale operations and create many jobs will be reluctant to do so if they cannot service a larger market. Under these conditions, a number of Nigerian States have limited opportunities to attract significant investors.

It is argued that enhanced cooperation among the Federal and State Governments can successfully address all of these issues, thereby unlocking enormous potential for growth, job creation, and improvements in the welfare of Nigerian citizens.

“For effective macroeconomic management, the key task is to establish an institutional framework that can effectively separate and buffer Government expenditures from oil prices,” said John Litwack, Lead Economist, World Bank and the lead author of the report. “International experience demonstrates that countercyclical fiscal policy is essential to conquer the “oil curse” of boom-bust cycles and slow economic development.”

Conditional or matching grants are widely used in many countries for the coordination of fiscal policies and implementation of national standards.

“The expansion of federal programs involving co-financing or conditional/matching grants for States around priority infrastructure and the implementation of national standards could help solidify needed trust and cooperation between different levels of Government and bring the best of Nigeria,” said Marie Francoise Marie-Nelly, World Bank Country Director to Nigeria.

“To be successful, these programs should build on state autonomy to promote constructive competition among them. International experience suggests that the conditionality of these grants should focus on outcomes rather than processes, i.e. the resources should be managed entirely by subnational Governments under the condition that certain objectives be reached.”

The first Nigeria Economic Report, released on May 13, 2013, contains a macroeconomic overview, an analysis of Government oil revenues and their potential allocations under various oil price assumptions through 2015, and a chapter on fiscal federalist relations and Nigeria’s economic development. Primary conclusions of the NER are summarized below.

Subsequent editions of the report will present an overview of the macroeconomic situation in the country and focus additional attention on issues deemed to have high policy relevance. The NER may also be used to disseminate the results of recent World Bank studies that have potential relevance for Nigeria.

"It was like a military coup here two months ago when all the government officials ran away," said a white-bearded elder in Kirenowa, as he described how his village in northern-eastern Nigeria came under the control of the Islamist group known as Boko Haram.

"We were in real difficulty when Boko Haram were here; life was terrible - they extorted our money," he told the BBC in the village which lies just 40km (24 miles) from the porous border with Cameroon.

"They were moving around in the village with their cars - they went to [nearby] places like Chikunguldo and Wulgo as well as inside Chad."

A short distance along the sandy road within the district of Marte there are the hallmarks of the militants; the burnt-out church and the remains of the village police station which was also gutted by fire.

In front of the roofless, blackened building is the carcass of a burnt car.

The Nigerian military offered to take journalists in a protected convoy to these areas of Borno state in an effort to highlight what it describes as key gains in the fight against Boko Haram.

Just over three weeks ago President Goodluck Jonathan declared a state of emergency in the north-east.

He announced a renewed military offensive after making the somewhat surprising announcement that Nigerian territory had been seized by Boko Haram.

Earlier this year Boko Haram's black flag replaced Nigeria's green and white one in several villages of Borno state, including Marte - a sign that the insurgents were under little pressure from the Nigerian armed forces.

These areas close to the shrinking shores of Lake Chad are extremely remote and poor.

Travelling by road north-east from Maiduguri the crumbling infrastructure is evident.

Sections of the tarmac road look as though they have been hit by an earthquake and drivers are forced to take to the sand which is steadily swallowing the concrete, cable-less electricity poles.

'Fled to Chad'

It is no surprise that decades of neglect by successive governments and the biting poverty played into the hands of the jihadists looking for recruits.

"Some of them join because they are interested in handling guns because that's new to them, and some are aware that it is a way of getting some money," said a young man in his early 20s, who pointed to the lack of job opportunities in the area.

"All we do is fishing and farming, although some of us engage in the black market selling fuel or petty trading."

We were driven to a former Boko Haram camp north of the village of Kirenowa.

The presence of items such as medical gloves suggest there may have been a small clinic there, although it is impossible to know how many people ever stayed on the site.

An initial security briefing said there was no fight for the camp - Boko Haram members set fire to the vehicles they could not move and fled before the military moved into the area.

Journalists were later told the militants were preparing to leave when the air force and ground troops struck.

"Some of them have been able to withdraw to Chad and we are making efforts to pursue them," said Lt Col Danladi Hassan who was the commander in charge of the operation to retake the camps.

Was he surprised that they had managed to establish bases? It seems not.

"We've been hearing about the camp for some time and we've been planning for it," said Lt Col Hassan.

"And that's why we came in and ensured they were dislodged."

You might wonder why, if the army knew about the Boko Haram camps, they took time before targeting them, seeing as the nearby villages were steadily sliding out of the government's hands and the Islamist militants were starting to hold territory.

A teacher in Marte who did not want his name revealed said they were forcing changes on the village back in January.

"Boko Haram are the ones who told us to close the school because they don't want to see any western education," he said.

"We are now preparing to re-open the school with the arrival of the army and we are now free."

When we visited Kirenowa with the army, the entire village had gathered and applauded on cue as the Nigerian military was lauded - it may have felt like a publicity stunt but people I spoke to said they were glad the military operation had dislodged Boko Haram.

But dislodging is not the same as defeating and so far there has been little evidence to suggest many fighters have been killed in the offensive - they have been disorganised and dispersed.

"The next stage is to consolidate and ensure miscreants and troublemakers in the form of terrorists don't have access to civilian areas where they can cause problems," says military spokesman Brigadier General Chris Olukolade.


Members of the Islamist group are known to live among the civilian population so the military faces a tough challenge.

"Do you think there could be any Boko Haram members amongst the assembled villagers here?" I asked one man sitting on the ground.

"No, I'm not aware of any," he replied in a whisper.

The Nigerian army tried to crush the Islamist militants in 2009 but the group came back stronger with more deadly attacks. So do people think Boko Haram can return to the area?

"We don't know," a man in Marte tells me.

"We are in the hands of God. We don't know what is going to happen. Only God knows."

The Peoples Democratic Party has named an 11-man committee to investigate the allegations leveled against the Rivers State Governor, Rotimi Amaechi.

The committee is headed by a Joe Gadzama, a Senior Advocate of Nigeria.

The party had earlier suspended Mr. Amaechi after an emergency meeting of its National Working Committee.

THE crises rocking the Nigerian Governors Forum (NGF) deepened Saturday as 18 of the 36 Governors claimed they endorsed Governor Jonah David Jang and Dr Olusegun Mimiko as their chairman and vice chairman respectively.

This version is at variance with the outcome of the poll which held Friday and was attended by 36 governors, with the exception of Governor Ibrahim Geidam of Yobe, which produced Governor Chibuike Amaechi of Rivers State as winner, after polling 19 votes against the 16 scored by Jang.

The result made known by the Director General of the NGF, Mr. Ashishana Bayo Okauru declared the Zamfara State Governor, Abdulaziz Yari Vice chairman upon the withdrawal of the Ondo state Governor, Dr Olusegun Mimiko.

But there was a twist when the 18 governors who rose from an emergency meeting which held at the Benue Governors’ lodge declared that Jonah David Jang and Mimiko remain the authentic chairman and vice chairman of the Forum.

Mimiko who fielded questions from reporters alleged that the poll was doctored to favour Governor Amaechi, who should have stepped down for an interim chairman to conduct the poll in the first place.

When asked why the 18 governors who are now crying foul participated in the electoral process that saw the re-election of Amaechi, he retorted: “Go and ask those who claimed to have conducted the election. The ridiculous situation that happened on Friday was a situation where Governor Amaechi said he was going to preside over an election in which he was a candidate. The option open to us would have been to be physical, but as responsible people, we couldn’t but we made it clear to them that what they did was inappropriate, probably that was in line with their decision to divide the Governors’ Forum.

“But I assure you that we are coming together again. You can see that under 24 hours’ notice, Jonah Jang called a meeting Saturday and we have 18 Governors attending this meeting. I am sure if he had sent the notice earlier, we would have been up to 30 governors here. I couldn’t have participated as a candidate in an election that is patently illegitimate and immoral.”

Continuing, Mimiko who was flanked by Jang and the other governors noted: “All through that meeting we continued to make a point that Amaechi had to step down, that his tenure has ended. Even in ordinary village meeting, when tenure ends, the next thing to do is to call for a resolution of the house to elect a temporary leadership who would preside over the election agreed by all.”

Amaechi insisted he was going to be chairman of that election of which he was candidate, he produced some papers that he called ballot papers, there was no way we could trace the source, we don’t know whether they were pre-marked or whatever.

“The question you should ask is this; yesterday he said 19 people voted for him, today at this meeting in this short notice, 18 people signed and attended a meeting called under 24 hours. Something must be wrong with the ballot of yesterday. We kept emphasising the point that it was wrong for you as an outgone chairman who is a candidate to preside and pick the method of election. When they refused to listen and they said they were continuing with it, what do expect us to do?”

Other governors at the meeting spoke thus:

Peter Obi “A new vice chairman has emerged, as you know we in the Southeast have always worked together as Governors. We have seen it in the last election and Friday again, the Southeast together supported the candidacy of Jang. We all in the meeting here signed”

liyel Imoke: “As chairman of the South-south Governors Forum, we also participated in the process that led to the emergence of Governor Jonah Jang. Of course the South-south had always stood behind this administration, we would continue to do that and we would continue to support the new chairman and his vice to succeed. We team up with the Governor to make sure that there is no bad signal in the Governors’ Forum and forge ahead to ensure that we have a united country moving forward.

Gabriel Suswam: “Yesterday, the meeting of the Northern Governors unanimously adopted the new leadership led by Governor Jonah Jang and the northern governors is strongly behind the new leadership of the Nigerian governors forum led by Governor David Jonah Jang and supported by Governor Mimiko, the Iroko.

Godswill Akpabio: “Yesterday, even before the formal meeting of the Nigerian Governors Forum, it was agreed the chairmanship be zoned to the PDP, which is the party with the largest number of governors in the Forum. There was a meeting of the PDP Governors’ Forum. The decision of the Northern Governors’ Forum was announced and you need to know that as Nigerians that chairmanship of the Forum should be two years in the South and two years in the North. That has been the resolution of the Governors. And so it was incumbent upon the Northern Governors’ Forum to meet to bring out the leadership before presenting it to the Governors Forum. Yesterday, Governor Aliyu Babangida who is the chairman together with Governor Suswam of Benue came up with Governor Jang as the new chairman and presented him to the PDP Governors’ Forum and accordingly, the PDP governors formally adopted Governor Jang.

Ibrahim Shema: “Until yesterday morning, myself and Governor Yuguda of Bauchi and Ameachi of Rivers were cheduled to vie for the election. But in the interest of peace and prosperity, we honoured the Governors Forum as myself and Yuguda decided to step down to allow the Northern Governors Forum to produce a candidate acceptable to all of us and the northern governors on their own decided to adopt a consensus candidate in the person of the Jang and was graciously accepted and they applauded the effort of both myself and Yuguda for making sure that the Governors Forum continues to serve the interest of this nation. Our position is that we stepped down to honour this nation and this Forum, so that we can have a united front.

Isa Yuguda: “Just like my colleague the Governor of Katsina has said, we were contestants, but in the spirit of uniting our country and move it forward, we decided we should step down for Governor Jonah Jang of Plateau State to be our consensus candidate of the 19 Northern Governors Forum. So, 19 of us have endorsed him and we left that venue and went to where the PDP Governors Forum where our chairman and vice chairman of the Northern Governors Forum, Aliyu Babangida of Niger State and Suswam presented him as a candidate supported by 19 northern governors and the PDP governors at that meeting also endorsed him. So you can see that we have had a very credible and smooth transition. Having said that I pray that the almighty Allah would continue guiding us, continue guiding the new leadership as presented by Jonah Jang and also his vice Dr Mimiko.”

peazer: Rivers state governor, Rotimi Amaechi’s suspension by the ruling People’s Democratic Party on Monday is a “political witchunt” that has nothing to do with the reason given by the party.

The party said Mr. Amaechi was punished for refusing to reverse his sacking of the executive council of the Obio/Akpor local government council of the state despite the resolution of the Rivers state PDP chapter asking the governor to do so.

“We are concerned as we believe this is political witch hunt. It is worrisome. The reason given is the suspension of the Obio Akpor council,” said Ibim Semenitari, the state commissioner for information and communications on Monday after the party's decision was announced.

“This is purely a legislative matter and done in accordance to the laws of local government councils in Rivers State.”

The state House of Assembly, controlled by Mr. Ameachi, suspended the leadership of the council weeks ago, drawing the wrath of the newly-installed leadership of the ruling Peoples’ Democratic party in the state.

The governors in Jang's camp are being arm-twisted. They no longer have the will of their own. If they don't fall in line, here is what Abuja (Under Presido) will do to them:
1. If they are in the North, SoE will be expanded to them. The can only collect their own salary.
2. If located in the South, the current PDP officials will be sacked and Abuja will plant men who will be receiving orders directly from Abuja.

Certainly, by now they all have been fully presented with all the PDP's torture apparatus available for deployment. As you know, PDP will provide them with custom edition (what is specifically applicable to your state).
