Detained Boko Haram spokesman Abu Qaqa has given State Security Service (SSS) operatives “reasonable clues” on the sect’s operations, The Nation learnt yesterday.

Qaqa reportedly spoke of how some members of the sect who were tired of fighting were “slaughtered” in the presence of members of their families. Seven were killed recently, he reportedly told detectives. The killings were said to have been ordered by the sect’s leader, Iman Shekau.

Qaqa is said to have confirmed that among members of the sect are Hausa, Fulani, Kanuri, Chadians and Nigeriens.

Besides, detectives discovered that the spokesman was using four pseudonyms to avoid being arrested.

But the SSS has established that Qaqa is an Ebira from Ajaokuta Local Government Area of Kogi State – the scene of last week’s devastating attack on a bank, which was bombed by yet unknown men.

While the SSS is grappling with the interrogation of the Boko Haram spokesman, there are indications that the FBI and other foreign experts brought in to probe the June 16, 2011 bombing of the Police Headquarters in Abuja may have been stuck.

A source close to the SSS probe of Boko Haram activities said: “The arrest of Qaqa has led to the unraveling of many leads on the operations of the sect. The suspect, who has cooperated with us so far, has confirmed our initial clue that foreign elements from Chad and Niger Republic are key members of the sect.

“That is why it has been difficult to check the Boko Haram insurgency. They have operation bases in Nigeria, Chad, and Niger. So, each time they attacked any institution, they retreat to these bases.”

Detectives are sure that Qaqa is “critical” to the sect’s operation. “Yet, he only read Social Work and Administration,” said the source, who pleaded not to be named because of the “sensitivity” of the matter.

The source also quoted Qaqa as saying that before his arrest, Boko Haram was getting wearied.

Besides, it was learnt; he hinted of a division within the sect, following continuous arrests of non-Kanuri members (Hausa, Fulani, Chadians and Nigeriens) of Boko Haram.

The source quoted Qaqa as saying:  “Before I was arrested, some of us were already showing signs of tiredness. Most of us were tired of fighting, but we couldn’t come out to say so because of fear of reprisal from leader Imam Shekau on dissenting members.

“Several of our members who denounced the violent struggle were slaughtered in front of their wives and children. Seven were killed recently.

 “Besides some of us, the non-Kanuri (Hausa, Fulani and others) in the sect were worried at the trend of arrests of our members. It is either that the security agents were so good at their job or some of our members were moles giving us out.

“The worrying aspect was that most of our key members arrested were non-Kanuri, which raised fears that there’s sectional betrayal of members.”

Responding to a question, the source added that the SSS has succeeded in verifying the identity of the Boko Haram spokesman.

He said: “He is an Ebira man. He was involved in Boko Haram assaults on Bauchi State and was arrested. But he was set free by members of the sect.

“No wonder there has been unease in the sect since Qaqa was arrested, considering the huge volume of information at his disposal.

“Abu Qaqa, 42, has variously used the names: Mohammed Shuaibu, Mohammed Bello, Abu Tiamiya, and Abdulrahman Abdullahi.

“When he was set free after the Bauchi jail break by some of their members, he adopted Abu Dardaa and ended up with Abu Qaqa, until his arrest.

“He holds an Ordinary National Diploma (OND) in Social Work and Administration from Ramat Polytechnic in Maiduguri , Borno State .

“He is from Ebiya South Village in Ajaokuta Local Government Area of Kogi State.”

The source said investigation was shifting to the uncovering of the sponsors of Boko Haram and how the sect has been sourcing its arms.

Also yesterday, there were hints that the FBI and other foreign experts brought in to probe the June 16, 2011 bombing of the Police Headquarters in Abuja were stuck.

A police source, who pleaded not to be named because he is not permitted to talk to the media, said the experts could only conduct forensic examination on the wreckage of the vehicles and shrapnel of the bombs.

“The former Inspector-General of Police, Hafiz Ringim, brought in these foreign bomb experts without allowing local input from crack investigators in the police.

“I can tell you that these experts have been stuck because they do not know the terrain. They cannot speak our language and they do not understand our culture,” the source said, adding:

 “Worse still during the period, the Police Special Investigation Unit was more or less technically disbanded. Is it not disturbing that we have not been able to investigate bomb explosions at our doorsteps?

“If you look at how the SSS arrested Abu Qaqa, it was a Hausa speaking officer, who just returned from a training session in London that made the breakthrough. We hope the new IGP, Mr. Mohammed Dikko Abubakar, will revisit the probe into the explosions at the Force Headquarters.”

Abu Qaqa, the Boko Haram spokesman who was arrested last week, has reportedly told interrogators that members who challenged the group’s use of violence, including seven recently, are slaughtered in front of their wives and children. 
Qaqa, who is from Kogi State, unveiled a worrisome trend on the part of the non-Kanuris in the arrest of members, a pattern that suggested deliberate internal betrayal of the Hausas, Fulanis and others.   
In the view of the 42-year old, who holds the Ordinary National Diploma (OND) in Social Work and Administration from Ramat Polytechnic in Maiduguri, “It is either that the security agents were so good at their job, or some of our members were moles giving us out.”
Qaqa told the investigators of the weariness of members even before his arrest, maintaining that Shekau was using fear to keep them violent.  “Most of us were tired of fighting but we couldn't come out to say so because of fear of reprisal from Leader Imam Shekau on dissenting members.”
It has now been learnt that Qaqa, who is from Eviya South Village in Ajaokuta Local Government Area of Kogi, travelled with a variety of identities as a member of Boko Haram, including: Mohammed Shauibu, Mohammed Bello, Abu Tiamiya, and Abdulrahman Abdullahi.
Following the Bauchi jail break when he regained his freedom, however, he adopted “Abu Dardaa,” but was Abu Qaqa until his arrest last week.

Nigeria’s foreign exchange reserves rose to $34.67bn on February 1, 2012, its highest level in nearly four months, raising hopes of a more stable exchange rate for the naira.

The figure, according to data on the website of the Central Bank of Nigeria, rose from $32.98bn at the beginning of January, and also higher than the $33.16bn it recorded at the same time a year ago.

The foreign reserves hit its lowest level for nine weeks on December 22, 2011, standing at $32.93bn. Figures from the CBN showed that the figure was the lowest since the reserves dropped to N32.72bn on October 28, 2011.

The reserves had been under pressure, with the government selling dollars to support the naira amid low accretion from oil revenues due to increased government spending.The reserves hit its highest level last year, rising to $36.48bn on March 4, but dropping drastically to $31.31bn on October 5, 2011.

The CBN was accused of depleting external reserves by defending the naira when it said that it would attempt to keep the currency within a three percentage-point band above or below N150 per dollar at its twice-weekly auctions.

However, as part of efforts to diversify the external reserves, the CBN, last year, approved the inclusion of the Chinese currency – the Renminbi (Yuan) in the country’s external reserves mix.

The apex bank, had in a statement by its Head of Corporate Affairs, Mr. Mohammed Abdulahi, said that the move was part of the measures aimed at diversifying the country’s external reserves holdings.

It said the Chinese Renminbi would now be added to the existing currency mix of the United States dollars, the Euro and the British pound sterling.

The history of rubber production in Nigeria of natural rubber began in 1894 with the exploitation of indigenous wild rubber of Funtumia elastica.  The wild trees that yielded rubber were however ruined by poor tapping system and the export of wild rubber produced dropped sharply. The man speaking on the phone claimed to be Abul Qaqa himself, but his voice sounded different from previous such conferences in which the purported spokesman has claimed responsibility for scores of deadly attacks.
There has also long been speculation over whether those going by the aliases Abul Qaqa and Abu Dardaa are the same person.
"We want to react on what security agents said regarding the arrest of one of our members," the man said.
"The person that was arrested was Abu Dardaa and not Abul Qaqa. I am Abul Qaqa , Abu Dardaa is the head of the 'Lajina', the department of public enlightenment, and not the spokesman."
A senior secret police official, speaking on condition of anonymity, said it appeared the person who issued the comments was indeed connected to Boko Haram, but he dismissed the statements as propaganda.
"It is no surprise they are making this ridiculous claim," the source said. "Abul Qaqa is part of the 11-member Shura council, the sect's decision-making body, and his arrest is a serious setback to the sect."
Security sources said Wednesday that a suspect believed to be the person who goes by the alias Abul Qaqa had been arrested. Authorities have not officially confirmed his detention or his identity.
The man claiming to speak on behalf of Boko Haram alleged that Dardaa was arrested when he was sent to the northern city of Kaduna for negotiations with government officials.
"The arrest of Abu Dardaa is an outright deception and betrayal by the Nigerian government and security agents," he said. "They proclaim dialogue but are doing the opposite."
With authorities unable to stop attacks blamed on Boko Haram, there have been growing calls for dialogue to bring an end to the violence.
"We want to reiterate that no amount of threat, arrest and intimidation will deter us from our course," the purported Boko Haram spokesman said. "We are not afraid of death and we are ever ready to die."
Boko Haram's deadliest attack yet occurred on January 20, when coordinated bombings and shootings killed at least 185 people in Nigeria's second-largest city of Kano.
The group also claimed responsibility for the August suicide bombing of UN headquarters in Abuja that left at least 25 people dead.
It has in the past claimed to be fighting for an Islamic state in Nigeria's mainly Muslim north, but its demands have repeatedly shifted.

Akwa Ibom State Governor, Godswill Akpabio, has said governments at all levels were part of the decision to remove subsidy on fuel by the Federal Government.

Addressing journalists at the Murtala Muhammed International Airport, Lagos, yesterday, Akpabio said Nigerians should stop apportioning blame on who took the decision, insisting that it was a collective decision.
He noted that if the fuel price hike had been accepted by the people, many people would have been swarming to take glory for the policy.

Akpabio said the attempt by the Federal Government to remove subsidy on fuel was laudable and explained that its removal would have eliminated corruption associated with fuel importation while governments at all levels would be able to provide the required amenities to the citizenry.

“The true position is what was said by the Minister of Finance, Dr. Ngozi Okonjo-Iweala, that it was a government decision and if you think the governors are part of government, it means that they took part in such decision; if you think that the ministers are part of government , then it means that they took part in that decision. It was a government decision and we must stop this act of apportioning blame because for such a laudable idea, if it wasn’t that the public reacted the way they did, somebody would have wanted to lay claim and say ‘I did suggest it,’ am I right?”

He said people’s reaction indicated that it was a negative decision and that Nigerians were not ready for it, “at least, nobody wants to take the blame. For me, you have to be objective and go beyond the issue of apportioning blame and look at the importance of the idea.”

Akpabio however, commended the organised labour for calling off the strike to allow for dialogue which, he said, would eventually move the country forward.

The governor praised Nigerians for their resilience, remarking that rather than the issue dividing the country; it actually united the entire nation as people of different ideas came out to speak in unison.

He disclosed that labour had had an agreement with the government of Olusegun Obasanjo to only keep the price of fuel at N65 for a year for a review before the termination of the government, saying that it took the government five years to attempt to review upward the price of the product.

“It has taken five years since that decision was signed with labour and many people are also aware of the fluctuating price of dollars in addition to the fluctuating price of crude in the market. So, things are not really the same. Can you keep the price of a product the same for five years? There were so many issues,” he said.
