Dear Lagosians,

For the past few days, I have monitored the developments related to the public protest against the increase in the pump price of petrol.

During that period, I have at the invitation of my colleagues in the Governor’s Forum responded to an invitation from the Presidency.

My role since last Monday till date has been to find a ground of compromise that stabilizes the polity, protects our democracy and prevent any loss of lives.

Inspite of these efforts, we were not wholly successful in preventing the loss of the life of a young Nigerian, AdemolaAderinto who was sadly shot.

I am truly saddened by that ugly development. While I condole with his family, I pledge the commitment of our Government to bring the alleged perpetrator to justice.

I have decided to address you today in view of the very disquieting developments that occurred overnight especially the deployment of soldiers across Lagos.

I have the highest respect for members of our military, especially because they have made a contract with all of us that they will willingly lay down their lives whenever it becomes necessary to do so, in order to protect us.

This covenant is instructive, because soldiers did not sign up to stop us from expressing our grievance about things that we are displeased about.

It is not disputable that the citizens who have gathered in several parts of Lagos like Falomo, Ikorodu and Ojota to mention a few have largely conducted themselves peacefully, singing and dancing while they expressed their displeasure at the way that we have taken decisions that affect them.

That in my view should not offend those of us in Government. The majority of these people who represent diverse interests have not broken any law. If they have, it is my opinion that in a constitutional democracy, it is the police that hasthe responsibility for restoring law and order if civil protests threatens the breach of the peace.

This is not justification for sending out soldiers to a gathering of unarmed citizens. Every one of us, or at least majority of us who hold public office danced and sang before these same people when we were seeking their votes.

Why should we feel irritated when they sing and dance in protest against what we have done?

For me this is not a matter for the military. The sooner we rethink and rescind this decision the better and stronger our democracy will be.

If anything, this is a most welcome transformation of our democracy in the sense that it provokes a discussion of economic policies and this inevitably may result in political debate.

I therefore urge the reconsideration of the decision to deploy soldiers and implore the President and Commander-in-Chief to direct their withdrawal from our streets, I must also emphasize that the rights of free speech and protest is not absolute. They impose the duty not to break the law, breach the peace, endanger human life or destroy property whether public or private.

They also impose the duty to respect the rights of others not to support our protest and indeed to support what we oppose. At the end of the day, it is a contest of ideas in which the most persuasive will get the endorsement of the majority of the people we serve.

I am convinced that our democracy is mature enough to accommodate this. We must do our best to ensure that it does.

That Fashola voted for the removal is contested.  Produce the vote register and we see how they voted for or against.  If majority voted yes, remove, then they carried the day and won against the no.  Which way did Fashy vote?  This is a political challenge for you.  Articles of what the governors forum did or said will not prove that.  The article did not say it was unanimous - a key factor to consider!!.

Nigerian senator opposes governors over call for removal of fuel subsidy
From Ovada Ohiare, Abuja

 Senator Ahmed Lawan (ANPP, Yobe North) Friday kicked against the call by the Nigerian Governors' Forum (NGF), for subsidy on petroleum products especially fuel to be removed in order to allow states have enough funds to pay minimum wage of N18,000 to civil servants.
 

 



Lawan, who was the Chairman of the Senate Committee on Public Account in the last Senate, told newsmen in Abuja that the Governors' call is against Section 14 (2) b of the 1999 Constitution.

Lawan also noted that removal of subsidy now would be a false start in the transformation agenda of President Goodluck Jonathan.

He stressed that he was not against the payment of the N18,000 minimum wage but that it should not be used as a basis to remove petroleum subsidy a situation that may lead to untold hardship.

However he supported agitations that present revenue allocation formula be reviewed to free more funds for States Governments.

Lawan said: "The Constitution of the Federal Republic of Nigeria, 1999, as amended, states in Section 14 (2) b, 'The security and welfare of the people shall be the primary purpose of government."

"In the light of the above provision of the constitution, the recent call by the Nigeria Governors Forum on the Federal Government to remove subsidy on petroleum products, so that the states can pay the N18,000 minimum wage is contrary to the spirit and intendment of the provision."

"I believe that we cannot afford to further pauperize an already impoverished citizenry. The Governors Forum should emphasis and insist on the review and amendment of the current Revenue Allocation Formula, which should have been revised twice by now."

He went on: "I have nothing against the civil servant, in fact I want the civil servant to be paid living wage at the right time, because we need them to implement whatever policy that government at all level will come out with, so I am not against them, but I am against the idea of removing subsidy from petroleum products."

On the reviewing of the revenue formula, he said: "Some of us in the current Senate are already pushing for the review of the revenue allocation formula, some of my colleagues and I have been pushing for this and of course the Revenue Allocation Fiscal Commission Chairman promised to ask that in the next six months he will be presenting to the presidency a proposal for the review, but I think six months is a lot even though we endure for the last 12 years or so."

"We must do everything possible in the National Assembly to ensure that in the next three months if it is the will of our colleagues that in the next three months maximum we have an allocation formula that guarantees the payment of N18,000 minimum wage across the country for civil servants that also provide for the provision of capital infrastructure, road and so many other things and social services like road, education among others."

"We have to balance this, some of this thing will even require constitutional amendment, because I believe we have to amend the exclusive legislative list and concurrent legislative list, so that we devote power or responsibilities that at the moment some of them are taken by the federal government, which can be done better, more efficiently and effectively by the state governments or even local governments in some cases and you cannot devolve responsibilities without commensurate devolution of funds and resources for the implementation of these kinds of projects."

"I am totally convince that this is one issue the National Assembly particularly the Senate will make sure we pursue it with vigor, with the responsibility and commitment so that we have a stable polity that the transformation of Mr. President even though he is a PDP transformation agenda we will support the agenda for the betterment of the lives of Nigerians regardless of their political affiliation and this is what politics is all about in my opinion." Governors Insist on Removal of Subsidy-Speaking to State House correspondents after their meeting with the President which held in the Presidential Villa late yesterday, the Chairman of the Governors’ Forum Rotimi Amaechi of Rivers state said that as far as fuel subsidy is concerned the government will not reverse its decision to withdraw it.

He called on Nigerians to see their sufferings now as the sacrifice they have to pay to ensure that the oil industry is fully deregulated so that government can save money for other development purposes.

 
The Governors said that Nigerians should rather monitor what the government wants to do with the money instead of going on the streets to demonstrate.

The Governors called on the Nigeria Labour Congress to obey the court order restraining them from carrying out the threat to go on protest, encouraging labour to go on a dialogue with the government because strike will cause more hardship for the masses.

Why should it be based on population? The amount of fuel consumed per state is not proportional to the population per state. Rather the number of cars and the amount of electricity consumed would serve as a better measure.

Lagos would suffer in that case. As it would have to be responsible for over 800 billion naira in subsidies.
