Innoson Nigeria Limited and its Chief Executive Officer/Managing Director, Mr. Innocent Chukwuma, on Friday withdrew an ex parte application they filed against the Economic and Financial Crimes Commission.

The other defendants in the ex parte application filed before the Federal High Court in Lagos are the Federal High Court, the Attorney General of the Federation, the Nigeria Police Force, the Inspector-General of Police and Guaranty Trust Bank.

In the ex parte application, Innoson alleged that his recent arrest and detention by the EFCC was at the instance of GTB.

Though the ex parte application was filed on Thursday, Justice Hadiza Shagari had adjourned till Friday to hear it.

When the matter was, however, called on Friday, counsel for GTB, Adebowale Kamoru, showed up in court, saying his client knew about Innoson’s move to get injunction against them.

Kamoru, in an application he brought before Justice Shagari on Friday, prayed the court to decline entertaining Innoson’s ex parte application, on the claim that Innoson and his company had suppressed material facts.

Citing several judicial authorities, he prayed the court to grant leave for his client to be heard in the case.

In response, Innoson’s lawyer, Prof. MacCarty Mbaduagha, said he had been instructed by his client to withdraw the ex parte application.

Kamoru did not oppose him.

Consequently, Justice Shagari granted Mbaduagha’s prayer.

“In view of the application of the applicants’ counsel, the application is hereby granted,” the judge held.

Two Nigerian college students Mustafa Azmir and Jude Nnamdi Achonye were on Wednesday December 20, handed the death sentence by a High Court in Shah Alam for trafficking 3.5 kilogrammes of methamphetamine.

Shah Alam High Court judge Datuk Abdul Halim Aman made the ruling after finding that the prosecution had proven a prima facie case against the accused, Azmir, 28, and Achonye, 30.

According to the criminal charge brought against them, Azmir and Achonye were accused of trafficking the drugs at an apartment in Petaling Jaya at 3.30pm on Sept 2, 2014 which is an offense under Section 39B (1)(a) of the Dangerous Drugs Act 1952.

The facts of the case stated that the accused, who studied at a private college in Kuala Lumpur, were arrested by police when they accepted several boxes containing the drug which was delivered by a courier company at the apartment.

Abdul Halim, in his ruling, said the court had studied testimonies from 13 prosecution witnesses and two defence witnesses, alongside 73 exhibits tendered during the trial.

"The defence had failed to raise reasonable doubt at the end of this case and presented no testimony that thoroughly refutes the prosecution," he said.

"Besides that, there were also discrepancies in testimonies of the accused and their defence only amounted to denial without concrete evidence," he said.

Deputy public prosecutor Mohd Rehan Mohd Aris appeared for the prosecution, while the accused were represented by lawyer Leonard Anselm Gomes.

VIce-President Yemi Osinbajo on Tuesday said the much-criticised $1bn that state governors asked the Federal Government to withdraw from the Excess Crude Account was not meant for the fight against insurgency alone.

He said the sum was meant for all security challenges being experienced in all the states of the federation.

Osinbajo gave the clarification at the opening of the Secretary to the Government of the Federation/Secretaries to State Governments’ retreat at the Presidential Villa, Abuja.

It will be recalled that the Chairman of the Nigerian Governors Forum, Abdulaziz Yari, had, at a meeting of the National Economic Council last Wednesday, announced that the governors had asked the Federal Government to withdraw $1bn from the ECA to fight insurgency.

The decision had attracted criticisms from groups and individuals, including the Ekiti State Governor, Ayodele Fayose; and the opposition Peoples Democratic Party.

But Osinbajo explained that the governors resolved to approve the money for national security after a national security summit organised by the National Executive Council about two months ago.

He said the summit considered various security challenges across the country, including kidnapping, small arms trafficking, terrorist activities of Boko Haram in the North East, clashes between herdsmen and farmers, as well as cattle rustling.

The Vice-President said, “It was on account of the security summit that the governors at the Governors’ Forum subsequently decided that they would vote a certain sum of money, which has become somewhat controversial, the $1bn, to assist the security architecture of the country.

“It was to assist all of the issues in the states, including policing in the states, community policing, all of the different security challenges that we have.

“It was after the security summit that the Governors’ Forum met across party lines –again, I must add — in order to approve and to accept that this is what needed to be done to shore up our security architecture.”

Osinbajo’s explanation was, however, in contrast with the statement made by the Edo State Governor, Godwin Obaseki, while addressing State House correspondents at the end of the NEC’s meeting.

Obaseki was clear in his presentation that the $1bn was approved for the fight against insurgency.

He had said, “Pleased with the achievements that have been made till date in the fight against insurgency, particularly in the North East, the governors of Nigeria through their chairman announced at the NEC meeting that the governors have given permission to the Federal Government to spend the sum of $1bn on the fight of insurgency.

“This money is supposed to be taken from the Excess Crude Account.

“As you know, the issue of security, particularly with regard to the North East, is a very comprehensive response by federal forces.

“So, we expect that the contribution of the states to these efforts will cover the whole array of activities required to secure the country and counter insurgency.

“We expect that the amount will include but not limited to purchase of equipment, procuring intelligence and logistics and all what is required to ensure that we finally put an end to the scourge of insurgence.”

The Petroleum and Natural Gas staff association of Nigeria(PENGASSAN) has called off its nationwide strike following the signing of agreements with the ministry of labour, Neconde Energy and the ministry of state for petroleum resources.

PENGASSAN gave reasons for the strike which include anti-labour practices against some of its members by Indigenous Oil firms.The management of Neconde Energy Limited represented by its Medical Director and legal consultants offered a letter of recall to the sacked employees of the company.

The management also agreed to allow the union to exist in the company.According to Pengassan National PRO, Fortune Obi, Minister of Labour Chris Ngige, therefore, agreed to endeavour to resolve anti-union posture by other indigenous companies and marginal field operators.

A three-year data dealing with the direction of manufacturing and agro processing investments show that Ogun is elbowing Lagos in new investments.

[b]Data by the Manufacturers Association of Nigeria (MAN), analysed by BusinessDay, show Ogun State has over 70 percent share of manufacturing investments in the country between 2014 and 2016.

In 2014, manufacturers invested N691.77 billion, out of which N514.87 billion went to Ogun State, representing 74.42 percent of the total .

Apapa and Ikeja in Lagos contributed N15 billion and N85 billion to the investments respectively, representing a combined 15 percent of the total.

Out of the N180.12 billion invested in the manufacturing and agro-allied industries in Nigeria in the first six months of 2015, N128.3 billion went to Ogun, representing 71.23 percent. Ikeja and Apapa industrial zones got N15.74 billion and N6.98 billion, representing 8.7 percent and 3.9 percent share of the total respectively.

Similarly, manufacturing investments worth N309.33 billion were made in H2 of 2015, out of which N302.26 billion went to Ogun, representing 97.7 percent of the total. Apapa and Ikeja shared the remaining less than three percent with other industrial zones across the country.

In the first half of 2016, total investments estimated at N54.55 billion were made by manufacturers in the country, out of which N37.51 billion moved to Ogun within the period. This means that 69 percent of all investments within H1 of 2016 were channelled to Ogun State. Apapa and Ikeja shared the remaining 31 percent with other industrial zones such as Edo/Delta, Imo/Abia, Oyo/Ondo/Osun/Ekiti, Kano/Sharada/ Challawa, Kano Bompai, Anambra/Enugu, Bauchi/Benue/Plateau, Rivers, Kwara, and Abia.

In the second half of 2016, MAN survey shows that N313.62 billion worth of investments were directed to Ogun out of the total N448.94 billion. This represents 70 percent of the total. Like in the first half, Apapa and Ikeja industrial zones stampeded for the remaining 30 percent investments with other zones[/b].

MAN is the largest manufacturing association in West Africa with over 2,000 companies as members.

Frank Udemba Jacobs, president of MAN, told Real Sector Watch that manufacturers find Ogun as a good investment destination due to the government’s commitment to industrialisation.

“Manufacturers are happy with Ogun because they get incentives from the government,” said Jacobs.

Manufacturers say they get tax and land rebates in Ogun, which lowers production cost in the long run. It is also easier and seamless to get certificate of occupancy (C of O) in Ogun, a manufacturer in the food and beverage industry told BusinessDay.

There is also a one-stop shop that allows investors to have a single point of contact for their dealings with the various ministries, departments and agencies of the state.

The cost of doing business in the state is also less when compared with Lagos.

“There is less harassment from touts in Ogun and the traffic is light, while there is more available accommodation for staff in the state,” another investor told BusinessDay.

Jon Tudy Kachikwu, chairman of the SME Group of the Lagos Chamber of Commerce and Industry (LCCI), said it takes about 30 days for agro processors and SMEs to get C of Os in Ogun.

“You know businesses are many in Lagos, so there might be some ‘I don’t care attitude’ from some government agencies. Again , people prefer Ogun because of multiple taxation and cost of the environment in Lagos,” Kachikwu, an agro processor and exporter, said.

In the three-year review, more investments moved to Agbara, Igbesa, Abeokuta , Sango-Otta, Ibafo, Mowe, Ijebu-Ode and Sagamu industrial clusters, all in Ogun State.

In 2014 alone, new investors such as Shongai Technologies Limited, Ijako in Sango-Otta, Apples and Pears Limited, Ceplas Farms Limited, Greenlife Bliss Healthcare Limited, and Sumo Steel Limited, berthed Ogun.

In the last three to four years, manufacturers have either moved from Lagos to Ogun or relocated their factories to the state, leaving only administrative offices in Lagos. Some of the companies that have done that include Fidson Healthcare, May & Baker, Pure Chemicals, Eagle Packaging, Nycil Limited, and Dufil, among others.

“Seventy manufacturing companies were established during first four-year tenure of Governor Ibikunle Amosun of Ogun State and both existing and new companies were given some level of incentives and benefits that prompted rapid development in manufacturing sector,” said Bimbo Ashiru, commissioner for commerce and industry, said in 2014.

Analysts say Ogun is benefitting from proximity to Lagos. A research done by The Economist in 2015 showed that an average company in Lagos 956 hours per year in paying taxes. However, things are changing in 2017 as the recent Doing Business Index by the World Bank shows some positive changes in doing business in Lagos.

This is nice. Congratulations are in order for Jamila Malafa who has been promoted to the rank of Commodore by the Nigerian Navy, equivalent to the Army rank Brigadier-General. According to reports, Navy Commodore Jamila Malafa is the first female general from Northern Nigeria...She is the first female of Northern extraction to become a one-star general.

The Chief of Policy and Plans (COPP), Navy Headquarters Abuja, Rear Admiral Henry Babalola said it is a thing of pride to attained the rank of Commodore in the Navy, adding that there are a few women that have achieved such height.

He noted that going by her resume the Nigerian Navy exposed her to a lot of courses and training during her career, capping it up with the prestigious MNI.

Commodore Malafa noted that she is the first female of northern extraction to be promoted to the rank of general in the Navy.

She said the promotion inspires her to be more loyal and dedicated in her duties to the Navy and Nigeria.

Commodore Jamila Malafa was born in 1965 in Gombi Local Government Area of Adamawa state.She joined the Nigerian Navy in 1988 and was Commissioned as midshipman in 1990.

The Kaduna division of the court of Appeal today, December 18th, 2017 upheld the judgment of the Kano State High Court which convicted and sentenced an Ex-Bank Manager, Samuel Owoleye to 19 years imprisonment in 2012.

Owoleye, a Manager at the Union Bank Branch of Bank Road Kano who was prosecuted by the Economic and Financial Crimes Commission, EFCC, for offences bordering on Obtaining by False Pretence contrary to sections 1(1) of the Advance Fee Fraud and Other Fraud Related Offences Act, 2006 and section 371 of the Penal code law, had pleaded not guilty and the prosecution, through its counsel A.T Habib, presented ten witnesses and tendered numerous exhibits in order to prove the case against him during his trial.

On the 20th day of June 2012, the Kano State High Court presided over by Honourable Justice Dije Abdu Aboki found the accused person guilty on the three count charge that were preferred against him by the commission and convicted him accordingly.

The appellant was subsequently sentenced to 10 years imprisonment on count one, 7 years imprisonment on count 2 without option of fine. However, on count three, he was sentenced to 2 years imprisonment with option of N300,000 fine. While the sentence in count one and two were to run concurrently, the appellant was to serve consecutive sentence in count three.

Owoyele's road to prison started when the commission received a petition from one Ashiru Munzali Gambo that the convict obtained the sum N27,000,000 (Twenty Seven Million Naira) under a false pretence that he had $185,000 (one hundred and eighty-five thousand United States Dollars) to sell to him.

Being dissatisfied with the judgment of the trial court, the convict approached the Kaduna division of the Court of Appeal in a bid to set aside the judgment of the lower court on three grounds.

In a judgment delivered by Honourable Justice Bdlya Ibrahim all the issues raised by the appellant were resolved against the appellant and in favour of the respondents. The appeal was dismissed for lack of merit.

The convict was immediately rearrested by officers of the Commission and conveyed to Kano Zonal Office of the Commission.

Police on Monday morning attacked protesters on a peaceful protest against the Rochas Okorocha government in Imo State.

The protest, tagged ‘Occupy Owerri’, which is expected to last for one week, was called by Imo People’s Action for Democracy, IPAD, against the policies of the Governor Okorocha administration.

Chief among the grouse of the protesters is the erection of statues in Owerri, the state capital, costing millions of naira, when the state is still owing workers salaries and pensions.

They are also opposed to the appointment of the governor’s sister as Commissioner for Happiness and Purpose Fulfilment.

The group had written to the police and the State Security Service for security during the rally. While the SSS gave approval for the rally to hold, the police asked that the rally be shifted till after the yuletide period.

But the group refused, arguing that the police have no right to stop it from protesting.

Speaking to PREMIUM TIMES on Monday, the coordinator of the group, Aku Obidinma, said police fired tear gas at the protesters, beat them up and also confiscated their placards as they began the peaceful protest.

He said they won’t be deterred by the actions of the police.

We believe they shouldn't had taken Law into their hands by going ahead with protest since the POLICE are a much more closer security outfit to the public function-wise than the SSS/DSS

And at the same time, Why Were they advised to wait till the end of the yuletide? When the complaint is not about any violent looking nor the planned protest having the potentials to turn out the opposite of their conduct when they came calling for security support?

Now, This kind of disposition would definitely turn STATE POLICE BECOME POLITICAL TOOL IN THE HANDS OF THE GOVERNORS IF PUT IN PLACE because this is a Federal Police that is supposed to serve the interest of all and Sundry but turned out advising against Yuletide.

Should A New application be submitted by the same group, Approval and adequate security should be provided for them as that should boost the image of the POLICE FORCE creditably well

One fact We have failed to understand in AFRICA that needs to change is fact that protest are indeed meant to put the Government on it toes such that anyone conducted would definitely gets to the Government and the grievance contained therein are usually looked into with a to making amends for any series of such usually would affect the party during elections and no government would want that.

“My wives are not jealous against each other. Good enough, each has got a home and I promise to work harder and support them.”

“I thank our husband for marrying us all at once, a sign that he will not discriminate or sideline any of us.”

The new queen emerged at the grand finale of the show held in Lagos after a 10-day camp at the Grand Resort, in Ile-Ife, Osun State.
NAN reports that Shola-Shittu, an Automotive Engineering undergraduate, took over the reign from the first and outgoing queen, Blessing Animashun.
Animahaun, a 600-level Dental-Surgery student of the University of Ibadan, was crowned by the Ooni of Ife, Oba Adeyeye Ogunwusi, in 2016 in Ile-Ife.

NAN also reports that 28 contestants slugged it out at the final following the eviction of 13 candidates that went for the training at Ile Ife.
NAN also reports that 41 candidates were shortlisted out of the 500 that obtained forms to participate in the event.

The contest, sponsored by the Ooni of Ife, Oba Adeyeye Ogunwusi, was open to young ladies from ages 18 years to 25 years, of which at least one of their parents must be of Yoruba lineage from Ogun, Osun, Oyo, Ekiti, Lagos, Ondo, Kwara and Kogi States.
Oba Ogunwusi, who is the grand patron of Queen Moremi Ajasoro, presented to the new queen a N5 million investment fund and a brand new saloon car.

The CBN Deputy Governor, Operations, Adebayo Adelabu, gave the hint while addressing the annual dinner of the Nigerian Electronic Fraud Forum ( NeFF) in Lagos over the weekend.

Adelabu said: “The committee of governors has approved the implementation of the full cashless policy yesterday and the CBN will release a circular which will detail out the process of re-adoption of the policy by next week (this week).”

It would be recalled that the apex bank had on April 22, 2017, suspended indefinitely, the nationwide implementation of the policy following massive outcry that greeted the reviewed cash handling fees.

In a circular signed by Dipo Fatokun, Director, Banking and Payments System Department of CBN, the bank instructed banks to revert to old charges and refund customers who had been debited.

CBN had earlier announced new charges on deposits and withdrawals above a threshold of N500,000 for individuals and N3 million for corporate bodies.

The apex bank had directed banks to charge 1.5 percent and 2 percent for deposits and withdrawals ranging from N500,000 and N1 million in the individual category; 2 percent and 3 percent for amount above N1 million to N5 million; and 3 percent and 7.5 percent for amount above N5 million.

For corporate organisations, CBN fixed 2 percent and 5 percent for deposits and withdrawals between N3 million and N10 million respectively; 3 percent and 7.5 percent for above N10 million to N40 million; and 5 percent and 10 percent for amount above N40 million.

But the new circular said the existing policy before the announcement of the new policy shall remain in place in Lagos, Ogun, Kano, Abia, Anambra, Rivers and Abuja.

The circular further stated that the old charges to be reverted to are: 3 percent processing fee for withdrawals above N500,000 in the individual category and 5 percent for withdrawals above N3 million for corporate category, while no fees are charged for lodgments.

Cashless policy is a policy established in 2012 by the CBN to curb excesses in the handling of cash in Nigeria. It prescribed cash handling charges on daily withdrawals above N500,000 for individuals and N3,000,000 for corporate bodies. The policy was enforced not to eliminate the use of cash but to reduce the volume of cash in circulation.

The pilot run of the policy started on January 1, 2012 in Lagos State. The service charges were withheld till 30 March of the same year to allow for seamless migration from the manual to electronic devices.

The second stage of the pilot run started in Rivers, Anambra, Abia, Kano, Ogun and the Federal Capital Territory on July 1, 2013 while the programme nationwide started exactly a year after; on 31 July 2014.

Reacting to the announcement, Dr. Uju Ogubunka, President, Bank Customers Association of Nigeria (BCAN) said: “The truth of the matter is that, there were reasons why the full implementation was suspended. The question therefore is, whether those reasons have been resolved.

“We all appreciate that we do not need to be carrying cash up and down, with its attendant cost of recycling.

“We also need to know if the policy will come under a new guideline or merely bringing back what they suspended before, we can then make informed decisions.”

Barrister Ken Ukaoha, President, National Association of Nigerian Traders (NANTS) commended the CBN for its laudable intervention in the economy but expressed worry that placing charges on deposits may encourage businesses keeping money outside the bank.

Ukaoha said: “The CBN needs to do more on the domestic end. They need to reflect the views of the domestic trading environment.”

Christine Lagarde, managing director of the International Monetary Fund (IMF), said Nigeria could save as much as $9 billion (N3.24 trillion) by shifting government payments from cash to digital systems.

Speaking in Ethiopia recently, Lagarde said 1.7 percent of the country’s gross domestic product (GDP) could be saved via the digitisation of the country’s payment systems.

She said “the potential to help reduce corruption, increase revenues, and generate investments in health and education means digital tools could be a decisive factor in meeting the 2030 Sustainable Development Goals.”

Although a comprehensive Banking service overhaul is on the card as part of the Divine Arrangement and plan as revealed already,

And that would ultimately affect the propensity for the business men depositing their money but would choose to keep them in the manner they deemed fit.

But the question is, What informed the decision to thinker on the deposit levy?

1. Is it for revenue generation? If yes, Then was the above implication contemplated?

2. If Not, Then is it for Business promotion? We doubt if this is the case as most small and medium scale business are cash crunched and don't even have the quantum of money required to attract the said levy in truth.

And SMSE (Small and Medium Size Enterprise) are the bedrock of the Economy relative to the present arrangement of Revenue Drive

The above shouldn't be taken as criticism of any agency, policy or system but a revelation in support of the reasons behind the Divine plan being ushered in by Our (GOD) presence and Existence in Human form already.

It is first of all appalling and disheartening that a matter of a religious attire like this Hijab could cause unnecessary heat. It shows how we've allowed our backwardness in this country to come to stay. This issue came up and immediately everybody became lawyers and readers of a constitution that seem to be lost before.

Where were you all and the citation of Sections and subsections when Kayode Bello was expelled from that same Law School for expressing his grievances over the poor welfare and exploitation in the School; something your newly found defiant heroine could not cough at, even when it is evident that all students are victims of the exploitation. She wasn't brave enough to lend her voice to that issue right?. Everyone has the right to express themselves at the time they wish, I agree. But our lives start to end the day we keep quiet in the face of things that matter to us (the general populace). Religion to the best of my knowledge remains a personal thing.

Kayode was 'bundled' out of campus, brutalized and arrested. He was denied exams. He went to Court, won and served the school the order. But until today, the Law School has not obeyed the order. There was no Section 39 of our Constitution then! In fact, we all did not know what a Constitution is. We didn't know 'Contempt'. He missed the exams, wasn't called to Bar eventually and till today remains expelled. We did not see e-fliers distributed around asking for his number so as to wade into the matter by Senior lawyers. There was no solidarity from CAN or even MURIC. No emergency press conferences like we are having now.

Isn't it nauseating that in a multi-religious, supposedly secular country and a secular institution, at a secular 2-hour ceremony, there is a matter of one scarf and everybody wants to shine with it? Would you just imagine how the hall would look like if everyone was allowed to put on their religious faith ornaments? You would be surprised to see a Sango worshipper with braided hair. Remember Nigeria is not Saudi Arabia. It is not ruled by a King.

With the look of things, the volume of misplaced priorities and the level of ignorance in the air, our Court sessions would start with Christian prayer and end with the Islamic prayer someday. You would walk into the courtroom and see a lawyer who is a member of the Lord Chosen Charismatic Ministries with his 'lemon vest', a Catholic, with the crucifix. The Jewish attire would be worn by the followers (lawyers) of 'Nnamdi Kanu'.

That day, our madness as a people would be certified, signed, sealed and delivered.

It is, however, a neocolonial psychological issue, even with the NBA President, to think because people are allowed to wear the scarf in the UK or USA makes it necessary that we accept it in our professional terrain. 'Who is Nigeria to forbid what the West accepts?'- very faulty thinking. Let me ask you about the gay rights. Did we accept because the USA legalized it?

Any 'educated' person, apart from the widely known one in UNILAG who thinks in this line is another waste to the society. Every sovereign society has her own uniqueness and the people must be in charge, fully of their affairs economically, politically and socially.

That's the self-determination you yearn for every time. The Atlantic Charter of Roosevelt and Churchill stated it too. When are we going to be in charge of our lives?

Very funny how everyone suddenly found the Constitution and can now cite Section 38 effortlessly: 'Every person shall be entitled to freedom of thought, conscience, and religion, including freedom to change his religion or belief, and freedom (either alone or in community with others, and in public or in private) to manifest and propagate his religion or belief in worship, teaching, practice, and OBSERVANCE'.

Take note of every word in this section especially OBSERVANCE. This is also the section that would provide that a nurse who is a Cherubim and Seraphim member could wear her 'aso isegun' to the hospital on Holy Micheal Day. She could even spray 'turari isegun' (incense) in the ward. All these are still in observance of the statutes of her religion. So, NO CASE!

A Celestial member also can walk barefooted to the Court or as a Doctor to the theater, for surgical procedures. Section 38 is still at work.

Do we not say that the Constitution remains supreme. 'Bigger' than professional ethics right? We embrace the undue frenzy of religiosity at the risk of our lives.

Dear Firdaus, I make bold to say that the God you serve with the wearing of your hijab shall see you through and make you victorious. You do not have to seek redress in the Court of law because it is even a secular establishment.
