Sincere9gerian: I agree with you. There is already a standing presidential order that all other data collected be harmonized into the National ID card as soon as majority of Nigerians registers on the National ID platform.
I was surprised when banks also started another round of biometrics registration. They should have just encouraged all their customers to register on the NIMC platform and submit their national identity number to the banks.
I understand that of INEC because the National ID will not go round before the 2015 elections.
Anyway, I know the various agencies would want to continue to collect their data differently because of revenue generation and contract awards but the president must insist on harmonization once the National ID is fully on ground.

Harmonization is the key but; what is the essence of census again? This should have been fused into Census.
Me thinks, is another duplicate exercise. I now know why businessmen love GEJ. Is easy to convince him even when the venture is unnecessarily.

manny4life: Every foreign or external loan must be subject to statutory approval, which by virtue of the DMO MUST be GUARANTEED by the Federal Govt. No external agency will loan a state entity without FG approval.
So from the list as provided by DMO, It reads FG as 8.3billion naira. So am not seeing the reflection of $250m

atlwireles: The states have borrowed more monies in the last 4 years than the federal government. When GEJ became president the National external debt was $4.5B in 2010. The federal government issued Euro bonds for about $1.5B and received another $1.1B concessionaire loans from China. Most of those monies are currently used for both the Airport and railways reconstruction projects. The other $3.5B are states loans, from Lagos metro project to Rivers City water project etc. The federal government can pretty account for its loans, the problem are the states.
Like seriously? Just for clarification, Is Rivers water loan on FG's head since she is gonna pay back in 22years time with an interest rate of 0.03%.

BTW, am not sure the $250m has been included in this since the state is yet to officially access the loan though appreciative progress had been made.

Total amount owed by 36 states in Nigeria = $3,013,216,977 billion

If all the states were borrowing at the rate that the south west states are then The country will be in a more serious trouble than we are at the moment.

lonelydora: I am not a politician, neither am I a supporter of PDP nor APC. I am a law-abiding resident of Rivers State. My dear Governor, we the residents of Port Harcourt especially those that plies the Eleme junction - Onne route are knelling down begging you to tamper justice with mercy. We know we have all sinned against you but please forgive us. We did not ask PDP/Presidency to access your government for us neither did we ask our Barrister to fight for us (No offence intended).

The suffering from Eleme junction to Trailer Park/Onne these days is just too much for us to bear. The thought of going to work for 5 good days gives me a nightmare. For the past 5 days we have been coming back from work earliest 11:30pm because of the gridlock on that route.
We know it is our driving pattern that contributes to the gridlock, but you can still help us and solve this problem once and for all in the following ways:

1. You can fix these roads and submit your bill to the federal government which I remembered vividly Mr President told you people sometime last year. Infact, the governor of Abia state has been eating big from these since Mr. President mentioned it. I know how much he repaired some federal roads in Abia state and how much he submitted.

2. You can ask your law enforcement agencies, Police, TIMA-RIV, Army if possible, to stay on this route from morning till 10pm making sure nobody drives on the opposite lane. Impose a fine of N50,000.00 to anyone driving against traffic, and make sure he pays into the government account and not settle your boys on the road.

3. Ask all Escort vehicles carrying OYIBOs not to drive against traffic no matter who they are escorting. They can get a helicopter if they wish to catch up with an appointment.

4. Ask the Taxis/buses at Akpajo junction to go inside that small park when loading/off-loading passengers.

I must commend the ELELENWO police station for posting their men to Mosque/School road junction these days to ensure free flow of traffic. Also the Elelenwo Community policing men are doing a nice job at Railway crossing/Elelenwo market area.

I don't want to pray for the death of anybody in the FIRST family so that these roads can be fixed. My dear Governor, I hope you will respond as quickly as possible to help us your children on this route so that we can all enjoy Rivers State to the fullest.

I am writing this from my car in the gridlock. Today's traffic is the worst for the week. For the picture-proof Nairalanders, I have pictures but cannot upload them now. You can suggest a better way we can solve this problem.

That is a federal road is part of east west road. The truth, the FG has refused to refund other federal roads embarked by Amaechi. That road has been listed in the Federal Ministry of Works for two years now but had been given zero allocation. But I saw FERMA trying to do some thing on it.

2) dont predict worse case scenerios in dis case possible water/rainwater characteristics while constructing
3) dont implement a design (actual road construction) when u r still gatherin facts.

u shuld hav planned for all dese in d preliminary stages of d project via research and what have u. dis is best done during d rainy season & in ur office/company/firm. Once d rains r over (during d dry season), u shuld b ready t commence work at d project site.

I read Civil Engr also but has never practice since I left the Institution. I am currently into multimedia but always fascinated with highway construction. I only agreed with him cos I was looking at it base on the weather condition. I know, Surveyors will struggle to have consistent readings during the raining season at the site and both sub basing and asphalting of the pavement is absolutely wrong. That said, do you believe that voodoo is involve in stopping precipitations

I left UNIPORT in 2011 and I paid 19700 naira then. My younger brother told me the fee have been increased between 39-46000 naira this session. Their protest did absolute nothing to the situation. By the way, their last session, they paid 29700 naira.

Oklander: If you are referring to road expansion and contraction during hot and cold whether, those are factors taken care of during the design irrespective of the season.

Water control is very crucial in road constructions, it is one of the most important factors considered. If the road is constructed during dry season and by chance the movement and possible effects of water is not properly "predicted" and taken care of, the road will be as good as "finish", The end(destruction) starts the following season(rainy). So its best during the rainy season as during this time you would be able to see and eliminate possible future effects of water that may probably leads to destruction.

I want to know, does your company use rainmakers in projects? or is there any chemical (science) that suspends precipitation?

In 2007-2009, I noticed something, when Julius Berger was constructing Eleme Junction Interchange here in Port Harcourt, the rains didn't pour as usual. It is either falling everywhere except at Eleme Junction, or the duration of rainfall is minimal when compare to other areas in the state. It was like the dry season was stretched some folks believed JB actually controls the rains.

Is it a fact or fiction?

Seriously, this is weird, went to GRA two days ago through CFC from Eastern by pass, it was raining at Slaughter, when I got to eastern by pass, it was sunny only for me to approach D/Line, the heavens was just wide open. On getting to GRA ,near Studio 24 close to Everyday Supermarket, it was about to rain.

Really funny. grin
