You are correct. It will be paid through what is called 'sinking fund'. It would be repaid via the monthly income of the state.

The Lagos State Governor Babatunde Fashola on Tuesday said the first phase of the state Blue Light Rail project would be completed by June this year(2013).
He expressed confidence that Lagosians would start enjoying the services of the lrail project immediately.
The first phase would run from Marina and terminated at Okokomaiko area in Ojo Local Government.
Fashola spoke during an inspection of ongoing projects in the state which took him and his cabinet members to Orile-Iganmu, Alimosho and Ejigbo areas among others to assess the level of works being done by contractors.
The governor, who inaugurated the trackwork of the blue light rail at Alaba Suru, Coker-Agunda Local Council Development Area, said the level of work on the road and those of the National Theatre and Alaba-Mile 2 rail stations, would ensure early completion
He said, “In order to finish the project, the contractor did not go on vacation during the festive period. This will ensure that the project is delivered on time for the use of Lagosians.
“The first section of this rail, which started from National Theatre, Orile-Iganmu to Mile 2 Bus Stop, would be fully completed with the tracks laid.
“Construction work will continue on the project from Orile-Iganmu to Marina, the expansion work on the road from Mile 2 to Okokomaiko will also be intensified.
“This is what we do with the loan collected by the government. We don’t use our loan to pay salaries and other recurrent expenditure, what we do with our loan is to provide capital projects that would serve the residents.
“When the project is completed, the state would be at par with other major cities of the world.”
Fashola also explained that the factors that necessitated the slow pace of work in Ago Palace Way, Okota, Isolo had been removed as owners of properties on right-of-way, who went to courts to stop the government from demolishing their properties, had agreed to an out-of-court settlement.
Fashola assured the residents that with the owners agreeing to accept compensation from the government, the pace of road construction in the area would be faster.
He said, “The community has grown, so we have to expand the road. At Ago Palace Way, some of the properties needed to give way; everybody wants good road, but nobody wants it to pass through his house, so some of the owners took us to court. But we have settled out of court and we need to pay compensation.
“These are the things that residents do not see. I have heard complaints that the work is slow; some say the contractor has left; but the reason is that a citizen took us to court.”
He said works would be accelerated to complete the expansion of the road expected to serve as a link between Okota and Festac areas.

Parddie: I hold the opinion that most people do not read nor get a hang of the issue before commenting on this forum. There is nothing absolutely wrong with this design and the rail tracks covered the whole of Lagos. I think most people still have their okada mentality, where they expect even a train to take them to their door step or they are still mistaking train coaches for cars, since they most likely haven't seen one before. For my over bloated ego V.I people, you will take the green line and change to the red line coaches at the terminus at marina for your final trip to your ldear and lovely warehouses called airports where you will board your life threatening flights in your ill maintained aircrafts. Tell me as planned as Abuja is, is there anything close to what this man is doing? This man is transforming one of the most densely populated and unplanned land mass in the world. This is the most difficult job for even the best urban town planner in the world, yet this is being done in a world class fashion and and as a model for even the developed world, give credit to what is right and to who ever deserves it. Tell me any government in Nigeria, including the federal government, that provides world class 21st century solution to a century old accumulated challenges like the Lagos state government. This guy solves problem the way it will be solved in newyork,moscow, Beijing, carlifornia or hong kong. This should be an educative and informative forum, where facts are discussed and not an avenue for emotional outburst or expression. Rest my case .

I thought they said it is a world bank project? Pls clarify. I don't know and want to know.

Back to your question. Aunt or uncle is more of a personal thing than official.

What the White( Oyinbos) bequeathed to us is 'Mr A or Miss L or Mrs H' but recently ppl have changed the status quo and what is in voque now is first name. However, as a yoruba guy, I always feel uncomfortable calling elderly people by names, so u can use words like papa, baba ( if it is actually an old person or Oga if relatively aged and finally initials or nicknames to the rescue.

Got to a time I took it for granted (Ikorodu -Ketu/Ojota) 4 times I had Okada Accident and all 4 I was miraculously saved, till I stopped and started planning my trips (leave home 5.30am on any day and return past 11 @ night. I remember one I had an Okada accident, If you say the diary I used to break my fall, you'll thank God for my life....

It was worse before Fashola came so you have no point. Are you aware that there was a time in Lagos that taking you car out depends on your PLATE NUMBER- EVEN or ODD NUMBER? It was that bad. So traffic issue will forever be an issue in Lagos because of the population and number of cars available. Thank Fashola for BRT, traffic report on the traffic radio, clearing of road side sales, etc that have reduced the pain to a level

Nigeria’s Lagos State Government has given 140 transformers to members of the state House of Assembly and the government Ministries, Agencies and Parastatals, MDAs, to ensure adequate power generation.

Commissioner for Rural Development, Cornelius Ojelabi handed over the transformers to members of the Assembly on Thursday at the premises of El-Sewedy Electric Nigeria Limited in Badagry.

He disclosed that the transformers and their installation cost N975 million, adding that while 132 of the transformers are for the 40 members of the Assembly to distribute to their constituencies, the remaining eight transformers are for government’s MDAs.

The commissioner stated that with the handing over of the transformers, Governor Babatunde Fashola had fulfilled his promise to the lawmakers that he would give transformers to them in according to the needs of their constituencies.

Ojelabi appealed to the lawmakers to ensure that members of their communities derived maximum benefit from the transformers. He lamented that several members of the Community Development Associations, CDAs, in the state had reneged in paying their annual fees of N5,000.

He appealed to the lawmakers to urge CDAs in their constituencies to pay the fees as the transformers being distributed might elude them if they failed to do so.

“El-Sewedy gave us one year warranty.

Receiving the transformers on behalf of the Assembly, the Speaker, Adeyemi Ikuforiji commended the state government for the gesture, saying that the government delivered the transformers at the appropriate time.

Ikuforiji, who was represented by the Chairman, House Committee on Agriculture and Rural Development, Ibrahim Layode said the transformers would be distributed to the various constituencies, adding that the House would ensure that they were well maintained.

He said the House would appeal to the various CDAs to pay their annual fees of N5,000 on time so that they could benefit more from the state government.

We cannot succeed with a constitution that excludes youth from participating in the political process by setting minimum age requirements for contesting for elective office.

We cannot succeed with a constitution that deliberately weakens local governments (the most IMPORTANT tier of government) by failing to guarantee their independence.

We cannot succeed with a
constitution that begins with a lie. "We the people"... Which people? When and where did "we the people" draft a constitution?

Drafting a NEW constitution by means of a TRULY sovereign national conference is an indispensable step toward engendering a true sense of nationhood, the absence of which is responsible for Nigeria remaining a "geographical expression" (apologies to Metternich and Awolowo).

P.S: I'm not denying the importance of attitudinal change.

So you believe because ministers came from all the states now that is why we are in this sorry state? As much as it might give us a bloated govt, it is not the source of our problem, the main cancer in our system is CORRUPTION and POOR governance. Remove that and Nigeria will be ok coupled with value re-orientation. Benin Ore road, Lagos -Ibadan road, East-West road, all our airport, etc that are bad, is it the constitution that spoiled it? 1.75 trillion siphoned as fuel subsidy, is the constitution that took it?

He did not say our constitution is perfect like any other country, eg th US wants to amend the use of arms now, so it shows there can be amendments but that is not ourt main problem sir.

Why does victoria island, home to many multinationals get flooded at the slightest rain fall? I guess you've forgotten so soon the rainfall of about a year ago when lagos was almost submerged in water and due to the choas the govt. Had to declare a public holiday the following day. Also you i never said lagos did'nt have an educated work force they do. But it's low. And most of them unqualified. Your corporate tax explanation was just all over the place because i need u to explain to me why a city like abia will have the same tax rate as lagos, abuja or port harcourt. Lastly you did'nt address the tout tax collectors who are killing small buisnesses all over the city of lagos.

Bro, let us take one step at a time. Flooding is not synonimous to bad road. So, you dont have any point there. 2. The 2011 fload you talked about could have happened any where that is below the sea level. 3. There were floads every where in Nigeria from East to South south to the North this year in Nigeria but not in Lagos remember, so there is a part of such that is natural but in all, where good governance is, the casualty rate or level will be low unlike where you would hear of 20, 40 people being declared dead or missing because of flood, in all these, I respect LASG in security of life and property.
About tax collection, you don't know much. Collecting levies by local govt people from market women, is a different thing from tax. Nobody collects PAYE or WHT like that, I am sure you are talking about fines and levies.

Take it or leave it, LASG is the bomb.

Symphony007: thank you for the lecture on lagos being the great driver of the private sector in nigeria. As a lover of economic like myself you'll know that buisnesses need an enabling environment, where is it? Is it the bad roads, or the traffic? Or the uneducated work force? Massive insecurity? They need low taxes. Do u know lagos corporate tax rate? Small buisness need tax relief but i watched a documentary of the bbc that you say is "advertising lagos to the world" were an touts and their groups roam around lagos collecting "tax" for the "goverment"..and the bbc anchor was taken to their houses and shown their expensive cars and one even showed him his imported italian shoes. The anchor was visibly shocked that touts could collect and spend government taxes and questioned if what they were doing was legal and the governour was aware with a laugh they invited to anchor to accompany them the following weel to alausa for a courtesy visit on the governour. And truely they met the governour. After the meeting the touts left in their hummers to a secluded part of lagos where they met up with a musician called pasuma and together they partied and threw money at a crowd gathered around them..the bbc anchor was shocked, i was appalled and i'm sure your international investors will be dying to invest in eko!!! Eko oni baje o!

Sir, I dont know what your academic background is, maybe you are a doctor or an engineer but I am an accountant with special interest in investment (sorry for saying this but it is becoming necessary so as to tell you I know what I am saying). You points above cannot hold water because they are practically and professionally shaky. You mentioned the following- Bad road, Traffic, uneducated workforce, massive insecurity, high corporate tax. Let me now explain to u.

1. Bad road- I dont know if you stay in Lagos but by Nigerian standard, over 70 percent of Lagos metropoly is ok in terms of road some with CCTV camera and street lights, I am not talking about inner roads. This is what an investor wants to see.
2. Traffic is in Lagos during the business hour is very light especially from 9am to 4pm with the help of traffic light it is even non-extent except when there is an accident. So Lagos is not an exception in terms of traffic problem. You can see it in any advanced/populated city. the modus operandi or control is what makes the difference. It gets worse when people close around 5pm to say 8pm, this may not really be a problem for an investor.
3. Uneducated workforce. This is not clear to me. You mean people working in Lagos or working for Lagos? All the lawyers in Lagos, bankers, architects, engineers, etc are still uneducated? I dont know what you are saying here. If it is about tax, you must have heard of State Internal Revenue Service. It is a pure professional work, which all states have theirs. So you can never see an illetrate there except their blue collar workers.
4. Corporate Tax rate. Here you goofed by saying corporate tax is high in Lagos. It shows you dont know much about what you are saying. Corporate tax is purely Fed govt baby, no state charges or collects corprate tax. Federal Inland Revenue Service is purely in charge, so , Lagos is giving FG money through the companies in Lagos. the only revenue accruable to any state including your state and my state is PIT- personal income tax and WHT -withholding tax from individuals(not corporate bodies). The law or ACT was being passed and can only be passed by the Federal govt, signed by the president and gazzeted, so the same tax rate in Lagos is what operates in Bayelsa, Kano, Osun, Ondo,Imo, etc . Lagos just enforces the collection and generates more IGR because they have effective and efficient system more than all other states.

Pls respect LASG for what they do instead of criticizing them. I also want my state to be this efficient.

You are not correct sir. Economics taught me the basic principle or law of Demand and Supply especially with one of the factors being fixed (land).

When Demand (going by the population of Lagos and land fixed in nature) is more than supply; price will rise.

On the contrary, it will generate income for the state.Have you passed Bar Beach in the recent time, LASG has allocated different spots for companies to trade with each spot being paid for, sponsorship will also bring income whereas LASG will only supply the ground and security.

Do you watch CNN and see cities like Macedonia,Dubai, etc countries like Kenya advertising? Do you know the cost of one shorts on our local stations let alone CNN? Have you asked yourself why all these are happening?

The work of the govt is to create enabling environment and attract investors by working on their psyche through what they see. the govt is to invest in the environment and security, going by economic models, the govt should not ordinarily dabble into the running of businesses but should allow private bodies to handle that instead govt should regulate through laws and order.
With stuffs like this and security being guaranteed, LASG is telling people that LAGOS is safe for running of businesses.
Thumbs up to gov Fash. the most intelligent gov in Nigeria.
