That does not mean in any way that INEC cannot later on choose to allow Edo Service in the Edo Election. There is no law barring INEC from including a State-recognized security outfit on its list. The decision is not made by the Nigerian Police Force but by INEC. And there is no constitutional Law that bars the State from suggesting its own security outfit be included on that particular INEC list.

The land on which the activity is being carried out remains State land; Unless the particular venue is Federal government property, what you are insisting does not make sense. So long as residents of the state are involved, the state can and should provide additional security where it deems it necessary.
