Did you actually read that article yourself? It clearly says that INEC, not the Nigerian Police Force, chose not to include Amotekun in the list of security agencies that will monitor the election.

“INEC will not use Amotekun in the election monitoring. Where you see them, please challenge them. They must not be seen around polling units.”The Police Public Relations Officer (PPRO), Osun State Police Command, Opalola Yemisi, also confirmed that Amotekun is not part of the monitoring team approved for the elections.
Earlier, a civil society organization, YIAGA Africa had warned against the engagement of the personnel of the Amotekun in the Osun governorship election.
“Amotekun will have no role since it is not a member of the Inter-Agency Committee on Election Security. It is necessary for the Nigerian Police as the lead agency in election security to ensure the Amotekun are not recruited or engaged in any aspect of the election,” YIAGA stated in its pre-election observation report.

That does not mean in any way that INEC cannot later on choose to allow Edo Service in the Edo Election. There is no law barring INEC from including a State-recognized security outfit on its list. The decision is not made by the Nigerian Police Force but by INEC. And there is no constitutional Law that bars the State from suggesting its own security outfit be included on that particular INEC list.

The land on which the activity is being carried out remains State land; Unless the particular venue is Federal government property, what you are insisting does not make sense. So long as residents of the state are involved, the state can and should provide additional security where it deems it necessary.

The Niger Delta Ethnic Nationalities Youth Leaders Council, has called on the Federal Government to revive the Ajaokuta Steel Company, plagued by alleged corruption and mismanagement, to create jobs and drive industrialization.
The Council called on President Bola Ahmed Tinubu to direct the Economic and Financial Crimes Commission (EFCC) to investigate the issues and ensure the company's proper completion and operationalization.
The Council, in a statement by its President-General, Comrade Terry Obieh, criticized the severe lack of transparency in the management of funds and contracts related to Ajaokuta.
He noted that attempts to obtain details of spending and contracts have been met with obfuscation.
He said: “We, the patriotic citizens of the Federal Republic of Nigeria from the Niger Delta region, are concerned about the persistent neglect of the Ajaokuta Steel Company. This laudable project was built with the proceeds of oil and gas from the Niger Delta in the 70s.

ESC is constitutionally established, that's a fact, but unlike the police, army and other security operatives, ESC lacks the constitutional power of providing security for electoral process. Nigeria Police may not have the power to ban ESC, but can surely suspend/disengage ESC from the coming election.
