Good people of Nigeria, news emanating from the hallowed chambers of the Nigerian Senate has it that it has received for first reading, a bill to alter the constitution of the Federal Republic of Nigeria for the purpose of creating the state police. Deputy President of the Senate, Sen. Ike Ekwerenmadu is listed as the sponsor of the State Police bill and he is supported by 75 senators in the quest.

Following the topsy-turvy state of security across Nigeria, many feel this bill is long overdue. With the bill, the Senate wants to remove Policing from the Exclusive List and put in in the concurrent list, where it gives state governors to establish and manage a police force within their states.

The matter of State Policing had been a controversial one for years because the governors clamouring to manage their state's security can hardly pay civil servants salaries as it is, let alone adding the burden of police salaries and allowances. Kudos to President Buhari for not interfering in the law-making process as the senators are going about their business without rancour.

The question is, can our state governors establish and maintain State Police across the 36 states of the Federation? Will Nigeria be more secure following the establishment of State Police? Read more here

The death toll of last weekend’s massacre of Nigerian Christians by militant Muslim Fulani herdsmen has risen to at least 200, according to a report released Friday by Open Doors, an organization that monitors Christian persecution.

As Breitbart News reported earlier this week, heavily armed gunmen recognized as Fulani herdsmen opened fire on Christians in a number of villages in Plateau State of central Nigeria last weekend, killing scores and injuring hundreds more, as well as burning some 50 homes to the ground. Most of the victims were returning home from the funeral of the father of a local Christian minister.

Despite the evidently religious nature of the slaughter, mainstream media chose to downplay the militant Islamism behind the attacks, preferring to attribute the violence to “ethnic tensions,” a “battle for land and resources,” or even “climate change.”

Meanwhile, two local Catholic bishops have called out the violence for what it was: a “clear agenda for Islamizing the Nigerian Middle Belt” by using Fulani shepherds.

One of the bishops, Matthew Ishaya Audu of Lafia, said the attacks are not random or economically motivated, but purposefully target Christians.

“They want to strike Christians,” Bishop Audu said, “and the government does nothing to stop them, because President Buhari is also of the Fulani ethnic group.”

Other observers concur that the attacks form part of a larger plan to eliminate Christians from the area.

“The killings are becoming no longer herder and farmer clashes” but a “deliberate attempt to conquer and occupy the land of the people’s ancestral heritage,” said Dr. Soja Bewarang, while denouncing an attack on a Bible school that trained Christian missionaries in Gana-Ropp village.

Reverend Gideon Para-Mallam, of the International Fellowship of Evangelical Students in Jos, said that the violence is part of a pattern, an emerging agenda, which represents “another Boko Haram in disguise.”

The intensity of the attacks in central Nigeria is indicative, Para-Mallam said, “because Plateau state is the epicenter of Christianity.”

The recent “killing spree” lasted four days, Thursday through Sunday evening and into Monday, Open Doors revealed in its report Friday.

During this time, a dozen villages in Nigeria’s Plateau state were reportedly wiped out and on Sunday, 75 of the victims were buried in a mass grave.

Among the victims of the massacre included a local pastor, Rev. Musa Choji, along with his wife and son.

In a single village, Nghar, herdsmen killed over 100 Christians and burned down all the houses, as well as two churches, according to an unnamed pastor of the Evangelical Church Winning All (ECWA).

Assailants killed 14 members of the pastor’s wife’s family, including her mother and sister. In that household, 27 people lost their lives, all of them burned to death, Open Doors said.

On the day of the attack in Nghar, only two soldiers and one policeman were in the village, but they reportedly fled as soon as the herdsmen launched their attack.

Although the anti-Christian violence came to a head over the weekend, in reality it has been going on for some time, according to Pastor Steve Kwol, chairman of the Pentecostal Federation of Nigeria for Plateau North.

Even since the weekend, with a military presence and dusk-to-dawn curfew, the assaults are ongoing, he said. Two more villages—Kwi and Dorowa—were badly damaged on Monday.

Most of the buildings were burned down in Dorowa, including four church buildings, and the adjoining buildings, including pastors’ houses, were also destroyed by fire.

Herdsmen set fire to a number of buildings, including churches, in Kwi as well. The precise number of casualties is unknown, but many villagers were displaced and are now living in camps in neighboring villages.

“We’ve been living peacefully with [Fulani herdsmen]” Pastor Kwol said. “Since this crisis started in Plateau in recent months, our people have not killed one Fulani man. Instead, they have been killing our people one by one. We just buried them and carried on.” he said.

“As a result of the ongoing insecurity, there are places where people can no longer go to farm,” he said, “because when they go, the Fulani will come and take their cows, or attack them.”

“Just two weeks ago, they shot my wife’s young brother. But he survived. He was discharged on Wednesday and had returned home on Thursday, only to get killed in the last attack, on Saturday,” he said.

In Budget matters..... You propose on what you want to do, expenditures you wish to undertake given available resources or revenue. It is a wish list technically defined as the expenditure and revenue plans of the government in a year. The expenditures are tied to your revenues. It is not a sure bet rather as money comes in you fund your proposed projects. If in a particular year you are not able to execute your proposed projects due to shortfall in revenue you re propose in the next year's budget with the hope that your revenue profile will improve.


Now the first proposal was done in 2017 but the economic indices that year showed that oil prices were low implying low government revenue since oil is the major source of government revenue. Futhermore, inflation was high and the economy was also in recession in which we came out from late last year. So all this factors may have contributed to the inability of government to execute the project now making them to represent it in 2018 budget since the economic indices have changed.

Oil prices are up again, inflation is coming down leading to improvement in government revenues.

On a lighter note assuming without conceding that 2 billion was appropriated last year, who is even sure that the said amount was not tampered with at the same committee's stage given the aloofness of our so called senators/ representatives and bearing in mind that we only got to know about the cut through PMB.

Finally don't allow your hatred for PMB to either consume or destroy you. Take refreshal course in public finance and government budget to help yourself.

1) I don't know where you are getting your current landing cost estimates from. NNPC boss said that the corporation is not a public agency and therefore refused to provide details of their dealings. They also refused to publish the relevant stats on their website. So save me the voodoo high landing cost calculations.

2) Claims of corruption is not a justification for GOING BACK into government monopolies that has a 100% history of FAILURE. How did we move from splitting the NNPC to giving that same corruption HQ an unregulated monopoly over the most essential commodity in the country? Was it just because buhari is called the minister?

3) You really sound so clownish with this "no money is paid from the government or NNPC to anyone". In one breath you said that loses are INTENTIONALLY MADE and then COUNTED AS OPERATIONAL COSTS which are then DEDUCTED (about 1 trillion per annum) from the money that should have been paid into the government treasury. The NNPC has the responsibility of supplying fuel to Nigerians; it buys the fuel at say N205 and sells to Nigerians at N145 (i.e. making a loss). The loss is counted as part of operational cost before its other profits are paid to government. In essence, no physical money is paid to anyone, reason why it's not called 'subsidy', and as no money is paid from the government or NNPC to anyone, that was the explanation given why there was nothing to be appropriated. That's my little understanding of the issue.

The answer to the question you raised above is very simple if you think about it with an open mind.

In 2012, oil price was around $100, the exchange rate was about N150/$ and landing cost of fuel was around N142.

Today, oil price is around $75, the official exchange rate is double what it was in 2012 at N305/$ and that explains why the landing cost of fuel is now about N205 now (instead of being lower than what it was in 2012 when oil price was higher).

I hope you now have your answer?

You really missed the crux of my post. Even though I am not a member of APC, I must remind you that this is not about APC but PDP and its hypocrisy.

PDP took credit for the not too young to run law. They celebrated it has their party's achievement since a PDP member sponsored the bill. It is only normal for every right thinking Nigerians to expect the party to fully embrace the law they publicly took credit for by coming up with a youth friendly guidelines. Instead, they violated the law by barring aspirants between ages 35-39 from seeking their party ticket. What now is the fate of PDP party members who are less than 40 and want to seek the party ticket. How will a young man of 35 years who is a member of PDP and wants to seek the party's ticket raise N12milliin for nomination form? Why should aspirants swear to an oath before they can seek their party's ticket?

Above are the questions PDP should answer and not the irrelevant APC issues you raised in your post.

The president signed the not too young to run bill into law some weeks ago and PDP publicly claimed credit for the law since the bill was sponsored by a PDP lawmaker from Lagos. The above guideline has however exposed the hypocricy of the party. Apart from the exorbitant N12million that they are demanding for nomination form, aspirants whose age falls between 35 and 39 cannot seek the presidential ticket of the party in clear violation of the not too young to run law.
