There are legal implications and meanings as well as privileges

NATIONAL would mean an airline incorporated in Nigeria and paying tax in Nigeria.
This would mean that it has the privilege to execute DIRECT flights to ANY destination. NO OTHER AIRLINE will have that privilege e,g BA is a NATIONAL carrier but not a government airline. BA can operate Direct flight between London and any other destination

ARIK in theory is a NATIONAL Carrier though I do not know if it still operates and how well it is run or how big.
