Buhari didn't fail in his first tenure. You should attach the word failure to his second tenure. Before Buhari came in, (2015), the former Minister for Finance (Ngozi Iweala) announced that, Nigeria was in recession, that they borrow money to pay salaries. Even the federal allocation to states were little as at that time, so many states governors were unable to pay workers salaries. Even some states were paying 60% monthly salaries to workers. But when Buhari came in, they stopped borrowing to pay salaries. And the allocation to various states increased.
His second tenure is what u should be analysing
