Its an open secret that El-Rufai is one of the closest ally to Buhari beside Mamman Daura. In fact, he was so close to Buhari that at the inception of this administration, El-Rufai was acting like a Vice President. According to insiders, El-Rufai's loyalty was simply for Buhari to endorse him as the next president in order for him to enjoy the vote of Buhari's cult-like followership especially in the north. Many people believed Buhari will never make it back from his recent leave in London. There were reports of several secret meetings especially in the North on different strategies to adopt in the event of Buhari's demise. During this period, El-Rufai might have lobbied to be presented as Osinbajo's vice so he could have upper hand contesting in 2019 since Osinbajo is not power hungry and might not contest. This move by El-Rufai might have angered Buhari and Buhari might be planning a major blow on El-Rufai. The letter is simply a smart move by El-Rufai to later claim victim. Methinks he secretly nursed the ambition to become VP while Buhari was away thinking the President will not make it back. Kudos should be given to the sixth Senate for preventing constitutional crisis like what happened during Yar'Adua era. Flashback... The Senate, on Wednesday, voted to alter the provisions of section 145 and 190 of the 1999 constitution. The amendments make it compulsory for a president or a governor to transmit a letter to the leadership of the National Assembly or House of Assembly respectively to enable the vice president or deputy governor act “whenever the president is proceeding on vacation or is unable to discharge the function of his office.” The bill also empowers the National Assembly or state legislators to pass a resolution, empowering the vice president or deputy governor to act on behalf of the president or governor if there is a failure to transmit such letter within 14 days of his departure. The bill is sponsored by the Deputy Senate President, Ike Ekweremadu, and supported by members of the senate Committee on Constitution Review. The idea to alter the two sections proposed for amendment came up as a result of the inability of the lawmakers to constitutionally get the president to transmit a letter when he was absent. This led the Senate to adopt a creative resolution, empowering Vice President Goodluck Jonathan to act pending the return of President Yar’Adua. The House of Representatives has already considered a similar bill, seeking to amend the same sections. While the Representatives are contemplating a 21-day grace period for the president or governor to be away on vacation without transmitting his powers, the senate voted in favour of 14 days grace period. The differences will, however, be harmonised by a joint committee of the senate and House before the bill is passed down to the state Houses of Assembly for consideration. Speedy passage The bill was first read by the senate on 17 February. The following day, the senate started the second reading debate on the bill. After three days of debate, when nearly all senators contributed, on Wednesday, the bill passed its second reading. It was immediately committed to the committee of the whole senate. There, the senate considered the provisions of the amendment bill, clause by clause, after which slight amendments were made on the original proposal. The bill was then put to vote and senators stood in turns to vote a “yes” or “no” for or against the alterations. Out of the 109 senators, 17 senators were absent from the sitting and 89 senators voted “yes” to amend the first part of the bill. Two senators, Yale Mallam Kaka (ANPP Borno State) and Garba Yakubu Lado (PDP Katsina State) voted against the alterations. h. What about the great achievements of Islamic civilization through history? Islamic achievements in the fields of art, literature, science, medicine, etc. in no way refute the fact that Islam is intrinsically violent. Roman and Greek civilizations produced many great achievements in these fields as well, but also cultivated powerful traditions of violence. While giving the world the brilliance of Virgil and Horace, Rome was also a home to gladiatorial combat, the slaughter of Christians, and, at times, rampant militarism. Furthermore, the achievements of Islamic civilization are pretty modest given its 1300 year history when compared to Western, Hindu, or Confucian civilizations. Many Islamic achievements were in fact the result of non-Muslims living within the Islamic Empire or of recent converts to Islam. One of the greatest Islamic thinkers, Averroes, ran afoul of Islamic orthodoxy through his study of non-Islamic (Greek) philosophy and his preference for Western modes of thought. g. Is it fair to paint all Islamic schools of thought as violent? Islamic apologists often point out that Islam is not a monolith and that there are differences of opinion among the different Islamic schools of thought. That is true, but, while there are differences, there are also common elements. Just as Orthodox, Roman Catholic, and Protestant Christians differ on many aspects of Christianity, still they accept important common elements. So it is with Islam. One of the common elements to all Islamic schools of thought is jihad, understood as the obligation of the Ummah to conquer and subdue the world in the name of Allah and rule it under Sharia law. The four Sunni Madhhabs (schools of fiqh [Islamic religious jurisprudence]) — Hanafi, Maliki, Shafi’i, and Hanbali — all agree that there is a collective obligation on Muslims to make war on the rest of the world. Furthermore, even the schools of thought outside Sunni orthodoxy, including Sufism and the Jafari (Shia) school, agree on the necessity of jihad. When it comes to matters of jihad, the different schools disagree on such questions as whether infidels must first be asked to convert to Islam before hostilities may begin (Osama bin Laden asked America to convert before Al-Qaeda’s attacks); how plunder should be distributed among victorious jihadists; whether a long-term Fabian strategy against dar al-harb is preferable to an all-out frontal attack; etc. |
